Welcome from School Sport Australia

                           School Sport Australia President’s Welcome

On behalf of the Board of School Sport Australia, I welcome all students, teachers, team officials and
parents to the 2018 School Sport Australia 15 Years and Under Netball Championship.

Established in 1981, School Sport Australia is responsible for the development and promotion of school
sport in Australia. Each year school sport representative opportunities are provided for over 6,000
students.

State and Territory school sport bodies work collaboratively and have accepted responsibility for
implementing School Sport Australia programs, assisting in policy development and providing, through
their individual state/territory networks, the maximum number of opportunities for students to participate
in the broadest possible range of sporting activities. School sport is offered at district, regional, state and
interstate level and each year, hundreds of thousands of Australian students are provided with
participation opportunities.

Approved international programs are features of the national school sport calendar. International
competitions planned during 2018 include Hockey, Netball and Water Polo, plus schools and individuals
will represent School Sport Australia at the International School Sport Federation Cross Country
competition.

Interstate sporting competitions provide opportunities for students to participate in sport at the highest
level. These Championships are an integral part of the School Sport Australia program, not only for their
sporting benefits, but also for the immense educational, cultural and social benefits they provide for the
participants.

I extend to all students my best wishes in their pursuit of selection for their State or Territory team and
wish them an enjoyable and rewarding experience as they pursue their personal goals in this particular
sporting endeavour.

Representing a State or Territory is an achievement of which you can feel very proud. I hope that all
competitors, team officials, organisers and supporters associated with this Championship derive
satisfaction and fulfilment from their involvement.

In closing, I wish to acknowledge and thank School Sport Victoria, Netball Australia, Netball Victoria, the
Championship officials and all of the officials from the competing States and Territories for their
contribution in ensuring the success of the Championship.

Welcome from School Sport Victoria

It is a great honour for School Sport Victoria to host Netball Championships. On behalf of School
Sport Victoria I would like to take this opportunity to extend my congratulations to all students who
have qualified to represent their State or Territory in this competition. The strong commitment to
sport, physical activity, and to the development of our youth, is the reason why students from across
Australia will compete in Victoria as part of this championship.

As team members it is your talent, dedication and commitment that brought you here. Now you have
a chance to become true representatives of your family, your school and your State or Territory. The
honour is determined not by whether you win, but by how you compete Character counts far more
than trophies.

It is Victoria’s privilege to host such a prestigious event and I am grateful to the Organising Committee
for their expertise and time in the planning to ensure SSV run a quality event. I would also like to
acknowledge the coaches, managers and officials, as well as staff from each state or territory in their
School Sport units, for their cooperation and professional attitude towards the staging of this event.
It is the efforts of these people across the country that have contributed in raising the overall standard
of school sports competitions.

The aims of School Sport Australia, which SSV will foster during this event, are to ensure that students
develop athletically, socially and educationally from their involvement in school sport. Remembering
this, I hope that all participants will enjoy themselves and achieve the team and personal goals you
have set yourselves.

I am sure that we will witness performances of the highest quality over the course of this championship
where everyone involved both on and off the competition arena will at all times compete or
participate in the spirit of sportsmanship and fair play as well as take the opportunity to come closer
to each other.

Welcome from the National Secretary

It is with great pleasure that I welcome all players, officials and supporters to Werribee, Victoria for the
2018 School Sport Australia (SSA) 15 and Under Netball Championships. It is exciting to be hosting
the championship at the newly developed Eagle Stadium, the largest indoor recreation facility in
Melbourne’s West. This year is 90 years since the first Schoolgirls Netball (formerly basketball)
Championship was played at the Practicing School in Brisbane and this championship continues to
provide wonderful learning opportunities for girls in Australia.

School Sport Australia congratulates all competitors on gaining selection; it is indeed an honour to
represent your state or territory and we hope that this is the beginning of a lifelong commitment to
netball. The Commonwealth Games Australian Diamonds team members - Caitlin Bassett (WA), April
Brandley (NSW), Maddie Robinson (VIC), Caitlin Thwaites (VIC), Liz Watson (VIC), Jo Weston (VIC) and
Stephanie Wood (QLD) an unbelievable 7 out of the 12 Australian players began their national careers
at this level.

This year again we continue to offer pathways for student umpires and student bench officials. At the
15s level student umpires were introduced last year at the Pacific School Games but student umpiring
has been in place in the 12s championship for over 10 years. It is great to see students who have
umpired at the 12s championship developing their skills and now umpiring at the 15s championships.
Similarly student bench officiating has been in place for many years and again this year we look
forward to SEDA students assisting in this area.

This year we will have the involvement of Suncorp Super Netball players from both the Melbourne
Vixens and Collingwood Netball teams. It is exciting to note that 5 Vixen and 6 Collingwood players
played in this championship. I am sure we will be seeing some of the future Vixen and Collingwood
players competing here this week.

