Wildlife Commission Per NRS 501.171, the Wildlife Commission is Comprised of: 9 Gubernatorial Appointees with a 3-year term, two term limit (generally) One conservation; One farming; One ranching; One general public; and Five members who during at least 3 of the 4 years immediately preceding their appointment held a resident license to fish or hunt, or both, in Nevada. License Simplification & a New Vendor Our Vendor - Kalkomey, Enterprises LLC In the 2017 Legislative Session, the Department’s License Simplification bill was approved In the first three years with Kalkomey, the Department has seen unprecedented growth: • An increase of over 33% in big game Number of Applications tag applications submitted • An increase of 77% in fishing license sales • An increase of 54% in hunting license sales The Draw process is streamed live on YouTube with real time questions and answers for thousands watching 18
4461 – Data and Technology Services Division Budget Enhancements • E225 – Position Changes to Create a New IT Professional Position • FY 2022: $40,775 • FY 2023: $64,394 • Eliminates one Administrative Aid position and one seasonal Administrative Assistant position to create a new Information Technology Professional position. The Department currently has a very small IT Services unit with only three designated positions to support over 250 full-time staff, plus contracted and seasonal staff. These positions will increase department capacity to provide volunteer coordination and educational programming to proactively address concerns in the community such as human-wildlife conflicts or issues. Similarly, demands from within the education realm is far more than we can currently accommodate. In 2020, NDOW Urban Wildlife Program Received 3,940 urban wildlife calls The goal of this program is to educate the community on living with wildlife through one-on-one interactions during urban – Most were wildlife calls along with proactive outreach and education regarding baby aimed at preventing conflicts with wildlife and equipping birds or community members with the tools necessary to achieve aggressive solutions. wildlife – Staff spent an estimated 7,128.25 hours and traveled 25,985 miles resolving urban wildlife issues during 2020 We give callers the tools to reduce conflict through education. 25

We are here to serve you! • The Conservation Education Division works to promote Nevada Department of Wildlife (NDOW) programs, services and recreational opportunities while educating citizens about state wildlife and boating rules and developing educational programs. • Wildlife Education and Webinar Programs reached thousands of citizens during 2020 • The Data and Technology Services Division is responsible for the customer service interface, license and tag sales, and vessel titling registration • A call center is staffed 16 hours a day, 7 days per week with NDOW staff being primary contacts from 8 to 5 on business days 27

4463 – Law Enforcement Division Budget Enhancements • E229 – Position Changes to Create a New Full-Time Game Warden 3 Positions • FY 2022: ($59,047) • FY 2023: ($32,732) • Eliminates two seasonal Game Warden 3 positions and creates one full-time Game Warden 3 position assigned primarily to Recreation, Boating, Safety (RBS) patrol on Lake Tahoe, to better ensure constant and adequate RBS patrol, as well as assist other area Game Wardens by supplementing coverage of land duties in the area and decreasing the amount of time they may be called away from duties in land areas to cover duties on the water. • E301 – Body Cameras for Game Wardens • FY 2022: $35,502 • FY 2023: $35,502 • Funds for contractual obligations for the body-worn camera systems used by Game Wardens. Body cameras are now considered best practice and the agency would like to initiate the process of obtaining body cameras to meet public expectation and new changes to law enforcement practices. The incumbent researches all information for program expenditures relating to boating equipment from internal and external sources. All of this information is communicated when the incumbent provides these findings to supervisors and managers responsible for making these purchasing decisions. The trust and level of autonomy required to make the decisions and maintain the critical databases and financial business of the Division, is large, and clearly falls within the AA III class specifications. 4464 – Game Management Division Budget Enhancements • E235 – Create New Pilot 3 Position in the Air Operations Program • FY 2022: $119,749 • FY 2023: $119,624 • Creates one new Pilot 3 position in the Air Operations Program. The department's pilot flight hours have produced an increase over the last several years. Currently, NDOW pilots are flying between 475 - 525 hours annually. The industry standard is 350 hours flown. An additional pilot will result in increased safety and reduced hours of comp-time paid to current pilots. NDOW pilots each fly wildlife biologists and others on various wildlife surveys throughout Nevada. Additional duties include slinging materials into remote locations or slinging water into remote water developments. 4465 – Fisheries Management Division Budget Enhancements • E230 – Position Changes to Create New Full-Time Game Wildlife Area Technician 2 Positions • FY 2022: $10,598 • FY 2023: $46,949 • Creates two Wildlife Area Technician 2 positions and replaces temporary contractual staffing to allow higher-level staff to continue operating the 4 watercraft inspection stations while implementing other key elements of the Aquatic Invasive Species (AIS) Program at Lake Mead. Two technician-level State FTE positions are critically needed to provide continuity of program skills and knowledge, year-round management, and support functions for the AIS Program at Lake Mead and to continue containment measures of preventing the spread of quagga mussels. 4465 – Fisheries Management Division Budget Enhancements (continued) • E231 – Position Changes to Create a New Full-Time Wildlife Area Technician 2 Position • FY 2022: $4,858 • FY 2023: $21,148 • Creates one Wildlife Area Technician 2 position and replaces temporary contractual staffing. The new position will provide permanent full-time staffing at the Alamo roadside station located on the northbound lane of US Highway 93 approximately 10 miles south of the town of Alamo in Lincoln County, Nevada. The station is a key location that allows interception of north-bound trailered watercraft from quagga mussel-infested waters in southern Nevada and the lower Colorado River Basin before they reach destination waters in eastern and central Nevada and northern states. One technician-level FTE position is needed to provide year-round free-of-charge inspection and decontamination services to watercraft users. A State FTE position is critical to provide operational stability and for oversight of contract staff when available to address peak use periods. • E710 – Replacement Equipment • FY 2022: $126,028 • FY 2023: $155,086 • Replacement of equipment to maintain the fish hatcheries NEVADA DEPARTMENT OF WILDLIFE 41

Also requested for both years is new fish hatchery equipment. Fish hatchery equipment includes items such as large tools and equipment used in laboratories, mail rooms, clinics, and shops including heavy construction equipment. FISH and WILDLIFE • The Game Division is responsible for management, protection, research, and monitoring of wildlife classified as game mammals, upland and migratory birds, and furbearing mammals • The Fisheries Division works to ensure the health and vitality of Nevada's fish and amphibians in all streams, rivers, lakes and reservoirs • Wildlife Diversity Division is responsible for most non-game wildlife in the state 43
HABITAT and RECREATION The Habitat Division is responsible for ensuring that all wildlife habitats are in productive and good ecological conditions • Administer the water development, rangeland, and wildfire rehabilitation efforts • Planning, Operating and Maintaining Wildlife Management Areas • Reviewing, assessing, and providing comments on proposed land and water uses 44

The Power of Nature during a Pandemic • Sporting Goods stores have virtually sold out of many recreational goods such as fishing rods, freeze dried meals, camping supplies, wildlife watching supplies, guns and ammunition. • Recreational opportunities not only provide economic benefits but also physical and mental health benefits. Since the pandemic, the public has been appreciating the benefits of nature and calling on public representatives for financial support. • A survey by Pew Research Center showed that 57% of adults regularly spent time outdoors to help cope with the pandemic • National Geographic reported that “citizen scientists” are providing beneficial data on wildlife viewing NDOW reached over 18,000 people in 2020 through virtual programs during the COVID-19 Pandemic • Fishing License Sales Increased by 24.26 percent • Hunting License Sales Increased by 11.78 percent 47
