Tv Production Tender CRICKET IRELAND Section A Background Cricket Ireland wishes to engage an organization to tender for TV Production and broadcast services for certain of the Ireland men’s home international matches in 2020. Cricket Ireland (formerly the Irish Cricket Union) was established in 1923. It is the All-Ireland National Governing Body for cricket, representing all counties in the Republic of Ireland and Northern Ireland. Cricket Ireland is regarded as having one of the best governance models in Irish sport, and was recognised as National Governing Body of the Year in 2019 by the Federation of Irish Sport. Incorporated as a business in 2008, the Board of Cricket Ireland consists of 12 Directors (five of which are independent). Cricket Ireland has 16 commercial partners, including Turkish Airlines (main sponsor) and has the second largest Irish sporting presence on social media. In 2017 Ireland was announced as a Full Member of the International Cricket Council - only 12 nations (out of 105) hold this status in world cricket. Since 2018, Cricket Ireland has been part of the ICC’s Future Tours Program (“FTP”) which comprises a full schedule of competitive matches against other Full Members and key Associate countries. On the field of play, Cricket Ireland has a number of high profile international successes, upsetting established teams long before our ascension to Full- Member status in 2017: • in 2007, Ireland defeated Pakistan at the ICC World Cup bringing the national side to public attention • in 2011, at the Cricket World Cup, Ireland achieved the highest run-chase target in the history of world cups against England in a match watched by 2 billion people globally • in 2015, and most recently in 2020, Ireland have beaten T20 World Cup Champions, West Indies. 2018 saw Ireland host and play our first ever men’s Test Match against Pakistan to a packed stadium. This match was part of a break-out season for the sport in Ireland and was made available to more than 215 million television households around the world. Tv Production Tender CRICKET IRELAND Section B Statement of Requirements SECTION E outlines the information that must be included in tender submissions. Failure to provide all or part of the information may result in your submission being excluded from the evaluation process. The agreement will cover Television Production for Irish Senior Men’s International matches within the FTP for 2020 only. As detailed in Section A of this document, Cricket Ireland (CI) has achieved considerable growth and success in recent years and as such, wishes to appoint a TV Production company for 2020. Cricket Ireland will not be liable for any costs incurred by the contractor during this tender process and all other points as included in the Legal Provisions (Section C). Cricket Ireland is committed to maximising the value obtained from the commercial bids submitted, but CI does not bind itself to accept the lowest tender. Evaluation of tenders will be carried out by a tender panel. A shortlist will be agreed by the tender panel and the evaluators may contact tenderers to seek clarification of any aspect their tenders. The tender panel will consist of the following; • Mr Andrew May, CFO, Cricket Ireland • Mr Dennis Cousins, Commercial Director, Cricket Ireland • Ms Siobhán Keane, Event Manager, Cricket Ireland Tenderers should identify any work they are currently carrying out or competing for which could cause a conflict of interest and indicate how such a conflict would be avoided. 4
Tv Production Tender CRICKET IRELAND Bidding Process 1. Tender documents should be returned, marked ‘TV Production Tender’. 2. Applicants should submit tenders by email to Siobhan.keane@cricketireland.ie 3. Closing dates for the receipt of bids is Monday 2nd March 2020. 4. Cricket Ireland will then make a shortlist and may contact bidders directly to answer questions in relation to their bids and to seek clarifications if required. 5. Successful bidder will be announced no later than Wednesday 25th March 2020. Cricket Ireland are conducting this process in an open and fair manner and its decision will be based on the merit of the bid; and no preference will be given to any bidder. 5
