EAGLES NEST BEFORE AND AFTER SCHOOL AGE CHILD CARE PROGRAM HANDBOOK PHILOSOPHY The Eagles Nest Before and After School Care Program is designed to be a link between school and home that will meet the child’s social, emotional and physical needs, complementing the school day in a secure environment which encourages positive feelings of self-worth, decision-making, problem solving and individual expression. GOALS • Meet children’s needs by creating an environment where children are shown the value of embracing diversity and making positive choices. • Provide professional, qualified staff to supervise and interact with children to ensure safety and well- being. • Provide affordable, quality child care services to families which positively reflect the expectations of the New Albany-Plain Local Schools. ENROLLMENT PROCEDURES The New Albany-Plain Local School District School-Age Child Care Program will provide quality school-age programming for children attending grades K-5 or as otherwise approved by the Administration to meet student and family needs. The school-age child care program, The Eagles Nest, will be located at the New Albany Primary School, 87 N. High Street, New Albany, Ohio 43054. By maintaining a safe, well-supervised place for children, parent(s)/guardian(s) can be assured that their child will be comforted and cared for by staff. Daily activities that are fun and age appropriate are designed for children. Outdoor recreational activity is encouraged, as well as indoor activities that promote cooperation and independent problem-solving. Assistance with homework is also available. To insure the safety of the children and the quality of the program, enrollment will be controlled by the space and staff that is available as recommended by the Ohio Department of Education. The Eagles Nest is a tuition-based program and operates financially independent of New Albany-Plain Local Schools. 1
ENROLLMENT POLICIES REGISTRATION • The New Albany-Plain Local School’s Eagles Nest Program will be available only to children enrolled in the New Albany-Plain Local Schools. • Registration is processed through the GoSignMeUp website on the NAPLS website. (www.napls.us) Registration is on a first-come, first-served basis. • Registration procedures and deadlines must be adhered to in order to provide efficient and fair administration of the program. • To ensure the safety of the children and the quality of the program, the staff and space available will control enrollment. The maximum number of children in attendance at one time at program site should not exceed the number recommended by the Ohio Department of Education. The Eagles Nest office will regulate the wait list, if needed. • A $35.00 non-refundable, registration fee per child is required at time of registration. • Admission to the Eagles Nest program is complete when all required forms are submitted. Telephone, and cell phone numbers must be accurate and constantly updated for home, work (both parent(s)/guardian(s)) and three nearest relatives and/or neighbor to be contacted in case of emergency. This information is required by law. Failure to complete this request will result in suspension/expulsion from the program without refund of any tuition. • Once a child is enrolled in the Eagles Nest, the parent(s)/guardian(s) is/are responsible for informing the staff of any special medical, physical or emotional needs and/or custodial arrangements that will assist the staff in the supervision of the child. • Parent(s)/Guardian(s) must be current in payment when registering for the next school year before they can return to the program. TERMINATION OF ENROLLMENT A child’s enrollment may be terminated at any time for any of the following reasons: • Failure to comply with tuition agreement. • Account is not paid in full by the end of the school year. • Late payment of tuition. • Continual late pick-up. • If the child’s conduct is unmanageable or unsafe. • Parent(s)/Guardian(s) are unable or unwilling to work with site staff to resolve a problem. • Parent(s)/guardian(s) are unable or unwilling to provide staff with required emergency contact information. • It is determined by the Coordinator that our program is unable to meet the needs of the child. If it is determined that a child’s participation in the Eagles Nest should discontinue, the parent/guardian will be contacted accordingly. 2
