Accelerating Access to Justice Act, 2021 (Bill 245). Royal Assent April 19, 2021, c. 4. Act comes into force on the day it receives Royal Assent; the Schedules to this Act come into force as provided in each Schedule. Sum- mary: This bill amends various Acts. Access to Natural Gas Act, 2018 (Bill 32). Royal Assent December 6, 2018, c. 15; Act comes into force on a day to be named by proclamation of the Lieu- tenant Governor. July 1, 2019 is fixed as the day on which the following provision, which amends the Ontario Energy Board Act, 1998, comes into force: s. 1. Summary: The Ontario Energy Board Act, 1998 is amended to provide rate protection for consumers or classes of consumers with respect to costs incurred by a gas distributor in making a qualifying investment for the purpose of providing access to a natural gas distribution system to those con- sumers. Gas distributors are entitled to be compensated for any resulting lost revenue and all consumers, or such classes of consumers as are prescribed, are required to contribute toward the compensation. Accessible Parking and Towing Industry Review Committee Act, 2018 (Bill 39). Second Reading October 25, 2018. Summary: The Accessible Parking and Towing Industry Review Committee Act, 2018 requires the Minister of Gov- 3
ernment and Consumer Services to establish an advisory committee to do the following: 1. Inquire into and report on the system of accessible parking for persons with a disability, 2. Inquire into and report on matters related to the towing industry. The committee is to be established within 90 days after the Bill receives Royal Assent and must report its recommendations to the Min- ister within eight months of its establishment. Within 60 days after receiving the committee’s report, the Minister must inform the Assembly of the recom- mendations that he or she will implement within the following five years. Alcohol and Gaming Commission of Ontario Act, 2019 (enactment)....See....Plan to Build Ontario Together Act, 2019 (Bill 138), c. 15. Algoma University Amendment Act, 2019 (Bill 79). Second Reading March 21, 2019. Summary: The Bill amends the Algoma University Act, 2008 to re-in- state the expanded power of the University to grant degrees which was in- cluded in the Act when it was enacted in 2008. The power was never pro- claimed in force and was repealed under section 10.1 of the Legislation Act, 2006 as of December 31, 2018. The power would still come into force only on proclamation as in the version of the Act that was enacted in 2008. Alternate Land Use and Services Program for Agricultural Land Act, 2018 (Bill 28). Second Reading September 27, 2018. Summary: The Bill recognizes the right of owners of agricultural land to set aside any part of the land as fallow for either of the following two purposes: to establish, restore or preserve a natural ecosystem and to establish and maintain projects that produce ser- vices for natural ecosystems. The Minister of Natural Resources and Forestry has 12 months to develop a provincial framework and action plan that does such things as the following. It can provide guidelines on how agricultural land can be used for those purposes, provide for the government to create and distribute standardized educational materials on those guidelines, pro- mote research into those uses of agricultural land, promote the holding of international symposia on those uses and encourage fundraising for those uses and those symposia. The Minister can amend the provincial framework and action plan to update it as the Minister considers advisable. Alternative Filing Methods for Business Act, 2020 (enactment)....See....COVID- 19 Response and Reforms to Modernize Ontario Act, 2020 (Bill 190). An Act to perpetuate an ancient parliamentary right (Bill 1). First Reading July 12, 2018. Archives and Recordkeeping Amendment Act, 2019 (Bill 80). First Reading March 18, 2019. Summary: The Bill amends the Archives and Recordkeeping Act, 2006. It adds a provision making it an offence to contravene subsection 15(1) of the Act with an intent to deprive a public body, the Archives of On- tario or the Archivist of the custody, control or use of or access to any public record of archival value. On conviction, a fine of not more than $50,000 may be imposed. Assessment Amendment Act (Areas in Transition), 2020 (Bill 179). First Read- ing March 3, 2020. Summary: The Bill amends the Assessment Act to exclude speculative sales of property from the determination of the current value of 4
