Who We Are AARP is a nonprofit, nonpartisan organization that empowers people to choose how they live as they age.
Prevalence of Abuse Women with cognitive disabilities are 12 times more likely to be sexually assaulted than others. People with disabilities overall are 3 times more likely to be victims of violent crime; 40% by someone they knew well. Bureau of Justice Statistics. National Crime Victimization Survey (2018).
Prevalence of Abuse 1. Over 70% of people with disabilities reported abuse. 2. Types of abuse: Verbal-emotional: 87.2% Physical : 50.6% Sexual: 41.6% Neglect: 37.3% Financial: 31.5% 3. Sexual abuse prevalence by type of disability: Mental health: 47.4% Mobility: 31.6% Intellectual/developmental: 34.2% Autism: 24.9% 4. 90% reported on multiple occasions: 57% of these were abused more than 20 occasions 46% said it was too many times to count Source: Baladerian N., Coleman T., and Stream, J. 2013, Spectrum, Institute Disability and Abuse Project

Strengthen Duty to Report Laws • Require consistent and annual training of “mandatory reporters” • Elevate penalties for not reporting • Protect those who report abuse: Create anti-retaliation laws
Raise Awareness of Abuse Teach individuals with disabilities and their families about: • What abuse is, including sexual abuse • How to report abuse • What happens after report is made
Require State Licensing Require licensing for all intermediate care facilities for individuals with intellectual disabilities (ICF-IID) and healthcare institutions serving children and adults with cognitive disabilities
Fund Trauma-Informed Care Allocate funding to expand the number of trauma-informed counselors, advocates, and forensic nurses who can help support victims.
Establish Protections for Those Who Testify Create legislation that would carve out special rules to support people with disabilities to give testimony in criminal trials
Strengthen Adult Protective Services (APS) • Create legislation that requires APS to investigate every suspected case of abuse, neglect, and exploitation involving vulnerable adults. • Educate the community on APS reporting and investigation processes. • Allocate funding for more staff and staff training.
Publicly Post Monitoring Reports Require posting of performance/monitoring reports of all residential settings, including group homes and adult developmental homes
