OPENING SUMMARY NARRATIVE Following University and health official directives issued mid-March, the Coliseum cancelled all public and private events and closed for business until further notice. This plan, drafted mid-June, outlines the steps necessary for Coliseum employees to return and the facility to once again host events, including the USC Trojan home football games in 2020. NOTE – The Coliseum utilizes many sub-contractors (i.e. Legends for food and beverage service, ABM for cleaning, CSC for security and crowd control) during event operations; these sub-contractors are contractually obligated to comply with USC’s health and safety standards. Details and requirements in this plan apply to all employees, USC or otherwise, when on-site and working during an event unless otherwise noted herein. PLAN BASIS INFORMATION USC/COLISEUM RE-OPENING PHASES DEFINED Note – due to hosting many non-USC public and private events, the Coliseum operation is less dependent upon the academic calendar than other business units. For all USC-related events at the Coliseum, USC phased guidance will be followed. For all non-USC events, phases are modeled to follow current LAPDH health guidelines. • Phase 1: Safer-At-Home. Coliseum employees working from home except for 19 essential employees on site. Strict protocols around face coverings, physical distancing and increased cleaning are in place. • Phase 2: First Steps. Employees return to the Coliseum for essential business activities with strict physical distancing protocols in place following LADPH guidelines. Some employees remain remote or have modified schedules to support distancing protocols. Currently pending University approval. • Phase 3: Forward Together. The Coliseum is able to host private, and small gatherings with physical distancing protocols in place and increased operations following LADPH guidelines. • Phase 4: Fight On. September, the Coliseum ready to host events, (i.e. soccer and USC football games) with modified capacity or without spectators, and health guidelines in place. • Restrictions Lifted: Coliseum returns to full operations. AUXILIARIES RE-START MASTER PLAN SCOPE & PROCESS OVERVIEW: • Master Plan opening narratives describe the current state conditions and what planning is being conducted for near term adjustments relative to health guidelines. • The sections below each note the evolutions of these topics and respective controls and define these respective to each progressive opening plan phases 2–4. • If topics covered below and respective controls will remain the same through consecutive phases, that is noted where applicable. PHYSICAL/SOCIAL DISTANCING Phase 2 (employees return to work) - the following will be implemented: • Signs illustrating social distancing, face coverings, hand washing and other implemented health and safety guidelines will be clearly posted at venue and administrative entrances, as well as high traffic areas throughout. • Coliseum offices, cubicles, workstations, break rooms, and administrative common areas have been adjusted, and employee breaks will be staggered, to ensure 6-foot distancing requirements. SEE APPENDIX 5 • Coliseum employees are only permitted to consume food/drink in the designated breakroom or private office space. An outdoor area is provided with shade and enables employees to maintain a 6-foot physical distance at all times from others. • Maximum capacity signs posted in rooms or areas used for means and/or breaks, including restrooms. Golf carts and other work-related vehicles limited to single-occupancy riders. Note – Coliseum does not have larger vehicles (i.e. vans, SUVs, trams, busses) in fleet. • ES Employee works schedules will be adjusted to support occupancy limits. • Delivery personnel, guests, visitors, clients, etc. accessing the venue will be staggered at Gate 16 to maintain social distancing; personnel will also be screened prior to entry (see Symptom Screening). All visitors are logged for entry including name, phone number and email; info will be retained should Contact Tracing be necessary. • All personnel are required to follow all health and safety guidelines implemented including face coverings. A violation of any of the guidelines will result in no admittance or removal from the venue by CSC Security. If necessary, USC DPS officers will be dispatched for assistance. Continued refusal may result in loss of future access or work assignments at the Coliseum. • In compliance with HEALTH OFFICER ORDER FOR CONTROL OF COVID-19: TIER 1 SUBSTANTIAL SURGE RESPONSE issued 12/27/2020, until further notice all employees must wear face coverings at all times except when working alone in private offices with closed doors or when eating or drinking. This requirement overrides the previous exception for employees working in cubicles with solid partitions. Phase 3 (Private and Small Events) - In Addition to the Above, the Following will