       Elder Abuse- As introduced, authorizes electronic transmission of the copy of a
       judgment of conviction of a person for committing certain offenses of abuse of an
       elderly or vulnerable adult that is required to be sent to the department of health by
       clerks of the court. - Amends TCA Title 39, Chapter 15, Part 5.

         Public Employees- As introduced, requires that retirees of the Tennessee highway patrol
         with 25 years of service receive 80 percent of the scheduled premium or defined
         contribution for the health insurance benefits provided by the state. - Amends TCA Title
         4, Chapter 7 and Title 8, Chapter 27.

       Taxes, Sales- As introduced, requires each dealer of aviation fuel to file a quarterly
       report, instead of monthly report, stating the total amount in gallons of aviation fuel sold
       and the dollar amount collected from such sales. - Amends TCA Title 67, Chapter 6.

         Civil Emergencies- As introduced, requires the department of labor and workforce
         development, on or before January 1, 2022, to submit a report to the house commerce
         committee and the senate commerce and labor committee describing employment
         conditions in this state resulting from COVID-19, and the impact on such conditions as
         the result of this state's response to COVID-19. - Amends TCA Title 4; Title 8; Title
         33; Title 40; Title 50; Title 58; Title 63; Title 68 and Title 71.

       Welfare- As introduced, makes certain investigative records of the department of human
       services confidential during the course of an investigation; establishes fines for certain
       offenses related to fraudulently obtaining food assistance; requires the department of
       human services to convene families first community advisory meetings; requires the
       department of human services to establish a two-year pilot program that provides an
       optional alternative temporary assistance pathway for certain assistance recipients. -
       Amends TCA Section 71-1-105; Section 71-3-104; Section 71-3-105; Section 71-3-120;

         Education, Dept. of- As introduced, deletes the requirement that the achievement school
         district adopt an appropriate dress code for its professional employees. - Amends TCA
         Section 49-1-614.

11. SB 1155 *Haile, Bowling (HB 1286 by *Marsh)
       Fairs- As introduced, adds Wilson County Promotions, Inc., a not-for-profit
       corporation, to the entities with which the Tennessee state fair and exposition
       commission may work to conduct a fair or exposition; provides for the Tennessee state
       fair being held at the Wilson County fairgrounds. - Amends TCA Title 4, Chapter 57;
       Title 5, Chapter 9 and Title 43, Chapter 21.

12. SB 1114 *White, Yager, Bowling (HB 0171 by *Sparks, Moon, Griffey, Russell)
       Pensions and Retirement Benefits- As introduced, authorizes a correctional officer of a
       local government who is a member of the state retirement system to retire under the
       state retirement system upon completion of 25 years of creditable service. - Amends
       TCA Title 8, Chapter 36.

13. SB 1128 *White (HB 0952 by *Littleton, Russell)
       County Government- As introduced, authorizes a county that provides a retirement and
       pension plan to its employees and does not participate in the state consolidated
       retirement system to provide for the establishment of retirement credit for employees
       who left employment with the county in order to perform military service in the armed
       forces of the United States and is reemployed by the county after such military service. -
       Amends TCA Title 5 and Title 8.

14. SB 1338 *Hensley (HB 0865 by *Haston, Weaver, Hurt, Keisling, Windle, Darby, Moon,
Sparks)
       Education, State Board of- As introduced, requires the board to determine the
       percentage of any increase in funds appropriated to the instructional salaries and wages
       component of the basic education program (BEP) and increase the minimum salary on
       the state salary schedule by that percentage. - Amends TCA Title 49.

15. SB 0608 *Watson (HB 1011 by *Hicks G)
       Taxes, Franchise- As introduced, adds 15 days to the current six-month extension of
       time in which taxpayers can file a franchise and excise tax return. - Amends TCA Title
       67.

16. SB 1185 *Jackson (HB 1383 by *Todd)
       Pensions and Retirement Benefits- As introduced, requires board of trustees for the
       Tennessee consolidated retirement system to prepare and submit a report to the council
       on pensions and insurance as to the number of members retired by the board of trustees
       on a disability retirement allowance and whose disability determination resulted from
       their service as law enforcement officers. - Amends TCA Title 4, Chapter 7; Title 8,
       Chapter 25; Title 8, Chapter 34; Title 8, Chapter 35; Title 8, Chapter 36 and Title 8,
       Chapter 37.

      Scholarships and Financial Aid- As introduced, removes the requirement that a home
      school student must be enrolled as a home school student for a full year to be eligible
      for certain state lottery scholarships; adds those who complete six credit hours of dual
      enrollment courses to be eligible for the Tennessee HOPE scholarship. - Amends TCA
      Title 49, Chapter 4.

      TennCare- As introduced, enacts the "Annual Coverage Assessment Act of 2021." -
      Amends TCA Title 71, Chapter 5.