land in the commercial or industrial property class in specified municipal areas. Awenen Niin Act (Who Am I) Respecting Identity Documents, 2021 (Bill 256). First Reading March 4, 2021. Summary: The Bill amends the Photo Card Act, 2008 to provide that no fee shall be charged to an applicant for a photo card. The Bill also amends the Vital Statistics Act to provide that no fee shall be charged in connection with registering a birth, adding to or changing a birth registration, having a search made for the registration of a birth or obtaining a birth certificate. No fee shall be charged in connection with obtaining a certified copy of a registration of birth, change of name, death or still-birth. The Vital Statistics Act is also amended to require the Minister of Govern- ment and Consumer Services to establish an advisory committee. The com- mittee.s mandate is to make recommendations to end systemic procedural and systemic barriers to obtaining personal identification documents in On- tario. The committee is required to consult with all relevant stakeholders, including, at minimum, the stakeholders specified in the Bill. The committee is required to report its recommendations to the Minister. The Minister is required to inform the Assembly of the recommendations the Minister will implement. Battle of the Hatpins Day Act, 2021 (Bill 258). First Reading March 8, 2021. Summary: The Bill proclaims January 7 in each year as Battle of the Hatpins Day. Better Local Government Act, 2018 (Bill 5). Royal Assent August 14, 2018, c. 11. Act in force on the day it receives Royal Assent; Schedules to the Act come into force as provided in each Schedule. Summary: The Bill amends various Acts. Black Mental Health Day Act, 2020 (Bill 178). First Reading March 2, 2020. Summary: The Bill proclaims the first Monday in March in each year as Black Mental Health Day. The Anti-Racism Act, 2017 is amended to require the Ministry of Health, the Ministry of Long-Term Care, Ontario Health and any person receiving funding from the Government of Ontario to provide health care services to take all reasonable steps to ensure that information relating to the race of patients in Ontario is collected. The Ministry of Health and Long-Term Care Act is amended. Currently, the Act lists the functions, duties and powers of the Minister. The Bill amends the list by adding the duty to ensure that health services are provided in a culturally appropriate manner. Bringing Choice and Fairness to the People Act (Beverage Alcohol Retail Sales), 2019 (Bill 115). Royal Assent June 6, 2019, c. 10. Act in force on a day to be named by proclamation of the Lieutenant Governor. Summary: The Bill amends the Liquor Control Act to provide for the termination of an agree- 6
ment entitled the Master Framework Agreement entered into between speci- fied parties and the Crown. Broadband is an Essential Service Act, 2020 (Bill 226). First Reading November 3, 2020. Summary: The Bill enacts the Broadband is an Essential Service Act, 2020, which requires the Minister of Infrastructure to develop a Broadband Connectivity Strategy that aims to deliver high-speed internet connectivity to 95 per cent of Ontarians by 2026 and to all Ontarians by 2030. The Minister is required to update the strategy at specified intervals and undertake certain consultations in developing or updating the strategy. Brunt and Kendall Act (Ensuring Safe Firefighter and Trainee Rescue Training), 2018 (Bill 10). Second Reading November 1, 2018. Summary: The Bill makes amendments to the Fire Protection and Prevention Act, 1997 and to the Private Career Colleges Act, 2005 to implement measures to provide for the safe training of firefighters and firefighter trainees in rescue and emer- gency services. Building Transit Faster Act, 2020 (Bill 171). Royal Assent July 8, 2020, c. 12. Act comes into force on the day it receives Royal Assent. Summary: The Bill is about the planning and construction of the Ontario Line, the Scarborough Subway Extension, the Yonge Subway Extension and the Eglinton Crosstown West Extension. Buy in Canada for Mass Transit Vehicles Act, 2019 (Bill 133). First Reading October 28, 2019. Summary: The Bill requires that certain public bodies that purchase mass transit vehicles may only consider eligible bids that meet cer- tain conditions. These conditions include a requirement for at least 60 per cent of the part of the bid price relating to materials, overhead, labour and profit to be on account of materials, overhead, labour and profit originating in Canada. Final assembly of the mass transit vehicles must take place in Canada. Cannabis Licence Act, 2018 (enactment)...See....Cannabis Statute Law Amend- ment Act, 2018 (Bill 36). Cannabis Licence Amendment Act, 2020 (Bill 235). First Reading Novembre 25, 2020. Summary: The Bill amends section 4 of the Cannabis Licence Act, 2018 to provide that, in the absence of evidence to the contrary, the Registrar shall consider a resolution of the council of the municipality, in which are located the premises for which a person makes an application for a retail store authorization, as proof of the needs and wishes of the residents of the municipality for the purposes of paragraph 5 of subsection 4(6) of the Act. Cannabis Statute Law Amendment Act, 2018 (Bill 36). Royal Assent October 17, 2018, c. 12. Act in force on the day it receives Royal Assent; Schedules to the Act come into force as provided in each Schedule. Summary: The Bill amends various Acts and enacts one new Act in relation to the use and sale in Ontario of cannabis and of vapour products. Schedule 1 