Supplementary Regulations ARTICLE 1 - ORGANISATION 1.1 The Targa City Sprint will be a Multi-Club Sprint Event, run under the provisions of the FIA International Sporting Code including Appendices and the National Competition Rules (NCR of the Motorsport Australia, the Speed Event Standing Regulations, these Supplementary Regulations and any Further Regulations or Bulletins and instructions to competitors that may be issued. This Event will be conducted under and in accordance with Motorsport Australia OH&S, Motorsport Australia Safety 1st and Risk Management Policies, which can be found on the Motorsport Australia website at https://www.motorsport.org.au/ 1.2 The Organiser and Promoter of the Targa City Sprint will be Targa West Pty Ltd ABN 93094853133. ARTICLE 3 - EVENT DESCRIPTION 3.1 The events will be conducted at Riverside Drive, Terrace Road Car park and adjoining roads 3.2 The event will be run over of 2 laps with a total distance of 1.94km’s with a bitumen surface. It is run in an anti-clockwise direction. A map showing the route is attached at the back of these Regulations. 3.3 Sighting runs will be permitted prior to 0900 when the track constructor has handed the track over to the Clerk of the Course. Sighting runs are restricted to 40kmh maximum speed. 3.4 Each competitor shall have 4 timed runs 3.5 Competition will be continuous and cars will run in allocated order. The onus is on each competitor to make sure they have their correct number of runs. 3.6 The course will be run with up to 4 vehicles on the track at any given time. Cars will start approx 10 seconds after the preceding vehicle. There will be no overtaking allowed. 3.7 Drivers are to start on a Green Light. The traffic light sequence is 10seconds Red (Wait) 5seconds Amber (Ready) 0 Green (Go) The driver should "go on green" but their time doesn't start until they break the beam. The Green stays on for 5 sec and then there is a short blip of the Red light until 10seconds before next car where the above repeats. This "blip" is the "move up to the line" gap. The abort sequence is Red and Amber together followed by alternating Red and Amber. If both lights come on at any time, including during the last 10seconds, the driver should abort the start. 3.6 A map showing the route is attached at the back of these Regulations. Route Instructions will be provided by the Organisers at Documentation. 3.8 The event is scheduled to finish no later than 1300hrs ARTICLE 4 - TIMING AND RESULTS 4.1 Timing will be to the tenth of a second. Times will be available on www.mstalr.com.au during the event. 4.2. Penalties (i) Hitting No-Cut Corner Bollard and gaining an advantage – 5 seconds (ii) Incorrect side of bollard and gaining an advantage – 30 seconds 4.3 The results will be determined by the Competitor who achieves the lowed single elapsed time (inclusive of penalties) i.e. fastest run in their Class or Competition Group as well as Outright. ARTICLE 5 - VEHICLE ELIGIBILITY 5.1 All vehicles must conform to the requirements of the Motorsport Australia NCRs and the Speed Event Standing Regulations. 5.2 Classes will be: Post 1986 Pre 1986 1. Up to and including 1600cc 5. Up to and including 1600cc 2. Over 1600cc, up to and including 2000cc 6. Over 1600cc, up to and including 2000cc 3. 2WD over 2000cc 7. 2WD over 2000cc 4. 4WD over 2000cc 8. 4WD over 2000cc ARTICLE 6 - CREW ELIGIBILITY 6.1 Competitors must hold a minimum of a Motorsport Australia Level 2S or 2SJ Licence and be a member of a Motorsport Australia affiliated Car Club. Competitors may obtain a Motorsport Australia Level 2SE Licence; however, this Licence is only valid for one event per calendar year. 6.2 Two drivers are permitted to drive the same car. A separate entry form and entry fee will be required for each driver. Page 2 of 4
6.3 Crew must wear non-flammable apparel covering the body from ankles, to neck, to wrists with closed footwear and a Motorsport Australia approved helmet in accordance with Schedule D of the Motorsport Australia Manual. FIA / Motorsport Australia Approved Driving Suits and Frontal Head Restraints are highly recommended. ARTICLE 7 - ENTRY FORM, ENTRIES AND ENTRY FEE 7.1 The Entry Form is to be completed in full and sent to the Event Secretary at admin@targawest.com.au. The Entry Form is available to download from www.targawest.com.au/citysprint or www.rallysprints.com.au Any queries with the Entry Form should be sent to the Event Secretary at admin@targawest.com.au 7.2 The Entry Fee will be $200.00 7.3 Payment can be made by electronic funds transfer to: Targa West Pty Ltd Bank: Commonwealth Bank of Australia BSB: 066160 Acc No: 10484606 A copy of the receipt for the transfer is to be emailed to the Event Secretary at admin@targawest.com.au. Please remember to include your name (City Bloggs) as a reference so your payment can be identified. Preferred method of payment is EFT, or alternatively Credit Card, contact jan@targawest.com.au or phone 0418 533 603 or cash can be paid directly into any CBA branch by close of entries using the account listed above. 