PROSPAL, IPP, FASSE A Water Safety Report at the Rudaki Central District Hospital in Tajikistan In February of 2010, the World Plumbing Council (WPC) Chairman, Mr. Robert Burgon, attended a meeting at the World Health Organization (WHO) headquarters in Geneva, Switzerland. Of the many items discussed, one centered around finding an expert willing to travel to the country of Tajikistan in order to complete a “Water Safety Plan” at the central district hospital. Tajikistan, one of the former USSR Republics, is a mountain- ous, landlocked country slightly smaller than Wisconsin. It was the poorest country in the former USSR and remains the poorest country in Central Asia. With close to 7.4 million people, nearly three-quarters of the population live in rural areas and more than half live below the poverty level. Tajiki- stan’s per capita GDP is $1,900, compared to $46,000 in the USA. Less than 5% of their GDP is used for health care. Over the past years, the WHO and the WPC have worked on many projects together and they continue to do so today. One of the most visible projects was their publication of a great training manual – Health Aspects of Plumbing. This book is used in many parts of the world as a basic introduction to proper plumbing practices. The discussions that Burgon had with Roger Aertgeerts, Regional Adviser for Water and Sanitation at the European Centre WHO Offices, and Robert Bos, Water and Sanita- tion Coordinator at the WHO Geneva Office, centered on the thought that plumbing is an essential component of water safety, but the plumbing sector is one of the least known and most underappreciated components of water supply and sanitation. So, the expert they wanted to send to Tajikistan would need to have practical experience and knowledge of water and sanitation systems. In the past, most of the studies that the WHO conducted have centered more on the theoreti- cal, scientific and/or data gathering aspects of plumbing and sanitation. Somehow, I ended up volunteering to visit Tajikistan and inspect the central district hospital. Not knowing what a water safety plan included or what the WHO expected, I contacted Bos at the European Offices. He mentioned that during the winter of 2007/2008, the hospital’s water and sanitary systems froze and he asked that I check into how that could have happened. He also mentioned that I should make a water survey of the overall condition of the plumbing systems and look for potential cross connections within the system. One important thing that he pointed out was that I should not expect a “world class” hospital facility like that of a big US city. 10 Plumbing Standards January - March 2011 January - March 2011 Plumbing Standards 11
