1 International Student Handbook Welcome November 9, 2020 Dear Freshmen of Tzu Chi University (TCU): Welcome to TCU. You must hold many expectations and a bit uncertainty about your upcoming college life. You expect a colorful college life, but meanwhile, you are not certain what is waiting for you here in Hualien. What will your new friends look like and how should you interact with your professors? TCU is a unique school, which not only emphasizes professional education, but also incorporates humanities into its curriculum and campus life. TCU’s professors focus on teaching and enjoy interacting with their students. Service learning is implemented in the TCU curriculum for students to realize how fortunate they are, only when they learn to serve people who are in need during their college lives. The TCU campus is located in Hualien, which is peaceful and beautiful, a very nice environment for studying and learning. During weekends, TCU students do not shop in the mall, and do not sing karaoke songs; instead, they go hiking, help clean the beaches, and study in the University Library. TCU emphasizes life education and teaches students to get along with all creatures and their surroundings on the globe.
For sustainable development, TCU inculcates students with knowledge o f environmental development, vegetarian meals, respect for life and global protection. We encourage students to pursue lives of purity and mindfulness, so they may pursue knowledge and explore the meaning of life with uncomplicated minds. It embraces cultural differences, promotes individuality and facilitates student bonding. To do so, the student union hosts a variety of activities throughout the year open to international students. Those activities provide ISU members the opportunity to demonstrate their talents, to work with each other toward a common goal, and to introduce their respective cultures to local students, faculty and staff members. The ISU also works closely with the OIA to assist new international students with their accommodations, as well as other issues that may arise during their studies. TCU International Ambassadors One of the main duties of the TCU International Ambassadors is to assist the OIA to receive foreign guests. The OIA organizes different types of training programs for the International Ambassadors to be acquainted with proper etiquette and the University’s operation. Being an International Ambassador, you can nurture your own gentle energy, and live your life vigorously. Things You Need to Know To Cope With COVID-19 I. Before coming to Taiwan After receiving our notification, please follow the instructions to fill in the information listed below: 1. Flight information 2. Arrival date 3. Other information. We need to submit your information to the Ministry of education. After receiving approval from the Ministry of Education, we will send you the University’s letter and Overseas Student Entry Permit Certificate by email. Provide proof of a negative result from taking a COVID-19 nucleic acid test within three working days before the scheduled flight to Taiwan II. Before boarding, ensure that you have completed the “Quarantine System for Entry” online and present the documents listed below. 1. Present the following documents to the airline staff: (1) The University’s letter (with University seal) (2) Overseas Student Entry Permit Certificate (3) Passport (valid for at least 6 months) (4) Exit & Entry Permit, Taiwan, Republic of China (for students from China, Hong Kong, or Macau), or Visa or Alien Resident Certificate (for students from elsewhere). 2. Fill in “Quarantine System for Entry” online, before boarding. (1) Access https://hdhq.mohw.gov.tw/ for “Quarantine System for Entry”. (2) Provide the information accurately and completely. Please note that you must provide your cellular phone number, which can receive text, otherwise you won’t be able to receive important text messages, after arriving Taiwan. 8
9 International Student Handbook III. After arriving in Taiwan 1. After arriving in Taiwan, please turn on your cellular phone, and you will receive a text message about your health status. If you don’t receive any text messages, please ask the staff at the quarantine counter for help. Please follow their instructions and present the University letter and Overseas Student Entry Permit Certificate. ※ Ensure that your cellular phone’s international roaming is working, so that you can receive important text messages from the Ministry of Health and Welfare. By the way, you might want to have some NT dollars (TW) on hand, and you can change your money to NT dollars, before or after the immigration. 2. Go through Quarantine and Immigration: The quarantine officer will make sure that you don’t have any COVID -19 symptoms, and the immigration officer will ask for your Overseas Student Entry Permit Certificate and confirm you are on the Ministry of Education’s approval list. ※ Please make sure once more that the flight information you provide us is accurate and you will travel, as planned, and wear a mask throughout the journey. If your flight has been changed due to irresistible factors, such as a typhoon, flight cancellation, a merging of flights, etc., you should state the reason, and let us know immediately, so we can facilitate the re-issuance of your entry permit. 3. Upon completing the above procedures, inform the University staff that you have gone through Quarantine and Immigration. If you have fever or respiratory symptoms, the quarantine officer will arrange to send you to a hospital for further diagnosis. 4. After picking up your luggage, please go to the arrival hall immediately, and try not to do anything else. Follow the signs to arrive at the Foreign Students Check-in Counter located in the arrival hall. Those who fail to go to the check-in counter or follow the University staff’s instructions to undergo a 14-day home quarantine, will be fined from NT$100,000 to NT$1 million, and police will receive notification right away to find you. Moreover, you will be subject to the University’s disciplinary action.
