International Show Jumping will only take place Wednesday - Friday with National Show Jumping taking place Wednesday & Saturday. NATIONAL SHOW JUMPING National competitions are restricted to those who have pre-qualified. SJ1, 2 & 3 5 horse/athlete combinations will qualify in competitions at each qualifying venue. SJ11 7 horse/athlete combinations will qualify at each qualifying venue. Cavan Equestrian Centre Saturday 18 April Athletes may not qualify more than two horses in each of the National competitions except the Amateur class where they may only qualify one horse. When an athlete has reached their quota, no further horses may be qualified. At presentation passports must be produced and microchips will be read for all qualifying animals. Horses selected for any of the International competitions will not be eligible to compete in any of the National competitions at the Show. ENTRY FEE £55 per entry (non-refundable). Once qualified entries must be made online within 48 hours of qualifying at www.balmoralshow.co.uk/competitions/national-showjumping. PARKING Parking for vehicles for National competitors at Balmoral Show is NOT included in your entry fee. Parking in the Red Car Park is payable with entries. Lorry £20, Car & Trailer £17, Car £12 per day. Any additional cars should park in the general public parking at £8 per day. (See Declarations point 4, for arrival times) WRISTBANDS 3 wristbands per qualified athlete will be issued for the applicable day as follows: 1 athlete, 1 owner, 1 groom. NATIONAL REGULATIONS 1. All National competitions will be governed by the current National Federation and Show Jumping Ireland rules and regulations. 2. National competitions are restricted to pre-qualified horses and athletes registered with SJI and to Irish athletes or those with specific authority from the SJI to compete in National competitions. As arena time is at a premium, numbers of entries are restricted as listed above. Therefore, those qualifying 2 horses in a class will be required to have both horses warmed up and ready to compete. 4 4
3. VETERINARY CONTROLS Passports with certification confirming proper vaccination must be available for inspection on arrival or at any time during the Balmoral Show. To control Equine Influenza, all equines must be vaccinated every year as a routine measure. The primary course must consist of two inoculations given at intervals not less than 21 days or more than 92 days apart. A booster must be given 5 – 7 months (not less than 150 days and not more than 215 days) after the second injection of the primary course. The annual booster dose must be administered within twelve months of the previous inoculation and be within 6 months or before 2 weeks of Balmoral Show. This must be properly documented on the animal’s passport. Failure to do so will result in the animal not being admitted to the Showgrounds. As there are currently confirmed outbreaks of Equine Influenza in Ireland, G.B., USA and other European countries - please ensure that all Persons Responsible (Owners / Athletes) keep up to date with FEI, HSI and RUAS requirements regarding vaccinations, and biosecurity best hygiene practices, as these may have to be amended should further outbreaks continue. Updates will be found on the appropriate websites. All passports must be up to date, or entry to the Showgrounds will not be allowed. 4. DECLARATIONS / ARRIVALS For those competing on Wednesday in SJ1, SJ2 and SJ3 all competitors must arrive between 6am & 7am on the day of competition with declarations taking place at 7.30am each morning. If competing in SJ11 Amateurs on Saturday all competitors must be on the showgrounds between 6am & 8am with declarations taking place at 9.30am. For any National classes if you wish to arrive the night before and have pre purchased a stable, please arrive between 6pm & 9pm. Any animal not declared as above may be deemed a non-starter and may be excluded from the competition. In 2020, all animals will be subject to ‘arrival’ inspections, where animals will need to be unloaded to facilitate passport/microchip checks. Please allow sufficient time for this to take place. 5. STABLES Overnight stables are limited and must be booked and paid for in advance along with entry fees. They will be charged at £25 per night. Some shavings will be supplied for bedding. Bluefrog are the sole suppliers of stable bedding for Balmoral Show. Additional shavings if required will be available for sale onsite from Bluefrog. If you wish to place an order in advance, please contact Boyd Bedding on 028 82257340. 