I know that School Sport Victoria (SSV) in collaboration with Netball Victoria are looking forward to
hosting this championship. I thank, on your behalf, Ian Landy and Jeanetta Rodwell (Championship
Convenors), and their organising committee for their many hours of hard work. Ian and Jeanetta are
very experienced at conducting championships and we look forward to sharing their expertise.

To the players, I wish you all the success you deserve from your preparation and commitment and
hope that during this week you realise some of your team and playing goals. Best of luck in your quest
for the Howie Cup.

Welcome from Netball Victoria

Welcome to the 2018 School Sport Australia 15&U Championships which are being hosted by School
Sport Victoria at Eagle Stadium, Werribee, which we believe is one of the best netball facilities in
Australia.

Congratulations to all players, coaches, umpires and officials who have been selected to represent
your State or Territory in this tournament. There are many players and officials in the Suncorp Super
Netball League and in the Australian Diamonds team who have come through previous School Sport
Australia Championships. We are excited about the talent that we see at this tournament every
year. Good luck to all participants and a big thank you to everyone who supports the teams.

We hope that you all enjoy the Championships and I wish everyone a fantastic week of competition
and camaraderie.

Welcome from the Wyndham City Council

Wyndham is excited to welcome Australia’s top young netball players and host this year’s 15 and Under Netball
National Championships at our very own Eagle Stadium.

I’d like to welcome School Sport Australia, all the teams participating and their families, coaches, referees, and
spectators to our great City.

Sports plays a fundamental role in our multicultural country and helps bring people together and strengthen
connections between diverse communities. We are pleased that Wyndham gets to take part in an event that
not only encourages inclusion but also fosters sportsmanship and teamwork, particularly for our young people.

Wyndham takes pride in the wide range of sporting and recreational facilities in our city that help keep our
community fit and active. Eagle Stadium is the largest indoor recreation facility in Melbourne’s West, featuring
a 1,500-seat show court. Our investment in this premier facility has ensured it not only meets the sporting and
recreation needs of our growing community, but also attracts the calibre of events such as this.

When you’re off the netball court this week, I encourage you all to explore Wyndham. There’s plenty to do
and see here in our city such as the Werribee Open Range Zoo, Werribee Park Mansion, the State Rose Garden
and the Werribee South beach and foreshore area.

If you’re up for some shopping, you can’t go past the Werribee City Centre or Pacific Werribee. There is also a
fantastic array of dining options across the city ranging from great coffee and brunch spots to ethnic
restaurants.

On behalf of Wyndham City, I’d like to wish all the participants the best of luck and hope that you and your
families have an enjoyable time.

Educational Excursion – Werribee Zoo:

Werribee Open Range Zoo offers a unique opportunity to experience an African adventure closer to
home and encounter the magnificent animals of the African savannah. The 200 hectare property is
home to some of Africa’s most iconic animals, as well as wildlife from the grasslands of Asia, North
America and Australia. All this, in an open range environment where the animals are given the space
to behave as they would in their natural habitats.

Students will participate in ‘An African Experience’ educational workshop followed by a Safari Bus ride.
This program focuses on endangered species, consumer behaviour, human impact and resource
management.

An African Experience:
Throughout An African Experience, students will consider the social, economic, technological and
environmental factors that influence the habitat.

Learning Outcomes:
   • Geographical Concepts and Skills.
   •   Geographical Knowledge.
   •   Decision Making and Actions.
       •       Understanding ConceptsDuring the workshop, students will:
   •   Apply personal values, education and experiences through facilitated discussions to
       determine how they can support Zoos Victoria to fight extinction.
   •   Develop a greater understanding of real life conservation issues and the impact humans can
       have on wildlife.

Safari Bus Ride:
Experience your own African adventure with an off-road Safari at Werribee Open Range Zoo. Be
completely immersed in the sights, smells and sounds of the savannah as you travel across the Zoo’s
open plains.

Rules and Guidelines

1.0 COMPETITION RULES

1.1 Rules of the Game The rules for play shall be those of Netball Australia except where otherwise
indicated in the By-Laws – 1.2.2, 1.2.3,1.3.2, 2.4.1, 4.4. 1.1.1 The Championships shall be run for six
(6) days with double headers on three of the days and the semi final day and the final day scheduled
as half days to allow for recovery and preparation.

1.2 Player Participation
1.2.1 Qualifications for selection in teams to compete at the Championship shall be 15 years and
under on 31 December of the year in which the Championship is held.
1.2.2 Northern Territory can be 16 years and under on 31 December of the year in which the
Championship is held.
1.2.3 Australian Capital Territory can be 16 years and under on and after the 30 June of the year in
which the Championship is held.
1.2.4 Tasmania can be 16 years and under on and after the 30 June of the year in which the
Championship is held.
1.2.5 All players are required to play a minimum of eight quarters unless prevented from doing so by
illness, injury or misbehaviour which is reported to the National Secretary for determination. A full
quarter is defined as 12 consecutive minutes and parts of quarters will not be accumulated. The
quarters must be completed in the preliminary round. Failure to comply will result in loss of all
preliminary round points. Where less than 8 teams compete the minimum numbers of quarters will
be adjusted accordingly.
1.2.6 All students who participate in the School Sport Australia Netball Championship must remain in
the host state/territory throughout the duration of the Championship and be bound by all
Championship arrangements.