5. If many people are waiting at the Overseas Student Check-in Counter, please keep a social distance (1.5 meters). Give the staff your Chinese or English nam e, pas s port num ber, fli ght num ber, t he address of the epidemic hotel/University housing where you are going to undergo home quarantine. 6. After completing the previous steps, take one epidemic prevention card from the counter. University staff will pick you up there and arrange a vehicle for you to go to an epidemic hotel or University housing. You are not allowed to exit the vehicle until you arrive at the destination. If you have any physical discomfort, keep us posted right away. 7. Undergo a 14-day quarantine (1). At the quarantine hotel: The hotel’s epidemic staff will assist you. You will need to follow their instructions to undergo a 14-day quarantine there. If you arrived on February 1, for example, your first day would be February 2; therefore, the quarantine period would end at midnight of February 15. You are required to follow the hotel epidemic staff’s instructions. You also need to take your temperature daily and live every day in a healthy way. Do not go out. Entry Visa and Alien Residence Certificate (ARC) Our Letter of Admission does not guarantee you will obtain an entry visa to Taiwan. You need to apply for a “Resident Visa” or “Visitor Visa” in your own country for entering Taiwan. When you apply for your visa, remember to have all required documents ready, and leave sufficient time (at least ONE month) for processing. For more information on visa applications, you may access the websites listed below, or scan the QR code above. Students who hold Visitor Visas (also known as Tourist Visas) must apply for a Resident Visa before applying for an Alien Resident Certificate (ARC). Work Permit International students who wish to work in Taiwan (either on campus or off campus) are required by law to apply for and obtain a Work Permit before starting a part-time job. International students may be qualified to apply for Work Permits after their registration is complete. If you are qualified and wish to find a part-time job, the OIA will assist you to apply for a Work Permit. Please note that anyone working without a permit may be fined from NT$30,000 to NT$150,000. To ensure that you comply with the law, contact the OIA before applying for a job. Article 50 of the Employment Service Act states that weekly working hours of foreign students enrolled in a college/university should not exceed 20 hours. 14

17 International Student Handbook Housing Fees A standard suite with A/C occupies 391 square feet, accommodates 4 students, and costs NT$8,200 (not including A/C fee) per semester. Remarks: 1. You need to shop for bedding supplies, such as a mattress, summer quilt, pillows, sheet, blanket, etc., on your first day of checking into your housing. 2. Please refer to page 21 for the “University Housing Rules” . Meal Costs The University cafeterias serve vegetarian food only. With student discount, breakfast costs NT$15 (Main Campus) or NT$25 (Jieren Campus), while lunch and dinner cost NT$25 (Main Campus) or NT$33 (Jieren Campus). Please remember to deposit money into your ID card ahead of time to enjoy the student discount. Also, remember to bring your own eating utensils. Accident Insurance and Health Insurance Item NT$ Cost NT$256 per semester (The actual amount on the University’s bill Accident Insurance may be different.) NT$500 per month According to provisions of the Ministry of Education, before enrollment, new students need to buy medical and accident insurance. Note that overseas insurance certificates need to be verified by the overseas Taiwan representative office. Otherwise, the Private Health OIA will assist students to obtain health insurance for 6 months (180 insurance days), and the insurance premium is NT$3,000. After receiving their ARC, students staying in Taiwan continuously for 180 days can acquire a National Health Insurance policy. If you travel overseas only once, do not exceed 30 days and stay in Taiwan for a total of 180 days after subtracting the days abroad, you can also buy this policy. + National Health Insurance (staying + in Taiwan for 180 NT$749 per month and pay NT$4,494 every six months days after receiving + ARC) + Insurance

After taking a 14-day quarantine, you may apply for a long-term plan. President’s Honor Roll Who is eligible? Any undergraduate students meeting the criteria are eligible, except: 1. Sixth year medical students, 2. Fifth year Traditional Chinese Medicine students, 3. Students taking a leave of absence, withdrawing from a degree program, or being expelled, 4. Exchange students. What are the selection criteria? 1. Scores, both academic and conduct, must be 80 or over, in a total of 9 or more semester hours. Moreover, the student must not have received any University penalties. 18