SPECIAL NEEDS POLICY Children with special needs are welcome to participate in the Eagles Nest program. The Eagles Nest does not discriminate on the basis of disability. The Eagles Nest will afford otherwise qualified persons with disabilities an equal opportunity for participation in the program. The Eagles Nest is a program servicing children in a large group child-care setting. Registration policies and procedures apply equally to all children. In order to participate, children must be able to independently tend to their toileting needs and be toilet trained and follow directions with limited staff intervention. To better care for a child, we need all pertinent information regarding special needs. This could include information regarding physical, emotional or behavioral needs, medications, allergies or any other special circumstances. The child’s IEP plan from the school may be shared to provide consistency of care. Qualified students with disabilities will be afforded accommodations, modifications, and/or interventions, unless such accommodations, modifications, and/or interventions would impose an undue financial burden, or would alter the fundamental nature or purpose of the Eagles Nest program. A determination that a particular accommodation, modification, intervention would constitute an undue burden must be made by the Coordinator after considering all resources available for use in the funding and operation of the Eagles Nest, and will be accompanied by a written statement of the reasons for reaching that conclusion. After careful consideration, if a request cannot be accompanied in the group setting of the program, a child may be dismissed from the program. Before a child is dismissed from the program, the parent/guardian will be provided with an opportunity to meet with Eagles Nest personnel to discuss the reasons for the intended dismissal. The parent/guardian will be notified of any decision to dismiss a child from the program. All children must follow the Eagles Nest rules and adhere to the Eagles Nest Discipline Policy, and the ability to do so is a qualification for enrollment in the Eagles Nest program. If at any time during the program the Eagles Nest staff feels the children enrolled in the program and/or the staff, and/or the child himself, are endangered by a child’s failure to follow program rules, the child involved may be asked to leave the program. STUDENT RECORDS The student file of each child shall include, but not be limited to: • Name and date of birth. • Name, address (home and business), and telephone, cellular number of parent(s)/guardian(s). • Names, addresses and telephone numbers of three (3) persons to contact in case of an emergency if the parent(s)/guardian(s) cannot be located. • Name of person(s) to whom the child may be released and transportation plan. • Parent(s)/Guardian(s) authorization for first aid, medication, and emergency medical transportation. • A certified copy of any order or decree, or modification of such an order or decree, allocating parental rights and responsibilities for the care of the child and designating a residential parent and legal custodian of the child. 3
• If applicable, an authorization form for dispensing of medication that is signed by both the parent and physician. A log of medication administered will be kept by the staff. • Copies of incident reports. • Copies of discipline write-ups. • Personal background. • Name and phone number of the child’s physician, dentist or other health care provider. • Date of admission to the program. • Information of dietary restrictions, allergies and/or special medical or health needs. In addition to the above, the program shall maintain daily attendance records including admission and withdrawal. The program shall secure and have on file all required information no later than the first day of attendance unless otherwise indicated. The program will keep the information in the student’s file confidential to the extent permitted by law. PROGRAMMING INFORMATION • Age-appropriate activities are planned and implemented in separate areas where space permits. Children meet in one large primary space for attendance, snack and transition to gym/outside, homework room, crafting area, discovery area as well as other space that becomes available to the program operations. • The Eagles Nest staff prepare daily activities for children that are enriching and age-appropriate. • The Eagles Nest staff strive to provide a successful environment for children to succeed through strong partnerships between home and school. Children are offered a wide-variety of activities to participate in each day, and are encouraged to make their own choices. Because the Eagles Nest will provide your child with a variety of games, supplies and equipment, we ask that your child not bring items such as electronic devices, toys or cell phones from home. Please know that the Eagles Nest will not be responsible for any loss or damage to personal items. • Children may work on homework and a staff member will be available to provide assistance when asked. Staff cannot be held responsible for a child completing his/her homework. The Eagles Nest will provide the necessary resources to complete homework, such as paper, pencils, markers, scissors and computers for research. • Only G and PG rated movies will be shown to the Eagles Nest children. PG movies are shown in compliance with the New Albany-Plain Local School movie policy. LOCATION The Eagles Nest will operate, in most part, in the Primary School cafeteria, gym, playground and classrooms. OUTDOOR PLAY Children have the opportunity to play outside daily if the weather permits or when safety conditions are suitable. Outdoor play will be cancelled if the temperature is 20 degrees or below, the wind chill factor is 0 degrees or below, or if the temperature is 95 degrees or a heat index at or above 100 degrees. The 4