6. HIND BOOTS Article 257.2.4N. For all Jumping Competitions for Young Horses (five, six, seven & eight year old horses), the following criteria must be respected in relation to hind boots worn in young horse competitions: Hind boots that have a protective element on the inside only are the only type of hind boot allowed. The boot must have a maximum interior length of sixteen centimetres (16cm) the width of the fastener must be at least five centimetres (5cm.) Hind boots with additional protection for the pastern that extends beyond the rounded shell on the inside of the boot are allowed, providing the protection is made of soft pliable material. The pastern protection that extends beyond the rounded shell on the inside is not taken into account when measuring the length of the boot. For further clarity see Page 32 SJI January Bulletin, Articles 257.4 & 257.5. 7. SUBSTITUTIONS Entries must be the same combination as qualified i.e. horse and athlete. It will only be in the following circumstances that the athlete who qualified the animal will not ride that animal at the Balmoral Show. [a] A bona fide sale and change of registered owner [b] A proven injury – confirmed by medical certificate [c] Other exceptional circumstances. 5 5
In all cases a change may only be allowed on written request, with the approval of the RUAS Show Director and the Show Jumping Committee Chairman. All changes in ownership, regardless of athlete change, must be done through the SJI office before Wednesday 6 May 2020. If at any time between the qualifying date and the 20 April 2020 the horse/athlete combination who qualified is unable to jump at Balmoral Show they must notify Vickie White, RUAS immediately to enable the next placed horse/athlete combination at the relevant qualifying venue to be invited to enter. Failure to do so will result in entry fees not being refunded. 8. DEDUCTION FROM WINNINGS 5% of all prize money won in competitions SJ1, SJ2 and 10% in SJ3 will be deducted at the end of the show for crediting to the Show Jumping Ireland Sport Development Fund. Prize Money will be issued after Balmoral Show to the address as per the entry. 9. DISMOUNTED ATHLETE w.e.f. 1st January 2020, amendments have been made to how a FALL anywhere in the Showgrounds is treated. It is the responsibility of the athlete/person responsible to ensure they are up to date with the new procedures/requirements. These are available in the SJI January Bulletin Pages 30 & 31, and FEI Jumping Rules. Article 224 Falls. 10. Horses entered in National classes may be subject to sampling for illegal substances by HSI. 128 - 85cm UNDER 10’s CHAMPIONSHIP The Under 10’s Championship is restricted to those who have pre-qualified. SJ10 6 pony/athlete combinations will qualify at each qualifying venue. QUALIFIERS 1. Portmore Equestrian Centre Saturday 15 February 2. Connell Hill Equestrian Centre Sunday 8 March 3. Mullingar Equestrian Centre Sunday 5 April • All ponies to have a minimum of 69 points by 28th February 2020. • Qualifiers and final will be run under Article 238 2.2 (only if time is an issue may a qualifier be run under Article 274 5.3). The championship will be run under SJI rules and regulations. • Qualifying places will go down the line if those placed above are already qualified. Where this is exhausted the next eligible combination will be taken from the highest placed, not already qualified combination from the 1st qualifier, and where this is exhausted to the 2nd qualifier and so on. • In order to secure a qualifying place for the championship the combination must have completed the course. • Athletes may qualify two ponies for the final. Those qualifying 2 ponies for the final will be required to have both ponies warmed up and ready to compete. • Should an athlete qualify more than the quota for a category, where the athlete first qualifies in the highest place in the competition on a particular day will determine the qualifying place. • It is the qualified pony/athlete combination who are eligible to compete at the final, no substitutions permitted. • Should a pony/athlete be unable to take their place at the final, their place will be filled by the pony/athlete combination next in line from that particular qualifying venue, providing that their 1st round has been completed. 6 6

VETERINARY CONTROLS – see National Regulations point 3. CSI2* INTERNATIONAL SHOW JUMPING Balmoral CSI2* has a prize fund of £39,850 (€46,255 / CHF 50,925) over 6 competitions. The number of horses in each of the 6 International competitions will be limited to 35. SJ9 International Grand Prix will count for Longines Ranking Group D. Approved FEI schedule available online www.balmoralshow.co.uk. ENTRIES & SELECTION In 2020 entries for all International Shows will be completed using the FEI Online Invitation system. CSI2* Invitation Rules will apply which means that 30% of athletes must be invited in descending order of the Longines Ranking (compulsory invitations), 30% will be home athletes selected by the host National Federation (NF), and 40% will be athletes invited by the Organising Committee (OC). All athletes are required to access the FEI Online Invitation System and select