      Expunction- As introduced, authorizes a clerk to charge a fee of less than $100 for
      expunction; expands the offenses for which expunction is permitted. - Amends TCA
      Section 8-21-401 and Title 40.

20. SB 0009 *Yager, Bell, White, Haile, Yarbro, Campbell (HB 0542 by *Powers, Calfee)
      Education, Higher- As introduced, increases from $1,000 to $1,250 the amount awarded
      each semester to a full-time student receiving the middle college scholarship. - Amends
      TCA Title 49, Chapter 4, Part 9.

21. SB 0170 *Lundberg (HB 0191 by *Hulsey, Gant, Crawford, Todd)
      Taxes, Excise- As introduced, requires the commissioner of economic and community
      development to consult with the commissioner of revenue when determining whether
      good cause exists for extending the three-year period for making the required capital
      investment for qualifying for a certain excise tax credit when purchasing industrial
      machinery. - Amends TCA Title 67, Chapter 4, Part 20.

      Water- As introduced, requires persons who withdraw 10,000 or more gallons of water
      per day without registering with the commissioner of environment and conservation, in
      order to respond to an emergency, to report such withdrawals to the director of the
      water resources division within 90 days of the withdrawal. - Amends TCA Title 65 and
      Title 69.

32. SB 1483 *Akbari (HB 1581 by *Camper)
      Taxes, Sales- As introduced, creates a small business sales tax holiday for the 2021
      Labor Day weekend. - Amends TCA Title 67, Chapter 6.

33. SB 1484 *Akbari (HB 1582 by *Camper, White, Gillespie, Thompson, Vaughan)
      Taxes, Sales- As introduced, adds a minor league soccer franchise in the United Soccer
      League to the list of professional sports franchises for which a sports authority may be
      allocated sales tax revenue. - Amends TCA Title 67, Chapter 6.

34. SB 1585 *Bailey (HB 1017 by *Hicks G)
      Taxes, Sales- As introduced, removes obsolete language that prohibited revenue from
      being apportioned pursuant to an allocation made in a specific dollar amount in the
      general appropriations act to the county revenue partnership fund in fiscal years 2007-
      2008 and 2008-2009. - Amends TCA Title 4; Title 5 and Title 67.

       Correctional Programs- As introduced, requires the board of control of the Tennessee
       corrections institute to maintain a list of correctional teachers that includes their
       academic background and qualifications to teach. - Amends TCA Title 4, Chapter 6;
       Title 8, Chapter 30; Title 41 and Title 49.

36. SB 1601 *Bailey (HB 1205 by *Lamberth)
       Pensions and Retirement Benefits- As introduced, replaces the name of the
       "consolidated retirement board" with "board of trustees of the consolidated retirement
       system," for purposes of the Tennessee consolidated retirement system. - Amends TCA
       Title 8, Chapter 25.

37. SB 1613 *Bailey (HB 0977 by *Williams)
       Motor Vehicles, Titling and Registration- As introduced, requires county clerks to
       retain $3.00 of the $11.00 fee for noting liens, encumbrances, or mortgages on a
       certificate of title; requires that the retained funds be earmarked for office supplies and
       equipment related to the notations. - Amends TCA Section 55-6-101.

38. SB 1587 *Bailey (HB 0522 by *Gant, Williams, Griffey)
       Taxes, Exemption and Credits- As introduced, exempts prefabricated underground and
       above-ground storm shelters and standby generators purchased for residential use from
       the sales and use tax in certain circumstances. - Amends TCA Title 67, Chapter 6, Part
       3.

39. SB 1595 *Bailey (HB 1599 by *Carter, Lamberth, Curcio, Farmer, Garrett, Hawk, Doggett,
Littleton)
        District Attorneys- As introduced, creates 12 additional assistant district attorney
        general positions, six additional secretarial positions, two additional victim-witness
        coordinator positions, and two additional criminal investigator positions to be
        designated in judicial districts as provided in a report prepared by the district attorneys
        general conference. - Amends TCA Title 16, Chapter 2.

40. SB 0449 *Bell (HB 0713 by *Hurt)
       Local Education Agencies- As introduced, requires an LEA to allocate prorated daily
       per pupil state and local funding to an out-of-state residential mental health facility if a
       student of the LEA is admitted to the facility and certain conditions are met. - Amends
       TCA Title 49.

41. SB 0628 *Bell, Bowling (HB 0430 by *Lamberth, Littleton, Griffey, Sexton J, Sherrell)
        Sentencing- As introduced, requires that a person convicted of facilitation of rape of a
        child or aggravated rape of a child be sentenced to community supervision for life and
        to serve 100 percent of the sentence imposed before becoming eligible for release, with
        no more than 15 percent in sentence reduction credits. - Amends TCA Title 39 and Title
        40.

