NOTICE OF RACE
The notation ‘[DP]’ in a rule in the NoR means that the penalty for a breach of that
rule may, at the discretion of the protest committee, be less than disqualification.
1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing
2021- 2024 (RRS).
1.2 The rules governing the Scandinavian Gold Cup available HERE will apply.
1.3 No national authority prescription will apply except that Italians crews shall be FIV
members and have a valid medical certificate and Italian boats shall have valid FIV
authorization to display advertising (if applicable). Foreign competitors must comply
with the rules of their national authority.
1.4 If there is a conflict between languages the English text will take precedence.
2 SAILING INSTRUCTIONS
2.1 Sailing Instructions and a list of entrants will be posted HERE no later than 10
September 2023.
2.2 As part of its environmental initiative, YCCS has decided not to issue paper copies.
3 COMMUNICATION
3.1 The online Official Notice Board (ONB) is located HERE
3.2 Communication with competitors will be via the online ONB and/or e-mails and/or
WhatsApp. Additionally, the race committee may make courtesy broadcasts to
competitors on VHF.
3.3 [DP] All boats shall carry a VHF radio capable of communicating on international
channels VHF 9, 16 & 72.
3.4 [DP] From the first warning signal until the end of the last race of the day, except
in an emergency, a boat shall not make voice or data transmissions and shall not

4 ELIGIBILITY AND ENTRY
4.1 The regatta is open to all boats of the International 5.5 Metre Class that hold a valid
Measurement Certificate.
4.2 Eligible boats (Challenges) may enter by completing the entry form (Attachment I) and
submitting it, together with the required fee, to: secretariat@yccs.it on or before 20
August 2023.
4.3 One challenge only will be accepted from each country and with one yacht only,
entered by the National Authority of the respective country. The winner of the
previous year, the temporary holder of the Cup, may defend the Cup, even if there is
another yacht from the same country.
4.4 Challenges are to be delivered by the National Authorities to the Organizing
Authority at least 30 days before the first race.
4.5 To be considered an entry in the event, a boat shall complete all registration
requirements and pay all fees.
4.6 The helm and at least one other member of the crew shall be nationals or residents of
the challenging country.
4.7 Boats are required to submit a crew list which shall include each person’s name, World
Sailing ID number, categorization and expiry date upon entry.
4.8 Italians crews shall be FIV members and have a valid medical certificate. Foreign
competitors must comply with the rules of their national authority.
5 FEES
5.1 The regatta entry fee for the Scandinavian Gold Cup is € 1000 for entries received on
or before 20 August 2023 (see the Entry Form for full details).
5.2 The entry fee includes 2 lifts (1 x lift in and 1 x lift out for the entire period of
racing) and mooring at Porto Cervo Marina.
5.3 Entries are only valid when both the entry fee and entry form have been received by the
OA.
5.4 The entry fee may be paid by credit card or by bank transfer as stated in detail on the
entry form.
6 ADVERTISING
6.1 [DP] Advertising is permitted in accordance with World Sailing Regulation 20, except
that advertising on the mainsail and jib, other than the sail maker’s logo, is not
allowed; for Italian yachts only, the “Normativa 2023 per l’esposizione della pubblicità
nelle manifestazioni veliche in Italia”. Non-Italian yachts shall comply with their
national authority advertising rules.
6.2 [DP] Boats may be required to display advertising chosen and supplied by the OA. If this
rule is broken, World Sailing Regulation 20.9.2 applies.
6.3 The OA may supply the pennants and flags at registration.
6.4 The OA may also require the installation, at no cost to competitors, of onboard video
cameras for the official television production and/or a tracking system.
6.5 In the event that a YCCS member wishes to use the club burgee and/or regatta logos that
include the YCCS burgee for crew uniform and/or other purposes during a regatta, a request
should be sent via email to the Secretary General, who will indicate the correct use of the
logos that are the property of the YCCS. Only YCCS members shall be authorized to use YCCS
logos.
6.6 Italian boats shall have valid FIV authorization to display advertising (if applicable).