children will be provided the use of the gym for indoor large motor activities. Please make sure your child is dressed properly for all weather conditions. SUPERVISION No child shall be left unsupervised, except for leaving the program area for other activities within the building with a signed permission form of a parent/guardian, for example, Eagle Enrichment, scouts, or tutoring. Children may use the restroom alone or in groups of no more than six children without supervision. HOURS OF OPERATION MORNING SCHEDULE 6:30 - 9:15 a.m. Welcome, choice of activities; breakfast available from 7:45 - 8:15 a.m. 8:55 a.m. Dismissal (Note: Kindergarten student dismissal time will be at approximately 8:30 a.m. to provide shuttle service to the Early Learning Center.) AFTERNOON SCHEDULE 3:40 - 4:00 p.m. Welcome, check-in, snack and announcements 4:00 - 5:45 p.m. Choice of Homework/quiet activities, outside/gym time 5:45 - 6:00 p.m. Clean up and preparation for departure 6:00 p.m. Program closed 2 HOUR DELAYED START DAYS The Eagles Nest morning program will be closed on the four 2 Hour Delayed Start Days scheduled during the 2018-2019 school year. These delayed start days occur on: October 10, 2018 November 14, 2018 January 9, 2019 March 13, 2019 Parents should make alternate arrangements in advance for their children on those days. TUITION POLICIES TUTION POLICY The Eagles Nest tuition rates are based on an annual tuition fee that is divided into eight equal monthly payments after registration. Some months contain more program days than others, but the tuition amount remains the same. There is no tuition adjustment due to holidays, emergency closures, vacations or child absence. Monthly tuition payments are non-refundable and not transferable unless approved by the Administration. Tuition is due on the 15th of the month prior to the start of each month of the program. 5
As part of the New Albany-Plain Local Schools, The Eagles Nest will also use PayForIt to process monthly tuition payments electronically for each child’s before and/or after school aged child care. PayForIt allows the parent to choose an automatic checking, savings or credit card account for monthly tuition payments. PayForIt also allows a parent to establish a recurring payment. The monthly tuition due must be paid electronically by the established due date. PayForIt payment instructions will be provided after you have received confirmation of enrollment. 2018-2019 TUITION RATES The Eagles Nest Monthly Tuition Rates (August through May) Program Time Tuition Rate Tuition Rate Each First Student Additional Sibling Residing in Same Household AM (6:30-8:55 a.m.) $200.00 per month $175.00 per month PM (3:40-6:00 p.m.) $185.00 per month $160.00 per month AM and PM $335.00 per month $310.00 per month ADDITIONAL FEES Late Payment Late or unpaid account balances will be charged a $25.00 late payment fee. A late or unpaid account balance, including all late fees, must be paid within five business days or may result in termination of service. Habitual late payment or non-payment may result in termination of services. A participant dismissed from the program for non-payment will be placed on a wait list and allowed to return to the program only after all account balances and all late fees have been paid in full and if space is available. Tracking and Late Pick-Up Your child’s safety is our primary goal. Parent(s)/Guardian(s) must notify the Eagles Nest of any days their child is not attending. If your child is expected and does not arrive, staff will contact an emergency contact(s) in order to ensure the child is safe. A $5.00 tracking fee will be charged for each non-notification of a child’s absence. A late pick-up fee of $5.00 for every five minutes after 6:00 p.m. when a child is not picked up from the program will be assessed. Fees will be charged to your existing PayForIt account and must be paid in full within five business days of the occurrence. Frequent or repeated late pick-ups or failures to notify of absences may result in increased fees or termination of eligibility for services. Registration Fee $35.00 per student per school year (non-refundable) Extra Full Day Care $50.00 per child per day (by reservation only when available) 6
Contract changes A contract change fee of $30.00 will be charged for changes that reduce the number of hours of child care needed within the same school year. A new tuition contract and PayForIt authorization are required for any contract change. The district reserves the right to limit contract changes to the month after the request has been received. ADDITIONAL SERVICES AND FEES • Kindergarten students will have access to school bus services to/from the Early Learning Center to the Primary School when enrolled in the Eagles Nest. • The Eagles Nest Before and After School-Age Care Program may provide care on selected days when school is not in session. Care is available by pre-registering for the days you will need care, when offered. 