In Rajasthan, distribution companies use two types of electricity bills: an on-the-spot bill which is mainly used by JVVNL for domestic consumers, and the detailed bill. The details of the components of both the bills are explained below. 1. On-the-Spot Bill The On-the-Spot bill has three components. The first one records the details of the consumer and the characteristics of the type of connection. This is followed by the second section that tells about the electricity unit consumed and different type of payable charges, rebates and surcharges. The last section summarises the electricity bill. It also contains the details of last date to pay the bill and late fee in case of delayed payment. a. The Detailed Bill: This bill is used by all the three distribution companies of Rajasthan. The bill has four major sections. The first two sections tell the details of the consumer and the characteristics of the type of connection respectively. The third section records the previous and current readings of meter and the last section contains the details of different charges, taxes, rebates and surcharge with the information on the total bill payable and the last date to pay it. 2. Main components of Electricity Bill: Energy Charge: This is the per unit electricity charge. It is defined slab wise and the cost increases as units on electricity bill increases. Fixed Charge: This is dependent on the connected load that the Discom provides the consumer. Connected load is typically calculated as sum of wattage of all the appliances at home. The Discom allocates this much amount of electricity for your home and that is why the fixed charge is applicable. Tariff / Category: Category in the bill determines if the connection is domestic, agricultural, commercial or industrial. Tariff and Category determine the rate structure applicable on the bill. Typical tariff codes are four digit numbers allotted to different cases under each connection category. Domestic consumer’s tariff code starts with with 1xxx and for Agricultural consumer, it starts with 4xxx. Recently, new tariff codes starting with 9xxx have been given to special cases of the Agricultural connection. Category in the bill determines if the connection is residential, commercial or industrial. Different rates/slabs are applicable for different tariff codes and thus it is important to validate that the right tariff code is applied on the electricity bill. Type of Supply & Connected Load: Connected Load is the total pool of supply that is given to a meter. This is calculated in kW (or Killo-Watts). This is the total peak kW given to a meter based on the appliances connected to the meter. This is not your actual energy consumption, instead it helps to determine if the connection will be a single phase or three phase. Consumption: Units consumed is the number of kWh (Killo-Watt-Hour) consumed in a month. 1 kWh is equivalent to keeping a 100 Watts bulb on for 10 hrs. This information is calculated by finding the difference between meter readings of two consecutive months. This is the total monthly consumption by all the appliances that are connected to the meter. This is the value that needs to come down in order to reduce the electricity bill. An observation of consumption history can give an indicator of the appliances having higher electricity consumption (typically Air Conditioners increase consumption in summers). 3. Penalties, rebates and other charges: a. Discoms can penalize the consumers on following grounds: Power Factor Mostly commercial consumers are billed based on their KVA consumption and power factor penalty shall not be levied on consumer category billed on KVA. Every other consumer category has to maintain power factor above 0.95 or .90 as defined in code of supply to prevent the penalty. Delay Payment Surcharge Delay payment Surcharge is levied on consumer if he/she fails to pay the bill before due date mentioned on bill. Understanding Electricity Bill 6
b. Following are cases in which Discoms provide rebates to consumers: Pre-Paid/Advance Payment In order to promote pre-paid metering, commissions provide a rebate as described in supply code for consumer category for opting pre-paid metering. Prompt Payment Usually commission allows consumer to pay the bill within a period of 15 days of bill generation, but the consumers paying it 7 to 10 days before the due date are given a rebate on the energy and fixed charges depending upon the consumer category. Power Factor The consumer groups who are penalized for not maintaining the power factor, are often given rebates for maintaining a power factor above 0.95. Rebates is given on percentage basis for every step improvement in power factor. Other Rebates Commission often gives special rebates to consumer groups for installing solar water heaters or rooftop PV. 4. Other Charges Electricity Duty & Tax: This is the government tax for using electricity. Duty is applicable per unit of electricity consumption and tax is applied on the whole bill amount. Fuel Cost Adjustment/Additional Surcharge: Coal fired plants are still dominant in Indian power sector and fuel prices fluctuate throughout the year which impacts the generation cost. As the tariff is determined for a year and can’t be changed in between, Fuel cost adjustment charge is levied on consumers to adjust the difference. These charges are revised quarterly depending upon the fluctuations in fuel size. Urban Cess: Collected on behalf on Municipal Bodies by the Discoms Water Conservation Cess: Cess collected from industries and large consumers 5. Rebates and Penalties for Domestic Consumers in Rajasthan a. A rebate of 25 Paise per unit subject to a maximum of Rs. 300 per month for a maximum period of 5 years in the “Energy Charges” shall be allowed if the consumer installs and uses “Solar Water Heating System”, after approval by Jaipur Discom. b. A rebate of 10 Paise per unit shall be allowed if consumer opt for prepaid metering system. Understanding Electricity Bill 7
c. Delayed Payment Surcharge (DPS) shall be levied @ 2% (Two Percent) on unpaid dues of Jaipur Discom in case of monthly billed consumers. For consumers, billed bi- monthly, DPS shall be levied @ 4% (Four Paying your bill 10 days before Percent). An incentive of 0.35% of Energy charges & Fixed charges shall be allowed in his next bill, where the payment is received before ten working days from the due date of the bill.
