COVID-19 Remobilization of the Membership Plan – Phase III This plan has been developed for ____Florida_____ Wing, using the template provided by the Civil Air Patrol National Headquarters to enter Phase III, Resuming Overnight Activities. Negrón_ Primary Phone: Primary Email: _Luis.Negron@flwg.cap.gov_ Narrative Summary of Coordination and Events To-Date in _Florida_ Wing: Florida Wing received approval from National Headquarters to move the wing into Phase 2 on 15 April 2021 and since then, the situation in the State has continued to improve at a rapid pace. Florida Wing is submitting this plan in anticipation of meeting the Phase 3 criteria established by National Headquarters in the next week or so. As of the date of this request; the current COVID-19 numbers in the State of Florida are 11.9 daily cases per 100k, an infection rate of 0.84, and a positive test rate of 4.9%. All metrics show a steady downward trend for the past month and 47.6% of the State has received at least the first dose of the vaccine. The State of Florida moved into Phase 3 of the Plan for Florida’s Recovery on 25 September 2020, for all Florida counties and has no travel restrictions in place. The State of Florida has lifted all restrictions on businesses and is allowing them to operate at full capacity, including State parks and theme parks such as the Walt Disney World Resort with limited social distancing protocols. COVID-19 Remobilization of the Membership Plan – Phase III Attachment 1 HEADQUARTERS FLORIDA WING CIVIL AIR PATROL UNITED STATES AIR FORCE AUXILIARY 4040 Crossfield Way, Suite 6 Lakeland, FL 33811 25 May 2021 MEMORANDUM FOR ALL FLWG MEMBERS FROM: FLWG/CC SUBJECT: Remobilization of Florida Wing – Phase 3 1) I am happy to announce that we have received approval to move the Wing into Phase 3 of the Remobilization of the Membership Operational Plan. This allows us to return closer to how we operated before the COVID-19 pandemic forced us to cease operations over a year ago. Altough, moving into Phase 3 is great news, we must not let our guard down and must provide our members a safe environment in which we can continue to move forward. 2) Vaccinated members may return to normal activities as they did before the COVID-19 pandemic. Unvaccinated members must adhere to the most current guidelines as issued by the Centers for Disease Control and Prevention (CDC). 3) The following activities within the State of Florida are authorized during Phase 3 operations: a. All previously approved Phase 1 and Phase 2 activities. b. In-person unit meetings shall return to normal operations with no attendance limits. Considerations shall be taken to accommodate both vaccinated and unvaccinated members. c. Overnight events and activities may resume with Wing Commander approval. d. All flight operations are authorized. 3) Requests for activities not listed in paragraph 3 will be requested by the Squadron Commander through the chain of command for Wing approval. Group Commanders may send the request to the FLWG Remobilization Team for assistance and review before submission at flwg_remob@flwg.cap.gov. 4) Unit commanders must verify that local jurisdictions do not have more restrictive social-distancing guidelines than the State of Florida. 5) the FLWG Remobilization Team will continue to monitor the COVID-19 pandemic and will advise if the wing needs to revert to any previous phase due to an outbreak of a variant or additional issue that may affect the safety and wellbeing of our members. COVID-19 Remobilization of the Membership Plan – Phase III Attachment 2 HEADQUARTERS FLORIDA WING CIVIL AIR PATROL UNITED STATES AIR FORCE AUXILIARY 4040 Crossfield Way, Suite 6 Lakeland, FL 33811 25 May 2021 Colonel Luis Garcia, CAP Headquarters Florida Wing Civil Air Patrol Dear Parents, First and foremost, we hope that you and your loved ones are safe and healthy. We have received questions from parents about if and how COVID-19 will affect the 2021 FLWG Summer Encampment or other overnight activities. We know this pandemic has been stressful to many and recognize that socializing and interacting with peers can be a healthy way for children to cope with stress and connect with others, particularly after spending quite a bit of time at home. After careful thought and planning, we are excited to let you know that we plan to overnight activities while following CDC considerations to protect members, families, and our community. The health and safety of our members and staff remain our highest priority. Below, you will find a summary of actions we are taking to help ensure we are lowering COVID-19 risk as much as possible. We are: • Intensifying cleaning and disinfection practices within our facilities and premises by ensuring that all facilities