      12:15
          - PM Carbon Abatement Across the Economy
9:00 AM In 2020, an expert panel (known as the King Review) released 26 recommendations for reforms
to climate law and policy in Australia, the majority of which have been endorsed by the Australian
Government. These aim to encourage greater participation in Australia’s Emissions Reduction Fund
(ERF), provide new incentives for voluntary emissions reduction and enable low emission technologies.
Experts will assess the implications of these recommendations, their potential to unlock abatement in
the harder to abate sectors of industry, transport and agriculture, and whether Australia is on track to
                 achieve its first NDC.

         - Achieving net zero requires rewiring the global economy, including fundamental technological and
12:00 PM structural change across all sectors. Whether agriculture or transport, electricity or industry, each sector
faces unique challenges to decarbonize while simultaneously addressing competitiveness concerns and
distributional impacts. However, driving down GHG emissions also provides opportunities, particularly
around new approaches to production and consumption. This plenary will explore how sectors will
need to evolve and adapt to achieve net zero targets, and how carbon pricing fits into the puzzle.

12:00 PM Carbon as an Investable Asset Class
         - ESG investing is enjoying a surge in popularity, which has led to a rise in interest in carbon allowances
12:30 PM or offsets as an asset class. This panel discussion will feature two experts involved in products that di-
rectly invest in carbon markets, with the speakers discussing the increase in investment firms looking
to either gain exposure to national/regional decarbonisation efforts, or those which are simply looking
to ‘green’ their portfolios. We will also examine what options investors have at the moment, and
we’ll look at some of the risks, including the wild volatility that has come to characterise many of the
world’s carbon markets, as well as their lack of maturity and/or liquidity.

Border Carbon Adjustments (BCAs) Key Hurdles and Design Questions
Once largely relegated to the economics literature but dismissed as a policy option, BCAs have taken
centre stage in the debate on Europe’s 2030 climate ambitions. Attention is now turning to the con-
crete details of key design elements. This has brought us closer than ever before to understanding the
major hurdles in designing and implementing a BCA, the potential trade law implications. This panel
discussion will dive into compliance with World Trade Organization rules, rebates for domestic exports,
continued free allocation, deductions based on climate policies in the jurisdiction of origin, and sectoral
                scope.

4:45 PM Carbon pricing, A Cost-Effective Opportunity to Accelerate the Decarbonisation in the Power Sector
    - Carbon pricing policies play a crucial role in accelerating power sector transitions. However, the struc-
5:45 PM ture and design of electricity markets largely determines the role for a carbon price to deliver least cost
           abatement.

This session looks at how carbon pricing supports electricity sectors at different stages of transition.
Leading experts and practitioners from the public and private sectors will take stock of the challenges
and achievements to date, and discuss the future role for carbon
           pricing in their systems.

5:45 PM Carbon Pricing on the Road to Net Zero
    - Within the next three decades, we must transition away from a 200-year reliance on fossil fuels to net
6:30 PM zero emissions. This will require both deep decarbonisation across all sectors of the economy as well as
massive removals of emissions already existing in the atmosphere. Jurisdictions around the world con-
tinue to announce net zero targets. However, the rules, policies, and business models that will achieve
net zero are still open to debate. As the final plenary of the Carbon Market Virtual Pavilion, this session
features leading administrators of different, established carbon markets as well as global business vi-
sionaries to gain their perspective on what role carbon pricing can play in achieving net zero emissions.