1.3 Team Size
1.3.1 Each state/territory may enter a team. A team consists of twelve (12) players. Two (2) adult
officials are to accompany the team. An apprentice/assistant coach may be appointed to the team.
One additional student may accompany the team as a team assistant.
1.3.2 The team bench is per AANA Rules with the student official/apprentice/assistant coach also
permitted on the bench.

2.0 COMPETITION STRUCTURE

2.1 Fixtures
2.1.1 The fixture for Championships is listed as an appendix. Each state should be allocated an equal
number of time slots. Priority should be given where possible so that teams having the last game on
one day should not have the first game on the following day.
2.1.2 At least twelve (12) weeks prior to the commencement of the Championship the Championship
Convener shall submit to the states/territories a tentative program of matches. Any state/territory

wishing to submit an alteration to the tentative program of matches must do so within two (2) weeks
of receiving it. Any amendment to the program shall be circularised as early as possible to
states/territories.
2.1.3 The format for the competition remains but the fixture is based on the previous years’ final
placings following the Netball Australia format (Appendix 1). In the advent of additional
states/territories entering the competition after the Championship post-event meeting they shall be
allocated the numbers 5, 6, 7 etc, as each nomination is received by the Championship Convener.

2.2 Points Allocation
2.2.1 Two (2) points shall be allotted for a win, one (1) for a draw. Teams shall play each other on at
least one (1) occasion. There will be finals for the Championships.

2.2.2 Any state/territory playing a girl who is not 15 years or under (or the relevant age dispensation
for Northern Territory, ACT and Tasmania) on 31 December of the year of the Championship shall
forfeit all points gained for the Championship

2.3. Method of Determining a Winner
2.3.1 Final Positions during Championships
a) For the final rounds teams shall be placed in descending order according to the number of
points gained.
b) i) In the event of two teams gaining the same number of points the respective position shall
be decided by the result of the match during the Preliminary Rounds between the two teams
concerned.
ii) In the event of more than two teams gaining the same number of points the respective
positions shall be determined by the goal percentages on matches between the drawn teams. iii)
In the event of there being a draw for any placing at the end of the Preliminary Rounds which cannot
be resolved by applying (i) or (ii) above, the following procedure (relevant to the number of teams
participating) shall apply. For positions 1/2 - % of top four teams be calculated collectively 2/3 -
% of top four teams be calculated collectively 3/4 - % of teams placed 2nd, 3/4 and 5th be
calculated collectively 4/5 - % of teams placed 3rd, 4/5 and 6th be calculated collectively 5/6 - %
of teams placed 4th, 5/6 and 7th be calculated collectively 6/7 - % of teams placed 5th, 6/7 and
8th be calculated collectively 7/8 - % of teams placed 5th, 6/7 and 8th be calculated collectively.

2.4 Duration of Matches 2.4.1 6 teams 4 x 15 minutes 7 teams 4 x 15 minutes 8 teams 4 x 10
minutes All matches are to have the following breaks: 3min/5min/3min 2.4.2 Procedure for extra
time where a winner is required: (i) There shall be a two minute interval at the end of full time; (ii)
Extra time shall consist of two halves of five minutes each for an 8 team draw or seven minutes each
for a 6 or 7 team draw, with an interval of one minute at half-time. The centre Pass is taken by the
team entitled to the next Centre Pass; Amended September, 2016 (iii) During both of these
intervals, substitutions and/or team changes may be made [refer Netball Australia Rule 6.1.1 (i)]; (iv)
During extra time, normal injury or illness procedures shall apply (refer Netball Australia Rule 7.1).
However during the entire extra time: (a) The first stoppage for each team shall be up to two
minutes; (b) Each subsequent stoppage for each team shall not exceed thirty seconds. (v) In the
event of a draw remaining at the end of extra time, a visual signal shall be used to indicate that play
shall continue until one team has a two goal advantage.

3.0 FACILITIES, EQUIPMENT

3.1 Courts
3.1.1 The venue should be indoors whenever possible and feasible. States should be advised as soon
as possible of the playing surface that will be used e.g. plexipave, bitumen, floorboards etc.
3.1.2 The first mentioned team shall use the bench on the left when facing the court.