Tv Production Tender CRICKET IRELAND Section C Legal Provisions in Relation to the Bid Process By participating in the bidding process described in this ITT and/or responding to this ITT, each Bidder expressly accepts the terms and conditions set out herein, including the following: 1.1 No Grant of Rights: This ITT by itself does not, and is not intended to, constitute a contract or an offer capable of acceptance for the grant of any contract for production services in respect of the Cricket Ireland Matches. Nothing in this ITT or in any materials provided by Cricket Ireland either with this ITT or during the Bidding Process shall be construed as a grant by Cricket Ireland of, or an agreement or undertaking to grant, any licence, assignment or other right in or to any contract for production services and/or any associated Intellectual Property Rights which are the property of Cricket Ireland or licensed to Cricket Ireland by third parties. 1.2 Unfettered Right to Alter the ITT or the Bid Process: Cricket Ireland reserves the right in its absolute and unfettered discretion at any time without advance notice and without giving any reason to: 1.2.1 withdraw the ITT and annul or terminate the process or modify this ITT in whole or in part (including any of the rights the subject of this ITT and/or the terms and conditions of this ITT); and/or 1.2.2 launch an additional, different or modified tender process or re- commence the process; and/or 1.2.3 call for further information concerning any Bid. 1.2.4 Cricket Ireland will have no liability to any Bidder in respect of any such action and, in particular, 1.2.5 Cricket Ireland will have no liability for any costs or expenses incurred by any Bidder. 6
Tv Production Tender CRICKET IRELAND 1.2.6 Notwithstanding the foregoing provisions of this paragraph Section D/Section 4, once executed by Cricket Ireland and the successful Bidder, the Production Services Agreement may not be amended save through a written instrument signed on behalf of both parties. 1.3 Modifying the ITT: If Cricket Ireland modifies the ITT and/or its terms, it intends to issue a written addendum to all Bidders and such addendum will be binding upon them. Bidders shall promptly acknowledge receipt of any addendum. 1.3.1 Any Bid submitted to Cricket Ireland prior to the issue of an addendum which modifies the ITT and/or its terms (other than only by extension of the Submission Deadline) may be amended at any time before the Submission Deadline to take into account such modification by the submission of a supplementary Bid to Cricket Ireland following so far as appropriate the procedure in this ITT. Bids submitted to Cricket Ireland prior to the issue of an addendum shall otherwise remain irrevocable, notwithstanding the issue of the addendum. 1.3.2 In addition to the above, Cricket Ireland may at any stage waive any condition or requirement or vary any other term stipulated in this ITT provided that any waiver or amendment is applied equally to all Bidders and does not discriminate between or operate to unfairly disadvantage any Bidder. 7
Tv Production Tender CRICKET IRELAND 1.4 No Obligations: Save for its obligations of confidentiality set out in this ITT, Cricket Ireland does not accept or assume any duty or obligation to any person under or in connection with this ITT unless it enters into a Production Services Agreement with a successful Bidder. 1.5 Influence and Inducements: Any attempt by any Bidder or prospective Bidder (or any person on its behalf), or for the apparent benefit of the Bidder or prospective Bidder, to influence Cricket Ireland or any Cricket Ireland officer or employee or anybody connected with Cricket Ireland (other than by proper and sought for comment on the quality of a Bid) in the process of the examination, clarification, evaluation and comparison of Bids, or in any decision concerning the Bids, may result in the rejection of all or any of the Bids of that Bidder. Bidders should note that the offer of an advantage or other inducement by a person with a view to influencing the acceptance or rejection of any Bid may be a criminal offence. 1.6 No Representations or Warranties: Neither Cricket Ireland nor any of its officers, agents or employees makes or gives any representation, warranty or promise as to the reliability, accuracy, adequacy or completeness of the information contained in this ITT or within any subsequent clarifications made or further or supporting materials provided, or any other information made available at any time to any Bidder, or that the use of such information will not infringe the rights of any third party, and neither Cricket Ireland nor any other such person accepts or shall have any liability for any, loss, damage or expense in connection therewith (whether suffered or incurred from reliance on such information or otherwise). 1.7 Confidentiality 1.7.1 Cricket Ireland agrees that, except as otherwise provided in this ITT, any Confidential Information included in the Bids received (including all financial information) will be kept confidential and will not be disclosed to any third party other than to Cricket Ireland's professional advisers, officers, employees or agents. 1.7.2 Each Bidder agrees that it will keep the terms of this ITT and any Bid and the details of the Cricket Ireland matches confidential and will not disclose the same to any person other than to its professional advisers, officers or employees as required for the purposes of its Bid. 8
