SPRING CLEANING Everything you need to know about trash & recycling in the Township of Pine. 2020 was the year of cleaning, organizing, and getting rid of everything from old paint to broken TVs. There are several ways for Pine residents to dispose of anything in or around their homes responsibly. The Township of Pine has a partnership with Vogel Disposal for our recycling. GARBAGE & RECYCLING Cardboard Recycling in the Township The Township of Pine offers its residents the convenience of recycling cardboard at the Municipal Building. There are three large recycling containers behind the Municipal building. The cardboard should be broken down flat and free of all packing materials, including paper. The recycling bins are emptied twice a week on Sunday and Wednesday nights. If the bins are full, please DO NOT leave your recycling outside of the bins. Residents may access the containers anytime. For more information about recycling cardboard at the Municipal Building, contact the Township at 724-625-1591. For the safety of the Township and our residents, security cameras are monitoring the containers. Allegheny County Health Department is one of the best resources for spring/summer recycling events. Their website is; Allegheny Green | Recycling and Waste Collection (alleghenycounty.us) Recycling Collection Events • The PRC, with support from the county Health Department, regularly organizes collection events o Household Chemical Collections - Acceptable items: aerosol cans, automotive fluids, batteries, chemistry sets, gasoline and kerosene, household cleaners, mercury, paint and paint products, pesticides/herbicides, photo and pool chemicals. Note: some items require a fee. o Hard to Recycle / eWaste Collections – Acceptable items: televisions, CPUs, computer monitors, mice and keyboards, compact fluorescent light bulbs, fluorescent tubes, cell phones, batteries, and ink and toner cartridges. Note: some items require a fee. o Pharmaceutical Collections – Acceptable items: unwanted and expired medications, prescription (non-controlled, controlled substances) and over-the-counter, in tablet, liquid, ointment, inhaler, powder, or patch form. • The County Police participate in the DEA’s Drug Take-Back Day every year. P LANNING & D EVELOPMENT New Capitol Projects TRAFFIC IMPROVEMENT PROJECTS The Township conducted a 2020 study at Babcock Boulevard and Bakerstown Road to consider a new traffic signal. The Pine Board of Supervisors authorized the engineering design’s completion, including a new traffic signal and an Eastbound turning lane to serve Babcock Boulevard. The anticipated construction could move forward as early as 2022. In 2020, the Township of Pine completed the engineering, right-of-way acquisition, and permitting necessary to install a traffic signal at Franklin Road and Warrendale Road (the Red Belt). The awarded project could be operational by the fall of 2021. These traffic signal projects are part of the Township’s Transportation Improvement plan. Partial funding is through Traffic Impact fees collected with new land developments. TRAIL PROJECTS In 2020 the Township of Pine received an Active Allegheny Grant from the Allegheny County Department of Economic Development. The funding will complete the planning, engineering, and permitting necessary to construct a pedestrian connection from Birch Drive North along Pearce Mill Road to Pine Park Drive. The anticipated construction could proceed as early as 2022. The Township is completing the engineering necessary to construct a safe pedestrian crossing of Route 910 to connect the Harmony Trail to the relocated Brennan Road intersection. The 2021 budget includes funding to complete the engineering design for the project. The Township completed the grant application process requesting funding from the Pennsylvania Department of Economic Development to construct two stream crossings. The crossings will serve existing woodland trails that currently connect the Sunset Ridge neighborhood and the Pinecrest Manor neighborhood. If awarded, the pedestrian bridges’ construction would also complete a connection to the Pine Richland School Complex, the Pine Community Park, and various other residential areas. PUBLIC WORKS MS4 MS4 = Municipal Separate Storm Sewer System A separate storm sewer system comprises structures, including retention basins, ditches, roadside inlets, and underground pipes, designed to gather stormwater from roads, parking lots, roofs, and other hard surfaces in built-up areas and discharge it, without treatment, into local streams and rivers. It’s a separate system because it’s not connected to the sanitary sewer system, which drains wastewater from sinks and toilets inside a home to a sewage treatment facility or a private septic system. The Pennsylvania Department of Environmental Protection, or DEP, which oversees the MS4 program, fulfills this role to comply with federal mandates under the Clean Water Act. The Environmental Protection Agency (EPA) has an oversight role because they are the federal agency charged with implementing the Clean Water Act. The authorization that MS4 communities get from the DEP to legally discharge