GENERAL INFORMATION HOST, PLACE AND DATE OF COMPETITIONS The hosts for these Championships, the City of Budapest and the Hungarian Swimming Federation, have established an Organising Committee, which shall be in charge of the preparation and organisation of the competitions under the control and supervision of FINA. The events will be held in Budapest (HUN) on the following schedule: Opening Ceremony Saturday, 18 June 2022 Competition Saturday, 18 June – Sunday, 3 July 2022 Closing Ceremony Sunday, 3 July 2022 3

CHAMPIONSHIPS INFORMATION RULES The Championships will be held under FINA Rules in force at the time of the Championships. SUBSTITUTION, WITHDRAWAL AND PROTEST ● Substitution (GR 7) Any entered competitor may be substituted by another entered competitor at the Team Leaders Meeting. It is mandatory for one representative of each Federation to take part in the Team Leaders Meeting. Failing to do so will result in a fine of 100 Swiss Francs. ● Withdrawal (GR 7) In all competitions except water polo, a competitor or team not wishing to take part in a semi-final or final in which qualification was earned shall withdraw within thirty (30) minutes following the preliminaries or the semi-finals of the event in which the qualification took place. The member federation of any competitor who withdraws from the heats/preliminary rounds after the Team Leaders Meeting or from a semi- final or final more than thirty (30) minutes after the preliminaries or semi-finals of the event in which qualification was earned, shall pay without excuse to the Honorary Treasurer the sum of one-hundred (100) Swiss francs; in case of a relay, duet, team or combination, the sum shall be two-hundred (200) Swiss francs. 8

All manufacturers sponsoring and/or supplying swimming caps to FINA National Member Federations should produce the swimming caps for the respective Federation in accordance with the design template and the specifications set out below. These rules are based on the FINA Rules BL 7.1.4 (caps) of the FINA Handbook (http://fina.org/content/fina-rules): • One (1) manufacturer’s logo of a maximum size of 20cm2 (when the cap is not being worn) on the front. • The FINA Partner logo from Yakult shall be printed on the right side of the cap. Please use the logo artwork attached (.jpg and .eps formats). • The FINA Partner logo from Yakult shall be of 20cm2 (H22.5mm x W90mm) in size (when is not being worn). Please refer to the attached FINA Generic Cap Rules. Whenever the swimming cap is white, the Yakult logo should measure exceptionally H15mm x W90.5mm. • The FINA Partner logo from Yakult shall be printed in red (Pantone:199C) on a white background (box) • One (1) flag and country name (code) of the size of 32cm2 may be printed on the left side of the cap when worn. • The athlete’s name of the size of 20cm2 may also be printed on the left side of the cap 11

CHAMPIONSHIPS INFORMATION DOPING CONTROL The doping control will be coordinated by International Testing Agency (ITA) during the FINA World Championships. World Records As per DC 5.3.3.1, any Athlete equalling or breaking a World Record in Swimming, as defined in the FINA Swimming Rules, shall be tested immediately after the race, or at the latest, 24 hours after the race. Continental or National Record Should an Athlete equal or break a continental or a national record during the FINA World Championships and not otherwise be selected for Testing, the Member Federation may request ITA / FINA to conduct Testing on such Athlete upon payment of a fee reasonably determined by ITA/FINA. 13

TEAM INFORMATION REGISTRATION, NOTIFICATION AND ENTRIES There will be three (3) successive entry steps to provide information to FINA and the Organising Committee (OC) in order to register for the FINA World Championships. All the communication between the OC and National Federations will be confirmed by email. All Registrations and Entries shall take place through the FINA General Management System (FINA GMS) which can be accessed by https://data.fina.org. Please note that the registration for the FINA World Championships Budapest 2022 is to be opened on 29th March 2022. ● PRELIMINARY ENTRIES TO BE SUBMITTED THROUGH THE GMS BY 12th April 2022, 23.59 GMT The Preliminary Entry is for the purpose of confirming the participation of the National Federation and indicating to the OC the maximum number of competitors, representatives, coaches, official delegates, etc., which each NF intends to register in each discipline. 19
TEAM INFORMATION ● FINAL NOMINATIONS (ENTRIES BY NAME) TO BE SUBMITTED THROUGH THE FINA GMS BY 17th May 2022, 23.59 GMT The Final Nominations is the final deadline to register all Athletes, Team Officials and NF Representatives, that includes all relevant data for the purposes of Accreditation, Visa free entry, travel details and accommodation. The data must contain the exact number of named competitors, representatives, coaches, official delegates, etc. All requested information must be fully and correctly completed in the FINA GMS. By this date, the NF must also have completed the final room requests (exact number of rooms, dates, etc.) and provide the OC with the complete rooming list in the FINA GMS. AFTER THIS DEADLINE IT WILL NOT BE POSSIBLE TO REGISTER ANY MORE INDIVIDUALS TO THE EVENT. THE NUMBER OF REGISTRATIONS MUST NOT EXCEED THE NUMBERS SUBMITTED IN THE PRELIMINARY ENTRY. The only exception allowed are: - Replacement in case of injury or illness, a person’s registration can be cancelled and another one added, based on medical certificate - A swimmer did not have any qualification time A or B and achieve a qualification standard after the registration deadline at one of the competitions which exceptionally received a derogation to be held after the qualification period. The late registration of this Athlete will exceptionally be accepted. 20