Tv Production Tender CRICKET IRELAND 1.7.3 No prospective Bidder is entitled to make any announcement relating directly or indirectly to this ITT, and in particular (but without limitation) to the process, the Cricket Ireland matches, its Bid or its intention to Bid or to any other Bidder, any other Bid or the intention of any other person to Bid. Cricket Ireland shall have the sole right to make any announcement in relation to this ITT, and the selection of the successful Bidder. 1.7.4 Cricket Ireland will be authorised to disclose the amount bid by any Bidder and may also disclose reasons why a particular Bid was not considered or technically qualified or otherwise disclose information which it determines is required for purposes of displaying transparency or compliance with law. 1.8 Costs: Each Bidder shall be solely responsible for all costs, expenses, losses, and liabilities incurred by it or by any third party who assists the Bidder (i) in the preparation and delivery of its Bid, (ii) in making, or reviewing responses to requests for further information or (iii) in any subsequent stage of the Bidding Process. Cricket Ireland will not in any circumstances (including, without limitation, any departure by Cricket Ireland from the provisions of this ITT and irrespective of what Bid or Bids may be made or accepted) be liable or responsible for any such costs, expenses, losses or liabilities. 1.9 Intellectual Property 1.9.1 All rights, title and interest (including, without limitation, Intellectual Property Rights) in and to this ITT and any materials provided by Cricket Ireland to any Bidder or prospective Bidder are and shall remain the exclusive property of Cricket Ireland. 1.9.2 Once received by Cricket Ireland, each Financial Proposal shall become the physical property of Cricket Ireland. The Bidder waives and shall not make any claim against Cricket Ireland in respect of any use made by Cricket Ireland of any intellectual property or other similar rights relating to the ideas, concepts or any other materials contained in its Financial Proposal. 9
Tv Production Tender CRICKET IRELAND 1.10 Period for acceptances of Bids 1.10.1 A Bid, once made, shall remain open for acceptance by Cricket Ireland until 25th March 2020 (or such later date as Cricket Ireland may specify in any addendum to this ITT). 1.10.2 In exceptional circumstances Cricket Ireland may make a request to the Bidder in writing for a specified extension of the last date for the acceptance by Cricket Ireland of a Bid. If the Bidder, in its unfettered discretion, desires to agree to such request, it will do so in writing and will not be required or permitted to modify the Bid. 1.10.3 No Bid, once made, may in any circumstances be withdrawn by the Bidder while it remains open for acceptance. 1.11 Governing Law 1.11.1 This ITT and any related documentation or correspondence (including, without limitation any Bid) and any Production Services Agreement shall be governed by, and construed in accordance with, the laws of Republic of Ireland. 1.11.2 Any and all disputes arising out of or in relation to this ITT, the bidding process described in this ITT, any related documentation or correspondence shall be referred to and finally resolved by arbitration under the Rules of the London Court of International Arbitration, which Rules are deemed to be incorporated by reference into this Paragraph. The number of arbitrators shall be one. The seat or legal place of the arbitration shall be in Republic of Ireland. The language to be used in the arbitral proceedings shall be English. 10