be Implemented: • Guest path of travel will be marked to maintain physical distancing of at least 6 feet in and around applicable areas such as entrances, elevators, escalators, function/room entrances, concession areas and restrooms. • Event staff will be positioned to verbally direct physical distancing measures at entrances, elevators, escalators, function/room entrances, concession areas and restrooms. • Function/event space will be adjusted to ensure 6 feet of physical distancing requirements. • Restrooms not to exceed 50% of normal capacity. • Staff assignments will be more specific and focused on limiting mobility to reduce travel to multiple areas, when feasible. • Food and beverages are to remain in the designated outdoor eating area and may not be carried back to a work-station for later consumption. All meals for media, other non-staff (excludes event staff and team personnel) must be consumed outside of the venue, preferably isolated in their vehicle. Phase 4 (large scale events, with or without spectators) - in addition to the above, the following will be implemented: • Back-of-house, Field, Press and Broadcast areas to be marked to maintain physical distancing of at least 6 feet in and around applicable areas such as the 3960 entrance, Players’ Tunnel, locker rooms, shower facilities, sidelines, players bench areas, press box and broadcast compound. • Guest path of travel will be marked to maintain physical distancing of at least 6 feet in and around applicable areas such as seating sections, tunnels, vomitoria and Upper Concourse stairs, suites, club and hospitality spaces. • In areas where 6 feet of physical distance cannot be maintained, signage will be posted to strongly advise against congregation. If patrons and staff are wearing face coverings and reducing contact time under 15 minutes, the risk involved when passing traffic is low. • In seating areas, the Coliseum will create seating manifest accounts based on pre-determined grouping of seats in each row. Each row has limited access to two accounts that can access separately from each aisle. Each account maintains 6 feet of physical distance in each row from other accounts. Two rows are maintained in between for distance in some sections. But in larger sections, those rows are included where distancing can be maintained. o Unused seats will be restricted using cables and crimping in order to prevent the seat from being unfolded. o Additional event staff may be required to monitor distancing and provide increased direction. • Maximum capacity in the Coliseum with 6 feet of physical distancing implemented in the seating and premium (Tower, field end zone suites) areas is approximately 16,000, or 21% of capacity. HYGIENE AND SANITATION • The Coliseum utilizes sub-contractor ABM for all janitorial and cleaning services related to both the stadium administration and during/after each event. ABM’s activities, specifically those noted below, are overseen by USC employee Matthew Buswell, Coliseum Asst. Director of Facility and Event Operations. ABM resources will be utilized to address cleaning and sanitization in responsive to a positive test. ABM is contracted to other Los Angeles entertainment venues and is recognized nationally as a leader and innovator in building management services. For further reference, Enhanced Cleaning SOPs & Recommendations • Prior to employees return the following steps will be taken: o ABM personnel will be trained on any PPE required and all new, COVID-19 related equipment and products used for cleaning. o Administrative Business Areas deep cleaned and disinfected with special attention to high touch points including, but not limited to, restrooms, break areas, distribution areas, handrails, elevator buttons, water fountains, computers, keyboards, work stations, printers/copiers, countertops, microwaves, refrigerators/freezers, door knobs, handles, study tables, bins/carts, mailing areas, and telephones. Phase 2 (employees return to work) – the following will be implemented: • All employees will be instructed to wash or sanitize their hands every 30 minutes, especially when encountering common surfaces or shared items such as tools or equipment. Handwashing with soap and water should be done for a minimum of 20 seconds. • Hand sanitizer dispensers located at the entrances to the venue, entrances to all Administrative Areas and other high-touch, high-traffic locations including concessions stands and restrooms. SEE APPENDIX 7 • Restrooms, lobbies, break rooms, and lounges and other common areas are disinfected on an hourly basis during business hours using EPA approved disinfectants following the manufacturer’s instructions for use. • Administrative Areas will be cleaned by ABM twice daily during business hours, and once again at the close of business. High touch surfaces that will be disinfected frequently include: distribution areas, handrails, elevator buttons, water fountains, computers, keyboards, workstations, printers/copiers, countertops, microwaves, refrigerators/freezers, door knobs, handles, study tables, bins/carts, mailing areas, and telephones. • Each worker is assigned their own tools, equipment and defined workspace. Shared equipment (i.e. tools, golf carts, mowers, etc.) will be sanitized by the employee before and after use. Whenever possible, sharing held items is minimized or eliminated. • Public drinking fountains are covered and use of drinking fountains is prohibited. Staff and visitors are encouraged to carry their own water and to use water refilling stations (if available) for personal water Los Angeles Memorial Coliseum | Project Restart Master Plan 7
