We are excited to have BusWhere, a local tracking service for all Carlsbad Municipal Schools bus routes. BusWhere is an app which allows you to see the location of your child's bus in real-time on your phone and to receive notification when the bus is approaching your bus stop. BusWhere allows you to download a free Android or iPhone app to track the bus. Registration is simple. To request secure access, see below: • Go to https://buswhere.com, type in your email address into the big box on the home page, and click Sign Up. • You will receive a confirmation email to make sure the email is valid. Click the registration link inside that email. • The opened page asks for information including your name, school, and bus. If you're not sure which bus you'll be on, you can choose "Not Sure." Your request will be sent to the transportation department to confirm that you have permission to view this bus location. Once approved, you'll receive an invitation email which you can use to set up your account. BUS ROUTES AND ATTENDANCE ZONES Dear Parent/Students: The Carlsbad Municipal School System is comprised of the following: Hillcrest School — 3 & 4 Year/Pre-K, DD Program Early Childhood Education Center — Kindergarten Five (5) Elementary Schools — Grades one (1) through five (5) Carlsbad Intermediate Campus (Alta Vista Campus) — Grades six (6) through seven (7) Carlsbad Intermediate Campus (P.R. Leyva Campus) — Grades six (6) through eight (8) Senior High School — Grades nine (9) through twelve (12) Early College High School — Grade nine (9) through twelve (12) If you need any assistance in determining the school zone you live in, call the above locations (the phone numbers are listed on page 9 of this booklet), or call the Central Office Administration Building at 234-3300, Ext. 1010. Bus routes and distance eligibility for riding buses are set by the State Transportation Division in cooperation with the Carlsbad School District. To be eligible for bus transportation you must live more than 1½ mile from Alta Vista Campus or an elementary school, 1½ miles from P.R. Leyva and 2 miles from the high school. Each building principal has been supplied with route schedules, with bus stop locations and times of pickup. Some adjustments may be necessary after school begins. The school district is committed to SAFETY in our transportation program, and a discipline policy to insure the well-being of your children has been adopted by the Board of Education. The bus driver has the authority to suspend a student's transportation privilege and has full charge of all passengers when they are riding the bus. DISTRICT TRANSPORTATION GOAL The intent is to provide a unified transportation system which meets the needs of eligible students and guides the provision of transportation as a related service to students with disabilities. 1. Transportation needs for students with disabilities who request transportation as a related service will be determined and specified on an individual case-by-case basis by each student's Individual Education Program (IEP) committee. 2. Decisions regarding transportation as a related service will be guided by the principle of Least Restrictive Environment (LRE). Therefore, students with disabilities will be transported with neighborhood peers who are not disabled unless restricted by health or safety considerations. When modifications to standard transportation are necessary, transportation personnel will be afforded the opportunity to participate in the development of the IEP. 3. 3If parents of Kindergarten or Special Education Student(s) (K–12) have requested that their child not be left unattended at the bus stop and are not at the bus stop to pick up their children in the afternoon, the bus drivers are instructed to take the student(s) back to their home school, not to the Central Office. This way the student is in a familiar environment and an already stressful situation will not be intensified. SCHOOL ACTIVITY TRIPS The Carlsbad Municipal Schools will comply with all regulations concern- ing School Activity trips. TRANSPORTATION OF CARLSBAD PUBLIC SCHOOLS STUDENTS, EMPLOYEES & SPONSORS The Carlsbad Municipal Schools transportation program is restricted solely for the transportation of Public School pupils "to and from" school and on school-sponsored activities. This policy includes transportation of school employees and authorized sponsors of school-sponsored activity trips. 2

Starting times will be delayed by 2 hours, which means the buses will run approximately 2 hours later for all grades: Pre-K – The morning session will not attend. The afternoon session will attend at the regular time. All Day Kindergarten & Elementary (Grades 1-5) – 9:45 a.m. Carlsbad Intermediate School (Grades 6-7) (Alta Vista Campus) – 10:20 a.m. Carlsbad Intermediate School (Grades 6-8) (P.R. This will also be posted on CMS website ( www.carlsbadschools.net ) PROCEDURES FOR STUDENTS LEAVING SCHOOL IF BUSES ARE NOT RUNNING DUE TO INCLEMENT WEATHER Once the announcement is made that buses will not run; a. All schools will dismiss at the regular time. b. Parents of high school students may call and check their students out early. 4
