Honorable Shirley A. Jones Esq. National President 2022 PRESIDENTIAL THEME AND PRESIDENTIAL PRIORITIES BIG is still on the move! BIG is still relevant! And, not even a pandemic BLACKS IN GOVERNMENT ®️NATIONAL CORPORATE SPONSORSHIP PACKET 2022 could prevent us from moving forward the mission of our Blacks In Government organization. After a magnificently productive 2021, I am excited for what 2022 has in store. If nothing else, BIG has shown throughout the pandemic that we know how to turn lemons into lemonade. To that end, I have established the following theme for our efforts in 2022: Think BIG, Now Think Bigger! And, the focus of that theme is growth, growth, and more growth. Accordingly, I have established the following Presidential Priorities: Increasing BIG’s visibility Increasing BIG’s connections Increasing agency partnerships Increasing memberships across all 11 Regions Increasing NTI attendance As you can see, the emphasis is on increase. Importantly, as we continue to grow, we become a better partner for you, our corporate sponsors. And, that is very important to me personally i.e. that we be a great partner for you and that we have a mutually beneficial relationship. To that end, I look forward to connecting with all of you to discuss our plans for 2022, how we can connect with you on our national efforts, and indeed how we can best connect you with our members who are the ultimate beneficiaries of the relationship. National Training Institute Training in a Transformed Workplace Providing Innovative Professional Development Blacks In Government 2022 Annual National Training Institute (NTI) will be held August 15- 18, 2022, in Cleveland, OH. While we are planning to host a BLACKS IN GOVERNMENT ®️NATIONAL CORPORATE SPONSORSHIP PACKET 2022 traditional in person NTI, presenters have the opportunity to indicate your availability to teach in person, virtually, or both (if the pandemic warrants a hybrid option). WORLD CLASS TRAINING The NTI will feature workshops, special enhancement programs, and unlimited networking opportunities. The 2022 NTI Workshop Committee is seeking proposals that reflect current issues, emerging practices and the best thinking in the professions based on research and lessons learned. The committee invites proposals that include innovative and cutting-edge content and foster discussion and student engagement. To provide a diverse array of presenters and topics, NTI training sessions should be in the following categories: CD - Career Development CS - Communications Skills DS - Diversity Studies EEO - BIG EEO Institute/ EEO/Personnel FM - Financial Management HR - Human Resource Management HW - Health Awareness and Wellness IT - Information Technology LM - Leadership and Management Skills PD - Professional Development TP - Technical and Professional Skills Each workshop will be 1 hour and 45 minutes; **certification courses requiring more contact hours will be considered**. National Programs & Initiatives DESCRIPTION OF NATIONAL PROGRAMS AFFIRMATIVE EMPLOYMENT(AE)/EEO PROGRGRAM Develops programs to address areas of concern of Black government employees including rates of hiring and firing; promotions; training; details; distribution of authority and BLACKS IN GOVERNMENT ®️NATIONAL CORPORATE SPONSORSHIP PACKET 2022️ responsibility; adverse actions; awards; merit pay; and disciplinary actions. Also, in line with BIG’s strategic plan, one of BIG’s AE/EEO program goals is to eliminate practices of racism and racial discrimination against Blacks In Government. In re-energizing BIG’s AE/EEO program, we are establishing a process to assist (1) individuals seeking relief from discrimination in the workplace and (2) groups of employees within specific agencies who are experiencing discrimination in the workplace. Both processes will provide documentary evidence of adverse impact and disparate treatment which will enhance BIG’s meeting with agency management officials to point out practices of racism and racial discrimination against Blacks (and other minorities) in government and offer solutions to eliminate unfair practices as stated in our strategic plan. In addition, BIG members will be trained as Complaint Advisors to provide advice and assistance to government employees. The Complaint Advisors will support the entire AE/EEO program. ATTORNEY ASSISTANCE PROGRAM (AAP) BIG gives $2,500 grants to BIG members that have filed employment discrimination claims based on race. The grants are only repayable if the member wins his or her case. ATTORNEY REFERRAL SERVICE (ARS) BIG maintains a listing of attorneys that represent government employees in discrimination claims. DARLENE H. YOUNG LEADERSHIP ACADEMY (DYLA) The Darlene H. Young Leadership Academy (DYLA) is a competency-based leadership development program designed to develop future public service leaders through providing assessment, experiential learning and individualized development opportunities. DYLA is committed to preparing BIG members for leadership roles at all levels of public service and throughout our BIG organization. The Darlene H. Young Leadership Academy partners with Morgan State University to host and provide continuing education units and professional development hours to members attending this nine-month program. The DYLA Coordinator roles: • Support the mission and goals of the DYLA Program • Support Participants needs to ensure completion of program requirements • Coordinate DYLA program related activities. This highly interactive training uses dynamic instruction and numerous activities to emphasize leadership traits and facilitate discussion of leadership issues.