2018-2019 All Day Care Dates September 10, 2018 Register by 8/31/2018 October 19, 2018 Register by 8/31/2018 • The Eagles Nest care provided on these days will operate from 7:00 a.m. to 6:00 p.m. The additional cost is $50.00 per child for each day of care needed. Tuition and fees must be current to register for optional full day care. Full day tuition is non-refundable and non-transferrable. Spaces are limited and reserved on first-come, first-served basis when such programming is offered. • The Coordinator reserves the right to limit enrollment according to space or staff availability. Enrollment may also be declined based on repeated conduct violations or special needs that cannot be met. • Children must bring a sack lunch on these days, as cafeteria service is not available. Snacks are provided. • Parent(s)/guardian(s) are responsible for notifying staff of any medication that needs to be administered. • The Eagles Nest is not open : o Labor Day o Thanksgiving Day/day before and after o Winter Break o Martin Luther King Day o President’s Day o Spring Break o Memorial Day Withdrawal from program • After registration: The first monthly tuition payment (payment #1) is refundable only if the child is withdrawn from the program prior to the first day of school. • After the first day of school, payment #1 is NOT refundable. • Withdrawals and changes may be made starting with payment #2. Written notification of withdrawal must be received within 15 days prior to the next scheduled tuition payment. Late notifications will result in only a partial refund. 7
• No changes or refunds will be given for the following time periods: November 15 -December 15 (payment #4) May 1-31 (Payment #8) • A child may be re-enrolled if space is available. A $30.00 re-enrollment fee is charged each time a re-enrollment occurs within the same school year. A new tuition contract is required at time of re-enrollment. • A signed tuition agreement must be on file for each family enrolled in the Eagles Nest program. • For questions regarding program withdrawal, please contact the Coordinator. Financial assistance may be available and may be discussed individually with the Coordinator. Any outstanding balances not resolved with the Coordinator will result in suspension from the Eagles Nest program and non-admission in the future. ATTENDANCE PROGRAM HOURS • Before school (A.M.) program hours are from 6:30 a.m. – 8:55 a.m. Parent(s)/Guardian(s) must come into the building and sign their child in. Breakfast will be available from 7:45 a.m. to 8:15 a.m. Breakfast will be provided through the Breakfast Club. • After school (P.M.) program hours are from 3:40 p.m. - 6:00 p.m. Parent(s)/Guardian(s) must come into the building to sign their child out daily. SIGN-IN/SIGN-OUT • In the morning, children must be accompanied into the building and signed in by their parent/guardian. After school, children should immediately report to the Eagles Nest program and sign in. The program cannot assume responsibility for your child until he/she is properly checked in. Kindergarten students will be escorted from the shuttle bus to the Eagles Nest Program for check-in. • Parent(s)/Guardian(s) or other designated person, must sign the child out with initials and time when picking them up. They must be willing to show ID upon request. Legal documentation on file is necessary to restrict parent/guardian from picking up a child. The Eagles Nest program cannot assume responsibility for children once they are signed out by parent/guardian and remain on school property. No child may sign himself/herself out of the program. • Written permission is necessary for a child to leave the Eagles Nest program to attend enrichment or other activities in the school building. The child must sign into the program prior to attending the activity if he/she is returning to the program afterwards. • In the event of an emergency, written or verbal permission by the parent/guardian is also required to allow a child to leave with someone who is not listed on the release form. They must be prepared to show ID. Any person not allowed to pick-up or sign-out a child should be listed in writing and given to the Eagles Nest staff. CUSTODY ARRANGEMENTS • All parent(s)/guardian(s) listed on the child’s release form shall be authorized to pick-up his/her child unless the Eagles Nest is provided the required court order or decree documentation. Parent(s)/Guardian(s) are permitted to designate others for pick-up unless the proper legal 8
