LIFE projects implementing Natura 2000 Bent Søholm Jepsen (NEEMO) Third N2000 Seminar for the Alpine Region, Sweden 9-11 October 2020 1
LIFE & N2000 Biogeographical Process Since 1992 LIFE has provided funding and possibilities for the implementation of nature projects 130 ongoing or closed LIFE projects in the Alpine region striving to maintain and improve biodiversity, ecosystems and, in particular, the Natura 2000 network (See the list in the Background paper annex 3) LIFE has supported elaboration and implementation of PAF Read more: http://ec.europa.eu/environment/life/project/Projects/index.cfm 3
Theme 1 – Natura 2000 restoration agenda LIFE has played a role in formulating PAFs is several Alpine regions and now IP’s are working to implement the PAFs. A number of traditional projects have been implemented Examples of methods employed: Large scale restoration of forests, restoration of natural rivers, restoration of lentic habitats, elaborating management models. Good LIFE examples: RO: Ecological restoration of forest and aquatic habitats in the Făgăras Mountains”, SE: ReBorn AT: LIFE Lech, ES: LIFE LimnoPirineus, SI: NATSLOMPIS 5
Theme 2 – Managing land use. - Examples of methods employed: Restoration of grassland habitats, addressing land use changes, fighting illegal poisening, Managing of water habitats, combatting IAS, Integrating nature and tourism planning. - Good LIFE examples: CZ/SK: Butterflies CZ-SK, LIFE for insects, HR: Dinara back to LIFE, PL: LIFE/BESKIDY, IT: Alpe Veglia, IT/ES: Antidotto, Veneno no, RO: SFC Calimani-Gurghiu, SE: Foder och Fägring, FR: LIFE DESMAN, IT: LIFE-CLAW, AT: Tiroler Lech, FR: Rhône-Alpes 6
Theme 3 – Optimising co-benefits with CCM and CCA - Examples of methods employed: reviewing the effects of climate change on grasslands and forests, Good practices to conjugate Use and Sustainability of forests, restoration of large forest areas, regulating waater flow by naturalizing rivers. Good LIFE examples: IT: LIFE PASTORALP project, LIFE AFORCLIMATE, FAGUS, RO: restoration of forests, SE: restoration of river flows – Reborn, IP: Rich water, AT: restoration of rivers – IP River solutions 7
Theme 4 – Improving ecological connectivity - Examples of methods employed: Improving connectivity for large carnivors, removing barriers for raptors migration, ensuring river connectivity, transnational planning and conservation actions. - Good LIFE examples: RO: LIFE Connect Carpathians, ES: PIROSLIFE, FR: LIFE GYPCONNECT, HR; DRAVA LIFE, AT; LIFE Obere Drau II, SI: LIFE AMPHICON, IT (AT, FR, SI): LIFE WOLFALPS EU 8
Integrated projects Implementing the Priority Action Framework and River Basin Management plans. Large scale; complementary actions with additional co-funding; involvement of stakeholders. Finland: Integrated Management of Freshwater Natura 2000 Sites and Habitats Sweden: resilient ecosystems and rich waters in the Northern Baltic Sea River Basin District Sweden: Using functional water & wetland ecosystems and their services as a model for improving green infrastructure and implementing PAF in Sweden Austria: Integrated River Solutions in Austria Slovenia: enhanced management of Natura 2000 in Slovenia 9

Strategic Nature Projects (SNaPs): • Mainstreaming of nature and biodiversity into other policies and programmes through coherent programmes of actions in the Member States, including institutional support • Particular, but not exclusive, focus on Priority Action Frameworks (PAF) • Aim to cover all Member States, from the start of Multifinancial Framwork Beneficiaries: competent nature/biodiversity authorities, in partnership with relevant stakeholders (possibly also some transborder SNaPs)
Components of Strategic Nature Projects (SNaP):
Take home messages There are a number of ongoing LIFE projects in the Alpine region providing best practise experience for management of Natura 2000 areas => go to the knowledge market! Check the database! The program is expected to continue in 2021-27 with an increase of almost €2 billion from the present LIFE LIFE integrated projects and (SNaPs) are working to explore new cooperation and fiancing models