TEAM INFORMATION Note: For each discipline, National Federations can submit long lists of Athletes within a given quota, which is based on the preliminary entries. The quota is calculated as follows: 1-2 athletes: +1 extra 3-4 athletes: +2 extra 5-10 athletes: +3 extra 11-20 athletes: + 4 extra 21-30 athletes: +5 extra 31-40 athletes: + 7 extra 41-50 athletes: +8 extra More than 50 athletes: +10 extra The FINA GMS will not allow more registrations and the final list of participating Athletes must be confirmed to FINA before the sport entries deadline. ● FINAL SPORT ENTRIES TO BE SUBMITTED THROUGH THE FINA GMS BY 8th June 2022, 23.59 GMT By this deadline, all Athletes must be registered for the event(s) they will be participating in. Specific information depending on the discipline will be requested to complete the sport entries. No late entries will be accepted. Registration of Athletes with no sport entries completed at this date will be cancelled. 21
TEAM INFORMATION QUALIFICATION AND ENTRIES OF COMPETITORS Swimming (BL 9.3.6) ● The Qualification Procedure for the FINA World Championships Budapest 2022 will adopt the already established Qualification Procedure for the FINA World Championships Fukuoka 2022 and be extended as 1 March 2020 - 15 May 2022. ● Exceptionally, to the extent a qualification event is already scheduled to be held outside of the qualification period (after 15th May), the respective National Federation shall submit in writing a request for extension of such qualification period by 22 February 2022. Such request will be assessed by FINA on a case-by-case basis given the circumstances surrounding such request. ● All FINA-approved qualifying events for Fukuoka 2022 are automatically considered as the qualifying events for Budapest 2022. Applications for additional qualifying events submitted by 31 March 2022 will be considered. Please fill out the corresponding “Application Form” and return it to the FINA Office as soon as possible. 22
TEAM INFORMATION Standard Entry Times Explanation: 1.The “A” standards for the 2022 Worlds were created by using the faster of two times from: • The 2019 “A” qualifying time standard; and • The 16th place time from the 2019 World Championships For this meet, the standards broke down as follows: Women: 10 of the 2022 “A” time standards were the 2019 “A” time standard, and 7 of the 2022 “A” time standards were the 16th place time from the 2019 Worlds. Men: 5 of the 2022 “A” time standards were the 2019 “A” time standard, and 12 of the 2022 “A” time standards were the 16th place time from the 2019 Worlds. 2. All “B” time standards were derived by multiplying the “A” time standard by 3.5%. 23
TEAM INFORMATION BL 9.3.6.1 ● For each individual event at the World Championships, the FINA Bureau will establish Standard Entry Times in two levels: “A” and “B”, of which “B” shall be easier to achieve. a) Standard Entry Times can only be achieved in competitions approved for that purpose by FINA. b) For each individual event at the World Championships, each National Federation may enter a maximum of two (2) competitors. To enter two (2) swimmers in the same event, both of them must have achieved the “A” Standard Entry Time. c) To enter one (1) swimmer in an event, the competitor must have achieved at least the “B” Standard Entry Time. d) Swimmers having achieved only one (1) “A” or one “B” entry time are entitled to enter one (1) additional event. The additional individual event must be in an event where no other swimmer from the National Federation has been entered. BL 9.3.6.2 ● At the World Championships, National Federations may enter swimmers who have not achieved either Standard Entry Time as follows: a) With no swimmers who have achieved the “A” or “B” Standard Entry Time: National Federations may enter up to four (4) swimmers, two (2) men and two (2) women. b) With one (1) or two (2) swimmers who has achieved the “A” or “B” Standard Entry Time: National Federations may enter up to a maximum of four (4) swimmers (two (2) men and two (2) women), and with three (3) swimmers who have achieved the “A” or “B” Standard Entry Time, one (1) additional swimmer provided that both genders are represented. c) The swimmers who have not achieved either Standard Entry Time will only be permitted to enter up to two (2) individual events each. d) An individual entry for a swimmer without an “A” or “B” Standard Entry Time must be in an event where no other swimmer from the National Federation has been entered. 24