bottles. Water refilling stations are disinfected five times per week. Signs at refilling stations encourage users to wash or sanitize their hands after refilling. • All cleaners, sanitizers and disinfectants utilized are EPA-approved for COVID-19 use. Phase 3 and Phase 4 (private, small, and large-scale events, with or without fans) - in addition to the above, the following will be implemented: • Dedicated ABM janitorial personnel are assigned to disinfect common areas and frequently touched objects such as handrails, counter tops, entrances, elevators, escalators and other high-contact surfaces. (e.g., tables, doorknobs or handles, credit card readers). These high-contact areas are disinfected on an hourly basis during business hours using EPA approved disinfectants for COVID-19 use. • A robust cleaning/sanitization schedule will be developed with ABM for each event based on areas of usage and duration of the event but will include: o Dedicated ABM janitorial personnel assigned to each public entrance in use to frequently sanitize all fixtures and surfaces. o Dedicated ABM janitorial personnel assigned to each restroom in use to frequently sanitize all fixtures and surfaces. o Dedicated ABM janitorial personnel assigned to each food service location in use to frequently sanitize all fixtures and surfaces. No Bag Policy implemented to reduce touchpoints on tables, divesting bins and other objects. Single and self-use automated lockers may be provided for prohibited items. ii. Walk-thru metal detector settings must be upgraded to provide less divesting of metal objects and enhance screening. iii. Licensees may be required to utilize mobile ticketing for parking and venue admission. o Food Service i. “Tap-In-2” mobile food app for pre-purchase and ordering of concessions items ready for pick-up ii. Cashless policy instituted venue wide at all Point-of-Sale (POS) locations. All credit card terminals will be front-facing for self-swipe. POS will accept contactless payment methods such as Apple Pay. iii. Provide single-service menus or QR codes that allow guests to scan and view menus digitally. iv. Reverse ATMs provided to assist with cashless functionality. o Restrooms i. Automated notification system to maintain levels of hygiene products such as soap, sanitizer and paper products. • All food safety practices outlined in the California Retail Food Code (CRFC) are being followed and maintained. o Self-service machines will not be utilized unless dispensed by a food service employee and cleaned and sanitized frequently. o Refillable items will not be refilled. o All condiments are in individual containers, dispensing units are removed. o Food items are pre-packaged in concealed wraps, clam shells, boxes, etc. o All beverage items are issued in closed-lid packaging. o Packaged beer, cocktails and wine are on all beverage menus to reduce touchpoints. Fruit garnishes are removed. o Elimination of unattended silverware, flatware and glassware, or use disposable and pre- packaged utensils as necessary. PERSONAL PROTECTIVE EQUIPMENT (PPE) Phase 2 (employees return to work) - the following will be implemented: • All Employees will always be required to wear face coverings when on site unless isolated in their office. Reusable face coverings will be provided for Coliseum employees who do not have them. Face coverings must be washed daily. • Visitors are required to have a face covering to enter the Coliseum. Face coverings are not provided by the Coliseum. If a visitor does not have a face covering, they will not be allowed entry into the venue. Phase 3 and Phase 4 (private, small, and large-scale events, with or without fans) - in addition to the above, the following will be implemented: • All event support employees (i.e. security, janitorial, food service, production, sub-contractors and event staff.) will always be required to wear a face covering during the event when on Coliseum property. In addition to face coverings, all food service employees must wear food safety designated gloves. • All guests/attendees of the event will always be required to wear a face covering during the event when on Coliseum property. • All members