Texas A&M University-Texarkana seeks an outstanding leader to serve as dean of the College of Business, an appointment that is to be assumed on July 1, 2015. THE UNIVERSITY Texas A&M University-Texarkana (A&M-Texarkana), a member of the prestigious Texas A&M University System, is a dynamic and growing regional comprehensive university currently serving approximately 2,000 students. Since its founding in 1971, A&M-Texarkana has been known for its emphasis on student-centered education. From its beginnings as East Texas State University at Texarkana to its acceptance into the Texas A&M University System in 1996 to today on its new, state-of-the-art campus, A&M-Texarkana has been a university with a reputation for being a community rather than simply an institution. With expansion in 2010 from upper-division/master’s programming to both lower-division and doctoral level offerings, the campus has maintained its friendly atmosphere, small class sizes, and commitment to traditional and non-traditional students. Within the University there are three colleges: the College of Business; College of Education and Liberal Arts; and College of Science, Technology, Engineering, and Mathematics. The University offers 20 undergraduate and 14 graduate degree programs, and the student-to-faculty ratio is 18:1. In addition, the College of Education and Liberal Arts offers a cooperative doctoral program in education administration/leadership with Texas A&M University-Commerce. A&M-Texarkana is accredited by the Southern Association of Colleges and Schools-Commission on Colleges (SACS-COC) and will have a ten-year reaccreditation visit in 2016. As a result of a partnership between Northeast Texas Community College (NTCC) and A&M-Texarkana, six teacher certification programs and other baccalaureate degrees are currently being offered on the NTCC campus in Mount Pleasant. After receiving core requirements through NTCC, students can then make a seamless transition to A&M-Texarkana to complete the final two years of their coursework. The University also operates another satellite campus in Hallsville, Texas, and utilizes teaching facilities within the Hallsville Independent School District. In addition, A&M-Texarkana and Texarkana College recently signed a Dual Admissions Agreement, formalizing a partnership which should benefit students wishing to attain a baccalaureate degree. Along with academic excellence and student success, the university emphasizes community engagement, in recognition of the strong support the region has provided the university and a belief that such engagement is a powerful learning tool for students. A well-developed student life program ensures a full collegiate experience for residential students and offers opportunities for educational enrichment for other members of the campus community and beyond. Such offerings include more than 30 student groups and extracurricular learning, athletic and social activities that allow students to explore A&M-Texarkana outside the classroom. In April 2014, A&M-Texarkana was accepted as an active member of the National Association of Intercollegiate Athletics. 2
A&M-Texarkana sits on 375 acres of land, 300 acres gifted in 2004 from the City of Texarkana and 75 from the Anita and Truman Arnold Foundation. Funding was also received in 2006 from the Texas Legislature for construction of buildings on the campus. To date, four buildings have been completed: the Science and Technology Building; University Center, which houses the John F. Moss Library; Central Plant; and Bringle Lake Village—a state-of-the-art 294-bed, furnished residence hall that features a number of amenities, including a fitness center, an outdoor, in-ground swimming pool, and an outdoor sand volleyball court. Private funds are currently being solicited for the Student Engagement Center, a 14,000- square-foot multipurpose center for special events, concerts, and a student recreation area. The University is also currently raising $1.5 million per year in annual funds and has been the recipient of a $10 million gift for scholarships. THE COLLEGE OF BUSINESS The College of Business offers bachelor’s degrees in Accounting and Business Administration. Business Administration majors may choose a concentration in Finance, Management, Management Information Systems or Marketing. In addition, the College offers an online Master of Business Administration degree, and in Fall 2012, began offering its MBA with an Energy Leadership track, in partnership with the American Association of Petroleum Geologists. The undergraduate and graduate students enrolled in the College of Business account for 25 percent of the total University enrollment, with 325 undergraduate students and 118 MBA students. There are 13 full-time faculty and 2 full-time staff assistants. The College recently launched the College of Business Advisory Board – comprised of representatives from business organizations, community college partners and the public at large – with the objective to draw upon the wisdom and experience of business and professional leaders, entrepreneurs and other stakeholders to develop, promote and deliver programs of the College of Business from a position of excellence through continual quality improvements. The board also has certain duties assigned to it, such as providing periodic reviews and input about the programs of the College of Business, including, but not limited to, curriculum development, student recruitment, retention and job placement; faculty