MVP Health Plan, Inc. Individual 2018 Public Comments We just received notice that MVP is requesting a rate increase of over 10% for 2018. My premium is now over $660 per month, where do they come off asking for such a large increase? Infation is no where near 10%. All they should get is based on inflation. Healthcare cost over the last several years has sky rocketed to the point where an average person cannot afford to purchase health insurance. If I am not mistaken, the cost has at least doubled in the last ten years but yet, salaries have not risen anywhere near that exponential increase. There is great need to control the charges made by hospitals and medical facilities to their patients. It appears that there is too much greed in the medical industry along with insurance companies who are looking out, not the patients' care, but their deep pockets; taking advantage of patients in need of healthcare, whether it be preventive screenings or required treatments. Healthcare should be a not-for -profit entity where everyone who works in the industry is paid a good salary but not a license to steal. I disagree with the absurd requested rate increase of 12.83% for MVP. Every year we are paying more premium and receiving less benefits, paying more out of pocket on top of the higher premium due to the 'all new deductibles' ...when will this end? This is leading to the point where people can no longer afford health insurance, cannot afford to pay their deductible amounts, afraid to go to the doctor because they will be shocked with an astronomical bill afterwards and ultimately find out they have a terminal illness that was preventable? Is this what America is all about? I was sent a letter of increase of my rate for the upcoming 2018. The increase is 15.8% This is a massive increase!! I'm very disappointed that now we have to take measures to look for another plan unless this is disapproved from DFS. The name of the plan is Non-Standard Silver 2 and is individual coverage. Please take a look at this and see that it is a massive increase for 2018. Thank you. It is NOT okay with me for MVP to be requesting a rate hike of 10.62%! It's a larger percentage hike than last year, as I am on a fixed income, I don't have an extra 10.62% to give them! I am a have been relying on the Platinum level of care, if MVP continues to jack these rates, I may have to forego coverage that could very well save my life. I'm pretty sure the state doesn't want to deal with me in their emergency rooms, which will cost everyone way more than if coverage its expenses were reasonable consistent. I already pay almost 15 thousand dollars a year---I don't need the burden of paying more or losing essential coverage. In the current political climate when affordable health care is a political football, it's scandalous that health care companies feel they can dip their hands in for more for themselves their stockholders. Please consider denying MVP's craven request! Thank you.
MVP Health Plan, Inc. Individual 2018 Public Comments I've reviewed the rate sheets and the premiums being used are not even close to those being billed. Seems that the number being reported to DFS is significantly less than actually billed. My rating line shows a premium that is less than 1/2 of the actual premium. Where are the Admin vs services cost breakdown, do we know how efficient MVP actually is before allowing an increase. Secondly, all of us that are insured know that HealthCare Professionals and Facilities are taking advantage of Insurers and Insureds; ordering needless tests and charging ridiculous prices. Furthermore there is no clear way to shop for Health Care services! Changes to the laws are needed. I am currently paying 1580.00 for family coverage, I don't believe I need to be paying more.i would love to retire ,but my biggest concern is paying for health care and if they keep increasing,that will never happen. I've just received a letter from MVP about a 15.83% rate increase which will raise my monthly payment from $440 a month to around $510 a month, 3 years ago when I first signed up I was paying around $360 and month. I have had the same plan for the whole time. How is this suppose to be affordable health insurance? I will not be able to afford the increase as I can barely afford what I'm paying now. This seems pointless, but I'll register my voice anyway for the numbers. The rationale provided by MVP for this increase - rising costs of medicine, aging population, etc., should be considered in the face of their lobbying budget. Part of my premiums are going to fund lobbying efforts to thwart improvements to healthcare, including single payer models. The state should not support these efforts by blindly allowing these exorbitant premium hikes. Last year we went through the same thing. Last year my plan went up $40 per month, this year it will go up $90 per month - a 15.8% increase, and that is after I decreased my coverage to offset last year's increase. If they raise the rates by this amount, my monthly premium will be $670 with a $3800 deductible, which will mean that most of my other medical costs will not be covered and will have to be paid out of pocket. This year I will pay $7,000 for insurance, next year it will be $8040, which doesn't include my copays, prescriptions and tests not covered. When did medical insurance get to the point where the monthly cost is the same as a mortgage payment or the cost of a $100K automobile? We should start looking at the root causes of what drives the costs up, such as medical malpractice, lawsuit legislation, drug company pricing, etc.... and work to fix those things, not just keep accepting outrageous prices for medical care and prescription medications. Every year my rates have increased 10-20%!. I am a small business with a family need coverage for my kids. we already took a very high deductible $3000/5000 per and yet my rates are $1700/mth; over $20,400 per year!!! this is ridiculous and will drive many small businesses out of business!