of the media, broadcast and production crews (if present for the event) will always be required to wear a face covering during the event when on Coliseum property. • All participants, team personnel and officials for the event will be required to follow PPE guidelines in accordance with procedures established by the regulatory agency and/or governing organizer (i.e. the Pac-12 Conference or USC Athletics). • In the box office and will call locations, plexiglass windows exist between the agent and customer. Additional plexiglass shields will be installed between agents where 6’ of physical distancing cannot be maintained due to staffing levels needed to support ticket operations for the event. Shields will be installed at counter height and will be a minimum of 30 inches tall and extend the full width of the counter plus 18 inches past the edge of the counter. TRAINING & COMMUNICATION Prior to employees return the following steps will be taken: • COVID-19 Compliance Officers (C19CO) have been designated. The C19CO is responsible for establishing and enforcing COVID-19 safety protocols, training staff on protocols, and monitoring compliance: o Coliseum Administration and Event Partners: Kevin Daly o Coliseum Operations and Contractors: Matthew Buswell o Coliseum Security: Boe Elroy (CSC) • The LADPH “Protect Yourself and Others from COVID-19” sign must be placed at the public entrances and exits. • The Los Angeles Department of Public Health (LADPH) requires that all businesses post one of the following at all public entrances based on LADPH Health Officer Orders: o A completed copy of the LADPH COVID Protocol(s) applicable to each business must be posted at all public entrances to each business and in a location that can be easily observed by all customers and guests. OR o Ensure that one management team member completes the LADPH COVID-19 Safety Compliance Certificate Program and following this that the COVID-19 Safety Compliance Certificate (COVID-SCC) is posted at all public entrances, as an alternative to posting the full Protocol(s). Phase 2 (employees return to work) - the following will be implemented: • All Coliseum employees to complete the Health, Hygiene and Safety training class available on USC Trojan Learn prior to Monday, July 6 and/or being authorized to return to the Coliseum. • Beginning January 22, all Coliseum employees and affiliates interacting with employees for an hour or more per day and are on site three or more days per week for two or more consecutive weeks will be required to test once a week. Tests are PCR (polymerase chain reaction) and results typically return in 24 hours. More information can be found here: https://studenthealth.usc.edu/pop-testing-hours-and- locations/ • Signs will be posted at the entrances of the Administrative Areas and high-traffic spaces outlining social distancing rules and other health related requirements. SEE APPENDIX 8 Phase 3 and Phase 4 (private, small, and large-scale events, with or without fans) - in addition to the above, the following will be implemented: • Coliseum COVID-19 related policies will be distributed to event organizers as part of the booking/contracting process. • Coliseum COVID-19 related policies will be provided to Paciolan and Ticketmaster so spectators purchasing tickets to the event will have information early in the process. • Coliseum COVID-19 related policies will be included on the Coliseum website and messaged via social media prior to the event. • Signs indicating adjusted capacities and other COVID-19 related policies will be posted in all Private and Ticketed Event areas including back-of-house, field and production areas. • With the use of mobile ticketing platforms, we will be able to push notifications and updated policies or requirements of the event to all purchasers, including purchases made at the Coliseum Box Office by utilizing the Ticketmaster TMOne sales platform (included in our current service agreement). SYMPTOM SCREENING Phase 2 (employees return to work) - the following will be implemented: • In accordance with USC policy, USC and Coliseum employees are required to complete a daily wellness assessment when on-site using the Trojan Check Web App at https://trojancheck.usc.edu. Employee compliance will be overseen by the Coliseum General Manager. A manual form is also available. • All Visitors are required to pre-register for access and complete the Trojan Check wellness assessment prior to entering the Coliseum. If a visitor cannot complete the wellness assessment or answers yes to either question, they will be sent home and not allowed entry into the venue. Phase 3 and Phase 4 (private, small, and large-scale events, with or without fans) - in addition to the above, the following will be implemented: • All event support employees (i.e. security, janitorial, food service, production, sub-contractors and event staff.) will be screened prior to