42. SB 1378 *Bell (HB 1416 by *Curcio, Sherrell)
        Criminal Offenses- As introduced, creates the Class A felony of aggravated human
        trafficking; specifies the release eligibility for a person committing a human trafficking
        offense or an aggravated human trafficking offense; revises the sentence enhancement
        for the offense of trafficking for commercial sex act. - Amends TCA Title 4; Title 39;
        Title 40 and Title 71.

43. SB 0012 *Bowling, Gardenhire (HB 0009 by *Reedy)
        Professions and Occupations- As introduced, repeals the Locksmith Licensing Act of
        2006. - Amends TCA Title 62, Chapter 11; Title 62, Chapter 35 and Title 62, Chapter
        76.

44. SB 0652 *Bowling, White (HB 0606 by *Lamberth, Griffey, Sexton J, Whitson, Moon)
        Sentencing- As introduced, requires a person convicted of vehicular homicide that was
        the proximate result of the person's intoxication to serve 100 percent of the sentence
        imposed before becoming eligible for parole, with no more than 15 percent in sentence
        reduction credits; applies to offenses committed on or after July 1, 2021. - Amends
        TCA Title 39, Chapter 13, Part 2 and Title 40, Chapter 35, Part 5.

45. SB 0653 *Bowling (HB 1534 by *Weaver)
        Teachers, Principals and School Personnel- As introduced, creates a new practitioner
        license for persons seeking to become licensed teachers; requires the state board of
        education to approve alternative teacher endorsement and licensure pathways. - Amends
        TCA Title 49.

46. SB 0184 *Bowling, Powers (HB 0987 by *Rudder, Reedy, Griffey, Sexton J)
        Taxes, Privilege- As introduced, eliminates the professional privilege tax for tax years
        that begin on and after June 1, 2022. - Amends TCA Section 49-7-2109 and Title 67,
        Chapter 4, Part 17.

        Firefighters- As introduced, enacts the "James 'Dustin' Samples Act." - Amends TCA

       Scholarships and Financial Aid- As introduced, extends eligibility for a Senator Ben
       Atchley opportunity grant to Tennessee resident students enrolled at any private
       postsecondary institution accredited by a regional accrediting association that has its
       primary campus domiciled in this state. - Amends TCA Title 49, Chapter 4, Part 8.

49. SB 0298 *Briggs (HB 0443 by *Vaughan, Gillespie)
       Medical Occupations- As introduced, reduces, from 15 to 10, the number of days that
       the comptroller has to determine if certain financing agreements to fund a medical
       school under the Medical School Authorities Act are in compliance with the guidelines,
       rules, and regulations of the state funding board. - Amends TCA Title 7; Title 33; Title
       49; Title 63 and Title 68.

50. SB 0160 *Briggs, Massey, Yager (HB 0192 by *Wright, Mannis, McKenzie, Lafferty)
       Taxes, Sales- As introduced, reduces from 1.125 percent to 0.5 percent the percentage
       the department of revenue keeps from the proceeds from the local option sales tax to
       defray the state's expenses in administering, collecting, and remitting local sales taxes. -
       Amends TCA Title 67, Chapter 6.

51. SB 0370 *Campbell, Akbari (HB 0840 by *Hakeem, Clemmons)
       Basic Education Program (BEP)- As introduced, requires the BEP formula to fund one
       full-time response to instruction and intervention (RTI²) position per 1,000 students or
       one full-time RTI² position for each LEA, whichever is greater. - Amends TCA Title
       49.

52. SB 0371 *Campbell, Akbari, Massey (HB 1001 by *Love, Clemmons)
       Basic Education Program (BEP)- As introduced, requires the BEP formula to fund full-
       time school counselor positions at a ratio of one per 250 students or one full-time school
       counselor position for each LEA, whichever is greater. - Amends TCA Title 49.

53. SB 0581 *Crowe, Hensley, Reeves, Powers, Akbari, White, Campbell (HB 0537 by *Hawk,
Whitson, Powers, White, Ramsey, Haston, Hicks G, Love, Parkinson)
      Basic Education Program (BEP)- As introduced, increases the number of BEP funded
      full-time public school nurse positions from one for every 3,000 students to one for
      every 750 students; increases the number of full-time public school nurses considered
      sufficient for the public school nurse program to adequately provide services from one
      nurse for every 3,000 students to one nurse for every 750 students. - Amends TCA Title
      49 and Title 68, Chapter 1, Part 12.

       Criminal Offenses- As introduced, raises the penalty for the offense of voluntary
       manslaughter from a Class C felony to a Class B felony. - Amends TCA Title 39 and
       Title 40.

55. SB 0663 *Gardenhire (HB 0979 by *Williams, Thompson)
       Insurance Companies, Agents, Brokers, Policies- As introduced, extends the effective
       date of a commercial risk insurance policy cancellation from 10 days to 15 days after
       notice is mailed to a named insured. - Amends TCA Title 56 and Title 67.
