                                                        CURRENT POLICY
AR Writing for SP Detached on Op RESCRIPT (exceeding 6 months)
Further to recent D&G from AH CM Pol, specifically on the subject of detachment extensions for SP on OP RESCRIPT, reporting arrangements for detachment
extensions can be applied by APC CMs as follows:

1. For SP extended in an Op RESCRIPT post beyond the original 6 month detachment, but not exceeding 7 months, can continue to receive a detachment Insert
Slip as per current JSP 757 direction (Pt 2 Chp 1 Para 22 (Offrs) & Pt 2 Chp 2 Para 19 (Sldrs)). In this case the original Assignment Employer will still complete the
AR20/21 and include the Insert Slip, referring to it as appropriate, in the AR. In this exceptional case no JPA adjustment is needed to the assigned 1RO, 2RO or
Detachment employers details.

2. For SP extended in an Op RESCRIPT post beyond 7 months of detachment, but not exceeding 12 months, can receive a full AR20/21 from the Detachment
employer, with no written contribution from the original Assignment employer. This case will require a JPA (1RO & 2RO) adjustment to ensure the AR is populated
with the correct signatures when re-configured for the Detached employer. To be managed through JPA as follows:

•   Assigned Employer raises AR on JPA but adds details of the Detachment employers 1RO & 2RO: after which the AR will automatically workflow through to the
    Detachment employers’ location. Of note is that Front Page of the AR will still retain the Assignment Employer details, the SPs original role and responsibilities,
    and requires the Detachment Employer (1RO) to include the following text at the start of the Performance Paragraph. E.g “ SSgt SMITH has been detached on
    Op RESCRIPT for the duration of this reporting period in the role of OIC Vaccination Station Alpha“. The evidence in the AR can capture the responsibilities of
    the SP.
•   In the event that the AR has already been raised by the Assignment Employer’s Unit Administrators, it is still possible to add Detachment Employer details as
    described above. The requirement for the 1RO’s Performance paragraph adjustment remains.
•   Should the Detachment employer not have a JPA account then the NSAR process should be followed (JSP 757 Pt 1 Chp 8 Para 7 refers)
•   Most importantly, neither Employer (Assigned or Detached ) is to attempt to create new PIDs for the detachment roles.

In the unlikely event that a reporting chain is required that does not fit the above direction, then employers must refer to SO2 Appraisal, Ann Hunter, for advice.

                                                      CURRENT POLICY
Authorised Appraisal Gap Reporting (AAGR) – Changes to
Authorised Reason Types
The AAGR was launched in Aug 20 and mandated that all paper copy Appraisal Absence Reports (AAR) in AR Books
were to be replaced with the AAGR. The AAGR is raised on JPA to facilitate e-boarding via the CM Portal.

Some concerns have been raised regarding the authorised reasons and their usage on the AAGR. This has resulted
in several changes to the authorised reason types with the AAGR Guide being updated to reflect the changes. The
guide can be accessed using the link Authorised Appraisal Gap Reporting Guide.

The authorised AAGR reasons can be found on Slide 11 of the guide and are now as follows (amendments in red):

•   Directed by Army Board
•   Directed by MS
•   Career Intermission
•   Maternity / Shared Parental / Adoption Leave
•   Temporary Non-Effective (TNE)
•   ARRG 2, 3 and 4 (Refer to RLFR for definitions)
•   University Attendance / External Placement

                                                        CM ASSURANCE
Employer Self-Assessment
 End of year performance statistics for the completion rate of Unit and Formation MS
 Self-Assessment show a significant increase in completion but greater effort is
 needed to meet the standard required.

 •   Completion has improved from less than 10% to 44% - despite the limitations
     placed upon everyone by the pandemic. This is a positive sign of more units and
     formations becoming aware of the requirement and roll out of ARMS2 accounts
     to key G1 staff.

 •   Successful completion of the MS Self-Assessment allows units to ensure they are
     conforming to current policy, review their MS processes, detect and correct their
     own faults, without then requiring an external audit.

 •   The question set is only 31 questions; each one has policy references and
     examples of areas to look for so units and formations are assisted in checking
     their procedures and identifying necessary changes.

 •   The process is explained in ACSO 9027; all Adjutants and RCMOs have an ARMS 2
     account to complete the process. It is mandatory; the deadline for completion is
     30 Sep annually.

                              UNIFIED CAREER MANAGEMENT
Cyber UCM
Unified Career Management (UCM) has been adopted to strengthen Defence’s Cyber capability,
reinforce and build specialist skills and competencies and manage Defence personnel in a more bespoke
and tailored manner. The UCM concept is designed on a lead Command model and in the case of the
Cyber Cadre this is UK Strategic Command (UKStratCom).