Tv Production Tender CRICKET IRELAND Section D TV Production Minimum Specifications and 2020 Schedule (Specifications may increase depending on fixtures) Tenderers agree to make the feed available at BT Tower or another international gateways nominated by Cricket Ireland with no additional costs to Cricket Ireland. A Each Kit shall be fully HD throughout, and operate at 1080i 50Hz. A. CAMERA CONFIGURATION 1. Tv Production Tender CRICKET IRELAND 15-16 Red Zone cameras 42x Locked CAMERA DESCRIPTION: 1.1. All Cameras will be supplied with full camera control via an RCP panel and as follows: i. Only Sony 2500, GVG LDX, IKE HL-97 A or better models for standard HD camera positions ii. All operative camera positions must have Tally, RET Video, Prod and Engineering Talkback and PGM sound iii. Full studio viewfinders with fully enclosed viewing except RF, Run Outs, Beauty, Comm., and Stumps iv. Fully enclosed and noise padded headsets for manned cameras v. Tripods and heads as per lens fitted with exceptions below vi. Dual zoom and focus bars on all manned tripod cameras TECHNICAL 1.2. Production & Vision Mixer vii. Monitor Stack with minimum 54 windows, including TX and PVW viii. 72 input Mixer, 3.5 – 4 M/E, with a minimum 6 keyers per M/E (GVG/Sony (GVG Karrera preferred). This will include licences for all features normally used in international cricket 1.3. Router All vision and audio feeds to be routed by at least a 128 x 148 router with AES Audio & sufficient panels for all areas. The main frame must have a main and redundant processor. Additionally it must have: ix. Stereo routeing x. AES Audio xi. Built-in MUX & DEMUX capabilities 2. VT xii. 3 x EVS XT3 replay machines or better as approved by CRICKET IRELAND. xiii. Remote controllers available for each server as desired by CRICKET IRELAND. xiv. Each replay server should have minimum 40 hours storage space. 12
Tv Production Tender CRICKET IRELAND xv. Full video monitoring and headset audio. xvi. Each replay station to have assignable BPS panel. xvii. Each kit to create the following digital master copies using BlackMagic HyperDeck Studio Pro HDD recorder in Apple ProRes 120MBit/s 4:2:2 specification: (a) 2 (two) x clean master copies which include Graphics but do not include the Event/CRICKET IRELAND watermark; and (b) 2 (two) x clean master copies which do not include the Graphics and the watermark. All master copies to be delivered on SSD, which shall be provided by the Production Partner. xviii. Each kit to create 1 (one) x clean digital copy of ISO/EVS dumps for each Match (for which the OB Equipment Supplier will make necessary provision). The SSD drive shall be provided by the Production Partner. xix. 2 x USB recorders or (to cope with random requests) xx. 2 x Apple Final Cut Pro laptop edit system with HD-SDI I/O Box 3. Audio 3.1. General CRICKET IRELAND has elected to have stereo audio and the OB Equipment Supplier shall be required to provide the following: • Digital Audio desk with minimum 48 faders • AES AUDIO capabilities • AUDIO ROUTER, Distribution, analyser and metering • 2 x STEREO Microphone • 1 x loudness metering • All audio monitoring equipment CRICKET IRELAND requires TX of Stereo Mix and Stereo International Sound. Sound Mixer (Lawo or Calrec or better) as approved by CRICKET IRELAND. 3.2. Preferred Audio Desk Specifications • Digital Audi Desk with minimum 48-surface Fader • Digital Broadcast and Production Mixing Console with integrated I/O routing matrix 13

Embedder/De-embedder • 8 Embedder/De-embedder, HD (each 16ch.) • The Main/Standby Uplink Signals shall have redundant embedders. 3.4. Instant Audio Replay Player Instant replay 360 system to play music and effects. 3.5. Commentary Box Set-Up Commentary can be some distance from the Control Area. Generally 150m to 350m should be allowed, however within all kits fibre transport solution should be supplied. The commentary box will contain min. of 2 commentators at any one time plus scorer, scoring graphics operator and Producer. CRICKET IRELAND require 2 Commentators per commentary stint - Lip Mics and Headset options to be provided accordingly. There shall be a redundant commentary setup as a backup. 2 x HD Monitor for commentators, 2x HD Monitor for Producer 3.6. Other Minimum Audio Equipment i. Radio and cable Lapel Mics (Umpires, Players) ii. H/H Radio Mics for On-Pitch for a minimum of 4 presenters iii. Radio Ear Pieces for On-Pitch for a minimum of 4 presenters iv. TBU x 4 (open co-ord to broadcaster) xxviii. Any other as required 5. Additional Areas and Provision of Feeds 5.1. Third Umpire The Third Umpire position requires the following OB Equipment to be provided and installed: i. A Communication Panel to talk to the Live Feed Director and listen to Stumps and PGM audio. 15

