National Context A third of adults DO NOT act on their concern when a child they know may be being neglected. (Action for Children 2009) NSPCC How Safe are our children 2016 – 373k violent offences experienced by children aged 10-15 the previous year 12% of 8-11 year olds and 24% of 12-15 year olds say that they use social networking sites to communicate with people not directly known to them (Ofcom Media Literacy Study, 2011) 20k children identified as needing protection from emotional abuse in 2016 – NSPCC NSPCC – April 2014 - 90% of time children sexually abused by someone they know, trust or love
Current Picture in Tennis The Safeguarding team are currently managing 32 live multi-agency cases. This is above the recommended case load for child protection investigators in London (10 per investigator). The breakdown is; Allegations of sexual abuse/grooming against coaches – 15 Allegations against members of tennis clubs – 4 Allegations of physical abuse against coaches – 7 Conduct in relation to coaches – 2 DBS cases – 4 There are 9 coaches currently subject to interim suspension, 97 enquiries into our mailbox in January

Scenario 2013 During my time here I have witnessed John often being sexually explicit with both coaches and some players. I was also aware that he would openly rate female senior players in order of attractiveness and discuss this with other coaches. He showed us images of a pornographic nature. As well as making myself and some of the other coaches feel extremely uncomfortable I was also aware of the fact that I would not want anyone to think this was the kind of thing I would be doing in the work place if anyone were to walk in.

Minimum safeguarding standards Standard 1 Safeguarding Policy and Procedures Safeguarding policy (for children and adults) should be clearly displayed on the noticeboard/website. Clearly display the relevant safeguarding posters where it is possible to do so.

Minimum safeguarding standards Standard 3 Welfare Officer Undergone the necessary training. Carries out the duties set out in the role description. Proactively communicate safeguarding to members, committee, coaches and volunteers.
Minimum safeguarding standards Standard 4 Criminal Record Checks All relevant staff and volunteers must have a satisfactory criminal record check.
DBS eligibility A DBS check is a legal requirement when someone is working in ‘regulated activity’ with children. If an individual is not working in ‘regulated activity’ with children, a DBS check can be requested however there is no legal requirement. Regulated Activity Activity Frequency Unsupervised work of a specified nature: coaching, Frequently (once a week training, supervising, giving advice or transportation for an on-going period), Any type of work undertaken in schools, academies, intensively (four or more nurseries or children's centres (but not work by occasions in any 30 day supervised volunteers) period) or overnight Any form of personal care or health care One occasion or more
Why are the LTA putting in place minimum safeguarding standards? Consistent standard of safeguarding in British Tennis Minimise risk to children, adults and venues Become best in class for safeguarding in sport Develop an environment which fosters participation and encourages retainment
Coach Accreditation “Head Coach XX is an LTA licensed coach CCA – Level 2” “Head Coach X is a fully licensed LTA coach and has coached players to Wimbledon standard” “I am a fully qualified LTA and Cardio Tennis coach with over 20 years experience and sufficient CRB and First Aid Qualifications” “The Club offers tuition with LTA qualified coaches in group or private sessions”
Coach Accreditation Issues • Very little understanding of LTA Accreditation v Qualification • Public perceive LTA qualification as a mark of safety • Unable to sanction coaches who are not Accredited • No minimum standards for coaches at our registered venues • Frustration for those who take time/effort to Accredit • Reputational risk for the LTA – Perceived lack of grip • Coaches in position of power with no Safeguarding awareness

The General Data Protection Regulations (GDPR)
Key points: Comes into effect on 25 May We are all ‘data controllers’ (Could be a number of different data collectors?) There will be an increased burden on us all We are required to take ‘reasonable’ measures to protect the data held
We are required to: Be transparent with individuals Gain consent for the manner in which the data is to be used Only make the data available for the agreed purposes, unless ‘legitimate interests’ apply Upon request, allow an individual access to his/her personal data as held Demonstrate compliance …. Be accountable Appoint an overseeing ‘data protection officer’ Pay the required fee (£55 ?) when known

In future we will all need to: Establish what data is held, and where Seek written consent of each individual over 18 years, and parent / guardian for those under 18 years if their data is to be held Clearly identify and state the purpose for which the data will be held and used
In the near future - Start reviewing data held and in what format Hopefully by mid-March example templates for declaration statements will be produced by the LTA Don’t make any data available to a third party (particularly for marketing purposes) Remember, in the early stages you won’t be alone in ‘finding your feet’ … it is not ‘unreasonable’ to make mistakes
A few other points: LTA Newsletters – 3600 email editions sent out recently 46% were opened, of which …. 32% opened one of the seven links – all contained highly relevant information What should be done to improve these percentages?
Tiebreaker …. Costs £6000 per annum for 3 editions Is it worthwhile? Do people read it? Should we just produce an on-line version? How can it be improved?