I feel an across the board increase of 14.1% is unfair to those who already pay out-of-pocket for preventative health care that keeps us healthy and not needing extraneous insurance coverage. There should be an option for those who haven't absorbed cost to at least remain the same or get credit for staying healthy. This is making insurance not affordable for many. Thank you. The proposed rate increase of 17.14% is ridiculous. I am already paying an outrageous monthly amount for very limited coverage by this company. Right now they barely cover 20% of my bills, while I pay them almost $400 a month $4,800 a year. If the increase goes through even as a healthy person I would have to limit preventative visits to my doctors. The current cost of my yearly medical insurance plan for myself and my daughter is $8,960.64 with a $5,100 individual deductible – a total of $19,160.64 before my “insurance” helps me out. MVP Health Care is requesting an increase of 17.12% (after a 7% increase this year in premiums and a 13% increase in deductibles) - an amount equaling $1,534.06 a year. Retired and on a fixed income how am I supposed to afford this insurance when my income does not change? Our medical services for 2016 were $356.69, spent out of my pocket in addition to the premiums - minimal doctor visits because we can’t afford the premium and the deductible. How am I supposed to afford to even go to the doctor and pay these premiums AND my deductible AND 40% after the deductible? I can’t – and this is why me and many others cannot afford to take care of our health. I'm writing to request that you not approve the 14.14% increase to my health insurance premium requested by MVP Health Care for 2018. I simply cannot sustain these annual double-digit increases in my health insurance premiums. My income barely goes up by 2% annually. I have the Non-Standard Silver Plan and he has the Standard Bronze Plan. My HIOS plan ID number is 56184NY0200008-01. We pay full price for our plans and do not receive any government subsidies. Our income is just barely above the limit to receive subsidies. We were recently notified by MVP of a potential rate increase of 13.05% next year for my plan, and a similar increase for his plan. I am writing to ask that DFS not approve MVP?s application for this increase. It is excessive and will cause financial hardship for us and other members on the plan. As a young couple with two growing businesses that pay taxes in New York State and will eventually create local jobs, we work hard and make sacrifices in our household budget to afford our already-high monthly premiums ($714 per month for both plans, $8,568 annually) and pay into these plans on time each month. At the rate that premiums continue to rise each year, this is unsustainable and we will be forced to opt-out of the pool, sacrificing our physical health for our financial survival. Our unsubsidized premiums and relatively good health ensure that MVP can afford to pay for others on the plan who are sick and need care while incurring minimal health care expenses ourselves (not to mention their own high profits and salaries). When we do have medical expenses, we pay out of pocket toward sky-high deductibles we will likely never reach, which is an even bigger burden on top of monthly premiums. With our hefty contributions into the pool and virtually no draws out of it, MVP cannot afford to lose paying members like us on these plans. And, if the rate increase is approved, that is exactly what will happen. This increase is excessive and unjustified. Please do not approve the rate increase application by MVP for 2018. Hello, Insurer name: MVP Health Care Plan: Catastrophic Individual Coverage HIOS Plan ID #- 56184NY0220002-01 I'm writing to express my distaste with the letter I received in the mail from my healthcare provider, MVP, regarding their proposed premium rate change of 19.72%. First, it should be required that insurers are clear in these letters that they send to their consumers: this is an INCREASE by 19.72%. Use of the word "change" is ambiguous and misleading for the sake of keeping angry phone calls at bay. Second, I am paying out of pocket for a catastrophic MVP plan. I have a $6000 deductible and a $272/mo premium. I work part time because I am about to start a graduate program, and have a little bit of money saved up, so I am avoiding staying off of the assisted plans as long as possible, mostly because this healthcare system is supposed to work by people who can afford healthcare assisting in the pool for those who cannot. I am fine with that, and I agree with that philosophy, so I am trying not to take assistance until I need it. That said, $272/mo increasing to about $326/mo (letter stated my deductible is subject to "change" as well) for a healthy, single, part-time employed person is not affordable. The goal should be to make the healthcare affordable by working towards reasonable pricing for medical care and procedures, not by inflating the insurance, and purposefully pushing people towards needing the assistance because the medical rates and the insurance rates are not in a proper ratio to average income. Additionally, I understand annual reassessments are necessary, but a 20% increase over the course of 1 year is absurd and is indicative of poor planning being pushed onto the consumers. This increase is exorbitant, creates a hardship and comes after a number of years of large increases with only one year of reduction. Here is the history of rates for this catastrophic plan: 2014 rate - $149.56 2015 - increased to $167.98, a 12.3% increase 2016 - increased to $222.84, a 32.7% increase 2017 - decreased to $211.78, a 5% decrease 2018 proposed - $253.57, a 19.73% increase From 2014 to 2018 it represents a 69.5% increase in premiums. I am not high-risk, I am healthy, I have had no surgeries or extended illnesses. I am grateful to have coverage and am aware that it is under threat as the new administration Washington looks to gut health care. I believe that the ACA began with the best of intentions, but the insurance companies have engaged in bait and switch. It was relatively affordable to start - about $450 a month. I am and, before the ACA, I had no insurance at all. So believe me, I am grateful. But the annual, far-beyond-prime-rate-and-inflation increases strike me as the move of companies looking to increase profits without increasing benefits. Please hold them accountable, require them to indicate why this increase is necessary, and be sure you agree before you let them hike my insurance rates to a new high. They will, year by year, gradually price me back out of having insurance, if the ACA should last that long. Thank you.