Balmoral Show as an event they wish to participate in to enable an invitation to be issued. Entries for home athletes must be made through the FEI Entry System open from Monday 16 March 2020. For any queries please contact either your NF or the OC on 028 90686185 / 7585 505326. All athletes are bound by the General Regulations and instructions as printed in the Show Jumping Schedule available to view online at www.balmoralshow.co.uk. A maximum of two horses per athlete may be ridden in the International event and no athlete may ride more than one horse in any one competition. Passports will be checked and the veterinary inspection carried out. Competitors are asked to note that this time will be strictly adhered to in order to facilitate the drawing up of Wednesday starting list. Venue Arrival information & Fitness to compete Passports. FEI General Regulations Article 137 All horses & athletes competing at FEI Events must be registered with the FEI. Any athlete or horse present at the event without having been entered through the FEI’s Online Entry System will automatically be disqualified. FEI Passports or FEI Recognition Cards (for those horses with a National passport approved by the FEI) are compulsory for FEI events. Athletes who do not present a Horses’ Passport and/or recognition card, or one that is not correctly validated or fail to meet other passport requirements will be subject to sanctions in accordance with Annex II of the FEI Veterinary Regulations and may not be allowed to compete. NB for horses permanently resident in a Member State of the EU: all horses must have a National EU passport in compliance with EU Regulations to which a FEI Recognition Card is applied. The exception to this being horses in possession of a FEI passport which has been continually revalidated without interruption. Vaccinations – Equine Influenza. FEI Veterinary Regulations Article 1028 Horses competing at FEI Events must comply with the requirements for Equine Influenza vaccination in accordance with the Veterinary Regulations and as summarised over. FEI Regulations Article 1032 On arrival at an Event venue, all horses must undergo an examination by a veterinarian to confirm their identification from their passport and micro-chip ID (where present), their vaccination status and general health. To protect all horses attending events, any horse with a questionable health status concerning vaccination, disease or other concerns, must be stabled within the isolation facilities provided by the Organising Committee pending a decision on entering the venue. Horse inspections. FEI Regulations Article 1033, Table 2 All horses will be assessed for their fitness to compete during the horse inspection. Any horse demonstrating questionable fitness may be referred to the holding box for further veterinary examination. Horses not deemed fit to compete by the inspection panel will not be permitted to compete. Limb Sensitivity Examination. FEI Veterinary Regulations Article 1034 All horses are subject to examination under the protocol for abnormal limb sensitivity throughout the period of an event, including, but not limited to, between rounds and before the jump off. Horses may be examined once or on multiple occasions during the period of an event. Horses may be selected for examination under the protocol randomly or they may be targeted. All horses selected to be tested must submit promptly to the examination or are subject to immediate disqualification. There is no obligation to examine any specific number of horses at an event. Equine anti-doping and controlled medication programme (EADCMP). FEI Veterinary Regulations, Chapter VI. Sampling. FEI Veterinary Regulations Articles 1057 and 1058 All horses competing at FEI Events may be subject to sampling for the presence of FEI Equine Prohibited Substances in accordance with the FEI Equine Anti-Doping and Controlled Medication Regulations. Horses may be selected for sampling in accordance with obligatory testing, targeted or random sampling procedures. OC’s/NFs have the right to charge CHF 18 (£13.65) fee. Fees must be paid with entry fees prior to the start of SJ9. Elective Testing FEI Veterinary Regulations Articles 1056 – may be carried out prior to an event to check the presence of prohibited substances. THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. The Code is available in English. The Code is also available on the FEI’s website: www.fei.org GENERAL INFORMATION AND REGULATIONS 1. Horses entered for International competitions are not eligible to compete in any of the National competitions at the Show. 2. FACILITIES OFFERED - All invited foreign athletes will be accommodated in a local hotel, free of charge for the duration of the Show. Breakfast at the hotel and lunch at the Show will be provided. Grooms of these athletes will also be provided with meal vouchers each day of the Show. Accommodation is NOT provided for grooms. Sanitary and showering facilities for male and female grooms, with hot and cold water, will be provided in the vicinity of the stable area. 9 9