entry to the Coliseum via a paper form wellness assessment similar to what is administered to USC employees. In the past 14 days: YES NO Have you had close contact with a person KNOWN to have the novel coronavirus? Have you, yourself, had the novel coronavirus? Do you currently have any of the following symptoms: • FEVER of 100 degrees or higher? • MUSCLE SORENESS OR HEADACHES, accompanied by shaking, chills and feeling feverish? • New onset of COLD/FLU symptoms, running nose, sore throat along with feeling feverish? • New onset of STOMACH UPSET such as abdominal pain, diarrhea, or vomiting with feeling feverish? • New loss of TASTE or SMELL? • CONJUNCTIVITIS (“pinkeye,” or inflammation of eye including redness, itching, and tearing) with feeling feverish? • Any individuals (employee, sub-contractor, guest/attendee, event participant, team personnel or official) responding yes to the questionnaire, or otherwise failing the screening process, will be directed to: o Notify their supervisor. Their Supervisor should notify Coliseum management and the USC COVID-19 hotline at 213-740-6291. o Immediately return home. o USC employees should contact USC Employee Health services at 213-740-6291 to arrange for screening and clearance to return to work; non-USC employees should contact their medical provider if they feel they need medical attention. • Temperature checks will be performed by designated staff if feasible. Event partners (Legends, CSC, ABM) may implement screening procedures, including temperature checks, if they meet the same requirements to conduct a wellness assessment prior to entering the Coliseum. • The screening process outlined above in this section will be performed by entities comprised in full or jointly by CSC Security or American Medical Response and overseen by Coliseum Management. • All staff who sufficiently satisfy these requirements will be issued a wristband to show they have been properly screened, checked-in and can access the venue for work. Wristbands will be administered by Coliseum Management. • All team employees, players, personnel and officials for the event to be screened in accordance with regulatory agency and/or governing organizer (i.e. the Pac-12 Conference or USC Athletics to handle screening for Trojan football games; MLS/LAFC to handle screening for soccer games) and may include periodic testing. Screening must be conducted to Coliseum management’s satisfaction and must be consistent with current health orders for Los Angeles County. REGULATORY AGENCY GUIDANCE & RISK MITIGATION Phase 2 (employees return to work), Phase 3 and Phase 4 (private, small, and large-scale events, with or without fans) - the following apply: • University materials referenced include: o Safe Together: COVID-19 guidelines for use of buildings and open spaces, issued 6-23-20. o FMS Cleaning SOPs for Back to Work #2, issued 6.24-20. • Dick Sun, with USC Environmental Health Services performed a site visit of the Coliseum Administrative spaces on Thursday, June 18. The Risk Scoring was “low” in all areas observed. • Ongoing communication with the LA Department of Public Health will be maintained. Currently, the Coliseum is following guidelines set forth in the County of Los Angeles Health Office Order (HOO) COVID-19 Safer at Work and in the Community, Phase 3 issued June 18. A facility specific plan for holding spectator-free sporting events must be submitted to the LA County Department of Public Health at least 2 weeks prior to holding such events. o HOO Protocol for Outdoor Museums and Galleries o HOO Protocol for Drive-In Movie Theaters o HOO Protocol for Conducting Weddings The full Health Order and the Appendices and Protocols referenced above are included herein as active links for reference and can be found on the County of Los Angeles Department of Public Health website. • Coliseum Staff have completed the Health, Hygiene and Safety for Employees training and utilize Trojan Check to complete a daily wellness assessment affirming they have not recently been exposed to or diagnosed with COVID-19 and are not currently experiencing any symptoms consistent with COVID-19. • The Coliseum has opened a dialogue with USC General Counsel Office (Andreas Meyer) to address guest/attendee assumption of risk with the following language: o By entering the Los Angeles Memorial Coliseum, you acknowledge receipt of and agree to comply with USC’s COVID-19 safety & health rules and protocols. Despite the health and safety measures USC is instituting, an inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an extremely contagious disease that can lead to severe illness, disability, and death. Entering the Coliseum may expose you and Los Angeles Memorial Coliseum | Project Restart Master Plan 15
