What is different for this General Election on Election Day November 2? • Early Voting. Welcome to • NEW Electronic Poll Books(EPB) replace the paper Poll Books the 2021 Fall • AT&T NightHawk mi fi/hot spot devices Poll Worker provide a secure network for the EPB to use for communications Certification • Additional seals will be used on the EPB Class case • If you attend this training class AND work on Election Day at the Polls you will receive a one time payment of $30 with your Poll Worker pay • NOT ACCEPTING MAIL IN BALLOTS in polling locations.
At this time- • All poll workers are to wear face covering. • Gloves are available for all poll workers and voters. COVID-19 • Pens are to be kept by the voter. • Disposable stylus for poll books PROTOCOLS and voting machines. • Hand sanitizer is available for all poll workers and voters. • Pre and post cleaning of the polling locations will be provided.
Election Day o Arrive promptly at 5:15am. You will need this time to set up equipment & supplies. o If you do not arrive on time, you may be subject to reduced pay. Call if you expect to be late. o There are 4 poll workers assigned to each district- 2 Democrat and 2 Republican. o If you are an unaffiliated worker, you will be assigned to a party for the Polls on Election Day only. o In Bilingual Districts there will be additional poll workers. o Do not start opening poll procedures until all scheduled workers have arrived. o If you do not have at least 3 workers present by 5:25 am contact the Election Board Office. o You must perform the tasks as a group. o Locate Official Election supplies. o Complete forms in the Blue Accordion Folder: -Locate the “Prepare to Open The Poll” checklist and easy step form. -Sign pay vouchers. -Initial the assigned voting machine forms. -Complete ADA Inspection forms. -Select Roles: Judge, Inspector and two Accessibility Point People. -No Poll Workers are to be absent from the polling place after 5:00 p.m. Please call the Board of Elections Office if you have any questions or issues: 856-935-7510 ext 8328, 8329, 8330, 8331 or Bilingual ext 8594
Session 3: BLUE BAG Locate Election Supplies Please check the label to make sure you have the correct bag for the municipality and district in which you are working.
Session 3: Poll Worker Materials § Blue Bag-essential Election Supplies § Burgundy Bag: Spanish Supplies (only in bilingual districts). Please display all Spanish signs. § Orange Bag: Provisional Ballot Bag § Dark Green Bag: Signs, Sample Ballots, & Street Lists. Sample Ballots & Signs need to be displayed. § Green Bag: Emergency Ballot Bag (DO NOT open, unless your instructed by a Board of Elections official) • Red Bag: Poll Books & Authority cards. Set up the poll books with the Alpha tabs. Review and verify the municipality information is correct on all Authority Card covers. • The Clear Transfer Bag: contains new seals and seal cutters. Locate the seal cutter. Never TWIST a seal, always use cutter. Session 3: Blue Accordion Folder Locate Blue Accordion Folder Inside Blue Tote Bag • Locate and review “Prepare to Open the Polls” Checklist (orange form). • Locate and review “Prepare to Close the Polls” Checklist (blue form). COMPLAINT FORMS If a voter as a problem and wishes to file a complaint, he or she MUST be provided with a “Voter’s Complaint Form” #16 and a postage-paid envelope. These can be found among the election supplies.

Poll Worker Duties & Code of Conduct • Poll Workers must share responsibility equally throughout the day. Every Poll Worker has equal power. • Poll Worker cell phone use is permitted for official election business only. The Board of Election Office may call contact you by cell during the day. Cell phones should be unexposed when not in use for official election business when voters are in the polling location. Photography and video recording are not permitted. • “No Voter Turned Away” IS THE LAW. – Always call the office if you need assistance. • Be fair, courteous and helpful. • No food or beverages at the Poll Worker table. • Do not initiate closing polls procedures before official close of polls at 8:00 PM. • Whether or not you are active in a political party, on Election Day you must be non-partisan.
SELECT ROLES Select a Judge & Inspector and Select Accessibility Point People (Each poll worker needs to have a role. These are statutory titles only, all Poll Workers have equal power.) Judge and Inspector must be of opposite political parties The Accessibility Point People must conduct an inspection of the polling place to ensure there are no obstacles or hazards which would affect elderly or disabled voters. This needs to be completed first thing in the morning. Please conduct a walk through several times throughout Election Day to be sure site conditions have not changed.