amends the Cannabis Act, 2017 and makes related amendments to other Acts. Schedule 2 enacts the Cannabis Licence Act, 2018 and makes related amendments to other Acts. Schedule 3 amends the Ontario Cannabis Retail Corporation Act, 2017 and the Liquor Control Act. Schedule 4 amends the Smoke-Free On- tario Act, 2017 and makes a consequential amendment to the Highway Traf- fic Act. Cap and Trade Cancellation Act, 2018 (Bill 4). Royal Assent October 31, 2018, c. 13. Act comes into force on a day to be named by proclamation of the Lieutenant Governor. November 14, 2018 as the day on which the following provisions come into force: ss. 1-10, 11 (1)-(3), 12-15. November 14, 2018 as the day on which the following provision, which repeals the Climate Change Mitigation and Low-carbon Economy Act, 2016, comes into force: s. 16. Summary: The Bill sets out the Cap and Trade Cancellation Act, 2018, which repeals the Climate Change Mitigation and Low-carbon Economy Act, 2016 and provides for various matters related to the wind down of the Cap and Trade Program. Under the Cap and Trade Cancellation Act, 2018, the Gov- ernment is required to establish targets for reducing the amount of green- house gas emissions in Ontario. The Minister of Environment, Conservation and Parks is required to prepare a climate change plan and to prepare pro- gress reports in respect of the plan. Caregiver and Homeworker Protection Act, 2020 (Bill 242). First Reading De- cember 8, 2020. Summary: The Bill enacts the Caregiver and Homeworker Protection Act, 2020. The Act provides that the Minister of Labour, Training and Skills Development shall establish and maintain a Caregiver and Homeworker Protection Registry. The Registry shall list the names of all em- ployers to whom a notice of contravention has been issued under subsection 113 (1) of the Employment Standards Act, 2000 in relation to one or more caregivers or homeworkers unless the Ontario Labour Relations Board finds that the employer did not contravene the provision set out in the notice. Caregiver Recognition Act, 2018 (Bill 59). Second Reading December 6, 2018. Summary: The Bill enacts the Caregiver Recognition Act, 2018. The Act sets out general principles relating to caregivers and proclaims the first Tuesday of April in each year as Caregiver Recognition Day. Ministries and govern- 8
ment agencies may take steps to promote the general principles and may con- sider them when developing, implementing, providing or evaluating caregiver supports. Caribbean Heritage Month Act, 2019 (Bill 134). First Reading October 28, 2019. Summary: The Bill proclaims the month of October in each year as Carib- bean Heritage Month. Caribbean Heritage Month Act, 2019 (Bill 139). First Reading November 6, 2019. Summary: The Bill proclaims the month of August in each year as Car- ibbean Heritage Month. Change of Name Amendment Act, 2020 (Bill 206). Second Reading September 24, 2020. Summary: The Bill amends the Change of Name Act to provide that certain offenders are ineligible to change their name. The offenders who are ineligible are those who are required to comply with Christopher’s Law (Sex Offender Registry), 2000, and other criminal offenders who may be pre- scribed by regulation. Consequential amendments are made to Christopher’s Law (Sex Offender Registry), 2000. Charter Rights Transparency Act, 2018 (Bill 49). First Reading October 29, 2018. Summary: The Bill amends the Ministry of the Attorney General Act to require the Attorney General to examine specified government bills and regu- lations for the purpose of ascertaining whether any provisions of the instru- ments are more likely than not to be found by a court to be inconsistent with the purposes and provisions of the Canadian Charter of Rights and Free- doms. The Attorney General is required to report any such inconsistency to the Legislature. The Bill also imposes additional obligations on the Attorney General in connection with bills introduced in the Legislature by a minister of the Crown. The Attorney General is required to cause to be tabled in the Legislature a statement that sets out the potential effects the Bill on the rights and freedoms that are guaranteed by the Canadian Charter of Rights and Freedoms. Child Care and Early Years Amendment Act (Not-for-Profit Corporations), 2018 (Bill 45). First Reading October 17, 2018. Summary: The Bill amends the Child Care and Early Years Act, 2014 so that corporations are not eligible to receive funding for child care and early years programs and services unless they are not-for-profit corporations. Christopher’s Law (Sex Offender Registry) Amendment Act, 2021 (Bill 281). First Reading April 22, 2021. Summary: Christopher’s Law (Sex Offender Registry), 2000 is amended to require the ministry to make the information recorded on the sex offender registry available to the public in accordance with the regulations. Climate Crisis Health Action Plan Act, 2020 (Bill 193). First Reading July 6, 2020. Summary: The Bill enacts the Climate Crisis Health Action Plan Act, 2020, which requires the Minister of Health to do the following: 1. Develop and publish a strategic action plan that aims to ensure that Ontario.s public health and health care systems are prepared for the health risks caused by the impacts of the climate crisis; 2. Establish the Climate Crisis and Health Secretariat whose responsibilities include assisting the Minister with the de- 9