Myself and many others are so grateful for the current low premiums that allow us to have healthcare at rates we can afford, after many years of not being able to afford insurance at all. If the rates are raised, it will exclude people like myself from being able to afford even the most basic bronze level health care. Please do not raise the premiums. Thank you. Hi, the cost of our insurance premium is already taxing for our modest income. My husband has been left our area and I am unable to get insurance from my employee. It seems that an increase of 11.9% is unrealistic since our income has not increased at all this year and I do not know of any one who would get a 11.9% salary increase! Does your company provide ALL employees an annual increase of 11.9%? I am sure we are not the family in this situation. Please, please reconsider this proposal. Thank you for this opportunity. I received notice that MVP is filing a request with NYSDFS to approve a 10.63% increase to my premium!! These increases have been astronomical and need to STOP! I am a hard working individual - not on public assistance and paying these monthly high payments is very hard! I think there needs to be some control on doctor's fees, DRUG COMPANY fees! They are getting rich and we are suffering! This is a very expensive state in which to try to work live and it's the reason many are moving! PLEASE TELL THEM NO MORE INCREASES - AT LEAST NOT 10% It is scandalous that anyone would consider that insurance rates be allowed to go up 17% in one year....even in two or three years. That is much higher than cost of living increase or any other reasonable measurement. As a person, this is an untenable rate of increase. Health insurance premiums comprise 15-20% of my monthly income. And that doesn't even include the deductible and out of pocket expenses. How do you expect people to maintain health insurance at that rate? I strongly urge you to reject the proposed rate increase.
MVP Health Plan, Inc. Individual 2018 Public Comments As someone else said, this feels futile, but I am going to submit a comment anyway. I am requesting that the DFS board reject MVP's current application for a 15.77% increase for non-standard Silver 2 plans. Obviously there are huge and divisive discussions about the issues of healthcare going on among consumers, in NYS and in congress and the media. There is good reason for that. Most developed countries spend far less than the US does per individual with better outcomes (see http://www.cnn.com/2017/06/27/opinions/fixing-americas-health-care-sachs/index.html). My wife and I are healthy ( ) and currently pay individual plan premium rates (~$9000 annual premium plus over $3000 deductible) on a non-standard Silver-2 plan that would pay the mortgage on an ~$300,000 house. If MVP is granted this increase, we will be paying 20.5% more on our plan than in 2013 or about $876/mo. Annually we visit the doctor about times a year - . We have visited a about in three years and then had to pay out of pocket with the $3000 deductible. We have no expensive medications. We are obviously subsidizing many other sick people. Our premiums are currently more than covering our medical costs. Our neighbors have dropped their health insurance because they cannot afford it. Paying the tax penalty is the better option for them. The last thing we need is for more people to feel that they have reached their limit and have to drop their coverage. I believe this may be an indication of a trend starting here in NYS - premiums go up to cover those with high medical costs. More people drop their plans because they are so expensive. There are fewer premiums to cover and the cycle begins again. I am starting to wonder if investing the premiums and deductible and self insuring might be the cheaper way to go for us. If I simply took the ~$12000/year and invested it year after year, it would easily cover a $70,000 hip replacement once every 10 years!! Over the years I think my premiums plus investment earnings would have more than paid for all medical needs we had even with children, . In particular, I'd suggest that you reject this increase for the following reasons: 1. the real issue is in controlling prices on drugs and hospital services not in raising rates to cover exorbitant costs (e.g. an MRI in Japan costs $100 - here in the US it is $1200 or more). This is what other nations have done. We as the consumers cannot keep up with the increases of a semi-controlled marketplace. 2. MVP got their company back to profitability in 2015, but then put on a large hiring effort - adding cost when they should be controlling it. You must keep them accountable and efficient. We as individuals cannot do it individually. 3. There is so much uncertainty in the current health bills, that any projection by MVP as to required increases is only that - a guess. They must wait until the current congressional debate settles and they know the real costs. Some things will go way down. Others will go way up. There is no certainty now to request a large increase. Do not grant a rate increase when there is no real supporting evidence for 2018. 4. While they claim a 7.5% increase in drug costs (real) and a 1.5% increase in death rates vs their projections (shame on them for being wrong - what other industry can ask for increases due to a poor projection in a prior year?), these do not add up to the requested 15.77% increase on my policy premium. The numbers do not add to the total being projected to us, the consumers. 5. Generally, what is DFS doing to assure that these premiums don't get out of range for the average consumer. I don't qualify for a subsidy. I pay out of pocket for all premiums. I want insurance for catastrophic illness but not for gym memberships, simple doctors' visits... These low-end costs should be handled by the consumer (then you start to get a real marketplace effect) and only the larger things should be insured. Wellness will not come from the reams of paperwork I receive on how to be well and nursing consultation lines and Doctor on demand... But these things have to be driving up the costs. Please accept my input as sincere and as a consumer who is struggling with the rate increases that are about impossible to generate in a salary or business growth.