TEAM INFORMATION BL 9.3.6.3 ● At the World Championships, each National Federation may enter only one (1) team in each relay. All swimmers entered in individual events can be used in relays, even if they have not achieved an “A” or “B” Standard Entry Time for the corresponding stroke and distance of the relay in which they are entered. Each National Federation may enter additional swimmers for relays only, provided that they have achieved the “B” Standard Entry Time for the corresponding stroke and distance of the relay in which they are entered. Any additional swimmers must be within the maximum quota of swimmers for the event. The following formula shall apply: ● One (1) Relay - two (2) additional swimmers ● Two (2) Relays - four (4) additional swimmers ● Three (3) Relays - six (6) additional swimmers ● Four (4) Relays - eight (8) additional swimmers ● Five (5) Relays - ten (10) additional swimmers ● Six (6) or more Relays - twelve (12) additional swimmers 25
TEAM INFORMATION Diving (BL 9.3.8.2) ● Each NF may enter a maximum of two (2) competitors per event, regardless of standards, for each individual event and one (1) team of two (2) competitors for each synchronised and mixed diving event. Each diver, or diver's representative, shall deliver to the Referee, or his designated representative, a complete statement of the selected dives on the official form of the event for the preliminary competition and all the following sessions of the competition. 26
TEAM INFORMATION Water Polo (BL 9.3.10.5 & 9.3.10.6) ● The competition shall be between a maximum of sixteen (16) teams elected in the following manner for both gender: a) The four (4) highest ranking teams from the Tokyo 2020 Olympic Games, b) The two (2) highest ranking teams from the preceding year’s World League 2019, c) one (1) team from the host country, d) nine (9) teams from the five (5) continents to be selected from the latest Continental Championship or Tournament, to be selected according to the following formula: a. Europe 3 / b. Americas 2 / c. Asia 2 / d. Africa 1 / e. Oceania 1 e) If any one of the teams qualified from the preceding year’s World League 2019 are in the first four (4) from the preceding Tokyo 2020 Olympic Games, the next ranked team from the Tokyo 2020 Olympic Games. f) The highest qualifying team(s) from the continental qualification tournament or continental championships shall be entitled to represent that continent; if any team does not accept, then the next highest ranked team willing to accept and participate in this event shall qualify. 27
TEAM INFORMATION Water Polo (BL 9.3.10.5 & 9.3.10.6) g) If the host country is already included in the four (4) highest ranking teams from the Tokyo 2020 Olympic Games, then that entry position shall be filled by the next highest placed team from the Tokyo 2020 Olympic Games. h) If another of the four (4) highest ranking teams from the Tokyo 2020 Olympic Games or one (1) of the two (2) highest ranking teams from the preceding year’s World League 2019 does not enter, then that position shall be filled from the next highest placed team from the Tokyo 2020 Olympic Games. i) If no team enters from a continent or if there is an unfilled vacancy from among the teams qualifying from the Tokyo 2020 Olympic Games or preceding year’s World League, then each vacancy shall be filled by the next highest placed team(s) from the latest continental championships with the following rotation: Asia, Americas, Europe, Oceania and Africa. 28
TEAM INFORMATION Artistic Swimming (BL 9.3.9.1) ● The total number of competitors entered by each NF may not exceed fourteen (14) competitors including maximum two male competitors only if the NF enters Mixed Duets. Free Team and Technical Team routines shall consist of eight (8) competitors and Free Combination and Highlight Routines shall consist of ten (10) competitors. ● Each National Federation shall be entitled to enter one Technical Solo, one Free Solo, one Technical Duet, one Free Duet, one Technical Mixed Duet, one Free Mixed Duet, one Technical Team, one Free Team, one Free Combination and one Highlight Routine. A female competitor may compete in maximum eight (8) events and shall not compete both Duet and Mixed Duets. A male competitor may only compete in two (2) events; Technical Mixed Duet and/ or Free Mixed Duet. Open Water Swimming (BL 9.3.7.1) ● Each National Federation may enter a maximum of two (2) males and two (2) females per individual event. For team events in the World Championships, the National Federation can enter only one (1) team per event comprised of two male and two female Competitors. Withdrawals can be made up to and including the Teams Technical Meeting but no substitution is permitted. ● For the relay, each swimmer shall complete a lap of 1.5 km. (BL 9.3.7.7.4). Relay only swimmers will be accepted to enter the Team Relay. 29
TEAM INFORMATION ATHLETE ELIGIBILITY AND QUOTA Eligibility A competitor must be a citizen by birth or naturalisation of the nation he/she represents (FINA General Rules GR 2.5). Passport from the nation that the athlete represents will be requested for the registration procedure. Additional documents will also be requested in specific cases according to GR 2.5. Any competitor changing their affiliation from one national governing body to another must comply with FINA General Rules GR 2.6 and contact FINA to complete the procedure. Athlete Quota The maximum number of competitors allowed from each Federation for each discipline is: 30
