EUROPEAN PARLIAMENT 2021 - 2022 SESSION Sittings of 14 to 17 February 2022 STRASBOURG MINUTES MONDAY 14 FEBRUARY 2022 IN THE CHAIR: Roberta METSOLA President 1. Resumption of the session The session adjourned on Thursday 27 January 2022 was resumed. 2. Opening of the sitting The sitting opened at 17.03. 3. Approval of the minutes of the previous sitting The minutes of the sitting of 27 January 2022 were approved. 4. Statement by the President The President made a statement on the situation at the Ukrainian border. On behalf of Parliament, she expressed her solidarity with and firm support for Ukraine’s people in the face of the threat which a Russian attack would pose to peace in Europe and reiterated her respect for Ukraine’s independence and territorial integrity. She called for a de-escalation of the present tension and underlined Parliament’s readiness to support robust, rapid and targeted action together with other European institutions and the international community. 5. Composition of Parliament The Italian authorities had given notice of the election of Camilla Laureti to replace David Maria Sassoli as Member of Parliament with effect from 12 January 2022. The German authorities had given notice of the election of René Ripasi to replace Evelyne Gebhardt as Member of Parliament with effect from 2 February 2022. Parliament took due note of their election. Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Camilla Laureti and René Repasi would take their seats in Parliament and on its bodies and would enjoy all the rights P9_PV(2022)02-14 PE 715.794 - 3 EN
attaching thereto. 6. Request for waiver of immunity The Greek authorities had forwarded a request to waive the immunity of Ioannis Lagos in order to institute criminal proceedings against him. Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee. 7. Composition of political groups Maxette Pirbakas and Jörg Meuthen were no longer members of the ID Group and now sat with the non-attached Members as of 2 February 2022 and 14 February 2022, respectively. 8. Composition of committees and delegations The S&D and ID groups had notified the President of the following decisions changing the composition of the committees and delegations: AFET Committee: Bernhard Zimniok BUDG Committee: Camilla Laureti to replace Elisabetta Gualmini ITRE Committee: Pina Picierno to replace Brando Benifei IMCO Committee: René Repasi AGRI Committee: Camilla Laureti to replace Pina Picierno, Hélène Laporte JURI Committee: Maria-Manuel Leitão-Marques to replace Marcos Ros Sempere The decisions took effect as of that day. 9. Negotiations ahead of Parliament’s first reading (Rule 71) The ECON Committee had decided to enter into interinstitutional negotiations in accordance with Rule 71, on the basis of the following report: - ECON Committee – Report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) No 575/2013 and Directive 2014/59/EU as regards the prudential treatment of global systemically important institution groups with a multiple point of entry resolution strategy and a methodology for the indirect subscription of instruments eligible for meeting the minimum requirement for own funds and eligible liabilities (COM(2021)0665 – C9- 0398/2021 – 2021/0343(COD)) – Rapporteur: Jonás Fernández (A9-0020/2022); In accordance with Rule 71(2), requests for the decision to be put to the vote could be submitted until midnight the following day, 15 February 2022. 10. Corrigendum (Rule 241) The committee responsible had forwarded the following corrigendum to a text adopted by Parliament: - Corrigendum P8_TA(2018)0444(COR02) to Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources (OJ L 328, 21.12.2018, p. 82) – (position of the European Parliament adopted at first reading on 13 November 2018 with a view to the adoption of the above-mentioned directive (P8_TA (2018)0444)) – (COM(2016)0767 – C8-0500/2016 – 2016/0382(COD)) – ITRE Committee This corrigendum would be deemed approved unless a request for a vote was made within 24 hours, in accordance with Rule 241(4). 11. Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79) Since the adjournment of the session on 20 January 2022, the President of Parliament, together with the President of the Council, had signed the following acts adopted under the ordinary legislative procedure: - Regulation of the European Parliament and of the Council on a reinforced role for the European Medicines Agency in crisis preparedness and management for medicinal products and medical devices (00076/2021/LEX - C9-0019/2022 - 2020/0321(COD)); - Regulation of the European Parliament and of the Council amending Regulation (EU) 2017/746 as regards transitional provisions for certain in vitro diagnostic medical devices and the deferred application of conditions for in-house devices (00079/2021/LEX - C9-0013/2022 - 2021/0323 (COD)); - Regulation of the European Parliament and of the Council amending Regulation (EU) 2019/216 as regards the Union tariff rate quota for high quality beef from Paraguay (00075/2021/LEX - C9- 0012/2022 - 2021/0146(COD)). Information on the manner in which the votes would be spread over the various voting sessions was available on Parliament’s website under ‘Priority information and documents’. Two requests to apply the urgent procedure (Rule 163) to the following legislative files would be put to the vote at the voting session that day: - Rail: prolongation of temporary measures concerning the levying of charges - COVID-19 (COM (2021)0832 - C9-0001/2022- 2021/0437(COD)) (final draft agenda, item 58); - Macro-financial assistance to Ukraine (COM(2022)0037 - C9-0028/2022- 2022/0026(COD)) (final draft agenda, item 74). The order of business was thus established. 16. Formal sitting – 20th anniversary of the euro From 17.11 to 17.30, a formal sitting of Parliament was held to mark the 20th anniversary of the euro. The President made a short speech to open the formal sitting.