3. HOOK UPS / GENERATORS - If you require an electrical hook up (applies to International Lorry Park only) this MUST be booked in advance. Please contact Vickie White 07585 505326 / vickie@ruas.org.uk before Thursday 30 April. Cost is £60 for the Show. Limited availability, first come first served. Please note that the use of petrol generators is strictly prohibited. Only petrol generators which are already built into horse lorries will be permitted and must never be left running, unattended at any time. 4. STABLING/ BEDDING - Loose boxes (3m x 4m approx.) A limited supply of shavings will be supplied free of charge for bedding in each stable. Extra shavings can be purchased on site from Blue frog (Boyd Bedding). Athletes are requested to note that the OC does not take charge of or feed any animals. Due to the temporary ground surface that some of the stables are located on it is advisable to bring stable mat(s) for your stable(s). 5. SUBSTITUTIONS - Substitution of horses may, under exceptional circumstances, be permitted but advice of such substitution must be received by the OC from the National Federation including all relevant details no later than 4.00pm on Tuesday 12 May 2020. 6. FINAL DECLARATIONS - Each horse will be entered as appropriate by the OC for the international competitions but final declarations must be made to the stewards in the assembly pocket as follows: SJ4 & SJ5 Tuesday during trot up 5.30 pm - 6.30 pm SJ6 & SJ7 Wednesday between 6.00 pm - 7.00 pm SJ8 & SJ9 Thursday between 6.00 pm – 7.00 pm 7. STARTING ORDER - Rotation of athletes, as per Art. 252.5.2. At events where the schedule provides that athletes are allowed to ride only one horse in each individual competition, the athletes are drawn and their horses carry successive numbers: First Athlete: 1, 2, 3 (number of his horses), Second Athlete: 4, 5. The rotation follows the same procedure as Article 252.5.1.1 and 5.1.2, but in this case the number of athletes must be divided by the number of individual competitions or by the number of days on which individual competitions take place. 8. GRAND PRIX START ORDER - Article 252.6.3 The order of start of the Grand Prix is determined by a separate draw which will take place at 7.00pm on Thursday 14 May in the Declarations Unit. All athletes taking part in a Grand Prix at CSIO or CSI must have completed, with their Grand Prix horse, the initial round of at least one competition prior to the Grand Prix. FEI Rules Article 261.4.4. 9. PRIZE GIVING CEREMONY / PRIZE MONEY - The number of athletes required to present themselves for the prize giving ceremony of each competition is 6. The owner of the winning horse is invited to the prize giving ceremony of the Grand Prix. Prize money will not be paid to athletes on the final day of the Show but will be posted to the given address or direct to a bank account if provided within 7 days. 10. All athletes must be licensed in accordance with FEI rules and must produce their licences on request by show officials. 11. Athletes may carry the logo of their sponsors on their saddle cloths in accordance with FEI regulations. 12. SAFETY CUPS - Safety Cups will be of CARO Cardinali & Rothenberger GmbH standard. 13. International horses are NOT permitted to leave the showgrounds from when they arrive on Tuesday until Friday and must be stabled on site. Random checks will be carried out by stewards to ensure this rule is adhered to. 14. There will be a time allowed and a time limit in all competitions where applicable. 15. An animal incurring more than a standard number of faults in any competition may, at the discretion of the ground jury, be eliminated before completing the course. The standard may be set by the ground jury during the course of the competition. 10 10
GENERAL INFORMATION AND REGULATIONS (Applicable to all Show Jumping Classes) 1. ARENA - Balmoral Show is an outdoor event and the arena dimensions are 170m long and 80m wide with a grass surface. The practice area is 40m x 65m and has a sand/fibre surface. 16. DRESS - Exhibitors must ensure that the athletes of their animals are correctly attired and that protective headgear is worn at all times when exhibits are being ridden. It is compulsory for all persons to wear a properly fastened protective Headgear with a three point retention harness at all times when mounted. Article 256. 