stormwater into local streams and rivers is called an “NPDES” permit or National Pollution Discharge Elimination System. The word “National” references the connection with the Federal Clean Water Act. The term “Discharge” refers to the fact that separate storm sewer systems eventually release stormwater into local creeks, rivers, and lakes, untreated. These particular NPDES permits are also commonly called “MS4 Permits” or “Stormwater Permits.” To meet their NPDES Permit terms, communities need to develop a “Stormwater Management Program” (SWMP). Communities that discharge stormwater into the Chesapeake Bay Watershed or into any other waterway that the DEP identifies as “impaired” are also required to develop a “Pollutant Reduction Plan” (PRP). Because every MS4 faces unique stormwater challenges, each management plan is unique. But every SWMP includes the same six focus areas that the EPA considers essential for success, called Minimum Control Measures or “MCMs”: • Public Education and Outreach- Activities include creating web pages, informational flyers, and brochures • Construction Site Erosion Control- Activities include procedures to ensure erosion and sediment control practices are installed correctly and maintained if needed. • Public Participation and Involvement • Post Construction Stormwater Management- Activities include adopting procedures to ensure structural stormwater management practices are installed and maintained correctly after construction, and encouraging developers and builders to establish low impact development practices or LID. • Illicit Discharge Detection and Elimination- Activities include keeping pollutants out of the separate storm sewer systems. Contamination happens when things other than stormwater get dumped into a storm sewer inlet and when storm sewers and sanitary sewers are illegally cross-connected. Examples of illicit substances include septic tank drainage, laundry wash water, paint, automobile oil, grease from restaurant grease traps, and sanitary waste, among other things. • Pollution Prevention and Good Housekeeping- Reducing stormwater pollution from the maintenance yards, streets, parking lots, buildings, and other facilities owned by the municipality or MS4 permit holder. FINANCE Where Is My Township of Pine Real Estate Tax Bill? Wondering Why Your Township Real Estate Tax Bill is Reduced or Missing? Suppose your property assessment is $152,800.00 or less, and you have approval for the Homestead Exclusion. In that case, you owe no property tax to the Township for 2021! Thanks to Pine’s Board of Supervisors and their dedication to fiscal responsibility, all residential properties in the Township approved for the Homestead Exclusion received a $152,800.00 reduction for 2021 in the assessed value for Township tax purposes. Jordan Tax Services (the Township’s appointed real estate tax collector) reports they have received numerous Pine residents’ calls. The residents ask if their tax bills are correct or why they did not receive a tax bill at all. When Jordan explains the Homestead Exclusion and its effect on their tax bill, residents have expressed their appreciation for the Township’s efforts to reduce their taxes. W EXFORD V OLUNTEER F IRE C OMPANY Station 228 The Wexford Volunteer Fire Company is proud to be celebrating its 100th Anniversary this year! Fire protection in the Township of Pine was very different in 1921. Much like a scene from an old western, neighbors had to form bucket brigades when there was a fire. After one fire, the local community of farmers gathered and decided it was time for an organized fire service. They established the Wexford Volunteer Fire Company. Through local contributions (many being from the personal funds of the charter members), they were able to purchase a Model T Ford fire truck in 1922. From our humble beginnings in a wood garage on Church Road, The Wexford VFC has grown into an organization of over fifty members with ten vehicles that operate out of three stations. We are proud to continue this long tradition of service to the community. We hope to share a commemoration of this 100th Anniversary with the public. The outlook of public events is still uncertain with the pandemic, but make sure to follow us on Facebook and our website wexfordvfc.com for news and more information about our history. Recreational Burning in the Township of Pine The Township of Pine requires residents to file a “Burn Permit” for any recreational burning. Additionally, the following guidelines should be followed, • No fire site may exceed dimensions measuring three (3) feet in width, three (3) feet in length, and two (2) feet in height. • Only burning of clean firewood/logs is permitted. • Burning of refuse and other waste materials is strictly prohibited. • The recreational fire must always be attended to and adequately extinguished after the activity. • The Township of Pine reserves the right to refuse a recreational fire due to dangerous circumstances. (drought, high winds, etc.) • The applicant must keep a copy of the permit with Township approval on location if police or fire officials request it. • The location of the recreational fire shall not be within fifteen (15) feet of a structure. •A means to extinguish the fire shall always be on-site. (portable fire extinguisher, dirt/sand, water barrel, or garden hose) *Residents must also abide by the applicable Allegheny County Health Department regulations. 14 Pine Branches | Spring/Summer 2021