to be utilized will be sanitized before use by our members. Bathrooms will be cleaned and sanitized routinely. Vehicles will be sanitized thoroughly after each use and sleeping barracks will be sanitized daily. • Keeping unvaccinated members in small groups of no more than 10 and spacing them out no less than 6ft from other groups. Following the most recent guidelines from the American Camp Association and the Center for Disease Control and Prevention, those groups of 10 or less will be designated “household cohorts” as they will bunk together and will be completely separated from other groups. There will be times that while in their assigned household cohorts and away from other groups, physical distancing and wearing masks will be lessened or not required, such as eating, drinking, sleeping, and during health and hygiene times. • Limiting the number of items that are shared or touched between attendees and staff by utilizing disposable utensils and containers during meals. Member's belongings will be separated from all others. • Promoting healthy hygiene practices by teaching attendees the importance of washing their hands with soap and water for at least 20 seconds, monitoring attendees to make sure they are washing their hands, providing attendees with hand sanitizer with at least 60% alcohol when they don’t have easy access to soap and water, encouraging members to cover their coughs and sneezes with a tissue or to use the inside of their elbow, and posting signs about these healthy habits around the facilities. COVID-19 Remobilization of the Membership Plan – Phase III • Requesting that staff and attendees wear a cloth face and physically distance if they are unvaccinated. As a reminder, cloth face coverings should not be placed on anyone who has trouble breathing or is unconscious, incapacitated, or otherwise unable to remove the cover without assistance. • If a member does get sick, we have identified an area where they can rest, be watched after, and safely be isolated from others. We will communicate with parents or caretakers directly and, if necessary, arrange for the child to be taken to a healthcare facility for care. Because of cohorting, if a member becomes ill and tests positive for COVID-19, the entire cohort will be also isolated and tested. Pending the results of testing, that cohort may also be sent home. We ask that you help us protect the health of members during this time. Anyone who is sick or was sick with COVID-19 or recently in contact with someone with COVID-19 in the 14 days before any meeting or overnight activity — including staff, participants, and families— should not attend. We ask that if eligible, staff, participants, and family members should get fully vaccinated for COVID-19. Ideally, wait 2 weeks after completing vaccination for COVID-19 before traveling to an overnight activity. We request that participants, their families, and staff follow guidance for travelers 14 days before arrival to reduce exposure to COVID-19. Also, unvaccinated participants and staff members should engage in a 2-week prearrival quarantine that includes physical distancing, mask-wearing when not at home, avoiding unnecessary travel, and refraining from indoor social gatherings with people outside of their households. Be on the lookout for symptoms of COVID-19, which include fever, cough, shortness of breath, chills, muscle pain, sore throat, and loss of taste or smell. Call your doctor if you think you or a family member is sick. Capt Catherine Scantlan This includes the identification of PPE which includes, but is not limited to, Catherine.Scantlan@flwg.cap.gov face masks, gloves, no‐touch thermometers, hand sanitizer, social distancing, hand washing, surface cleaning/disinfection, and any other equipment designated as needed for meetings to reduce the risk of exposure. Commanders without Health Service Officers(HSO) assigned, or without HSO’s present, should delegate the pre‐meeting temperature screenings, health questioning, and other pre‐meeting steps to their Safety Officer. Safety Officers will ensure and encourage compliance with PPE use and health safety measures. Cleaning Adequate supplies of PPE, sanitizer, and disinfectant products should be on hand before any meeting. Members are encouraged to provide their PPE, but Units should assist with the supply of additional PPE and all other necessary items. In most situations, the risk of infection from touching a surface is low. The most reliable way to prevent infection from surfaces is to regularly wash hands or use hand sanitizer. If there has been a sick person or someone who tested positive for COVID-19 in your facility within the last 24 hours, you should clean AND disinfect the space, but if able wait 24 hours to do so.