3. Parents or guardians shall be held responsible for malicious destruction to the bus. 4. The use of tobacco, drugs, alcohol or controlled substances shall not be permitted. 5. Special needs students who receive transportation may choose only one pickup address for the morning and one for the afternoon. Different stops on different days are not allowed. 6. Students must be at their assigned bus stop 10 minutes prior to bus arrival. 7. Students must wait in a safe place, clear of traffic and away from where the bus stops. Students shall wait in an orderly line and avoid “horse-play.” When loading, the students should clear the traffic area immediately. 8. Students who are compelled to walk a distance to meet the bus must walk on the side of the road to their left facing traffic, except on divided or multi-lane roadways. 9. Students shall not get on or off the bus while it is in motion. Students must remain seated and keep aisle and exits clear. 10. Students will not ride on the outside of the school bus at any time or at- tach any item to the bus. 11. Students will not be permitted to leave the bus on the way to or from school except at their regular assigned stop or school, without the advance permission of a responsible school official. 12. No student, at any time, shall cross behind the bus. Students who must cross the road after exiting from the bus must pass far enough in front of the bus (approximately eight to ten feet) so that the driver can see them. Students will cross the road only when the driver signals all is clear. The only exception to this rule is in urban areas where pedestrian crossings are provided at intersections and students will be instructed to cross after the bus leaves the unloading zone, or when traffic signals direct them to cross. Students will not cross multi-lane roadways to meet the bus except in urban areas where crosswalks or traffic signals are provided. 13. Students shall look both ways before crossing to the opposite side of the road. 14. Students may not leave their bus except for transloading to another bus from home to school or on return from school to home. Once a student begins his/her bus route, he/she may not leave the bus to ride with anyone else unless permission has been granted in writing by the school principal. Parents are also requested to have the written permission signed by the principal to pick up their child in mid-route since bus drivers would not be able to verify who has authorization to pick up each child. 15. Students must occupy the seats assigned to them by the bus driver. 16. Students shall not be permitted in front of the passenger seating area while the bus is in motion. 5
17. Students are not to carry on unnecessary conversation with the driver while the bus is in motion. 18. Students will stay out of the driver’s seat and will not tamper with any equipment. 19. Rough or boisterous conduct will not be permitted on the bus; however, students are permitted to converse in a normal tone of voice while in the bus. 20. Students should keep absolutely quiet when the bus is approaching a railroad crossing and remain quiet until the bus is safely across the tracks. 21. Students shall be courteous and obedient to the driver. 22. Students must cooperate with the bus driver in keeping the bus clean. 23. Students shall not use profane language or obscene gestures. 24. Students shall not eat any food or drink any beverage on the bus un- less permitted by the driver. 25. Students must not extend their hands, arms, heads or objects through bus windows. 26. Students must not open or close the bus windows without the permis- sion of the bus driver. 27. Students shall not throw any item inside or outside the bus while board- ing, riding, or leaving the bus. 28. Animals, firearms, knives, explosives, breakable glass items, or other dangerous objects are not permitted on the bus. No item that will block the aisle or is unsecured shall be carried on the bus. 29. Skateboards, roller blades and scooters may not be brought to school or transported in school buses. 30. Nuisance items including cell phones must be put away and turned off while the student is on the bus. The bus driver with the approval of the Director of Operations shall determine what constitutes a nuisance item. STUDENT SUPERVISION - ON AND OFF CAMPUS The school reserves the right to discipline students for out-of-school conduct having a direct and immediate effect on school discipline or the general safety and welfare of the school. This includes, but is not limited to, involvement in ensuring the welfare and safety of students from the time they leave home going to school until they return home after attending school. The school may also discipline students for misbehavior at the bus stop and/or on the bus. 6