I pay $1250 a month for my husband and I and I don't even have a premium plan. Now MVP wants to increase it another 13%? How can they possibly justify such huge increases every year? Why does NYS continually allow these insurance companies to rob us blind? i hope that we are approved Per a letter dated 5/20/2017, MVP Healthcare is requesting permission to increase my premium by 13.09%. Last year, my premium increased by over 9% and my deductible increased by $900. My net income, which is under $30,000/year, has not increased in the past year. A 13% increase in insurance costs would cause me considerable financial hardship. According to Bloomberg, the MVP CEO's income is an average of , with a bonus of . I would like to know whether MVP has attempted to offset costs by meaningfully reducing administrative salaries before passing the expense onto their consumers, who pay those salaries. I look forward to MVP's response. The insurance premiums are so high that it makes it very difficult for one to pay the premiums on a 25 - 30 dollar yearly income. The increase seems to be very high. It is just about all I can do at the present rate. I am against the proposed MVP rate change of 14.1% for 2018 because that is just way too high. Nobody in this country as wage earners get salary increases this high and the average consumer can not tolerate these increases. This increase would add $50 a month to my premium which is just unreasonable. Insurance companies need to learn how to streamline their business and find other ways to manage without adding a ridiculous burden to those who can least afford it. Please help to keep these insurance companies in check! I currently pay $479.64 per month for a single person (me). The proposed 17.13% increase that I was notified about would bring the monthly cost to $565.98 per month. That's too much. Why not raise the rate by the federal COLA, more like 4%? Because of my income, I don't qualify for any subsidy, so I have to pay the entire premium amount. My annual deductible is really high, too, $5100, and the out-of-pocket maximum is high at 7100. Because I am relatively healthy, I haven't yet met the deductible, so I pay top dollar for doctor fees and prescriptions on top of the $5755.68 per year. That is a huge chunk of my income after rent and utilities. It wasn't so long ago, maybe 2015 that I was paying about $300-350/month. Can you consider lowering the proposed premium rate change? As a , I can't raise my rates 17.13% to cover the increase.

We are outraged at our current proposed cost increase for our individual health plan, Proposed increases have been very close to actual the last 3 years and there are not a lot of options of going to other plans. Very few are offered. We are a family of 4, Small Business owners, making middle class wages (roughly $ 110,000 annually). Premiums are so high we will be paying more for health insurance than our mortgage come next year. As business owners we cannot raise our prices to keep in line with insurance prices, what are we supposed to do??????? Everyone talks about insuring the uninsured, what about those who WORK very hard for a living and cant afford insurance. Why is this matter never addressed? As a contractor, I have paid for my own individual health insurance coverage for the past 10 years and I have seen my premiums increase by over 40% and my coverage drop by 100%. The fact that hard working citizens have to pay increasingly more for less coverage is compete nonsense. Low life system suckers should be the ones getting my poor 4000 a year deductible insurance for free or 20 dollars a month. I'm actually paying for coverage while people who qualify and participate in NY state of health have much better coverage than me. How does this make any sense? I think this is ridiculous, I'm a single male in his who rarely gets sick. I only use my health insurance in emergencies and for prevention. Now you might say, buy a smaller plan, the last time I did that I broke an ankle and my deductible was so high it make it a struggle to get by. Hello, I am writing in response to the letter I received dated 06/01/17 regarding a proposed rate hike for my insurance plan. My original premium is $367.04 and the proposed amount is $415.04. I have a high deductible plan of $6000. As of now, I would have to pay a total of $10,404.48 before having medical services covered without paying out of pocket. The proposed rate would mean that number goes up to $10,980.48 for out of pocket expenses per year. I am a healthy person so my medical expenses on average are less than $1,000 a year. Without insurance, I run the risk of a catastrophic injury putting me into bankruptcy, but at this rate, having insurance is doing that anyway. So if your rates do increase, I will be dropping coverage and taking the risk whilst paying the fine for not choosing insurance. It's not my first choice but enough is enough. Plus, if I'm thinking it, so will the other healthy 20 and 30 year olds who and strapped with massive student loans, and can't afford to be squeezed for every penny we make.