3.1.3 Indoor Venue Requirements: a) Sprung wooden floor with appropriate ceiling height for
lighting. b) The minimum distance between a court and obstruction shall be 3.05m. Safety of
players and umpires to be the paramount consideration. c) Only netball lines to be visible (if
possible) and all courts must be clean (playing surface and run off). d) Goal posts to be suitably
padded and shall start at the base of the goal post and extend the full length of the post.

e) A suitable warm-up area with goalposts or clear 1/2 hour to warm-up on playing court. f)
Separate change rooms for opposing teams, these to include showers and toilets. Separate
change rooms for male and female umpires. g) Two benches on either side of the official's area
and seating for umpires and reserve umpire. h) Seating for spectators and players (on opposite
side to the officials benches where possible). i) Sports medicine/physio room for rubdowns (if
possible). j) A lockable storage area. k) Area not to be shared with a school or other groups.
Note: If the host state/territory is unable to provide an indoor venue, all participating
states/territories are to be consulted prior to a decision being made as to the venue. l) Each
state/territory to be responsible for supplying their ice baths. Host state to ensure that adequate ice
is available for purchase by the state/territories.

3.2 Warm-Up Facilities
3.2.1 A warm-up court or the match court to be available for warm-up prior to the game. A 45
minute warm-up time should be allowed prior to the first match of play.
3.2.2 Practice courts are to be available for a training session prior to the Championship
commencing if states require this.

3.3 Game Equipment
3.3.1 Host state provides the match balls. One new ball is required each day of the championship.
States are to be advised as soon as possible of the type of ball that will be used during the
Championships. It shall be a ball endorsed by Netball Australia.
3.3.2 Scorebooks are to be ordered through Netball Australia. Scorebooks are in triplicate - one
copy goes to each team, one stays in the scorebook. Selectors may wish to receive a photocopy for
statistics.
3.3.3 Team lists – manager to submit a team list including bench and officials in writing to the
scorers and selectors prior to the commencement of the game. Netball Australia has “team list”
books available in triplicate. Substitute books are also available from Netball Australia.

3.4 Uniforms
3.4.1 Australian Capital Territory - Royal Blue, Gold and Navy Blue New South Wales - Navy Blue,
Sky Blue and White Northern Territory - Ochre, Black and White Queensland - Maroon,
White and Navy Blue South Australia - Red, Navy Blue, Gold and White Tasmania             - Bottle
Green, Yellow, Red and White Victoria        - Navy Blue, White, Bottle Green and Red Western
Australia - Gold, Black and White States must be notified of changes to uniform at the pre-event
meeting.
3.4.2 Players must wear bibs in the colour of the uniform, showing position on court. Players’
surnames must appear on the back of the uniform. 3.4.3 All states/territories are to have two sets of
bibs with alternative colours. The first named team is to decide which colour they will wear.

4.0 MATCH OFFICIALS

4.1 Umpires 4.1.1 Umpires will present as part of a Neutral Pool. These umpires will then be allocated
to games by the Umpire's Panel based on performance at the Championship 4.1.2 The Umpiring
Panel and umpires shall be appointed by Netball Australia.

4.2 Student Officials
4.2.1 One additional student may accompany the team as a team assistant.

4.3 Bench Officials
4.3.1 There shall be two scorers for each game working independently with separate scoresheets.
Scorer 1 shall be the official scorer for the game. Scorer 2 is responsible for calling for scorer 1 and
completing the running scoresheet. The scoreboard must be visible to spectators.
4.3.2 There shall be two timekeepers. Timekeeper 1 is the official timekeeper and shall be
responsible for scoring playing time, intervals and stoppages. Timekeeper 2 is the backup timer and
is also responsible for recording injury/illness and other stoppages. The electronic timer/scoreboard
may be operated by timekeeper 2. The clock now counts to zero but the siren attached to the clock
does not sound. The official time remains the role of the bench. The umpires are notified by the
bench.

4.4 Judiciary/Appeals
4.4.1 A Judiciary Committee shall be appointed at the pre-event meeting of each Championship. a)
The Judiciary Committee shall be established by each state/territory nominating one member. The
Championship Convener is to select three members not involved in the dispute, to adjudicate on the
issue. b) The championship convener shall chair meetings of the Judiciary Committee. The National
Secretary shall act as secretary of this committee.
4.4.2 A written report of any appeals and decisions arising from these appeals shall be provided to
delegates of each state/territory.

 5.0 ALL AUSTRALIAN TEAM Amended September, 2016
5.1 Team Definition
5.1.1 The team shall be named the School Sport Australia All Australian Netball Team and will be
announced at the Closing Ceremony of the Championship. Any girl gaining selection in the School
Sport Australia All Australian Netball Team may incorporate the wording “School Sport Australia All
Australian Netball Team 20_ _” on appropriate clothing. Amended September, 2016
5.2 Selection Process
5.2.1 a) Ten to twelve players shall be selected. b) No captain or vice-captain shall be named. c)
The players selected shall be those who have given the best performances in the areas of skill, court
play and understanding of the game. d) Positions will not be taken into account in the final
selection of the team i.e. there need not be the same number of shooters, centre court players and
defenders selected. e) A player need not have participated in every game to be included in
selection. f) Players selected must display a high level of sportsmanship and behaviour throughout
the entire Championship. g) In the event of an International Tour being conducted following the
Championship b) and d) will no longer apply and a team of twelve (12) will be selected.

