! ! Introduction' ! The!Cities!of!Unley!and!Mitcham!have!committed!to!a!regional!approach!to!planning!for! the!public!health!and!wellbeing!of!their!communities.!‘Living!Well’!sets!directions!for! promoting!community!health!in!the!region.!The!Plan!considers!Council!functions!which! influence!health!and!the!role!of!local!government!as!the!local!‘Public!Health!Authority’! under!the!South(Australian(Public(Health(Act(2011.1!! ! This!Plan!seeks!to!recognise!public!health!issues!for!both!Cities!and!the!opportunities!for! collaboratively!promoting!community!wellbeing.!The!Plan!also!acknowledges!the! characteristics!and!strengths!of!Unley!and!Mitcham.! ! ‘Living!Well’!is!the!first!Regional!Public!Health!Plan!developed!in!response!to!the! planning!requirements!of!the!SA(Public(Health(Act(2011.1!!Both!the!Cities!of!Unley!and! Mitcham!already!undertake!a!range!of!initiatives!which!support!community!health!and! wellbeing.!This!Plan!seeks!to!recognise!and!build!upon!existing!Council!achievements!and! set!priorities!for!the!next!five!years!having!regard!to!the!State!Public!Health!Plan!and! regional!attributes.! ! ! ( SA(Public(Health(Act(2011( ( Public(Health(is(the(health(of(individuals(in(the(context(of(the(wider(community.1! ! ! ! The!public!health!planning!system!under!the!SA(Public(Health(Act(2011!provides!a! flexible!approach!to!planning!for!community!health!and!wellbeing!for!South!Australians.1! It!recognises!that!we!need!to!maintain!the!significant!advances!of!the!public!health! system!in!protecting!the!community!from!infectious!disease,!whilst!preparing!for!new! and!emerging!public!health!challenges!such!as:! ! • Increasing!chronic!disease!(those!diseases!that!are!related!to!preventable!risk! factors,!such!as!diabetes!and!heart!disease).! • New!or!reEemerging!infectious!diseases.! • Public!health!risk!factors!such!as!excessive!use!of!tobacco!and!alcohol.! • The!global!challenge!of!climate!change!and!the!potential!implications!on!public! health.! • Addressing!mental!illness,!psychological!distress!and!wellbeing.! ! The!SA(Public(Health(Act(2011!establishes!a!system!of!public!health!planning!by!State! and!local!government.!Through!assessing!the!state!of!health!for!South!Australia!and!for! local!regions!we!can!plan!for!evolving!public!health!priorities.! ! ! ( SA(Public(Health(Act(2011( ( This(is(an(Act(for(the(twenty(first(century.(It(is(helping(our(communities(prepare(for(and( meet(the(health(challenges(of(this(century(and(have(a(better(chance(to(build(stronger( healthier(communities.1! ! ! Our'Approach'to'Developing'the'Living'Well'Plan' ! A!Regional!Public!Health!Plan!Project!Team!comprising!staff!representatives!from!the! Cities!of!Unley!and!Mitcham!has!overseen!the!development!of!the!Living!Well!Plan.! Developing!the!Plan!has!involved!the!following!stages:! ! • A'review'of'existing'Council'strategies'and'projects!of!relevance!to!the!priority! themes!of!the!State!Public!Health!Plan.!!This!review!involved!meetings!with! relevant!Council!staff.!The!findings!to!this!review!are!provided!in!the!‘Regional! Public!Health!and!Wellbeing!Plan!E!Audit!Report’.3!! ' ' ' ! 2!
