About the Guide It is never too early to begin planning for the 2020 Census, but we must note that the Census Bureau has not finalized all census operations, while others are subject to refinements based on the 2018 End-to-End Census Test (essentially a “dress rehearsal”) and additional recent research. This guide should serve as a high-level primer to help local leaders better understand the importance of a decennial census and what they can expect over the next two years.