5.3 All Australian Selectors Amended September, 2016
5.3.1 The National Secretary shall act as Adviser to the Selection Panel for the All Australian Team
(where applicable). The host state shall decide whether the National Secretary shall be a voting
member of the panel. There must be a total of 3 selectors. If the National Selector is a voting
member of the panel then there is only a need for 2 additional selectors. Amended September, 2016
5.3.2 It is recommended that the selectors hold the equivalent of an advanced coaching qualification.

5.4 Duties of Selectors
5.4.1 a) the selection panel must watch at least three matches for each state. b) There must be at
least one selector present for the majority of the match for all other games. c) The selectors must
submit the names of the All Australian team to the National Secretary or her delegate prior to the

Closing Ceremony. Amended September, 2016 d) The appointment of international tour officials be
made prior to the championships each year.

6.0 TROPHIES, AWARDS

6.1 Major Trophy
6.1.1 The Howie Cup is presented to the winning netball team at the Closing Ceremony. The name
of the winning team is to be engraved on the cup at the expense of the winning state.

6.2 Amy Safe (Gillett) Award
6.2.1 At the completion of each game each player is to individually (no team collaboration) vote for a
player from the opposition using the following criteria: i) exemplary on-court behaviour ii)
competent execution of skills iii) outstanding contribution to the team * positive attitude to team
members and the opposition in all situations * unselfish play * high work rate Each day the
National Secretary will supply an appropriate form which the managers are to return to the National
Secretary prior to the following days’ games. Voting concludes after the minor round games and
presentations will be made at the Closing Ceremony. A small plaque is to be awarded to the
recipient of the award in memory of Amy. Currently Champion sportswear sponsors this award by
presenting the winner with a clothing kit. The National Secretary coordinates this sponsorship.

6.3 All Australian Team Amended September, 2016
6.3.1 All members of the All Australian Netball Team will receive a School Sport Australia plaque
supplied by the School Sport Australia office. The cost of the plaque needs to be included in the
budget. An official photo of the Australian team may be taken to send to sponsor (if applicable) and
to have available for the players. Amended September, 2016
6.4 Umpires’ Award:
The 3 umpires allocated to the grand final game will each be awarded a medal acknowledging this
achievement.

School Sport Australia Girls Netball History
The championships had their origins in the Australian State Schools' Basketball Association          developed
originally for primary schools and played predominately on grass. Interstate carnivals commenced in 1923 and
continued in 1924 when a number of exchanges between individual states occurred. In 1924 visiting teachers
from Victoria, Queensland and South Australia to New South Wales made exhaustive inquiries into the question
of girls’ games with the view to inaugurating interstate contests. In 1925 South Australia hosted New South
Wales, Victoria and Queensland in both a junior and senior competition, one of the games attracted over 2000
spectators. South Australia was victorious in the junior section and South Australia and Victoria both finished
in first place in the senior. This competition continued in 1926 in New South Wales and 1927 in Victoria.

With the introduction of a perpetual trophy the first officially recognised Australian State Schoolgirls Basketball
(Netball) Championship was played at the Practising School, Brisbane in 1928. The final, on the afternoon of the
August 22nd, was before a large crowd. Victoria convincingly beat NSW 23 goals to 4 goals. Mr John Donald
Howie donated the perpetual trophy following the win of Victoria. Mr Howie was a Victorian Councillor from
1922 – 1932 and Mayor of Camberwell in 1927 and 1928.

Australian schoolgirls tournaments were organised to combine both a netball competition and an educational
tour, When girls weren’t playing they attended lessons at the local school or made educational day trips. In
Brisbane the girls visited Toowoomba, the Olympic Tyre and Rubber Works in Geebung and took a trip to the
South Coast of Queensland.

Netball rules and clothing endorsed notions that girls must retain their femininity and modesty if they participate
in sport. Netball attire at this time consisted of billowing bloomers, which were caught at the knees, stockings
to cover the legs, blouses and a hat or scarf placed around their hair line and tied at the back of the neck. Netball
rules endorsed the myth that women should not over exert themselves in sport.

All players except the wing attack were restricted to play in a designated third of the court. Rules prevented play
on movement or physical contest. For example, there was no rebounding after missed goals. Missed goals
resulted in a throw in by a defence. Furthermore a throw in from the sideline required your opponent to stand
next to you (outside the court) and no player was allowed to be within nine feet of the thrower. To prevent
unbecoming behaviour, the game was a 'silent' game with only the captain permitted to speak on court. The
game consisted of six terms which were seven minutes in length. The interval between each of the terms was
two minutes except at half-time when the interval was five minutes.