National Programs & Initiatives NATIONAL MEMBERSHIP - HBCU INITIATIVE Membership committee shall develop and implement comprehensive membership activities which will be directed to employees at all levels of government Federal, State, and Local BLACKS IN GOVERNMENT ®️NATIONAL CORPORATE SPONSORSHIP PACKET 2022️ projecting the philosophy, goals, and objectives of BIG. BIG is extending our membership to Historical Black Colleges and Universities (HBCU’s). The BIG HBCU Initiative focuses on providing networking, mentorship, career development, professional and personal growth by providing subject matter experts to readily assist new recruits. BIG National’s goal is to collectively ensure college students are introduced to career opportunities at all levels within the federal government ensuring that our youth are prepared to progress to high levels in government, private industry, and to become our country’s best. FUTURE LEADERS IN AMERCANS GOVERNMENT (FLAG) FLAG was created within BIG to include into membership young people who BIG will prepare as the new generation of American leaders to act as advocates for the employment and general welfare of Blacks employed by Federal, State, and local governments. The FLAG program is designed around five critical areas that will help prepare our youth to reach their full potential—mentorship; financial literacy, leadership training, career training and education, pre-professional career opportunities, and scholarship opportunities. BIG partners with colleges, community organizations, government agencies, corporations, businesses, and other stakeholders who lend resources to provide youth with opportunities that foster academics, leadership development, personal growth, and life skills. https://bigfutureleaders.wixsite.com/futureleaders MONETARY ASSISTANCE PROGRAM (MAP) Helps chapters to conduct meaningful programs in support of BIG’s objectives. BIG provides financial help when requested through MAP, BIG is assured of consistently high-quality level of activities in support of its goals and objectives nationwide. NATIONAL YOUTH SCIENCE,TECHNOLOGY,ENGINEERING & MATH (STEM) STUDENT COMPETITION The STEM Academy provides academic and social support to high school students so that they have the competencies to become successful STEM professionals. The ultimate goal of the STEM Academy is to encourage and help prepare high school students to pursue a college education in Science, Technology, Engineering, and Math. The 2022 STEM Student Competition theme is: "Creativity Inspired by Science and Technology”. This competition is designed to challenge the creative minds of high school students. The STEM competition invites students to create a superhuman character that came to Earth to restore unity, inclusiveness, and cooperation. Based on scientific research, students will develop their super character and write a story explaining how they got their superpowers. Students compete for scholarships and awards.
National Programs & Initiatives NATIONAL YOUTH ORATORICAL PROGRAM BLACKS IN GOVERNMENT ®️NATIONAL CORPORATE SPONSORSHIP PACKET 2022️ The National Oratorical Competition provides high school students with the opportunity to practice and enhance their public speaking and written communication skills. The 2022 Oratorical Theme is: “ Diversity, Equity, and Inclusion: Are We Headed in the Right Direction?”. Students compete for scholarships and awards. HEALTH AND WELLNESS PROGRAM Develops and coordinates comprehensive on-going health activities such as planning and implementing forums, health screenings, health exhibits and special health related events that will enhance BIG membership overall health outcomes. NATIONAL TRAINING INSTITUTE (NTI) Provides training that will enlighten civil servants about the issues that affect the public they serve. Also, the training supports professional development and self-improvement that can lead to career advancement and upward mobility. Participants learn how to deal with common workplace problems creatively. The National Training Institute will be held in person in Cleveland Ohio August 15 – August 18,2022 at the Cleveland Convention Center. BIG 2022 Theme: Training in a Transformed Workplace - Providing Innovative Professional Develop. NOW GENERATION Focuses on programming for young professionals of BIG under the age of 40 looking to enhance their success and become leaders in the workplace. OFFICER LEADERSHIP TRAINING (OLT) Provides members with a vast understanding of BIG’s organizational structure, officers’ roles and responsibilities, and guidance on governing BIG’s business; this prepares members to serve in BIG leadership positions and achieve personal and professional goals. Help members to maximize their potential and reach their professional and personal goals. Increase members understanding of the organizational structure and functions of BIG. Provide members with the tools and techniques needed to better serve BIG members and our constituents. Increase members awareness of the services and programs offered by BIG. Increase member’s ability to motivate others to join BIG.