Monitor one to show HD world/PGM feed with timecode via fibre and monitor two to show quad-split with a delayed feed (up to 10 seconds delay) from each of the 4 Run Out cameras via fibre. iii. Separate HD Program feed for backup, to be down converted to PAL in 3rd Umpires room to feed the Venue provided HDD/DVD recorder. iv. 14” (minimum) monitor fed with fruit machine stats feed via fibre on A side and DVD on the B Side. v. This facility can be 350m away and should be allowed for by feeding with fibre transport system and 16A CEE Form Power and communications. A small portable UPS plus local power to be used for far-end 3rd Umpire positions. vi. Back up communications between Live Feed Director and 3 rd umpire via a walkie- talkie. 5.2. Replay Screens/Sportainment Operations Replay Screens placed at different positions in the stadium (part of the stadium facility) will require SD composite/HD TX, audio and communications to display the Live Feed and other camera feeds. The OB Equipment Supplier will be required to deliver Video/Audio feeds, along with communications, to this position as per following: • Fibre connectivity with PGM feed signal • Fibre connectivity for talkback facilities • Talkback panels for replay screen operations 5.3. Client Position An area in proximity to the production control room (could be a commentary box) or within the production control room where the OB Equipment Supplier shall provide the following: • HD monitor with PGM feed on A and fruit machine on B. • Audio (+ cans) and talkback with BPS and communications (PA, Dir, Prod). 5.4. Team Analysts An audio-video feed of program output in SD (composite)/HD SDI is to be supplied to Players Dressing Rooms OR Pitch Dug Out of each team for connection to the analyst PC/recorder or monitor. IT IS ESSENTIAL THIS FEED IS ELECTRICALLY ISOLATED. Isolation DA is required or fibre delivery of video only up to 350m. 5.5. Additional Feeds Feeds (audio-visual) may also be supplied for other areas like the press box, hospitality boxes/lounge and fan zones within stadium Venue. 6. Creation of Feeds & Satellite Uplink 16
Tv Production Tender CRICKET IRELAND 6.1. Live Feed Live Feed only in HD video format and its associated audio to be provided for satellite uplink. 7. Additional Facilities The OB Equipment Supplier will be required to provide and install certain OB Equipment with each Venue as set out below. The OB Equipment Supplier will be responsible for obtaining all permissions, licences and approvals for the usage of all electrical and other equipment (including, for example, the satisfactory passing of electrical safety tests) necessary and shall provide copies of the same to the Production Partner and/or to CRICKET IRELAND upon request: i. An HD Telestrator such as the eMedia ‘Point’ to be provided, with touchscreen to be located within the Live Feed commentary box. ii. Each kit should be designed to accommodate/add-in at least 3 (three) more camera inputs, should they be required in addition to those referred to above. iii. For use by CRICKET IRELAND Licensees for audio rights (subject to payment in accordance with the OB Equipment Supplier’s rate card detailed in the Broadcast Manual): (a) Commentator stats monitor (fruit machine); (b) TV monitor and cabling necessary for the provision of Live Feed output; (c) audio FX only (excluding EVS audio and excluding cabling from the audio splitter boxes (located adjacent to the commentary boxes) to the commentary boxes for CRICKET IRELAND Licensees for audio rights. iv. For use by CRICKET IRELAND Licensees for pre-Match and post-Match unilateral stand-ups that require OB Equipment, as approved by CRICKET IRELAND: (a) 1 camera; (b) 1 microphone; (c) IFB-type earpiece with incoming hybrid circuit; (d) video monitor; (e) all associated cabling. v. The kit should have additional video and audio monitors, cables and communication panel/headset/microphone requirements for at least 3 (three) enhancement technologies. vi. Spares should be carried for all critical items in case of failure on site. 8. Engineering The OB Equipment Supplier is expected to supply systems which are suited to rapid and efficient installation and de-rigging as necessary in order to cover CRICKET IRELAND’s Venues across the . Specifically, all OB Equipment is expected to include the following features to ensure a robust performance: i. All OB Equipment shall be flight cased in clearly numbered and labelled boxes. ii. All OB Equipment and power cabling/distribution to be safety tested prior to shipping from the OB Equipment Supplier's base. iii. A suitable and redundant power and power distribution system to be included, containing a UPS backup system (minimum 10 (ten) minutes) for critical items (minimum 8 (eight) camera chains + monitor wall + vision & audio desk + Graphics + 17