The age group for the competition in 1929 was the age of 15 in the competition year. For many years only four
states competed (NSW, Qld, SA, VIC). In 1930 the following rules were altered:
1. The ball shall be bounced in the centre of the field with sufficient force to reach the head height of the players.
2. Attention to be called to the centre girls to stand erect at the ring.
3. Goal throwing - the goal thrower may alternate feet after catching the ball.

There have been two breaks in the competition continuity with an outbreak of infantile paralysis in 1937 and the
Second World War from 1939-1948. Although the war finished in 1945 it took a           number of years for the
competition to be revived . In 1947 much effort was made to restart the competition but only Queensland
travelled to Melbourne and both states were to encourage other states to participate in 1948. In 1948 NSW,
Victoria and South Australia competed in Melbourne with the hope that a fourth team would participate in 1949
and the competition would recommence. In 1949 the carnival did recommence when South Australia,
Queensland, Victoria and Tasmania competed in Adelaide. This was the first time that Tasmania competed in
the competition.

The Australian State Schools’ Basketball Association Constitution of the time stated that the       Association
comprised of the following bodies – The Victorian State Schools’ Amateur Athletics Association (later becoming
The Victorian State Schools’ Girls Basketball Council); The NSW Public Schools Amateur Athletics Association;

The South Australian Public Schools’ Sports Association and The Queensland State Primary Schools’ Basketball
Association. Later was the inclusion of The Tasmanian State Schools Sports’ Council and The Western Australian
State Schools’ Sports     Association.

The objects of the Association were the development of girls’ basketball throughout the State Schools of the
Commonwealth of Australia and to organise Interstate basketball contests in such a manner that the participants
would derive the highest educational value from such contests. When voting each state was allowed two
delegates and if the vote was equal the Chairman had the casting vote on matters other than constitution.

The carnival has continued unbroken since 1949. In 1950, as a result of a suggestion from the late Mr. R.
McGregor, General Manager of the Victorian State Schools Amateur Athletics Association to the Australian State
schools’ Basketball Association Council Conference held during the carnival staged by the NSW Amateur
Athletics Association in Sydney, a record book was commenced. Records from 1950 show there was a junior
and senior component, with activities spanning almost two weeks!

The council met once during the carnival as an AGM to discuss the by-laws and rule changes. During the 1950
conference Tasmania, which was participating in their second carnival was        accepted as an ‘organised school
body’ within the terms of the constitution. For 1950, no trophy was available for the junior section so the Council
decided that each state should contribute (£1.1.0 - 1 pound, 1 shilling) towards the purchase of a cup to be
known as ‘The Interstate Girls Basketball Trophy – Junior Division’ and this was played for annually. The senior
teams continued to play for the ‘Howie Cup’.

A 'senior' and 'junior' Australian team was selected to play two other teams - 'The Rest'. The Australian Selectors
comprised of a panel selected from different states at the Preliminary Conference. This was the beginning of the
selection of an Australian representative team, a tradition that still continues today.

In 1953 a second meeting of the Council was programmed into the carnival. This was named the Preliminary
Conference and was introduced in order that the examination of birth certificates and other such matters as
deemed necessary could be discussed. At this meeting it was moved and            carried that only women teachers
be appointed as Manageresses for the Interstate Basketball teams. In 1954 the game consisted of ten minute
quarters with intervals of three, five and three minutes. In 1955 the age limit for the senior girls was 15 years of
age on the 1st of September in the year the carnival is held. The junior team comprised of girls who had not
reached their 14th birthday and did not turn 14 in the year of the competition.

The competition became All-Australian (all states but no territories) with the entry of Western    Australia in
1956. This tournament was held in Brisbane and the Western Australian team travelled nearly 4000 miles by train,
which took them nearly a week! This was due to the changing railway gauge and the passengers and freight
changes. They had to change trains at Kalgoorlie, Port Pirie, Adelaide, Melbourne, Albury and Sydney.

By the 1956 tournament, the rules and clothing had modified to permit some freedom of movement. Hats, knee-
length bloomers and stockings were discarded. Sports tunics closely resembled box pleated school uniforms
which covered the blouse and were drawn in at the waist by a cord or sash. The tunic was required to be seven
inches from the ground when kneeling. Regular checks were carried out by netball associations at the beginning
of each season. Girls were required to kneel down and have their hem length checked.

Many restrictive features still remained—it was still a ‘silent’ game and rebounding from missed shots was still
not permitted—actually as soon as the goalie took aim no one was allowed to move. As the goalie could take
five seconds the immobility of defences demonstrates the emphasis of no physical contest. By 1960 there were
6 states competing regularly at various venues in rotation, In 1961 all states fielded both junior and senior teams
– a total of 120 girls.

In 1964, after a recommendation from the Directors of Education it was moved that the junior team be withdrawn
from future carnivals so the teams were reduced to one per state. The following year the council unanimously
decided that the junior trophy remain in the hands of the state that had won it the most times. Consequently it
is held by SA who had won it 8 times since 1950. SAPSASA still have the trophy in their cabinet today.