TEAM INFORMATION TEAM OFFICIALS Individuals who are serving as Team Officials (Chef de Mission, coaches, managers, doctors, etc.) cannot serve as Technical Meet Officials. Each NF shall be allowed to include in its delegation, individuals registered under the category of "Team Officials" (coaches, managers, trainers, chaperons, etc.) in each discipline. The number of Team Officials is determined by the number of competitors entering and participating, as shown below: SWIMMING DIVING 31

WATER POLO ARTISTIC SWIMMING OPEN WATER SWIMMING Conditions apply: i) Twelve (12) women for a team with no mixed duet ii) Twelve (12) or thirteen (13) women and one (1) man, or twelve (12) women and two (2) men for a team with a mixed duet * Participating teams are obliged to have one (1) accompanying team official for each 25km swimmer and at least one official per every two (2) swimmers competing in the10km event. 32
TEAM INFORMATION ACCREDITATION The quotas of Team Officials (coaches, team leaders, medical staff, support staff, etc.) allowed by discipline are on pgs 30-31. Participating National Federations must comply with the quotas, as in principle, FINA will not allow any extra officials. Only exceptional and motivated requests for additional Officials will be considered and reviewed by FINA for approval. In this case, a fee of 150 USD will be charged for each additional accreditation duly approved. Individuals registered under the "Team Official” category can only select one discipline. The discipline that is selected will then include this person inside the Team Official quota for that particular discipline. For individuals involved in more than one discipline, the discipline that they will be most associated with during the Championships shall be selected upon registration. Only persons aged of 18 or older as of the first day of the FINA World Championships are allowed to be accredited as Team Official. Concerning NF Representatives, the President and the General Secretary, officially recognised by FINA, will be entitled to free accreditation. (This cannot be transferred to any other person) Any other individual registered under the NF Representative category will be charged a fee of USD 150.- for their accreditation. NF Representatives are NOT included in Team Official quotas and are restricted according to the quotas below. 33

TEAM INFORMATION VENUE ACCESS: Athletes will have access to all training venues and the competition venues where they are competing. For all other competition venues, Athletes will be granted access to the Team Seating Area only. Team Officials and NF Representatives Individuals registered in these categories will have access to all competition and training venues. Important note: each person must be registered under the function and role she/he will be fulfilling during the FINA World Championships. If an individual will perform multiple functions, only the most senior position or the one granting the more fitting privileges (as required by the tasks the person will need to perform at the event) shall be selected upon registration. E.g.: if a NF Representative Board Member is also the Coach of the OW Team, this person should be registered as a "Team Official" and "Coach" in order to have the correct accesses to fulfil her/his duties at the event. The NF is entirely responsible for registering the participants with their correct functions and roles, so that the correct accreditations will be issued. No accreditations will be changed or re-printed during the event. LOSS OF ACCREDITATION BADGE: If your accreditation badge is lost, it must be reported immediately to the nearest security personnel from the Organising Committee. A penalty fee may be charged for the reproduction of lost accreditation badges. 36
TEAM INFORMATION ANTI-DOPING EDUCATION COURSE To have their entry validated, as per FINA Rule DC 17.2, any athlete that participates in the FINA World Championships must have successfully completed the eLearning Anti-Doping Education course ADEL for International-Level athletes or an eLearning course developed and approved by their respective National Anti-Doping Organization that covers the same topics. Any Athlete who has not met this requirement will not be eligible to compete in the FINA World Championships. Athletes who have already completed the course and sent their certificates of completion for the Abu Dhabi FINA World Swimming Championships and Aquatics Festival do not need to follow the course again. ● Step 1: Access the eLearning course webpage here. ● Step 2: Click on “Register here” and follow the steps to register an account. ● Step 3: Sign in to the new account just created. ● Step 4: Select the course ADEL for International-Level Athletes and complete the course to obtain at least 80% at the final exam at the end of the course. You can do the course again if you do not achieve 80% the first time. The course is available in 9 different languages. 37
TEAM INFORMATION ● Step 5: Once the course has been successfully completed, download the certificate of completion, and send it to your national federation. ● Step 6: The national federation must upload the certificate of completion of each athlete on their respective GMS profile here (in the Sport tab). National Federations will only be able to nominate an athlete for the FINA World Championships once the certificate of completion has been uploaded to GMS profile of the athlete.