A UCM cell has been created within UKStratCom to undertake the relevant career management
responsibilities. The design and implementation of Unified Career Management for Cyber has been
taken forward for Tier 1 roles and Cyber Specialists across Defence. Whilst the project has been agreed
by Chiefs of Service, the work to progress the project has included extensive work and discussions
between single Service representatives (normally within the Personnel and TACOS specialist areas of
HQs), the Capability Managers for Cyber and Central MoD Policy holders.

This has ensured that all aspects of Defence and individual’s current terms have been considered and
agreed by all. UCM will change 3 main areas:

•   Centralisation of Career Management into a single the lead Command (RN, Army, RAF or
    UKStratCom).

•   Processes will be adapted to facilitate the new change in responsibilities and accountabilities.

•   Some policies will be harmonised to provide similar Terms and Conditions of Service to the Cyber
    Cadre personnel.

Army Inspectorate Report – Review of the Army
Service Complaints Process
A review of the Army Service Complaints (SCs) system was completed in 2019. The review directed that a ‘Detailed analysis
into the relatively high number of Service Complaints relating to Career Management is required in order to help inform the
chain of command to reduce Career Management Service Complaints’. The key findings of the analysis are:

•   Army SCs continues to rise year-on-year. The number of Career Management Service Complaints (CM SCs) submitted is
    broadly similar and not considered to be relatively high when compared against the 80000 plus Appraisal Reports (ARs)
    finalised in 2019 and 2020. Over this period the incidence rate for the total of CM SCs was only 0.2%.

•   The 2 main reasons for submitting a CM SC remain appraisal and promotion. Lack of MPAR delivery is still a common factor.

•   Female and BAME personnel are overrepresented in the CM SC system as a proportion of total Army strength and is
    consistent with the Ombudsman findings.

•   A low incidence rate of 0.2% means the standard of MS across 99.8% of the Army is very good. The vast majority of CM SCs
    that are awarded redress are because the complainants have been subject to failure to apply existing policy correctly.
    Therefore a moderate improvement in MS performance across the Army could substantially reduce CM SCs.

•   To reduce the incidence of CM SCs the CoC must ensure their MS process is policy compliant. This is achieved by ensuring
    initial SMART objectives are set at the start of the appraisal year (AY), MPARs are delivered correctly and that annual
    appraisals are policy compliant and submitted on time. If any disagreement arises then early and effective engagement
    with potential complainants can substantially help to reduce the number of formal complaints.

The Army Education Service are running 9 additional courses to the previously published WO
CLM Part 3 course list prior to the 31 Mar 21, providing an additional 96 course spaces. Most
WO CLM Part 3 courses are currently being delivered by Remote Delivery.

Any WO2 who still needs to complete WO CLM Part 3 is encouraged to apply for a CLM Part
3 course space. Failure to fully complete CLM before 01 Apr 21 will result in the WO2
needing to complete WO ALDP to be eligible for consideration for further promotion.

Flexible Working and You is a digital booklet that acts as a guide to Defence’s package of flexible working
opportunities for Service personnel. These opportunities range from delivering full output in a different
place (such as Remote Working) to managed reductions of commitment levels and periods of leave. The
booklet is designed to help Service personnel, line managers and the Chain of Command to explore and
discuss the different flexible working opportunities in the Armed Forces, based on an individual’s needs.

Flexible Working and You reminds readers that it may not always be possible to accommodate flexible
working requests due to the ways in which different arms and branches of the Services operate; and that
any flexible working arrangement is dependent on being able to maintain operational capability. It
contains information and advice about:

•   ACSO 5006: Guidance in Support of UK Civil Engagement Activities. Provides clarity on the planning and delivery of engagement activities, assuring prioritisation
    and process ensuring compliance with Army Resource policy rules and regulations.

•   ACSO 9027: The Army Policy for MS Assurance and Audit in 2021. Provides details of the policy for 2021 audits to inform the Annual Assurance Estimate, with
    the first revise of the ACSO remaining extant throughout 2020 and for audits taking place in 2020.

•   The Army Commissioning Regulations 2019. Captures policy change contained within DINs released up to 31 Aug 20 as well as other refinement to improve
    clarity or address policy matters identified since the release of ACR19 Edition 1.

•   The Promotions and Appointments Warrant 2020. No longer contains provisions on promotions, appointments or awards to soldiers which are now transferred
    to Queens Regulations for the Army and Soldier Terms of Service and makes more explicit reference to officers from the Army Reserve.

•   ACSO 2007: Physical and Environmental Security 'OS'. Provides details of the Army Command specific interpretation, amplification and to supplement the