velopment, revision and implementation of the strategic action plan; 3. Es- tablish a science advisory board to advise the Minister with respect to cli- mate change science and health sciences and the impacts of the climate crisis on public health. The Act requires that the strategic action plan be reviewed and, if necessary, updated at least every four years. Closing Oversight Loopholes for Home Care Clinics Act, 2019 (Bill 102). Sec- ond Reading May 2, 2019. Summary: The Bill amends the Health Protection and Promotion Act, the Home Care and Community Services Act, 1994 and the Ministry of Health and Long-Term Care Act. Combative Sports Act, 2019 (emactment)....See....Protecting What Matters Most Act (Budget Measures), 2019 (Bill 100), c. 7. Combating Antisemitism Act, 2019 (Bill 168). Second Reading February 27, 2020. Summary: The Bill requires the Government of Ontario to be guided by the working definition of antisemitism and the list of illustrative examples of it, adopted by the International Holocaust Remembrance Alliance plenary on May 26, 2016, when it interprets Acts, regulations and policies designed to protect Ontarians from discrimination and hate amounting to antisemitism. The Bill also amends the Legislation Act, 2006 to adopt that working definition. Combating Human Trafficking Act, 2021 (Bill 251). First Reading February 22, 2021. Summary: This bill amends various other acts. Combatting Litter for the Environment and Nature Act, 2019 (Bill 130). Second Reading October 31, 2019. Summary: The Bill proclaims the second Tuesday in May in each year as the Provincial Day of Action on Litter. Compassionate Care Act, 2020 (Bill 3). Royal Assent December 2, 2020, c. 30. Act comes into force on the day it receives Royal Assent. Summary: The Bill enacts the Compassionate Care Act, 2018. The Act requires the Minister of Health and Long-Term Care to develop a provincial framework designed to support improved access to hospice palliative care. The Minister must table a report setting out the provincial framework in the Legislative Assembly within one year after the Bill comes into force. Within five years after the report is tabled, the Minister must prepare and table a report on the state of hospice palliative care in Ontario. Each report must be published on a Gov- ernment of Ontario website. Comprehensive Ontario Police Services Act, 2019 (Bill 68). Royal Assent March 26, 2019, c. 1. The Act comes into force on the day it receives Royal Assent; the Schedules to the Act come into force as provided in each Schedule. De- cember 1, 2020 is fixed as the day on which the following provisions of the Comprehensive Ontario Police Services Act, 2019, c. 1, come into force: Sched. 4, ss. 26(13), (15) (which amend the Interprovincial Policing Act, 2009); Sched. 5, ss. 1-39 (the Special Investigations Unit Act, 2019); Sched. 5, s. 42 (which amends the Police Services Act); Sched. 5, s. 43 except para. 1 and 2 (which revokes O. First Reading October 6, 2020. Summary: This Bill amends the Connecting Care Act, 2019 to add a bill of rights that applies to persons who receive health care services. The bill of rights sets out a number of rights that persons re- ceiving health services have, including the right to have access to an essen- tial caregiver. These rights prevail over the provisions of other Acts or regu- lations. Applications may be made to the Superior Court of Justice for a declaration that these rights have been contravened, and the court may make any order that the court considers appropriate to enforce the rights. Summary: The Bill enacts the COVID-19 Public Inquiry Act, 2021. The Act requires the Lieutenant Governor in Council to establish a commission under section 3 of the Public Inquiries Act, 2009 to inquire into and report on the Government of Ontario’s response to the COVID-19 crisis and to make rec- ommendations respecting the minimization of future harm, including loss of life, in similar circumstances. The Act provides that the commission shall hold hearings in public. It also sets out timelines for the commission to begin 11