! • An'assessment'of'the'state'of'health'in'the'region,!drawing!on!various!research! including!the:!Public!Health!and!Information!Development!Unit!(PHIDU)! Population!Health!Profile!for!the!region;!the!Department!of!Communities!and! Social!Inclusion!Survey!of!Community!Strengths;!and!the!Health!Atlas!of!the!region! prepared!by!Healthfirst!Network.!During!this!stage,!meetings!were!also!held!with! the!Central!Adelaide!and!Hills!Region!and!the!Southern!Adelaide!Fleurieu!and! Kangaroo!Island!Region!Medicare!Locals!to!discuss!regional!community!health! issues!and!initiatives.! • Community!consultation!on!the!draft!‘Key!Directions’!for!the!Plan!via!online! consultation!and!mail!out!of!information!to!various!groups.!! • Progress!presentations!to!Council!Elected!Members!and!Executive!Management.! • A!workshop!with!staff!from!the!Cities!of!Unley!and!Mitcham!to!review!proposed! strategic!directions!for!the!‘Living!Well’!Plan.! • Consultation!on!the!draft!Living!Well!Plan,!including!submission!of!the!Plan!to!the! Chief!Public!Health!Officer!of!the!Department!for!Health!and!Ageing.! • Finalisation!of!the!Plan.! The!key!planning!stages!are!summarised!in!Figure!1.! ! Figure'1'–'The'Planning'Process' ! ! ! ' The'International,'National'and'State'Policy'Context' ! The!‘Living!Well’!Plan!is!guided!by!the!higherElevel!policy!context!for!public!health.!At! both!the!National!and!State!level!it!is!recognised!that!we!need!to!tackle!unhealthy! lifestyles!and!provide!supportive!environments!to!address!rising!rates!of!overweight!and! obesity!and!chronic!disease.!4,5!! ! The!report!of!the!National!Preventative!Health!Taskforce!targets!obesity,!tobacco!and! the!excessive!consumption!of!alcohol!as!the!key!modifiable!risk!factors!driving!around!30! per!cent!of!the!burden!of!disease!in!Australia.4!! ! ! ! ! ! ! 3!

The!Taskforce!seeks,!by!2020,!to1:! ! • Halt!and!reverse!the!rise!in!overweight!and!obesity.!! • Reduce!the!prevalence!of!daily!smoking!from!16.6!per!cent!to!10!per!cent!or!less.!! • Reduce!the!proportion!of!Australians!who!drink!at!levels!which!place!them!at! short!term!harm!from!20!per!cent!to!14!per!cent!and!the!proportion!at!longer! term!harm!from!10!per!cent!to!7!per!cent.! • Contribute!to!the!‘Close!the!Gap’!targets!for!Indigenous!Australians.! ! The!South!Australian!Public!Health!Plan!established!under!the!SA(Public(Health(Act(2011,! titled!‘South!Australia:!A!Better!Place!to!Live’,!seeks!to!strengthen!and!improve! coordination!of!public!health!management!in!the!State.2!The!Plan!identifies!systemE building!actions!for!developing!an!effective!public!health!planning!framework!across! State!and!local!government.!This!planning!framework!is!a!key!driver!for!the!State! Strategic!Priority!‘Safe!Communities!Healthy!Neighbourhoods’.!2! ! ‘South!Australia:!A!Better!Place!to!Live’!identifies!four!priority!areas!for!promoting!public! health,!including:!2! ! • Stronger!and!Healthier!Communities!and!Neighbourhoods!for!All!Generations.! • Increasing!Opportunities!for!Healthy!Living,!Healthy!Eating!and!Being!Active.! • Preparing!for!Climate!Change.! • Sustaining!and!Improving!Public!and!Environmental!Health!Protection.! ! The!‘Living!Well’!Plan!considers!the!implications!of!the!above!priority!areas!for!the!Cities! of!Unley!and!Mitcham.!The!Plan!also!considers!a!wide!range!of!State!and!Regional! strategies!of!relevance!to!the!region.!These!are!referenced!against!the!Plan!actions!in! Part!C.! ! On!an!international!level,!the!report!of!the!Commission!on!Social!Determinants!of! Health,!recommends!global!action!to!address!health!inequity.6!‘A!key!aim!of!the! Commission!has!been!to!foster!a!global!movement!on!social!determinants!of!health!and! health!equity’.!6!The!report!provides!recommendations!for!addressing!the!daily!living! conditions,!which!contribute!towards!health!status,!including!recommendations!for!local! government!to!establish!‘participatory!governance!mechanisms!that!enable! communities!and!local!government!to!partner!in!building!healthier!and!safer!cities’.6!! ! ! ! ! ! !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! ! 1 !!We!note!that!in!the!2014E15!Federal!Budget!the!Australian!National!Preventative!Health!Agency!has!been!transferred!to! the!Department!of!Health.! 4!