17. DISMOUNTED ATHLETE - FEI & SJI Article 224.4. In case of a fall of an athlete and/or a horse at any time in the competition arena, in the practice arena, or elsewhere within the grounds of the event, the athlete must be checked by the event’s medical service (or by a medical doctor if the medical service is not available) before he/she may be permitted to take part in the round in progress or in the next round or competition at the event. The horse must be cleared by the Veterinary Delegate before it may be permitted to take part in the next round or competition at the event, according to provisions in paragraphs 4.1. to 4.3. under Article 224.4. Athletes are expected to make themselves aware of the detail of the FEI & SJI Jumping Regulations. 18. Should any animal be absent from the position allotted by the stewards in the assembly pocket or should the athlete fail to be in attendance or ready to take his/her allotted part in each round, the animal may be EXCLUDED from the competition. 19. All forms of cruel, inhumane or abusive treatment of horses, including, but not limited to, the various forms of rapping, are strictly forbidden in all exercise and schooling areas as well as elsewhere within the showgrounds. 20. Any animal not sufficiently under control will not be allowed to compete. 21. ENTRY TO JUMPING POCKET - The exhibitor of an animal entered for jumping shall be admitted if wearing the correct wristband to the competitor's paddock and assembly pocket on the day or days on which the animal is due to compete. 22. INSPECTION OF COURSE - When the arena is open for inspection, competitors on foot may only be admitted once to the arena before each competition. When inspecting the course, correct dress must be worn. Stewards will refuse athletes not correctly dressed when entering the arena to walk the course. Grooms should also be dressed tidily when walking the course. 23. DOGS - No dogs other than assistance dogs are permitted in the showgrounds. 24. INSURANCES Equestrian sports involve inherent dangerous risks. To the greatest extent permitted by law, the FEI and the event organiser shall NOT be liable for any damages relating to loss of property or injury of any kind to Athletes, Owners, Support Personnel or horses at or in connection with a FEI Event and the FEI expressly excludes all such liability. Personal Accident, Health Insurance & Personal Property It is your responsibility as an Athlete/Owner/Support Personnel to ensure that you have adequate personal accident insurance in place to cover your participation at the Balmoral Show and in particular to insure against any personal injury or medical expenses arising from an accident, injury or illness which may occur at the Event. You should ensure that you are insured against property loss, theft or damage which may occur at the Event. 11 11
Third Party Liability Insurance As an athlete/owner you are personally responsible for damages to third parties caused by you, your employees, support personnel, your agents or your horses. You are therefore strongly advised to take out third-party liability insurance providing full coverage in relation to the Event at home and abroad and to keep your policy up to date. The FEI and the Organiser will NOT be responsible for any damage caused to third parties by you, your employees, support personnel, your agents or your horses. ADDITIONAL AWARDS - National & International Winning Owner Award A suitable memento will be awarded to the owner of the winning horse in each International competition. Leading International Athlete Award Non-cash awards will be presented by Equestrian & Farm Feeds, Lisburn to the athlete who has gained most points in all International competitions. Points will be awarded for each competition as follows: - 1st 8; 2nd 6; 3rd 5; 4th 3; 5th 2; 6th 1. Where prizes are divided, each horse dividing will gain the points appropriate to the major prize. In the event of equality for first place, the placing in SJ9 will decide. In the event of further equality, the greatest number of first prizes or second prizes etc. will decide. Leading International Speed Athlete Award Causeway Coast Show Jumpers have kindly offered to present a tankard to the athlete gaining most points in SJ4, SJ6 and SJ8. Points will be awarded for each competition as above and in the event of equality for first place the greatest number of first or second prizes etc. in these competitions will decide. Best Young Athlete Awards The Show Jumping Ireland Ulster Region has kindly offered to present the prestigious Ali Soudavar Cup plus a £200 Bursary to the best young athlete in SJ3, SJ4, SJ5, SJ6, SJ7, SJ8, SJ9. Points will be awarded for each competition as follows: - 1st 8; 2nd 6; 3rd 5; 4th 3; 5th 2; 6th 1. Where prizes are divided, each horse dividing will gain the points appropriate to the major prize. In the event of equality for first place, the placing in SJ9 will decide. In the event of further equality, the greatest number of first prizes or second prizes etc. will decide. A further £200 Bursary will be awarded to the highest placed young athlete combination in the 5 year old or the 6 & 7 year old classes. In the event of a tie, the bursary will be split.