Defibrillator Registration and Public Access Act, 2019 (Bill 141). Royal Assent June 18, 2020, c. 8. Act comes into force on a day to be named by proclama- tion of the Lieutenant Governor. Summary: The Defibrillator Registration and Public Access Act, 2019 is enacted. The Act imposes certain require- ments respecting the installation, maintenance, testing and availability of defibrillators on designated premises or public premises. The Act also re- quires defibrillators at such premises to be registered with the registrar within specified time periods, and for the prescribed persons to be notified of the registrations. Regulations may be made under the Act setting out details relating to the requirements under the Act. Defibrillator Registry Act, 2019 (Bill 140). First Reading November 18, 2019. Summary: The Bill enacts the Defibrillator Registry Act, 2019. The Act pro- vides for the creation of a registry of the location of defibrillators installed in premises that are accessible to members of the public and for the appoint- ment of a Registrar to maintain the registry. The registry is to be made avail- able to 9-1-1 call takers and dispatchers in Ontario. Defibrillator Training and Access Act, 2019 (Bill 158). First Reading December 5, 2019. Summary: The Bill requires the owners of designated premises to install, make available for use, maintain and test defibrillators in their prem- ises. Owners must also ensure that training is undertaken in accordance with prescribed guidelines. The Bill also provides for the registration of defibril- lators with a registrar designated by the Minister. The registrar is required to notify emergency service providers and others of the registration, including the specific location, of a defibrillator. Democratic Participation Act, 2019 (BIll 96). Summary: The Bill amends the Highway Traffic Act to require police officers and other prescribed persons to gather information about incidents in which someone is injured or property is damaged following a potential contraven- tion of clause 165(1)(a) of the Act, which requires individuals to take due precautions when opening the door of a motor vehicle on a highway, and to report that information to the Registrar of Motor Vehicles. First Reading April 10, 2019. Summary: The Bill amends the Elec- tion Finances Act to provide a $100 limit on the amount that a single person may be charged to attend a fund-raising event. It does not apply in respect of an annual general meeting, policy conference or similar meeting. Election Finances Amendment Act (Leadership Fundraising Loophole), 2019 (Bill 103). First Reading April 29, 2019. Summary: The Bill amends the Elec- tion Finances Act. It provides that contributions to a leadership campaign following the leadership vote must be for the purpose of paying off the cam- paign debt. Election Fundraising Transparency Act, 2019 (Bill 85). First Reading March 20, 2019. Summary: The Bill amends the Election Finances Act. The Act is amended to prohibit persons from knowingly accepting or receiving reim- bursements from a third party in respect of contributions to certain political entities. Persons who make certain political contributions are required to certify that they have not acted contrary to subsection 19(1) of the Act and will not be reimbursed by a third party for their contribution. Employment Standards Amendment Act (Infectious Disease Emergencies), 2020 (Bill 186). Royal Assent March 19, 2020, c. 3. Act in force on the day it 14
receives Royal Assent. Summary: The Bill amends the Employment Stan- dards Act, 2000 to address when emergency leave is available to employees in case of infectious disease emergencies. Employment Standards Amendment Act (Sick Notes), 2020 (Bill 200). Second Reading October 21, 2020. Summary: The Bill amends the Employment Stan- dards Act, 2000. It is about what evidence an employer can make an em- ployee provide to show that they are entitled to sick leave. Employers retain the right to make an employee show evidence that they are entitled to sick leave, but are not permitted to require a certificate from a qualified health practitioner. End the Public Funding of Partisan Government Advertising Act, 2019 (Bill 101). Second Reading May 9, 2019. Summary: The Building Ontario Up Act (Budget Measures), 2015 made numerous amendments to the Government Advertising Act, 2004. Among the amendments made were changes to the rules that apply when the Auditor General reviews government advertising. The Bill amends the Act to reverse those amendments so that the Act reads substantially as it did prior to the 2015 amendments. Ending Automobile Insurance Discrimination in the Greater Toronto Area Act, 2018 (Bill 44). First Reading October 16, 2018. Summary: The Bill amends the Insurance Act in order to prevent residents of the Greater Toronto Area from paying different rates for automobile insurance based solely on the mu- nicipality or area in which they reside in the Greater Toronto Area. Amend- ments require the Superintendent to refuse to approve a risk classification system used in determining the rates for each coverage and category of auto- mobile insurance if the system considers the geographic region as a determi- nant and fails to consider the Greater Toronto Area as a single geographic area. The amendments also prohibit insurers from entering into contracts of insurance that provide for insurance rates that were determined based on such a risk classification system. Ending Discrimination in Automobile Insurance Act, 2018 (Bill 42). Second Reading March 21, 2019. Summary: The purpose of the Bill is to enhance the marketplace