President’s Message West Kentucky Community and Technical College is a comprehensive institution that arose from the foundations of two remarkable institutions, Paducah Community College and West Kentucky Technical College. The WKCTC Strategic Plan 2016 - 2022 supports the college’s commitment to providing high quality educational experiences, meeting the educational needs of the community, serving as a full partner in business and workforce development, and contributing to the overall economic and social well-being of the region. During the life cycle of this strategic plan, West Kentucky will build on past successes such as earning national recognition as a top 20 granter of academic credentials, the partnership with the University of Kentucky College of Engineering, completion of Paducah School of Art and Design and establishment of the Community Scholarship Program. Located in the beautiful river community of Paducah, Kentucky, WKCTC is a two- year, comprehensive college serving more than 8,000 students annually and offering more than 250 associate degree, diploma and certificate options in more than 40 academic and career programs. A product of the consolidation of two long- time and respected institutions, Paducah Community College and West Kentucky Technical College, WKCTC is an integral part of the Kentucky Community and Technical College System (KCTCS) and has been recognized five consecutive times – 2011, 2013, 2015, 2017 and 2020 – by The Aspen Institute as one of the top 10 community colleges in the nation for providing students with strong job training and continuing higher education opportunity, for achieving high completion and transfer rates, and for providing strong employment results for its graduates. The Relevant Choice Goal 1: Position West Kentucky Community and Technical College as the accessible, affordable, and relevant postsecondary education choice. 2016 Related outcomes: 1.1 Support the financial needs of the students 1.2 Recruit and retain qualified faculty and staff 1.3 Ensure an adequate and sustainable resource base 1.4 Recruit and retain adult students West Kentucky Community and Technical College was one of 10 finalists for the 2021 Aspen Prize for Community College Excellence, the nation’s signature recognition of high achievement and performance among community colleges. It is WKCTC’s fifth time as an Aspen Prize finalist. In 2011 and 2015, WKCTC was honored as a Finalist with Distinction. Page 6
Partnerships Goal 2: Strengthen partnerships with educational providers at all levels to improve college and career readiness. 2016 Related outcomes: 2.1 Promote individual, program, and college-wide community and continuing education activities 2.2 Strengthen partnerships with area high schools Some of the first Community Scholarship Program graduates in May 2016. In 2015-2016, WKCTC was the first college in the southeastern United States to meet National Alliance of Concurrent Enrollment Partnerships (NACEP) standards for accreditation. From 2010-2014, WKCTC provided dual credit instruction to 4,273 students. The college-going rate of former dual-credit students is roughly equal for minority (67%) and non-minority (68%) students. Those who attended WKCTC’s Night at Noon, an official NASA viewing site, joined the millions across the United States who had their eyes to the skies as they witnessed the first total solar eclipse to cross the entire country, coast- to-coast since 1918 Page 8

Career Pathways Goal 4: Develop clear educational and career pathways with experiential learning opportunities and associated services that lead to successful transfer and/or employment outcomes. 2020 The University of Kentucky (UK) in colloboration with WKCTC, offers studies leading to bachelor’s degrees from UK in mechanical engineering and chemical engineering. Workforce and Economic Development Goal 5: Enhance communication and collaboration with all stakeholders to more closely align the WKCTC mission with workforce and economic development needs. 2021 WKCTC announced the opening of its new Business Immersion Center in Rosenthal Hall. The new center is designed to prepare business students for the ever- changing workforce through a collaborative, innovative workspace and soft skills development.