! The'Role'of'Local'Government'in'Public'Health'and' Wellbeing' ! Councils!influence!the!local!social,!economic!and!natural!and!built!urban!environments! that!are!critical!to!promoting!healthier!lifestyles.!!Various!Council!functions!shape!our! local!environment!and!play!a!role!in!protecting!and!promoting!health:! • Community!services!and!events!assist!to!promote!socially!interactive!and!vibrant! communities.! • Libraries!provide!opportunities!for!community!education!and!information!sharing.! • Urban!and!infrastructure!planning!functions!can!promote!environments!for! physical!activity!and!access!for!people!of!all!ages!and!abilities.! • Environmental!health!functions!and!services!such!as!immunisation!are!important! for!providing!safe!environments!and!controlling!infectious!diseases!in!our! community.! The!‘Living!Well’!Plan!seeks!to!recognise!and!build!upon!the!current!activities!of!the! Cities!of!Unley!and!Mitcham!which!influence!public!health!and!wellbeing.!The!Plan! reflects!a!collaborative!approach!between!the!two!Councils!drawing!on!common!public! health!issues!and!community!strengths!as!well!as!the!unique!characteristics!of!each! Council!area.!! Council!roles!in!this!Plan!have!been!defined!by!the!following!categories:! ! • Coordinate'–!Council!has!a!lead!role!in!project!management!and!program/service! delivery.!It!is!a!core!role!and!function!of!Council.!Council!has!direct!legislative! responsibilities.!! • Facilitate!–!Council!can!facilitate!public!health!outcomes!through!partnerships,! consultation,!information!provision!or!community!support.!! • Advocate!–!The!strategy!is!outside!of!the!scope!of!Councils!role.!Council!will! advocate!on!behalf!of!the!community!to!the!responsible!agency!or!government! department.! • No'Role—!There!are!times!Council!does!not!have!a!role!to!play.! The!system!of!public!health!planning!by!State!and!local!government!in!SA!is!one!that! allows!for!‘continuous!improvement’!with!each!five!year!planning!cycle.!Council!Public! Health!Plans!cannot!address!all!public!health!issues,!rather!they!are!a!first!step!to! articulating!key!public!health!issues!to!be!managed!within!the!scope!of!current!Council! functions.!! ! ! ! 5!
! The!State!Public!Health!Plan!highlights!that!public!health!is!a!shared!concern!and!shared! responsibility!across!all!spheres!of!government!(Federal,!State!and!local).2!!Whilst! Councils!are!the!local!‘public!health!authority’!under!the!SA(Public(Health(Act(2011,!they! are!not!solely!responsible!for!addressing!public!health!priorities!in!their!region.!Public! health!planning!provides!a!mechanism!for!Councils!to!adopt!a!variety!of!roles!for! addressing!public!health!matters!for!their!communities.!These!roles!may!include!directly! coordinating!actions!through!to!facilitating!partnerships!or!advocating!for!action!by! other!agencies.!2! ! The'Corporate'Policy'Context'for'the'Cities'of'Unley'and' Mitcham' ! The!Living!Well!Strategy!seeks!to!build!upon!the!vision!of!the!City!of!Unley!Community! Plan!2033!and!the!City!of!Mitcham!Strategic!Plan:!Mitcham!2030.5,6!!The!Plan!is!a!key! strategic!management!document!for!both!Councils.! The!Plan!details!recommended!objectives!for!the!region!to!address!the!four!key!priority! areas!of!the!State!Public!Health!Plan.!Implementation!will!require!recognition!and! integration!of!these!themes!across!relevant!Council!planning!processes!and!projects.! Potential!linkages!between!the!Council!planning!frameworks!(as!detailed!in!each!Council! Corporate!Plan)!and!the!State!Health!Plan!priorities!are!summarised!in!Appendices!A!and! B.!! ! ( City(of(Unley(Community(Plan(2033(Vision( ( Our(City(is(recognised(for(its(vibrant(community(spirit,(quality(lifestyle(choices,( diversity,(business(strength(and(innovative(leadership.7( ( City(of(Mitcham,(Mitcham(2030(Vision( ( A(healthy,(inclusive(and(prosperous(community,(living(and(working(in(harmony(with( the(environment.(8! ! ! Guiding'Principles'for'the'‘Living'Well’'Plan' ! The!Cities!of!Unley!and!Mitcham!are!committed!to!the!following!concepts!for!improving! wellbeing!in!the!region.!These!principles!underpin!our!‘Living!Well’!Plan.! 1. Address the social determinants of health ! ‘Living!Well’!focuses!on!influencing!the!broader!determinants!of!health!for!Unley! and!Mitcham!residents.!It!is!recognised!that!the!broad!strategic!directions!for!both! Councils!influence!community!wellbeing!(as!shown!in!Figure!2).! ! ! ! ! ! ! 6!