National Programs & Initiatives SCHOLARSHIP TO ACQUIRE CAREER KEYS (STACK) PROGRAM The Scholarship to Acquire Career Keys (STACK) Program provides BIG members an BLACKS IN GOVERNMENT ®️NATIONAL CORPORATE SPONSORSHIP PACKET 2022️ opportunity to jump start their careers with additional education and training, and thus become more competitive for promotions and career advancement. The program underwrites specific training expenses associated with a specific government job or promotional opportunity. MILITARY VETERANS EMPHASIS PROGRAM (MVEP) Serves as an internal consultant to BIG and promotes the use of the Veterans Administration and community programs, benefits and services for BIG military veterans and their family members. In addition, MVEP makes recommendations to the National Executive Committee that will better serve military veterans and their families. BIG MVEP provides interpersonal and online information and support to BIG's military veterans and their families that create more effective pathways to military veteran-oriented resources provided by local and national government/commercial/private organizations by fostering synergies that help ensure BIG military veterans and families maximize military veteran - oriented resources and services. FEDERAL EMPLOYEE EDUCATION & ASSISTANCE FUND (FEEA) SCHOLARSHIPS Provides scholarships annually to the children and grandchildren of BIG members, ensuring our continued support of education for our youth. LEGISLATIVE PROGRAM Legislative Review Committee shall review and analyze all proposed and existing legislation and major employment programs policy changes to determine possible uni-directional impacts on Black government employees. Objectives consist of: To write resolutions to legislative issues based on local or national issues that BIG needs to get behind and support. Send out legislation that impacts our members such as National Security, Education, Criminal Justice System, Voter Suppression, Whistleblower, Healthcare, etc. The Legislative Committee will train and educate younger individuals who show an interest in legislative matters. As members of BIG we have a responsibility to ensure that we educate our members on legislation that impacts the government workforce and our nation, ensuring that the next generation is prepared to lead at the highest levels in government to protect our country’s best interest.
National Programs & Initiatives VISUAL MARKETING/PHOTOGRAPHY TEAM Serves as a Sub-Committee in support of the Communications and Public Relations BLACKS IN GOVERNMENT ®️NATIONAL CORPORATE SPONSORSHIP PACKET 2022 Committee. The team endeavors to produce, deliver & archive high quality positive images that covey the world class performance and professionalism that BIG personifies with its leadership and members as they execute BIG’s goals and objectives. PROJECT BIG VOTE Continually provide information and expertise to empower African American civil servants to: actively partner with local community and national resources (churches, sororities, fraternities, civic organizations, social clubs, civil rights organizations, labor unions, and homeless and veteran representatives), and other like-minded organizations; increase US citizens political education, awareness, voter registration and participation voting in local, state and federal elections. Type of Program Area: Increased grass roots organizing. Educate people in the importance of voting. Energizing our youth, college students and young adult voters. Working with a variety of coalitions to address the issue of voting. Increase voter registration drives and voter education efforts. Inform voters on the relevant issues that affect government employees. Use media tools to help get the vote out. Results from and Benefits of participating in redistricting and reapportionment plans. Re-emphasize outreach agenda. Educating our seniors on absentee ballot casting. Observing poll importance and exit polling education agenda. Participate in pre-election education and phone banking opportunities. Assess the value of implementing a BIG voter hot-line.