FireVEST: Training Tomorrow’s Heroes In Allegheny County, volunteer firefighters protect over 910,000 people. Also, volunteer firefighters save the county an estimated $60 million a year. There are 203 volunteer fire companies in Allegheny County. The challenge of keeping these companies fully staffed, well trained, and ready to respond at a moment’s notice is one that nearly every fire company in the region addresses regularly. Fire companies are essential to ensuring safe and well-protected communities. Allegheny County Executive Rich Fitzgerald, the Allegheny County Fire Academy, and CCAC are working together to offer the Allegheny County Fire Volunteer Education, Service & Training Scholarship Program (FireVEST). The program will provide full scholarships for an Associate’s Degree or certificate program at CCAC and training at the Allegheny County Fire Academy. Of the 200 scholarships offered per year, 150 are for new recruits in exchange for a commitment of five years of service to a volunteer fire department in Allegheny County, while 50 scholarships will go to existing volunteers for a commitment of five additional years of service. N ORTHERN R EGIONAL P OLICE D EPARTMENT What to do with Unused or Expired Prescription Medications The Northern Regional Police Department provides a secure, safe, and environmentally friendly way for our residents to discard unwanted, unused, and expired prescriptions and medications. In 2017 the Northern Regional Police Department participated in the Drug Enforcement Agency’s National Drug Take-Back Program. The collection of unused/expired medications is a nationwide campaign designating several weekends throughout the year to collect unwanted medicines. On two back-to- back Saturdays, the Northern Regional Police Department received just under 300 pounds of unwanted and expired medications. Due to the overwhelming success, the department decided to apply for a permanent collection box placed at the Police Station. The collection box is a joint effort involving local police, the Allegheny County District Attorneys’ office, the Allegheny County Health Department, and the Pennsylvania Department of Drug and Alcohol Programs. The Take-Back box is at the Northern Regional Police Station, 230 Pearce Mill Road (entrance is on the side), Wexford, PA 15090, Monday through Friday, 8:00 a.m.- 4:00 p.m. *Items NOT accepted, Hydrogen Peroxide, Inhalers, Aerosol Cans, Ointments, Lotions or Liquids, Needles, and Thermometers. *Additional Items NOT taken; Medications from Businesses or Clinics. The Northern Regional Police Department is proud to announce three of our Officers recently completed training to become car seat technicians. As a car seat technician, the goal is to educate parents and caretakers on installing a car seat using “best practice.” We will assist parents/caretakers with deciding on the “Selection” of a car seat based on the child’s age, height, weight, and developmental level (meaning rear-facing, front-facing, or booster). Officers will educate parents/caretakers on Pennsylvania laws regarding car seats and when a child can graduate from rear-facing to front-facing and car seat to booster seat. We will assist parents/caretakers with deciding the best location in the vehicle to install the car seat. We will also go over the harnessing system and proper placements of the harness for car seats which also depends on the child’s age and height. Parents/caretakers will receive hands-on learning about the installation process. They will assist with the final installation of the car seat. Our goal is to have parents/caretakers leave understanding how to install a car seat using these best practices in the future and on their own. No Soliciting! Over the last couple of weeks, we have had an influx of residents asking about the Township’s Non-Solicitation List. Here is some information according to the Township of Pine Code, Chapter 120, Peddling and Soliciting, • It shall be unlawful for any person to engage in the business of peddler, solicitor, canvasser, transient merchant, or itinerant vendor as defined in §120-3 of chapter 120 within the Township of Pine without first obtaining a license. You may ask to see the permit and report them to the Northern Regional Police Department if they do not present it. • No licensee shall engage in the business of peddling, soliciting, or canvassing upon any premises displaying a sign prohibiting such activity, §120-11. • No person, whether or not required to obtain a license under the provisions of this chapter, shall peddle, canvas, or solicit within the Township of Pine without first obtaining from the Chief of Police or the Clerk a list of all residences and dwelling units within the Township of Pine where the owner/occupant of the residence or dwelling unit has provided written notification