Figure'2'Q'Influencing'the'Determinants'of'Health'in'the'Cities'of'Unley'and' Mitcham' ! ! ! ! ! 2. Embracing the life-course approach and active ageing ! Both!Councils!are!focused!on!providing!a!supportive!environment!for!health!across! all!age!groups.!‘Health!is!not!a!‘point!in!time’,!but!rather!the!accumulation!of!many! circumstances,!choices!and!events!that!have!occurred!in!the!life!of!an!individual’.!9! The!Cities!of!Unley!and!Mitcham!acknowledge!the!important!contribution!of!older! residents!to!the!community.!The!population!of!the!region!is!ageing!and!there!is!a! higher!proportion!of!people!aged!65!plus!years,!when!compared!to!the!metropolitan! average.!Both!Council!areas!have!a!higher!proportion!of!residents!aged!80!years!and! over!compared!with!metropolitan!Adelaide.!A!vast!majority!of!people!in!this!age! group!live!healthy!and!active!lives!and!this!can!be!supported!through!social!and! physical!infrastructure.!! 7!

This!Plan!embraces!the!concept!of!the!‘lifeEcourse!approach’!and!key!pillars!of!active! ageing:!health,!lifelong!learning,!participation!and!security.!These!pillars!provide!a! framework!for!individuals!and!population!groups!to!‘realise(their(potential(physical,( social(and(mental(wellbeing(throughout(the(life(course(and(to(participate(in(society( according(to(their(needs,(desires(and(capacities(while(providing(them(with(adequate( protection,(security(and(care(when(they(require(assistance’.9! ! The!Councils!adopt!the!‘lifeEcourse!approach’!to!planning!for!the!region’s!ageing! population.!Ageing!is!intergenerational,!meaning!ageing!is!occurring!in!all! generations.!The!aim!is!to!support!the!local!community!to!maintain!independence! and!prevent!disability!as!they!age!(i.e.!live!above!the!disability!threshold!for!as!long! as!possible).!9! ! 3. Promoting community strength and capacity for wellbeing ! Indicators!of!personal!health!highlight!that!rates!of!chronic!disease!conditions!in!the!City! of!Unley!and!the!City!of!Mitcham!are!generally!at!or!near!the!metropolitan!average.!! Overall!there!is!adequate!access!to!facilities!and!services!in!the!region,!with!a!high! percentage!of!respondents!to!the!2012!community!strengths!survey!(91.7%!in!Unley!and! 94%!in!Mitcham)!rating!their!local!community!in!terms!of!facilities!and!services!as!good! to!excellent.!15! ! In!June!2011,!the!rate!of!Residential!Aged!Care!places!in!Unley!and!Mitcham!was!33%! higher!than!the!rate!across!the!metropolitan!areas!overall.!The!region!has!a!significant! number!of!Residential!Aged!Care!providers!including!Anglicare,!ACH!Group,!Eldercare,! Southern!Cross,!ECH!Inc,!Resthaven!and!Calvary!Home!Care.!This!highlights!the! significance!of!the!Residential!Aged!Care!sector!with!regard!to!partnerships!for! promoting!the!health!and!wellbeing!of!older!residents!in!the!region.!The!rate!of! residential!aged!care!places!per!1000!population!aged!over!70!years!is!shown!in!Map!4!