In 1965 council decided that that the playing time would be increased from four quarters of ten minutes to four
quarters of fifteen minutes. In 1966 bibs began to be worn stating positions. The bibs read AW and DW - attack
wing and defence wing. The seven starting positions were goalie, attack, attack wing, centre, defence wing,
defence and goal defence.

With the gradual rise of age limits for participants, the staging of these competitions became difficult for a
primary school body and so in 1967 the secondary school sports body took over responsibility increasing the
age to 16. During this time Queensland and NSW withdrew from the competition as they requested that the
competition be open age. Also in 1967 the number of umpires increased to two with each umpire taking
responsibly for umpiring half of the court and their sideline.

In 1969 at the secondary championship all players needed insurance cover. Parents/guardians were required to
sign a certificate certifying that their child was fully insured against injury with 24 hours coverage.

1970 was the year that Women’s Basketball was renamed Netball. Netball was the term used in England and by
taking on this name change this gave netball an international focus.

1973 was the first time that netball and hockey were programmed together, with four states involved (SA, WA,
TAS, VIC) with both the hockey and netball competitions. 1977 saw the largest possible competition as included
for the first time where all the states of Australia and the two territories. This continued until 1989 when the first
time since the inception of the Hockey/Netball Championships, the netball and hockey were held in completely
different locations; netball in Launceston and hockey in Hobart.

In 1974 Betty Bennett (Victoria) was awarded a service award in the form of a silver medallion for outstanding
service to girls’ interstate netball over a long period of time. Betty was recognised again in 1991 when life
memberships were awarded. Also this year it was passed that private school students could be included in teams
if states association agreed to this.

In 1982 three substitutes could be used but they could only take the court at half time. In 1987
officials from all teams voted to enable all players to be interchanged at any of the intervals, a
revolutionary move that was to be adopted by Netball Australia in the nineties. This enabled the coaches to
make more use of all of their players.

1990 was the final year for the combined Hockey/Netball Championships. Julie Hewson (WA)
became the first National Secretary for Netball and reported that hockey and netball would be
separating and using different By-Laws. For 16 years all eight affiliates had supported the combined
championships - quite a remarkable record in women's sport.

1991 was the first official Australian Secondary Schools' Netball Championships since 1972.
Unfortunately Tasmania withdrew from all school sport interstate competitions, not competing in a netball
championship for 8 years. This was due to their Education Department no longer funding their school sport
department. 1991 also was the first time that Netball Australia (AANA) had direct involvement through the
presence of Jill McIntosh who was then the National Coaching Director. Jill who went on to become the National
Coach attended this championship (despite her hectic schedule) for the next thirteen years. She was a past player
(1970) of this championship, being a member of the victorious Western Australia side and earning selection in
the All Australia Schoolgirls’ Team.

This liaison has continued to strengthen each year with the involvement of Netball Australia
representatives at every championship since this time. From 1997 through to 1999 Janet Bothwell (the then
National Coaching Director) conducted a professional development session for the state officials. This has
become a very important component of this championship and greatly appreciated
by all involved. Also in 1991 a Merit Award was introduced, awarded to a skilled player who had missed Australian
representative selection but showed potential.

For the first time in the history of the championship, the teams participated in finals at the end of the round in
1992. Not only did this bring a climax to the excellent competition it also gave all the teams
a chance to compete for specific positions. 1995 saw the introduction of an Umpires' Convenor

appointed by Netball Australia, ensuring the appointment of umpires from a neutral pool was in line
with other Netball Australia national championships. Chris Burton (the then National Umpires’     Director) was
instrumental in ensuring this continued. Chris was a past South Australian player (1959) and was selected in the
All Australian Team at this Championship. Chris also coached the SA team in 1970.

At the finish of the 1992 championship Julie Hewson retired from the position of National Netball Secretary
having re-established the Australian Secondary Schools' Netball Championships as a strong female event on
the Australian School Sport Council calendar. Paula Nielsen a previous SA team coach was appointed to the
National Netball Secretary position with the aim to further develop the competition and strengthen ties with
Netball Australia. She continues in this position today.

In 1996 the Merit Award was changed to the Player’s Player Award. At the completion of each game, players
individually voted for a player from the opposition based on court behaviour, execution of skills and contribution
to their team. David Johnson (Kea Designer Sportswear/Champion) began          sponsoring the award in 1996 and
has sponsored this award for 21 years.

1998 saw the introduction of up to 12 players instead of 10 players who could compete for each state or territory
at the national championships; this also came in line with all other Netball Australia championships. It added
another dimension to the game as coaches’ work to use all 12 players
during the minor rounds. This also gave more players the opportunity to compete for their state at this level.