that they do not desire to be visited on such premises at any time by any person performing any peddling, canvassing or soliciting activity, §120-3. You may notify the police (911) if you are on the list and still getting solicitors. • Licenses issued under the provisions of this chapter may be revoked by the Chief of Police after notice and hearing for any of the following; Fraud, misrepresentation, or false statement contained in the application for license; fraud misrepresentation or false statement made in the course of carrying on his/her business as a solicitor, peddler, canvasser or transient merchant or itinerant vendor; Any violation of this chapter; Conviction of any crime involving moral turpitude or Conducting his/her business in an unlawful manner or in such a manner as to constitute a menace to the health, safety or general welfare of the general public. §120-14. Essentially, suppose you have filled out the Non-Solicitation form (found on the homepage of the Township website), and you still have solicitors. In that case, you may call the police (911) and file a complaint. If the police receive numerous calls for the same solicitor, the Chief could revoke the solicitors’ permit. twp.pine.pa.us 17

Children’s Programs Join us for our schedule of Children’s Programs, including virtual storytimes and take-home activities. This session will run from April 12th to May 24th. Crafts for Mom Take Home Kit May 7th Request a bundle of adorable crafts that you can make at home to celebrate mom or grandma on their special day. Kits will be ready for pickup in the library’s lobby. Registration for this program closes on May 3rd. Virtual Storytime Uploads Tuesdays | 10:30 AM A time to move, dance, share stories, and sing songs with your busiest friends! These virtual storytimes are for toddlers and their families and will be available to watch on our Facebook page. Fresh Air Storytime Wednesdays | 10:30 AM (Weather Permitting) Join us on our side lawn (located next to the library’s parking lot) for a Fresh Air Story Time! We ask families to bring a blanket or foldable lawn chair and to observe social distancing during the program. Adults must wear a mask at all times and make sure the little ones are following appropriate norms. Please bring a rattle or noise-making toy to play along with our music! Families will be able to take home an activity kit or craft each week. There will be no recording of these outdoor sessions. We request that families register if attending to make sure we can safely gather in the space. When the weather is not good, there will be a virtual session posted online. P INE -R ICHLAND S CHOOL D ISTRICT 2021 Updates Tax Rebate Available The Pine-Richland School Board approved a senior citizen tax rebate for senior citizens who live in the Township of Pine or Richland Township at its board meeting on January 11th, 2021. The program, effective for the calendar year 2020, stipulates that the filer must be; a 2020 resident of Pine or Richland Township and owned their primary residence in Pine or Richland Township in 2020. The Homestead Exemption granted by Allegheny County will be used to determine whether a residence is a primary residence. The filer must be a senior citizen, widow, or widower. The submission deadline is June 30th, 2021. You can review the qualifications, the packet, and more by visiting www.pinerichland.org/seniors Pine Richland School Board Approves Resolution The board approved a resolution pursuant to Section 311(d)(1) Special Session Act of 2006. Certifying the Pine-Richland School Board will not raise local taxes at a rate to exceed the school district’s Act 1 index of 3% for 2021-2022. The purpose of this resolution is to allow the school district to continue through the general fund budget preparation process for 2021- 2022. This resolution states the school board is not planning to raise the real estate tax rate for the next fiscal year beyond the approved Act 1 index for the Pine-Richland School District. Recognizing 21 Pine Richland High School Seniors in the 2021 National Merit Program Pine-Richland High School seniors Brendan Andersen, John Faber, Joshua Pazin, Rebecca Peng, and Samuel Stella earned finalist status in the National Merit Scholarship Corporation program. Seniors Benjamin Carnovale, Lydia Francis, Gregory Gilmour, Malini Harinath, Rori Holm, Evan Jackson, Jinwon Jang, Connor Johnson, Catherine Lee, Kareem Mohsen, Max Romano, Will Sangpachatanaruk, Michael Tamburri, Abigail Turner, Victor Williams, and Joseph Woodrow were named commended students. These students are among 16,000 semifinalists in the United States being recognized for their work on the Preliminary SAT/National Merit Scholarship Qualifying Test. Finalists will have the opportunity to qualify for merit scholarships. Senior Named Candidate in 2021 United States Presidential Scholars Program Pine-Richland High School senior Rebecca Peng has been named one of more than 4,500 candidates in the 2021 US Presidential Scholars Program. The select candidates are from nearly 3.6 million students expected to graduate from Rebecca Peng the United States high schools this year.