documentation restricts parental rights and the Coordinator/Staff are apprised of the court order decree. Parent(s)/Guardian(s) with joint custody should agree to the release list, before the completion of the registration. Both parent(s)/guardian(s) will be permitted to pick up the child and to designate others to pick up. If one parent has legal custody of the child, they have the right to designate others to pick up, as long as they provide the staff with the required court papers. ABSENCES • If a child is going to be absent from the Eagles Nest program, parent(s)/guardian(s) are asked to notify the program as soon as possible at 614-413-8681 or 740-564-9438 (site cell) or emailing eaglesnest@napls.us. Failure to do so shall result in a tracking fee. EMERGENCY CLOSINGS • If school is announced closed prior to the beginning of the school day, there will be no Eagles Nest program that day. If the opening of school is delayed, there will be no A.M. Eagles Nest program. If school dismisses early due to inclement weather or other emergency situations, there will be no Eagles Nest program that afternoon, and parent(s)/guardian(s) are requested to pick up their child as soon as school is dismissed. DISCIPLINE POLICY AND PROCEDURES BEHAVIORAL EXPECTATIONS There are specific behavioral guidelines for children enrolled in the Eagles Nest program. Children are expected to participate in and enjoy activities without disrupting or preventing other children’s enjoyment or participation. To develop within children a respect of self, others and environment, the following guidelines are needed: • Children are expected to follow the directions of staff. Site rules will be reviewed with children. • Children are to show respect for others and not fight, kick, pinch, bite or do anything which would hurt, frighten, or humiliate another child. • Threats to other children and adults/staff are taken seriously and are considered grounds for suspension/removal from program. • Children are expected to use a normal tone of voice indoors and use acceptable language at all times. • Children are to use furnishings and materials properly and carefully, and return all items to their designated place when finished using them. • Parent(s)/guardian(s) need to work with staff in a positive, respectful manner to help resolve any problems. • Children must stay in designated program space, both indoors and outdoors. • Children may not ride their bicycles, rollerblades or skateboards on school property during Eagles Nest hours unless a special activity has been planned. Electronic games are not permitted unless authorized by the Coordinator. Cell phones are to remain in backpacks. • Children will be responsible for cleaning their space after snacks, after play and before leaving with their parent(s)/guardian(s) at the time of sign-out. • A child who is having problems with the guidelines of the program may be removed from the program to a designated quiet area until he/she is able to act in an appropriate manner. 9
• Children who repeatedly violate Eagles Nest rules may be suspended or removed from the program, may not be accepted into the program the next year, and may not be permitted to attend the Eagles Nest full-day sessions. CONSEQUENCES Despite our best efforts, there will be inevitable conflicts occurring in the program. These conflicts can be seen as “teachable moments” as they help children learn how to deal with conflict situations in general, giving them the tools that they will need throughout their childhood and beyond. Basic conflict resolutions steps: • Approach the situation calmly - stopping any hurtful actions. • Acknowledge children’s feelings - making simple statements that show concern. • Gather Information - asking children what they think happened or what they want to have happen. • Restate the problem - repeating the information that children have shared in a neutral and calm way. • Ask for ideas for solutions and choose one together- asking how we can solve the problem. • Be prepared to give follow-up support - first be encouraging to children and then be observing to ensure that the situation is resolved. Our goal is to resolve any unacceptable behavior before it escalates to the need of write-ups or suspension/removal. DISCIPLINE DOCUMENTATION • A write-up will be issued when a child repeatedly does not follow the behavioral guidelines through verbal re-direction, or for a severe infraction or deliberate violation of the rules. • Three discipline write-ups will result in a conference with the program Coordinator, Child Care Assistant and parent/guardian and suspension from the program. Tuition payment continues through suspension. • After suspension, if a child’s conduct warrants another disciplinary write-up, the child will be dismissed permanently. If the child’s conduct warrants permanent dismissal, he/she may be dismissed permanently without the usual fourth write-up. In such cases a parent/guardian conference will be called. • If a child is suspended or expelled during the normal school day, the child may not attend the Eagles Nest program until the school suspension/expulsion is over. PROHIBITED DISCIPLINE The following restrictions apply to discipline in the Eagles Nest program: • There will be no cruel, harsh or corporal punishment, or any unusual punishment such as, but not limited to, punching, pinching, shaking, spanking or biting. • Discipline shall not be delegated to a child. • No physical restraints shall be used to confine a child by any means other than holding a child for a short period of time, such as a protective hug, so that the child may regain control. • No child shall be placed in a locked room or otherwise confined to an enclosed area such as a closet, box, or similar cubicle. 10