19 International Student Handbook 2. In terms of academic scores, eligible students must be among the top 3 in their class. If the top third and top fourth students have the same scores, the award will also be given to the fourth student. 3. The University bases official academic records provided by the Office of Academic Affairs, for selecting eligible students. Students enrolling in the Teacher Education Program and extending their period of study are not eligible. The University selects students, based on their performance in the previous semester, and awards them right after the “President’s Honor Roll” list is approved. Students don’t need to apply for it. Other Preparations Before Coming to Taiwan Open a Joint Bank Account You can’t open a bank account in Taiwan right away, so for the convenience of paying tuition, fees, and personal expenses in Taiwan, you might want to open a joint account with your parent(s) in your country, and apply for an ATM card to withdraw cash in Taiwan. 21 International Student Handbook The Day That You Complete 14-Day Quarantine Checking into Regular University Housing By moving into University housing, you have officially become a member of the TCU community. You agree to accept the responsibilities and obligations associated with it. You agree to be considerate of other residents and University staff, and to respect the rights of others at all times. Conduct in violation of the rights of others is grounds for immediate termination of your occupancy in University housing and/or the withdrawal of future University housing privileges. The main University housing rules are: 1. University housing opens at 6:00 a.m. and closes at 11:00 p.m., and lights out is at midnight. 2. If you expect to arrive after 11:00 p.m., please contact the Office of Student Affairs and apply beforehand. If you plan to stay out on a particular night, you must apply on or before 11:00 p.m. of the same day. 3. A room key is provided to each student. Please return the key to the Front Desk when you move out. 4. You are responsible for cleaning your room, which includes separating your personal trash from recyclable materials, and depositing recyclables in the recycling bins, during opening hours. 5. You must comply with University conservation measures at all times, and make reasonable efforts to conserve resources. 6. Taking any illegal drugs (including cannabis, amphetamines, etc.) is strictly prohibited. Any violators will face legal punishment. 7. Smoking, consuming alcoholic drinks, cooking and gambling (including playing Ma-Jiang) are strictly prohibited in University housing.
8. At all times, keep your room clean and tidy. Please store luggage and fold bed sheets neatly; also, be mindful of the housing environment. 9. You are not allowed to leave your garbage, shoes or other personal items in the corridor. Please take your own trash to the garbage bins and place recyclable items in the recycling area. On the Main Campus, items for recycling will be collected on Tuesdays, Thursdays, and Sundays from 9:30 p.m. to 10:30 p.m. and on Jieren Campus from 9:00 p.m. to 10:00 p.m. every Tuesday, Thursday and Sunday. 10. In Taiwan, tap water is unsafe for drinking. Water from the water dispenser is safe for you. 11. The laundry room provides washing machines and dryers. The cost of using a washing machine is NT$10. If you wash by hand, a spin dryer is available, and its use is free of charge. 12. As University housing is communal, you need to respect others' privacy, by not speaking loudly, and opening doors mindfully. 13. For personal hygiene, University housing does not provide bedding (such as pillows, mattresses, covers, etc.). Students should bring or buy their own bedding. 14. In order to be aware of what is going on in University housing, please pay attention to the occasional public announcements. 15. University housing closes during the Chinese New Year holiday. Students should plan where to stay ahead of time. 16. Open a Bank Account in Taiwan Required Documents You will need your passport, Alien Resident Certificate (ARC), and student ID card to open a bank account. Note that you won’t be able to open a bank account until you receive your Alien Resident Certificate (ARC). If you haven’t reached the age of 20, the Post Office is more suitable for you, since they only require your student ID card, passport, ARC and personal seal. Minimum Amounts for Opening a Bank Account The common minimum amount required to open a bank account is NT$1,000, though some banks require NT$10,000 or more. Tax Withheld on Interest Income Those who reside in Taiwan for less than 183 days will have a 20% withholding tax from interest income. Those residing in Taiwan 183 days or more will have 10% withheld. 37 International Student Handbook Currency Exchange Most banks exchange foreign currencies at reasonable rates. Have an ATM Card Upon request, you will be given an ATM card. If offered, ask for a “Cirrus” or “Plus” card so you will be able to withdraw money from ATMs outside of Taiwan, too. The Maximum Daily Amount to Withdraw from ATMs Most banks allow their customers to withdraw between NT$90,000 and NT$150,000 per day from their own ATMs. It’s usually in increments of NT$30,000. This limit can be increased or decreased simply by amending your account at the teller window of your bank. Applying for a Credit Card in Taiwan If you have a Taiwanese friend who will co-sign for you, your chances of getting a credit card will significantly improve. If you have high monthly income, you will most certainly be offered a credit card, and as in the US or Canada, your personal financial situation matters. Typically, proving you have a regular and decent monthly income, proven by transfers to your bank account, is enough to get your first credit card. Don’t be surprised, though, if the ceiling is quite low and the interest rate is high.