7.6 Entries will be restricted to a maximum of 80 7.9 It is the Competitor's responsibility to ensure their entry is received by the organisers before the close of entries. 7.10 The Start Order will be at the Clerk of the Course’s discretion. ARTICLE 8 - DRIVER’S BRIEFING A compulsory Drivers Briefing will be held at which all Competitors must be in attendance. Any Competitor not in attendance must report to the Clerk of the Course before competing and may be referred to the Stewards of the Meeting. Competitors will be required to have read and understood these Regulations and any Further Regulations or Bulletins. ARTICLE 9 - SCRUTINY & DOCUMENTATION 9.1 Vehicles must be presented for scrutiny as per Article 2 Event Schedule 9.2 All appropriate Motorsport Australia Licences, current Car Club Memberships and Motorsport Australia Log Book (if issued) must be produced at Documentation as per Article 2 Event Schedule 9.3 Competitors are advised that any in-car video or moving film cameras must be installed in the vehicle prior to scrutiny so that the camera and its mounting can be inspected. 9.4 Compulsory equipment which will be checked at Scrutiny includes: (i) Roll over protection, if installed, specified in Schedule J of the NCRs. (ii) Full harness seat belts if installed, that complies with Schedule I of the NCRs. (iii) Fuel shall be in accordance with Schedule G of the Motorsport Australia Manual (v) A fire extinguisher complying with NCR Schedule H Part 4(i), i.e. AS1841 900g. (vi) Helmets and apparel complying with NCR Schedule D (vii) Having, on the external coachwork, a blue triangle of sides 150mm, indicating the position of the battery. ARTICLE 10 - VEHICLE SIGNAGE Competitors are required to carry the event number and sponsor door plate on the front door of both sides of the car. If the car is being used by more than one Driver, the number not being used must be clearly crossed out. The door plate is not to be modified. Page 3 of 4
ARTICLE 11 – DETERMINATION OF WINNERS & AWARDS 11.1 The fastest timed run will be utilised to determine the winners for Outright and each Category based on the number of runs made by the entire field. In the case of two or more Drivers having the fastest time, then it will based on their 2nd and 3rd fast times. 11.2 Event Trophies will be awarded to Drivers as follows: (i) 1st Outright (ii) 2nd Outright (iii) 3rd Outright (iv) 1st in each Class ARTICLE 12 – PROTESTS Protests, if any, must be lodged in accordance with Part XII of the NCR. ARTICLE 13 – ALCOHOL, DRUGS AND OTHER SUBSTANCES Any holder of a Motorsport Australia ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the Motorsport Australia Anti- Doping Policy and/or the Motorsport Australia Illicit Drugs in Sport (Safety Testing) Policy as published on the Motorsport Australia website. Consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a Motorsport Australia ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a Motorsport Australia Accredited Testing Official (CATO) in accordance with the Motorsport Australia Standard Operating Procedure for Breath Alcohol Testing. ARTICLE 14 - POSTPONEMENT, ABANDONMENT OR CANCELLATION An event may be abandoned, postponed or cancelled for reasons of force majeure in accordance with NCR 59. (i) if there are less than 35 entries; or (ii) by reason of “Force Majeure”. ARTICLE 15 – INSURANCE Certain public property, professional indemnity and personal accident insurance is provided by Motorsport Australia in relation to the event. Further details can be found in the Motorsport Australia Insurance Handbook, available at www.cams.com.au Crews involved in accidents resulting in property damage are advised that they may be required to pay up to the first $10,000 of any claim to rectify such property damage. ARTICLE 16 – ENTRY AND EXIT TO LANGLEY PARK Entry onto Langley Park will be via Terrace Road, entering opposite Hill Street. Car trailers must be unloaded and removed to the designated trailer park as soon as possible. All competition vehicles must be in the pit/paddock area by 8:30am. No Trailers or support vehicles are allowed in the pit/paddock area. All trailers and support vehicles are to be taken to the Trailer Park near the old Pump House on Langley Park. ARTICLE 17 – OIL AND FUEL CLEAN UP Any oil or fuel spill must be reported to the Clerk of the Course. Spills must be cleaned up immediately and any contaminated soil removed from the area.
