The project also includes improving the SR 589 Southbound On Ramp from SR 54 by extending the existing taper style on‐ ramp into a parallel type entrance. Lighting, Signalization and ITS improvements are also included as part of this project. 8

This design phase is a continuation of work completed under the PD&E study 440897‐4. Work for this new roadway alignment entails producing final plans and contract documents for construction and will require roadway, structures, drainage, utility coordination, signing and pavement marking, lighting, ITS, Tolls, Right of Way mapping, geotechnical and survey work. At the northern terminus of this project, the alignment will tie into the current design of the 440897‐2 Central Polk Parkway to complete the US 17 (SR 35) interchange. 10

There are no interchanges, intersections, or service plazas within the limits of the project. PROCESS IMPROVEMENTS FTE’s goal is to reduce the amount of time needed to execute a contract (from Formal Ad to Contract Execution). We have adjusted the timeline both on the advertisement phase and the post selection negotiations phase. The key areas you should be aware of are - Formal Ad to Selection 1. Procurement time frame will range from 4 months to 7 months depending on the type/complexity of the project, as opposed to the standard 10 months. The procurement time frame will be provided on the Planned Advertisement (planned ads will run 2 - 3 months prior to the formal to provide ample time for deciding to pursue a project). Negotiations 1. FTE PM will provide scope and units to Consultants prior to the scope clarification meeting. 2. FTE will eliminate separate unit and staff hour swaps and negotiations for minor projects. This will become a combined effort. This applies only to Minor projects. Contract Execution 1. Reduce Consultant’s time frame to submit the Audit Package. 24
TIPS FROM OUR TRC MEMBERS… LOR QC those LORs! Spelling and punctuation errors often make a difference. Provide the FPIDs and the description for any previous TPK project. Provide TPK Production PM names as a reference, we do ask them questions. Balance out the information included in the LOR, provide overall experience at high level, key in on most relevant experience pertaining to the project. Technical Packets Ensure technical packets have page numbers. Photos of key members with names and roles are very helpful. Structure your teams resumes around the project you are pursuing. Provide team members role on previous projects (EOR, Support Staff, etc.). Designate who QC Reviewers and QA/QC Managers are; provide QA/QC experience for both. 25
TIPS FROM OUR TRC MEMBERS (CON’T) Oral Presentations / Q&A Sessions Know what you are being scored on and prepare in those areas. Have a healthy balance of PM and supporting Discipline staff responses. While it is important for the PM to be knowledgeable, provide team members attending the session time to expand upon their knowledge as well. Be Innovative! Make sure innovation is feasible. Other Helpful Hints Schedule a debrief meeting early (Debrief meetings will now be built into the procurement schedule no later than 3 weeks post final selection). Have staff that did not attend the Q&A session / Oral Presentation attend the debrief. 26

This database was recently updated to include a number of items from recent projects and scrubbed to remove or edit items that are no longer relevant or have since been included in the TDH. In addition to the Design Lessons Learned database, the complete Extinguish the Torch project reports are also provided on the web site for reference. 28