and to encourage more consumer choice in the area of automo- bile insurance. The Bill amends the Automobile Insurance Rate Stabilization Act, 2003 to require the Superintendent of Financial Services to rescind Bul- letin A-01/05 which sets out factors to be included in a risk classification system of an insurer under that Act. The Bill also amends the Insurance Act to require the Lieutenant Governor in Council to amend Regulation 664 (Au- tomobile Insurance) of the Revised Regulations of Ontario, 1990 made under this Act so that a risk classification system prohibits insurers from using fac- tors primarily related to the postal code or telephone area code for the resi- dence of a person who would be an insured person under a contract. It also requires the Financial Services Regulatory Authority of Ontario to make a rule to the same effect. Endometriosis Awareness Month Act, 2021 (Bill 273). First Reading March 31, 2021. Summary: The Bill proclaims March in each year as Endometriosis Awareness Month. 15
Ensuring Transparency and Integrity in Political Party Elections Act, 2019 (Bill 150). Second Reading December 12, 2019. Summary: The Bill enacts the En- suring Transparency and Integrity in Political Party Elections Act, 2019. The Act provides rules relating to the election of an official party candidate for an electoral district, the election of a leader of a political party and the election of a president of a political party. The Act requires a report to be filed with the Chief Electoral Officer within seven days after an election and the report must set out, among other things, the number of persons who were eligible to vote in the election, the number of person who voted and the number of votes that each candidate received. The Chief Electoral Officer must publish the information in the report on the Internet. It is an offence not to file a report or to make a false statement in a report. The Act permits a candidate to con- test the validity of an election by commencing an action in the Superior Court of Justice. Environmental Protection Amendment Act (Microplastics Filters for Wash- ing Machines), 2021 (Bill 279). First Reading April 19, 2021. Summary: The Bill amends the Environmental Protection Act to prohibit the sale or offering for sale of washing machines that are not equipped with a speci- fied microplastics filter and to provide for corresponding penalties in case of non-compliance with the requirement. Exalting Our Veterans Act, 2020 (Bill 221). Second Reading November 4, 2020. Summary: The Bill enacts the Exalting Our Veterans Act, 2020. The Act pro- vides that an individual may request to be identified as a veteran on his or her driver.s licence or photo card. Executive Council Amendment Act, 2021 (Bill 265). Second Reading April 19, 2021. Summary: Section 7 of the Executive Council Act sets out attend- ance requirements of government ministers during Question Periods in the Legislative Assembly, along with related reporting obligations and penalties for non-compliance. The Bill amends section 7 to provide that it does not apply with respect to the 42nd Legislature. In addition, absences arising from declared emergencies or orders under the Emergency Management and Civil Protection Act are added to the list of permissible absences in subsection 7(2) of the Act. Fairness for Residential Superintendents, Janitors and Caretakers Act, 2020 (Bill 210). Second Reading November 24, 2020. Summary: The Bill amends the Employment Standards Act, 2000 to provide that a person who is employed as the superintendent, janitor or caretaker of a residential building and re- sides in the building is entitled to the minimum wage under Part IX of the Act. The Bill specifies that the regulations cannot provide that persons so employed are disentitled to the minimum wage. The Bill also provides that room and board for those persons shall not be considered part of their wage. Fairness for the Auto Sector Act (Employment Standards), 2018 (Bill 12). First Reading July 31, 2018. Summary: Currently, the Employment Standards Act, 2000 permits industry-specific regulations about leaves of absence. These regulations can detrimentally affect the entitlements and rights that an em- ployee would otherwise have under the Part of the Act that deals with leaves 16