REGULATIONS GOVERNING THE SCHOOL BUS OPERATOR 1. It is the duty of the school bus drivers to enforce all regulations gov- erning the conduct of students from the time the students enter the bus in the morning until they exit from it at the school building, and from the time they enter the bus at the school building until they exit at their regular assigned stop. A school bus driver should not knowingly permit any students off the bus at any point other than at their regular assigned stop without permission of school authorities. 2. Drivers shall not transport any persons who are not students assigned to their bus or a school employee while making regular routes. School employees or unassigned students must have prior approval of the local administration. 3. The driver shall provide safety instructions and emergency evacuation drills to all students on the bus, emphasizing loading and unloading procedures, at least twice each year, with one session at the beginning of the school year. 4. The driver shall not permit the transportation of animals, firearms, knives, explosives, breakable glass items, or other dangerous objects on the bus. No item that will block the aisle or may be tossed about inside the bus during an accident should be permitted on the bus. 5. Regulations for transporting musical instruments inside the bus are as follows: a. No instrument shall occupy needed seating space. b. None of the larger musical instruments will be carried on the bus. c. No instrument shall be placed in the driver compartment. d. All instruments carried by students should be under their control at all times and carried in the lap, between seats, or in a vacant seat. The aisle should not be blocked at any time. 6. The driver shall adhere to the established route schedule, approved by the local school district, as closely as safe operations will allow. 7. DRIVERS WILL NOT WAIT FOR STUDENTS UNLESS THEY ARE OB- SERVED MAKING AN EFFORT TO REACH THE BUS. Drivers must use good judgment and not impede traffic unnecessarily. Buses shall be brought to a complete stop before taking on or letting off students. 7

Each school bus must operate on a time schedule. This time schedule will be definitely established by the end of the second week of school, and the students are asked to be on time for the bus each morning in order to avoid having the bus reach the school building late. THE SCHOOL BUS IS NOT EXPECTED TO WAIT FOR STUDENTS. A driver need not wait for a student unless the student is observed making an effort to reach the bus. The driver is to be the judge in this case. 2. Whenever feasible, buses are to arrive at and depart from school 15 minutes before school begins and not later than 15 minutes after school is over. 3. In case the bus is late in arriving at the school building, each student is to report to his/her homeroom teacher and explain his/her reason for not being in class on time. 4. Each student is to report to his/her bus as soon as school is dismissed. 5. Each building has been provided with a map and a route description booklet which describes routes, stops, and approximate time schedules. These times should be regulated by the second week of school. TRANSPORTATION/DISCIPLINE ON SCHOOL BUSES The Administration of the Carlsbad Schools shall set up discipline procedures which are in compliance with State Board Regulation 95.1. By regulation, the bus driver has authority to suspend a student's transportation privileges and has full charge of all passengers when they are riding the bus. When the driver has taken all action under his/her authority, the discipline case shall be reported to the proper building administrator, using the "School Bus Incident Report" form and following the procedures outlined: DISCIPLINE REFERRAL PROCEDURES DRIVER/CONTRACTOR RESPONSIBILITY 1st Violation: Verbal warning or lose bus privileges for three days. 2nd Violation: Lose bus privileges for three to five days 3rd Violation: Lose bus privileges for five or more days. ADMINISTRATIVE AUTHORITY RESPONSIBILITY Referral to building principal. Bus company to notify parent if possible and make recommendation to principal. May temporarily suspend from bus and/or school. (Referral sent to parents/possible parent confer- ence at school.) If student is suspended indefinitely, the student may appeal to SUPSAC committee. * Depending upon the seriousness of offense, violations 1, 2, and 3 may not be followed in order. * On all referrals, the parents will be notified if possible. 10

Kindergarten/Pre-K students riding the bus to school Carlsbad Municipal Schools Dear Parent(s)/Guardian(s): In order to establish guidelines concerning the safety of your Kindergarten/ Pre-K child when he or she arrives at the designated drop-off, your Kinder- garten/Pre-K child will not be left unattended. The parent/guardian/designee must be present at the bus stop, out of the vehicle, and visible for the driver/substitute driver when the bus arrives at the designated drop-off. In the event the parent/guardian/designee is not on time and visible to pick up the student at the designated bus stop the child will be taken back to his/her home school. A designee may also include a sibling of elementary age riding the same bus as the current Kindergarten/Pre-K student. If you do not wish to have the Kindergarten/Pre-K student released with a sibling please state other- wise within the special instructions of the transportation registration form. Note: If the child is being dropped off and picked up at the child's home school, getting the child to and from the home school is the responsibility of the parent/guardian. 1st Violation: Verbal warning or lose bus privileges for three days. 2nd Violation: Lose bus privileges for three to five days 3rd Violation: Lose bus privileges for five or more days. ** Bus transportation will be discontinued for your child if violations persist. *** Parent/guardian and principal are notified.