1999 once again saw the return to a truly national championship with Tasmania rejoining the
competition. The team coordinated by Netball Tasmania proudly represented their state. 2001 saw the renaming
of the championship to the School Sport Australia 15 and Under Netball            Championship. This was to
come in line with the Netball Australia underage championships and the School Sport Australia sport by-laws
and guidelines.

After two years of planning the named 2001 Australia Team competed in a Trans Tasman           competition in
New Zealand in 2002. The inaugural team of 12 players from four states competed in New Zealand against a
Netball New Zealand Schools Representative team, a Maori team (Aotearoa) and a Pacific Islands team (Pasifika).
After a very closely fought out final against New Zealand our team won by 1 goal on the same day that Australia
beat New Zealand at the Commonwealth Games in Manchester. A great effort considering the New Zealand girls
were on average two years older than our girls. Congratulations to Cathy Fellows (VIC), Marg Smith (SA), Stacey
Campton (ACT) the inaugural coach, manager and umpire and inaugural co-captains Julie Prendagast [Coletto]
(past Australian & current ANZ Championship player) and Joanne Sutton (past ANZ Championship and
Australian player).

A Partnership Agreement was signed between Netball Australia and School Sport Australia in 2002 with both
parties agreeing to work co-operatively and in partnership in the promotion and          development of school
netball programs at both the state and national levels. 2003 saw the      appointment of all umpires according
to Netball Australia policy strengthening the link between School Sport Australia and Netball Australia. This gave
another opportunity for T.I.D umpires to experience competition at a national level. It also greatly assisted the
players, as the funding of the umpires was no longer part of the levy.

In 2004 the International Schoolgirls Netball Challenge was hosted in Adelaide an extension of the Trans Tasman
Challenge with 7 teams competing. This was the first time an Indigenous School Sport Australia team competed
along with School Sport Australia, Netball New Zealand, Aotearoa, Pasifika, Cook Islands and Bastion High School
from South Africa. It was hoped that this competition would continue to grow with IFNA (International Netball
Federation) showing interest in supporting this event.

2005 saw a return of the championship to Launceston, Tasmania. It had last been held in Tasmania in 1989, 16
years ago. It was a long awaited return. In 2006 the Players’ Player Award was renamed the Amy Safe (Gillett)
Award. Amy was tragically killed in a cycling accident overseas when
representing Australia at the World Cycling Championship. She had previously represented South

Australia in 1990 and 1991 at this Championship. As a 15 year old when asked what were the
characteristics of a top sportsperson she wrote, “Determination, ambition to succeed, ability to
accept decisions and any failures and continue on.” This she did as Amy represented Australia in both rowing
and cycling and South Australia in both netball and triathlon. She is sadly missed but will now always be
remembered at this championship.

The International Schoolgirls Netball Challenge returned to Adelaide in 2006 with Singapore entering for the
first time. Congratulations must go to the 2006 selected School Sport Australia team which competed in
Auckland New Zealand in 2007 beating Netball New Zealand by 1 goal in the grand final. The team officials were
co-coaches Kristy Keppich-Birrell (VIC), Joanne Macdermid (NSW), manager Bernie Toohey (QLD) with the
captain Ashton Hurn (SA).

2008 once again saw the International Schoolgirls Netball Challenge hosted in Adelaide. This year Sri Lanka
entered the competition for the first time. At the 2008 15 and Under Championship it was agreed that the draw
from 2009 onwards would now be based on the finishing position of each of the teams in the previous year. This
ceased the long standing tradition of the manager selecting a number by ballot that would decide the team’s
position in the draw.

In 2008 the first semi-professional netball competition in Australasia was introduced as a joint adventure
between Netball Australia and Netball New Zealand named the ANZ Championship. The competition ran for
nine years with an average of 40 past players from our championship competing for one of the ten franchises
over the nine years, a remarkable achievement.

In 2009 an official Memorandum of Understanding was signed between Netball Australia and School Sport
Australia. This formalised a cooperative agreement between the two parties. At the 15 and Under Championships
Netball Australia agreed to manage and fund the appointment of       umpires and the allocation panel, provide
coach education and provide a selector of the Australian team. The MOU was renegotiated in 2010, again in
2011 and the MOU is now in place until the end of 2016.

2010 saw the International Schoolgirls Netball Challenge return to Adelaide with Bukit Jalil Sports School in
Malaysia entering the competition. The selected 2010 Australian team which competed in Wellington, NZ in
2011 beat Netball NZ by 12 goals a great effort. Well done to coach Kristy      Keppich-Birrell (VIC), assistant
coach Leesa Gallard (VIC) , manager Peta Maher (SA) and captain Kaitlyn Bryce (NSW).

2012 saw the International Schoolgirls Netball Challenge hosted in Adelaide with Samoa entering the
competition for the first time. It was once again a fantastic week of netball, networking and fellowship for all
the girls. 2014 saw the International become a 10 team competition with Fijiana FANZ and Tonga Auckland
Netball Association entering the competition.