• No child shall be subjected to profane language, threats, derogatory remarks about himself/herself or his/her family, or any other verbal abuse. • Discipline shall not be imposed on a child for failure to eat or for toileting accidents. • Techniques of discipline shall not be intended to humiliate, shame or frighten a child. • Discipline shall not include the withholding of food, rest or toilet use. • Separation shall be brief in duration, and age and developmentally appropriate. The child shall be within sight and hearing of Eagles Nest staff, and in a safe, lighted and well-ventilated space. ILLNESS/MEDICATIONS/ACCIDENTS EMERGENCY CARE • If a child is injured and we deem necessary, an emergency squad will be called for treatment and/or transport to the hospital. We will make every effort to notify the parent/guardian as quickly as possible, but the immediate care of the child is our primary concern. EMERGENCY CONTACT FORM • Every child must have emergency information on file. ILLNESS • Eagles Nest staff cannot be left responsible to care for sick children. Children who are ill, exhibiting symptoms of a communicable disease, and/or running a temperature, are not permitted to remain in the program while ill. If absent from school the child may not attend the Eagles Nest program. If a child exhibits any of the following symptoms a parent/guardian will be notified: o Diarrhea (more than one loose stool in 24 hour period) o Severe coughing that causes the child to become red or blue in the face or to make a whooping sound o Difficult or rapid breathing o Yellowish skin or eyes o Conjunctivitis (pink eye) o A temperature of 100 degrees Fahrenheit taken by the auxiliary method when combination of other symptoms o Untreated infected skin patch(es) o Stiff neck o Evidence of lice, scabies or other parasitic infection o Vomiting o As otherwise determined by the Coordinator MEDICATION • Medication, both prescription and over-the-counter, will be administered to your child only with your written permission and after you have completed the appropriate authorization form which is signed by your physician. The form is kept on site, along with a log of when medication was administered. 11
• All prescription medication must be current within the last twelve months, kept in its original container and have a legible label containing the child’s name and written instructions for use from a licensed physician, nurse practitioner or dentist. All medications will be kept in an area that is inaccessible to children. • Parent(s)/Guardian(s) are responsible for notifying staff of any medicine that needs to be administered on full days, if applicable. ACCIDENTS • A staff member will report any injury that he/she determines may need medical or dental attention. An incident report will be completed within a 24-hour period from the time of the incident and provided to the parent(s)/guardian(s) when they pick up their child. The parent/guardian will be asked to sign the form, along with the person reporting the incident and program Coordinator. A copy will be placed in the student’s file and parent(s)/guardian(s) may receive a copy if requested. • Since accidents can occur without the direct knowledge/witness of supervising staff, children are advised to report any accidents immediately. Please make a practice of regularly reading the information posted for pertinent information and announcements such as the Eagles Nest weekly/monthly activity calendar and menu. • Cell Phone Free Zone: We respectfully request that you refrain from cell phone use before entering the building. Staff need you to be fully present for any conversations regarding your child’s care. • Visit the Eagles Nest Web Page for additional information NEWSLETTER/ACTIVITY CALENDAR • An electronic newsletter and activity calendar are provided to keep you up-to-date on events happening at the site and important information concerning the program. PROCEDURE TO ADDRESS PARENT(S)/GUARDIAN(S) CONCERNS The staff of the New Albany-Plain Local Schools Eagles Nest program is committed to meeting the needs of parent(s)/guardian(s) and children. Daily communication at the site is encouraged. If a problem arises which needs additional attention, parent(s)/guardian(s) should take the following step(s): • Request further discussion with the Eagles Nest Coordinator. • Child Care Assistant may be asked to participate. • The program welcomes parent(s)/guardian(s) participation regarding the program design and evaluation. Input from parent(s)/guardian(s) will be considered by site staff and Coordinator. PET POLICY Animals are not permitted in the Eagles Nest programming area. BULLYING The Eagles Nest program is committed to providing a safe, positive and nurturing environment that is free from harassment and bullying. Harassment, intimidation and bullying whether by students, staff or third parties is strictly prohibited. SAFETY DRILLS AND EVACUATION PROCEDURES Fire drills are conducted monthly. Tornado drills are held April through June. An emergency plan that includes evacuation routes and weather safety locations is posted in each area. At least one lock-down drill is held each year.