7.1 Registration:

7.2 Equipment inspection and event measurement:

7.4 Number of races:
Seven (7) races are scheduled, with no more than two (2) races per day.
However, additional races may be sailed in order to complete the program because
of weather or other reasons.
7.5 The scheduled time of the first warning signal each race day is 1200. Subsequent
races will be started as soon as possible after the last finishes.
7.6 On the last scheduled day of racing no warning signal will be made after 1500.
7.7 Prize Giving:
Sunday 24 September.
8 EQUIPMENT INSPECTION
8.1 Each boat shall be in possession of a valid Measurement Certificate. A copy of the
certificate shall be emailed or otherwise sent to the Organizing Authority (OA) or
provided at registration.
8.2 Boats shall be available for measurement on the days listed in the schedule.
8.3 Boats to be measured will be selected by the Event Measurer. Boats that have passed
the measurement checks for the Scandinavian Gold Cup 2023, Royal Kaag
Classic Cup or Hankø Evolution Cup do not need to be measured for the World
Championship 2023.
9 VENUE

9.2 The racing area will be in Northeastern Sardinian waters.
9.3 Addendum A shows the plan of the regatta venue.
9.4 Addendum B shows the approximate location of the racing area.
10 COURSES
The courses to be sailed will be a windward-leeward configuration and described
fully in the Sailing Instructions.
11 PENALTY SYSTEM
11.1 RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn
Penalty.
11.2 The intention is to appoint an International Jury as provided in RRS 70.5.
12 SCORING
After three races a yacht, which has not won a race shall no longer compete. The
yacht which first wins three races shall be declared the winner.
13 SUPPORT PERSON VESSELS
[DP] Support person vessels shall be marked with a flag provided by the OA.

14.1 (DP) The entry fee includes mooring fees from 09.00 on 20 September to 10.00 on 24
September at Porto Cervo Marina provided that the completed entry form and entry
fee are received by the YCCS race office before 20 August.
14.2 For late entries, moorings and mooring fees are not guaranteed and not included in the
entry fee.
The cost of electricity, water, garbage, tenders or additional periods of time are not
included in the entry fee and must be paid directly to the Marina Office. The mooring
place for any additional period (before and/or after the event) may be different from the
mooring place assigned during the event. Assignment of moorings will be based on
availability of moorings.
14.3 To reserve moorings prior and after the dates indicated in par.14.1 and for
tenders/support boats, submit your mooring requirement to

14.4 Local regulations require that all yachts must inform the Harbourmaster’s Office by radio
on VHF Channel 9 when they first arrive in Porto Cervo and each time they leave or enter
the Harbour. When moored, it is mandatory for all participants to visit the
Harbourmaster’s Office to finalize their registration. Participants should consult the
Harbour Safety Regulation at the following link:

14.5 [DP] Independent swimming/diving inside the harbour is forbidden. Only the Harbour
Master’s divers are authorised to swim/dive inside the harbour and they can be booked
on VHF Channel 9 or by email to: e.pileri@marinadiportocervo.com c/c
info@marinadiportocervo.com. and when at their regatta berths and after permission by
the Marina Office, may get their bottom cleaned by the Harbour Master’s divers.
14.6 All competitors are required by the Harbour Safety Regulations to keep the marina docks
in order and provide appropriate space for others moored on the same dock. Sails and
dock boxes shall be kept in the immediate vicinity of the assigned mooring place. The
Harbourmaster and the Coast Guard will monitor the docks to ensure compliance.
14.7 [DP] It is reminded that infractions to the above-mentioned safety rules or inappropriate
behaviours signalled by the Harbourmaster or the Coast Guard to the O.A. could bring to
discretional penalties by the Jury or the exclusion from the regatta. Possible breaches of
these regulations and requirements are not grounds for protests by boats. This changes
RRS 60.1(a).
14.8 [DP] Sailing inside the harbour is forbidden.
15 HAUL OUT RESTRICTIONS
15.1 (DP) All boats shall be afloat by 20.00 on the day prior to the first scheduled race day.
15.2 (DP) Boats shall not be hauled out during the regatta except with and according to
the terms of prior written permission of the Race Committee.
16 DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used
around competing boats between the preparatory signal of the first race and the end of
the event.
17 DATA PROTECTION
YCCS, in compliance with the General Data Protection Regulations (GDPR), will use
information provided by competitors for the purposes of YCCS event management only.
This data will be held in compliance with the GDPR and will not be shared with any
third parties or used for marketing purposes other than contacting competitors by