Other Things to Do in Taiwan Buy Insurance Health Insurance International students are required to submit proof of at least six month’s health insurance coverage before enrollment. In addition, the insurance certificate needs to be verified by overseas Taiwanese offices. For your convenience, the University will assist you in acquiring health insurance coverage in Taiwan, which costs NT$500 per month, before you can join the National Health Insurance. Accident Insurance The policy covers medical treatment for accidents, surgery and hospitalization. Get Measured for Your School Uniform Our students wear uniforms, a rare practice among universities in Taiwan. The uniform comes in two kinds: the recreational outfit is for attending classes and the full dress is for special occasions. These embody simplicity and put everyone on an equal footing. Have a Health Examination The health check covers a general physiological examination (including height, weight, blood pressure, hip and waist measurements, eyesight, and color vision), blood test, urine test, X-ray and medical examination. 38

Currently, there are more than fifty student associations, providing individuals with a wide range of choices. Many of the said associations have been performing well and won awards for excellence from the Ministry of Education. Meeting with Tzu Cheng/Yi Te Dads and Moms These volunteer “dads and moms” come from all walks of life, including professors, doctors, lawyers, civil servants and business people. More often than not, Tzu Chi moms and dads have become the students’ confidants, listening to things they find difficult to tell their own parents. To the north lie Japan and the Ryukyu Islands; to the south are the Philippine Islands; to the west is Mainland China. Taiwan is a long, narrow island stretching from north to south. The island is about 395 km long and about 144 km wide, with a total land area of around 36,000 square kilometers (about 14,400 square miles). Topography Taiwan is endowed with steep mountain ranges; therefore, great altitude differences occur throughout the island. The mountains mostly run from north to south. The highest point is Yushan Peak of the Yushan Mountain Range, which reaches an elevation of 3,952 meters above sea level, making it the highest peak in Northeast Asia. Since mountain areas cover a majority of the island, Taiwan’s ecological resources are abundant. The plains of Taiwan are relatively narrow and found only in the western region and the longitudinal valley along the east coast. The average temperature for the northern half of the island is about 21.7°C; the average temperature for the southern half is around 24.1°C. The island is coldest from January through March with temperatures dropping to around 10°C. From June to August, hot weather prevails, with temperatures rising to 38°C. Introduction to Hualien Hualien is eastern Taiwan’s second largest city and one of the more pleasant small localities in Taiwan. Many travelers like to base themselves here, even when Taroko Gorge is their interest, as the range of food and accommodations is greater. Budget travelers will find everything they need near the train station. Head east to Meilunshan Park (Měilúnshān Gōngyuán) and the harbor area for wide streets, landscaped parks, bike lanes and ocean views, in addition to boutique hotels and pricier restaurants. Hualien means ‛eddies’ in Taiwanese and the story goes that Qing Dynasty (1644- 1912) immigrants gave the region this name after noticing swirling waters off the coast. Though much of the city’s wealth comes from tourism, local deposits of limestone have also made Hualien the cement capital of Taiwan. Road signage in Hualien is a mixed bag. Don’t be surprised if “Jung Shan” is written as “Zhongshan”, “Jung Jeng” as “Zhongzheng”, and “Jung Hua” as “Zhonghua”.