of absence. The Bill would restrict this power. Industry-specific regulations could still be made, but they would not be permitted to detrimentally affect those entitlements and rights. Fairness for Road Users Act (Contraventions Causing Death or Serious Bodily Harm), 2019 (Bill 122). First Reading June 3, 2019. Summary: The Bill amends the Highway Traffic Act. If a person causes or contributes to causing an accident which causes death or serious bodily harm, and at the time the person was contravening the Highway Traffic Act or its regulations, then the person is guilty of an offence. The court may sentence the person to a fine of up to $50,000, or to imprisonment for up to two years, or to both. The court may also uspend the person’s driver’s licence or permit. Fairness in Petroleum Products Pricing Act, 2018 (Bill 7). Second Reading Sep- tember 13, 2018. Summary: The Bill regulates the price of petroleum prod- ucts. The Ontario Energy Board is given power to regulate the retail price and wholesale mark-up with respect to the sale of petroleum products in the Province. The Lieutenant Governor in Council is given power to govern the Board.s power. The Board and the Lieutenant Governor in Council are guided by the following objectives: 1. To protect the interests of consumers with respect to the predictable and consistent retail pricing of petroleum products; 2. To prevent pricing practices that undermine the stability and competitiveness of retail markets for petroleum products, including retail markets in remote, rural and northern areas; 3. The courses of study must ensure that students are given opportunities to grow food, prepare food and learn about local foods. Every board is required to provide instruction in the courses of study and to provide training and support for teachers and other staff of the board. Completion of the courses of study are a requirement for obtaining the Ontario secondary school diploma, the secondary school graduation diploma and the secondary school honour graduation diploma. Foreign Cultural Objects Immunity from Seizure Act, 2019 (enact- ment)....See....Better for People, Smarter for Business Act, 2019 (Bill 132), c. 14. Fostering Privacy Fairness Act, 2020 (Bill 237). Second Reading April 20, 2021. Summary: Currently, sections 56, 57 and 58 of the Child, Youth and Family Services Act, 2017 require every service provider and lead agency to provide prescribed reports and information to the Minister and to the pre- scribed entities, and to make prescribed information available to the public. The Act is amended to provide that, despite those sections, no service pro- vider or lead agency may provide or disclose to any person information, including personal information, about an individual who received services under the Act who is 21 or older that identifies the individual, or any report that contains such information. Such information and reports may however be disclosed to the individual or on the consent of the individual or if the disclosure is ordered by a court. The Act is also amended to require the Minister to ensure that, promptly after an individual turns 21, any such information or reports that are in the possession of the Ministry, a service provider, lead agency or the Child Protection Information Network be re- moved from their possession and stored in accordance with the regulations. Summary: Currently, section 47 of the Capital Investment Plan Act, 1993 allows the Ontario Transportation Capital Corporation to make regulations designating certain highways as toll highways. The Bill amends that provision to restrict the Corporation from designating any King’s Highway that connects Highway 407 East, as defined in the Highway 407 East Act, 2012, to Highway 401. The Bill also amends the definition of ‘Highway 407 East‘ in the Highway 407 East Act, 2012 to exclude any King’s Highway that connects the highway to Highway 401. French Language Services Amendment Act, 2021 (Bill 278). First Reading April 15, 2021. Summary: The Bill amends the French Language Services Act. New subsection 5.1(1) provides that a person has the right to communication and services in French from the board of health. New subsection 5.1(2) requires the Chief Medical Officer of Health and boards of health to make information available in French. Front-line and Essential Service Worker Week Act, 2020 (Bill 230). The Act establishes re- quirements for organizations or entities respecting the secure installation of movable soccer goals that they make available for use by members of the public. Gas and Salt Resources Amendment Act (Anti-Fracking), 2019 (Bill 110). First Reading May 7, 2019. Summary: The Bill amends the Oil, Gas and Salt Re- sources Act to prohibit hydraulic fracturing and activities related to hydrau- lic fracturing for the purpose of the exploration for or production of oil or gas trapped in shale. Summary: Currently the Planning Act provides that the authority to pass by-laws under certain sections of the Act does not include the authority to pass a by-law that has the effect of distinguishing between persons who are related and persons who are unrelated in respect of the occupancy or use of a building or struc- ture or part thereof, including the occupancy or use as a single housekeeping unit. The Bill amends the Act to provide that the rule applies, for greater certainty, in respect of unrelated seniors. Great Lakes Protection Amendment Act, 2019 (Bill 166). Second Reading March 5, 2020. Summary: The Bill amends the Great Lakes Protection Act, 2015 to change its title to the Great Lakes Protection and Promotion Act, 2019 and to add the promotion of tourism and other economic activities in the Great Lakes-St. Lawrence River Basin that respect the ecological health of the Ba- sin as a purpose of the Act.