possibly members of your household (through you) to a variety of hazards and risks foreseen and unforeseen related to COVID-19. By entering the Coliseum, you acknowledge that you are doing so voluntarily and fully knowing and understanding these hazards and risks. • USC General Counsel Office also completed a review of the ABM, Contemporary Services, and Legends Sports agreements and confirmed that each vendor is contractually obligated to comply with USC’s healthy/safety standards. This should permit us to require them to comply with USC COVID policies and training requirements. • This plan will be reviewed with building partners ABM, Contemporary Services and Legends Sports for their compliance and complete understanding of requirements. In addition, their specific plans addressing steps to reduce the transmission of COVID-19 and compliance with LADPH guidelines will be updated as references in this document. COVID-19 Assessment of Los Angeles Memorial Coliseum conducted by Los Angeles County Department of Public Health and Environmental Health Services on November 4, 2020 observed: • Overall, the facility was in compliance with the Health Officer Order. • The most applicable Health Officer Protocols were posted. • Social distancing was being observed by employees and staff. • Messaging on in-house TV monitors reminding people to wear face coverings, socially distance, and practice hand hygiene was run continuously. • Partitions were used in various locations to minimize potential exposure to COVID-19. • Hand sanitizer stations were located throughout the stadium, including but not limited to eating areas, office areas, concourses, and locker rooms. • Signs to cue a person to socially distance and wear a face covering were posted throughout. • Hand sanitizer was placed at all employee breakrooms, restrooms, broadcast room, and concourse. Additional sanitizer stations were being built and positioned in other areas in the Coliseum. • Face coverings were worn by 100% of staff and visitors. • Symptom and temperature checks were performed on-site prior to Coliseum entry. • The hand hygiene protocol was followed by providing soap, paper towels, and warm water at restroom hand sinks throughout the facility. • Eating areas for all staff, employees, and visitors were outdoors, socially distanced, and had hand sanitizer available. ADJUSTMENTS TO OPERATIONS, PROCESSES & SERVICES IN SUBSEQUENT PHASES Phase 2 (employees return to work) - the following will be implemented: • In-person customer service areas would be limited to Coliseum security Gates 16 and 29, and a receptionist area located in our West Admin Building. Hours vary slightly depending upon location among these areas but in general, 6AM – 5PM, M-F. • No additional measures other than those previously described are anticipated for adjustments affecting product availability, services, and service delivery methods. Note, there will need to be more employees trained in the different steps, but our processes are scalable whether it as a Private, Small, Spectator Free or Fan-Attended Event. Food and Beverage, Concessions, Premium Service and Catering Operations. • Our concessionaire partner Legends services dozens of professional and collegiate partners in venues and cities across the globe; they are heavily invested in a relaunch strategy drawing on adaptable best- practices to meet local health guidelines. STEP-BACK PLAN • In the likely event USC or LA County Department of Public Health step back guidance to an earlier phase, the Coliseum is prepared to enact several measures: o All Coliseum employees will be directly contacted via email regarding the new phase and impact to work schedules for future events or business. o All future event contracts will be reviewed, and licensee will be contacted to discuss impact the new phase may require for planning their event. Postponement or cancelation may be considered. o All Coliseum employees to re-take the Health, Hygiene and Safety training class. o Coliseum service providers and event partners will be contacted to discuss impact the new phase may have on staffing levels for events, review new guidelines and determine necessary actions. o Depending on the step-back phase, future bookings may be suspended for a period until clear guidance emerges on how to move forward. o The Coliseum Box Office will follow established procedures from the licensee for ticket refunds once an event is announced as a postponement with a new date or as a cancellation. Ticket holders typically have 30 days to request a refund from point of purchase after the announcement. UNIVERSITIES & INDUSTRY BEST PRACTICES IMPLEMENTATION • The Coliseum is part of an LA Venue Coalition comprised of the greater LA teams and entertainment venues including, Staples Center, the Rose Bowl, Sofi Stadium, Hollywood Bowl, Greek Theater, LA Lakers, Kings, Dodgers, Rams, LAFC, the Galaxy, the Anaheim Ducks and Angels. This coalition has met weekly since mid-March to share industry knowledge and resources in order to determine best practices for re-opening.