Tv Production Tender CRICKET IRELAND Commentary + at least one EVS machine). Critical items with dual or triple redundant power supplies also to receive multiple power feeds originating from separate power outlets. iv. Engineering and audio racks to have clearly labelled rear termination panels (‘tailboards’). v. All audio and video cabling longer than 3m in length to be of the ‘multicore’ type (e.g. 10 cables within a common rubber sleeve). All video cabling to be fabricated from HD cable. 9. Engineers The OB Equipment Supplier shall provide the following engineering crew: xxii. Unit Manager xxiii. 1 x Guarantee Engineer xxiv. 1 x Communication Engineer xxv.Audio Guarantee xxvi. 1 x RF Engineer xxvii. 1 x Vision Supervisor xxviii. 3 x Vision Engineers xxix. 2 x Engineering Assistant CRICKET IRELAND may require multiple such crews based on the type of Event, in case there are multiple venues active simultaneously. B. SCORING GRAPHICS TV Production company to provide Scoring Graphics services for the Live Feed Power • 2 x 16amp power supply with IEC breakout splitters in BCR (Tech UPS feed). • Access to at least 3 power sockets within commentary. • 1 x 16amp power supply with IEC breakout splitters in Replay Screen position. Cables • Approx. 20 x BNC cable ran to GFX equipment position from engineering. • Sufficient audio cable run for GFX effects (less cable if stereo/more if AES). • Network cables run between GFX BCR position, commentary box GFX 18
Tv Production Tender CRICKET IRELAND position, field logger position and Replay Screen/Sportainment GFX operator position. Dependent on the distance of these runs these may have to be fibre cables in which case the OB Equipment Supplier shall provide the the actual cabling and breakout boxes to cat5 Talkback • Talkback panels and associated cabling (2 in main BCR GFX position, 1 in data input position, 1 for field logging and 1 for infotainment). Monitoring • Provision for sufficient monitoring within BCR GFX area for TX, Video router panel feed (with switcher unit), Sportainment feed, monitor for each of the GFX feed returns. • Provision for sufficient monitoring within Infotainment GFX position for TX, Sportainment TX, Return feed and confidence feed. • Data inputter in commentary box to have view of TX monitor and commentator information channel. Cue Lights • Provision for cue light feeds with associated cabling and cue lights. There may be additional requirements for foreign language feeds and/or Augmented Reality which would require extra cabling, talkback, desk space and monitoring. 19

Failure to supply all or any part of the requested information in the required format may result in a proposal being excluded from the evaluation process. Section 1 Proposed Payment Schedule Sought. Tv Production Tender CRICKET IRELAND Please note all costs quoted to include travel, expenses and all other relevant production costs The Cricket Ireland FTP is correct at time of going to tender but may be subject to change for reasons beyond our control. In the event of additional fixtures being added, these will be excluded from this tender process. As part of your bid, please answer the following questions; 1. Please include an additional cost per day for DRS/ Hawkeye 2. Cricket Ireland require a Half hour highlights programme. Please advise if this is included within your bid and if not, what the additional cost of production and delivery will be. 3. Cricket Ireland require clips of key moments can be provided to Cricket Ireland in a timely manner (agreed no. of minutes) to be used on CI digital platform or other digital platforms. Please advise if this is included within your bid and if not, what the additional cost of production and delivery will be. 4. Please advise if there are any other additional value add services that your company could include an offer to Cricket Ireland within the per day cost of production that you feel may be relevant. 5. Please include a proposed list of producers/ directors and on-air talent that you would propose to use across CI matches in 2020. 6. Please advise if your quote includes cost of all staff catering. 7. Please include any other information that you feel would be relevant with your bid.