recruitment; lectures, seminars and professional development activities and community engagement. The College of Business Advisory Board will provide professional advice to the dean of the College as well as to faculty within the College. In addition, the board will foster support for the development, growth and work of the College and assist in promoting a positive image and effective relations with all college stakeholders. THE COMMUNITY The University is located in Texarkana, situated in scenic northeast Texas, on the border of Texas and Arkansas, about two hours from Little Rock, Arkansas, and three hours from Dallas, Texas. There are two separate city governments, each represented by a mayor, city council, and city manager. The “Twin Cities” share services such as the regional airport, library, and Bi-State Justice Center. Competition between the Texas and Arkansas railroad builders, who converged at the state line near the Red River, 3
was the catalyst for the first selling of city lots in 1873. Today, with a population of roughly 67,000, Texarkana boasts outstanding public schools and a vibrant and healthy local economy anchored in healthcare, one of the largest civilian-run army depots in the nation, several major manufacturers, a myriad of local and national retailers and an expanding hospitality industry. In addition, the city is rich in cultural amenities. The Texarkana Regional Arts and Humanities Council (TRAHC) manages the Perot Theatre, named for major benefactor and Texarkana native Ross Perot, and the Regional Arts Center. Regional and national exhibitions and educational programs are offered by the Regional Arts Center, while the Perot Theatre hosts a variety of theatrical and musical events, including performances by the Texarkana Symphony Orchestra. The region’s lakes, rivers, state parks, and nearby Ouachita Mountains also provide many outdoor recreational opportunities, including hunting and fishing. Texarkana has Texarkana Golf Ranch, one of the top-ranked golf courses in Texas, located across the street from the campus as well. In 2008, Forbes.com ranked Texarkana second on its list of small metro areas with the fastest growing “gross metropolitan product”. LEADERSHIP AGENDA FOR THE NEXT DEAN OF THE COLLEGE OF BUSINESS The dean will provide effective leadership and management in the development, delivery, assessment, and promotion of educational programs within the College of Business, and establish and maintain a strong, mutually beneficial relationship with the local business community. Essential Functions: 1. Provide effective leadership that results in positive change and growth of the College; 2. Utilize an overall personnel management style that is characterized by openness, honesty, and equity and is focused toward the maximum development of individuals, as well as the success of ad hoc groups and the overall college faculty and staff team; 3. Promote, facilitate, and model improvement of the teaching, scholarship/creative activity, and service roles of faculty to better serve constituencies within the University, the profession, and the community; 4. Develop and maintain partnerships with community business, industry, and non-profit groups for research, employee professional development, civic engagement, and authentic/applied learning initiatives (e.g., problem resolution, service learning, internships, field projects, in-service training); 5. Aggressively seek external funding (e.g., grants, private donations) for value-added opportunities for students and faculty; 6. Provide leadership for the acquisition and maintenance of AACSB accreditation for the College of Business; 7. Facilitate the development, monitoring, and evaluation of emergent annual and long-range college plans that are consistent with the University’s academic vision, mission, strategic plan, and goals; 8. Make ethical and data-driven decisions that promote the overall progress of the College and resolve crises and problems that threaten to impede progress in a timely manner; 9. Manage and facilitate the accomplishment of programmatic, college, and university goals in the areas of student recruitment, persistence, and success; 10. Develop and manage the College’s annual budget, focusing on the effective and efficient use of financial resources to achieve the mission and goals of the College and University; 11. Engage in personal professional development related to one’s discipline and administrative responsibilities and encourage/facilitate appropriate professional development for all employees within the dean’s supervision; 12. Express ideas clearly, accurately, and convincingly in an atmosphere of respect and professionalism; and 13. Know and comply with all system and university policies, regulations, rules, procedures, guidelines, and directives in a timely manner. Required Qualifications: The successful candidate must have an earned doctorate in a discipline within the College of Business, be tenured or eligible for tenure at A&M-Texarkana, and currently be at the rank of associate professor or higher. The successful candidate will also have three (3) years of documented academic administration experience, five (5) years of successful university teaching, a record of scholarly productivity, strong 5
leadership and interpersonal skills, evidence of engagement with the business community, and a successful record of fundraising. In addition, the successful candidate will have recent or current experience in acquiring or maintaining AACSB accreditation.