The Judge has the role of Posting Vote Counts in the polling locations. Law A3463/S- 1957 states that accumulative number of votes needs to be reported in the polling place every 2 hours. There will be a clip board with a pre-printed sheet located in the blue tote bag. The Judge will need to report the accumulative number of votes at each time listed on the sheets. Do not discard any of these sheets, they need to stay on the clip-board. The clip board needs to be hanging on the tally pole, so it is viewable to all voters. Instructions: On the front of the polling screen of each machine there will be a display with the number of votes that have been cast. Please enter the numbers from each machine that is being used in your district in the form. Also add the number of provisional ballots that were used. This total number of votes needs to be written in the box on the reporting sheet every 2 hours and displayed for the public.
Challengers & Observers Challengers are present at the polling place for two reasons: Permit to Challenge 1. Observe the process of the election 2. Challenge an individual’s right to vote if a reasonable belief exists that the individual does not possess voter qualifications or possess’ a disqualification Observers are present to observe the process of the election. Challengers and Observers may NOT engage voters, touch election supplies/equipment or interfere in the election process. They are to remain in their designated areas in the polling location Challengers may NOT approach the voting machine through the day to examine counters. Challenges and questions must be directed to Poll Workers. If there is a problem, Challenger Badge please speak to the Challenger directly. Please note the issue. if there are any issues and contact the Board of Elections office if the problem continues.
Challenger affidavit Each sitting challenger must present their permit to poll workers and then complete the affidavit #11. You keep the white copy of the affidavit and return with official election supplies Candidates on the Official Ballot have power as Challengers • Candidates have power as Challengers without a badge or Certificate of Appointment • Candidates acting as Challengers do not complete the Affidavit for Challenger Form • Candidates must stay in the designated Challenger area • Candidates must follow all CHALLENGER RULES OF CONDUCT
Exit Polling PERMIT FOR EXIT POLLING: • Exit Polling is allowed with a proper permit & badge issued by the Salem County Board of Elections. This is not electioneering. • Poll Workers should not allow any exit polling or other activity engaging voters “within” the 100 ft. zone without this written authorization. • Always display a courteous and informative manner, but firm in your duty to the integrity of the election. • If there are permits issued for the polling place that you are assigned to, you will be made aware of them.
Electioneering • Determine the 100-foot zone from the outside entrance to the polling place • This is now the official “No Electioneering” boundary zone • Please do not accept any food or gifts from a Candidate • Any complaint of electioneering must be addressed immediately by the Poll Workers • The matter should also be reported to the office, by phone call and a written note Examples of Electioneering:
Voter Requesting Assistance A VOTER MAY REQUIRE ASSISTANCE FOR The poll workers having responsibility for assistance, shall listen for the doorbell and help open door for the voter. All poll workers should always have eyes on who is using machines and be aware if someone needs assistance. If a voter calls out indicating that they need help, get up from the table and approach the voter, assist with the problem. Be sure to have both a Democrat and Republican jointly assist. NEVER TOUCH THE MACHINE
Important Facts About Voters with Disabilities Voters with disabilities have rights under the Help America Vote Act (HAVA) and the Americans with Disabilities Act (ADA) to be treated in a non-discriminatory way and to receive reasonable accommodations in voting. Examples: • To vote independently and privately. • To have their polling place be physically accessible and free of barriers. • To have access to an accessible voting booth. • To receive assistance/support from a person of their choice or a poll worker from each assigned party. • To be accompanied by a service animal. You may not ask a voter what the nature of their disability is. People with disabilities have various abilities and capabilities. Avoid generalizing or assumptions about their level of functioning. At the close of the polls, the POLL WORKERS must complete the inventory log which is located on the outside of the ORANGE bag. THEN SEAL AND RETURN THE ORANGE BAG WITH ALL OTHER ELECTION MATERIALS.
PROVISIONAL BALLOTS What Is A Provisional Ballot? DO NOT ACCEPT MAIL-IN BALLOTS FROM VOTERS AT THE POLLING PLACE. THE VOTER OR AUTHORIZED MESSENGER MUST DELIVER THE BALLOT TO A BALLOT BOX OR THE COUNTY BOARD OF ELECTIONS OFFICE IN PERSON PRIOR TO 8:00 P.M. SESSION 10: Emergency Ballots The Emergency Ballot bag is located in your blue bag of election supplies. It is a GREEN sealed bag. THE GREEN EMERGENCY BALLOT BAG MUST REMAIN SEALED. DO NOT BREAK THE SEAL ON THE EMERGENCY BALLOT BAG UNLESS DIRECTED BY THE BOARD OF ELECTIONS STAFF OR MUNICIPAL CLERK. ONLY THE BOARD OF ELECTIONS CAN DECLARE AN “EMERGENCY” . IN THE EVENT OF AN EMERGENCY DECLARATION, THE BOARD OF ELECTIONS WILL AUTHORIZE THIS SEAL TO BE OPENED BY POLLING PLACE ELECTION OFFICIALS. ONCE OPENED THE BAG MUST REMAIN IN FULL VIEW OF ALL POLL WORKERS UNTIL CLOSE OF POLLS.

Review & Questions Congratulations! You are now certified as a Salem County Poll Worker! Subject to any additional changes being implemented by the NJ Division of Elections which may require additional training, this certification will officially expire in 2 years when you will need to take this class again. • You will receive a certificate of completion in the mail shortly • Please Note: One packet will be mailed to Poll Workers. This packet will include your Election day assignment, a page that needs to be filled out and returned to our office and the Poll Worker newsletter. The Board of Elections Office will make reminder calls a few days prior to Election. If you have any conflicts or questions, Please contact our office. This is especially important if you are unable to fulfill your assignment. • You are welcome to repeat this class anytime for a refresher and to have the most up to date election procedures.