Competitors will be required to provide their specific consent to this on their entry
form.
18 RISK STATMENT AND DISCLAIMER OF LIABILITY
18.1 RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to
continue to
race is hers alone.’ By participating in this event each competitor agrees and
acknowledges that sailing is a potentially dangerous activity with inherent risks.
These risks include strong winds and rough seas, sudden changes in weather, failure of
equipment, boat handling errors, poor seamanship by other boats, loss of balance on an
unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of
sailing is the risk of permanent, catastrophic injury or death by drowning, trauma,
hypothermia or other causes.
18.2 General conditions as stated in details on the entry form.
19 [DP] ENVIRONMENTAL RESPONSIBILITY
It is recalled the Basic Principle which states: "Participants are encouraged to minimize
any adverse environmental impact of the sport of sailing", it is recommended that care
be taken to protect the environment at all times during and after the event. Especially
attention is drawn to RRS 47 -TRASH DISPOSAL- which states: "Competitors and support
persons shall not intentionally put trash in the water. This rule applies at all times while
afloat. The penalty for a breach of this rule may be less than disqualification".
20 INSURANCE
20.1 Each participating boat shall be insured with valid third part liability insurance
with adequate cover taking into account the value of the boats racing and the
measure of damages likely to arise in the event of an accident.
20.2 The OA is not responsible for verifying the status or validity of the insurance certificate.
20.3 General conditions as stated in detail on the entry form.
21 PRIZES
Prizes will be awarded in accordance with the Scandinavian Gold Cup Rules.
22 MEDIA RIGHTS
22.1 By entering the event, competitors give the Organizing Authority the right to publish and
/ or broadcast in any media photos and videos taken of persons and boats during the
event for the purpose of creating publicity for the event.
22.2 General conditions as stated in detail on the entry form.
23 PRESS OFFICE
23.1 Media representatives wishing to cover the event are requested to contact:

23.2 Media Drone: Accredited media using the press boat made available by the OA to
follow the event are not authorized to fly drones on the regatta course.
23.3 Accredited media using their own vessel (or at their own expense) to follow the regatta
must obligatorily inform the YCCS Press Office of any use of drones. Any drones used on
the regatta course must be provided with the relevant authorizations from the competent
authority (ENAC).
23.4 Authorization must be requested from the OA and a form assuming liability in the case
of damage to third parties must be completed. In such event the OA will also specify the
rules governing the use of drones on the regatta course.

24.1 [DP] Teams or their representatives shall not fly drones over the shore base or over the
race area during training or racing days without complying with local legislation and
without prior written approval by the organizer (see the dedicated part of the entry
form).
24.2 The approval granted at the sole discretion of the organizer may impose limitations on
where and when drones may fly.
24.3 At any time the risk and responsibility for flying any drone is with the person flying the
drone and images made inside the race area shall be shared with the organizer, race
committee or jury at reasonable request.
25 AMENDMENTS TO THIS NOTICE OF RACE
25.1 The OA reserves the right to amend this NoR. Any amendments prior to 20 September
will be emailed to owners whose entries have been accepted.
25.2 Amendments will also be posted on the online ONB on the YCCS website (
www.yccs.com ).
25.3 During the regatta, amendments to this Notice of Race will be posted on the online
Official Notice Board and sent to each yacht via e-mail and/or WhatsApp to the contacts
provided on the Entry Form. Each boat shall have at least two devices connected to the
internet with WhatsApp installed.
