Dear Sailors, I am pleased to welcome you to the International German Championship of the Flying Dutchman class 2021 at the Baltische Segler-Vereinigung e.V.. It is an honour for us to host this championship for you. We hope that you will experience an enjoyable and beautiful regatta series and will create the necessary conditions for this. But for a thrilling competition you can only take care of yourself and I wish all sailors successful and fair races. Our organising team is at your disposal with advice and help at any time. I would like to take this opportunity to thank the many helpers, as without their untiring commitment we could not carry out this regatta. You are on the grounds of the Baltische Segler-Vereinigung and you may wonder how it happened that there is a Baltische Segler-Vereinigung at the Steinhuder Meer. The origins of the Baltische Segler-Vereinigung lie in the Baltic States, the present-day territory of Estonia and Latvia. It refers to five venerable societies, the oldest of which is the Riga Yacht Club from 1878. Due to the political changes, the ethnic German population was relocated to Danzig before the Second World War, and the Baltic sailing clubs were re-established in 1940 as Baltische Segler-Vereinigung. After the end of World War II, the Baltic sailors re-established the club again and built a new club house at the Steinhuder Meer. Enjoy your time in the championship and the wonderful ambience of our countryside as well as the view of the sunsets from our terrace. Welcome and „Gode Wind“! RACING AREA AND COURSE: Refer to sailing instructions RACES: 1st race on Friday, July 30th, 2021 Warning signal 12:00 hrs. All other races after announcement. Last start possibility: Sunday, August 1st, 2021 at 15:00 hrs. NUMBER OF RACES: There are 7 races planned. CONTROL MEASUREMENT AND EQUIPMENT INSPECTION: The control measurement and equipment inspection take place as follows: • Thursday, July 29th, 2021 from 11:00 hrs. in the Baltische Segler- Vereinigung (BSV) • Friday, July 30th, 2021 from 8:00 hrs. to 10:00 hrs. in the Baltische Segler- Vereinigung (BSV) SCORING: The scoring will apply to Low Point system according RRS and MO. When five or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. PRICES: • The DSV awards prizes (medals) for the first three places and certificates for the first six places. • The following title will be awarded to the winning team: - International German Champion of the Flying Dutchman class 2021 • For the ten best boats in the overall ranking, prizes will be awarded by the organizing club. Prizes not claimed at the prize giving ceremony will not be forwarded. SHUTTLE SERVICE: During the evening events (from approx. 17:00 hrs.) a shuttle service is available within Steinhude, which picks up the participants from other sailing clubs and brings them back to their accommodation in Steinhude, if necessary. The shuttle service can be reached at 01520-7375093. 4

Baltische Segler-Vereinigung e.V. SAILING INSTRUCTIONS The designation [NP] denotes a rule, the violation of which is no reason for a protest by a boat. This changes RRS 60.1 (a). 1. RULES 1.1 The event is governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 [DP] RRS 40.1 applies at all times while afloat. 2. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 09:00 hrs. on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 hrs. on the day before it will take effect. 3. COMMUNICATIONS WITH COMPETITORS Notices to competitors will be posted on the official notice board located at the event website. 4. [DP] CODE OF CONDUCT 4.1 Competitors and support persons shall comply with reasonable requests from race officials. 4.2 Competitors and support persons shall handle any equipment or place advertising provided by the organizing authority with care, seamanship, in accordance with any instructions for its use and without interfering with its functionality. 5. SIGNALS MADE AHORE 5.1 Signals made ashore will be displayed at the flagpole. 5.2 When flag “AP” is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in Race Signals “AP”. This changes RRS Race Signals “AP”. 6. CLASS FLAGS 7.1 The class flags are: Class Class flag Class insignia Background Colour/ Colour of the class insignia Flying Dutchman Class insignia „FD” White/Black 8. COURSES 8.1 The diagrams in SI Addendum “Course Illustrations” show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 8.2 No later than the warning signal, the race committee signal vessel will display the course to be sailed according to the course diagram. 8.3 Course signals will be given as follows: White board with black letters/numbers as course designation: the course to be sailed. 9. MARKS 9.1 Rounding mark colours and shapes are: Class Colour and shapes Flying Dutchman Orange cone 9.2 A new mark, as described in SI 11.1, is a yellow cylinder. 9.3 An offset (spreader) mark, if applicable, will be a spar buoy displaying a yellow flag. 9.4 The starting and finishing marks will be race committee vessels or spar buoys. 9.5 If a leeward mark is shown as a gate, the gate may be replaced by a single mark. In this case the mark shall be left to port. 10. THE START 10.1 The starting line is between staffs displaying orange flags on the starting marks. 10.2 [DP] A buoy may be attached to the race committee starting vessel ground tackle. Boats shall not pass between this buoy and the race committee starting vessel at any time. 10.3 [DP] Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. The starting area is defined as a rectangle 50 meters from the starting line and marks in all directions. 10.4 A boat that does not start within 4 minutes after her starting signal will be scored DNS without a hearing. This changes RRS A5.1 and A5.2. 7

CHANGE OF THE NEXT LEG OF THE COURSE 11.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line or the leeward gate) and remove the original mark as soon as possible. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 11.2 If a course change affected a windward mark with an associated mark 1A, mark 1A will not be laid so that there is no mark 1A after the course change. 12. THE FINISH The finishing line is between staffs displaying blue flags on the finishing marks. 13. PENALTY SYSTEM RRS Appendix P applies. 14. TIME LIMITS AND TARGET TIMES 14.1 Time limits and Target Times in minutes are: Class Target time Race time Finishing Protest time limit window limit Flying Dutchman 50 70 20 60 14.2 Boats failing to finish within the time stated under Finishing Window after the first boat of the class sailed the course and finished will be scored DNF without a hearing. This changes RRS 35, A5.1 and A5.2. 14.3 Failure to meet the Target Time will not be ground for redress. This changes RRS 62.1(a). 15. ANTRÄGE AUF DURCHFÜHRUNG EINER ANHÖRUNG 15.1 The protest time limit is as shown in SI 14.1 after the last boat in that class finishes the last race of the day within her Finishing Window or the race committee signals no more racing today, whichever is later. The protest time limit is 30 minutes after the signal no more racing today is displayed ashore. The time will be posted on the official notice board. 15.2 Hearing request forms are available at the race office. 15.3 18.3 Notices will be published no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings may be scheduled to begin before the end of protest time. Hearings will be held in the protest room, beginning at the time posted. 15.4 A list of boats that have been penalized for breaking RRS 42 under Appendix P will be posted. 15.5 Penalties for breaches of rules in the Notice of Race or Sailing Instructions marked [DP], or class rules, are at the discretion of the protest committee. 15.6 On the last day of the qualifying series or opening series, a request for reopening a hearing shall be delivered a) within the protest time limit if the requesting party was informed of the decision on the previous day; b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes RRS 66. 8

[DP] [NP] SAFETY REGULATIONS 16.1 Boats not leaving the harbour for a scheduled race, shall promptly notify the race office. 16.2 A boat that retires from a race shall notify the race committee at the first reasonable opportunity. 16.3 The race office telephone number is: +49 (0) 5033 8845 16.4 If the crew is rescued, the abandoned boat shall be marked by the crew or a support person with a red-white-striped hazard tape to signal that the crew is safe. If possible, the tape shall be tied at or near the bow of the boat. 17. [DP] REPLACEMENT OF CREW OR EQUIPMENT 17.1 Substitution of competitors will not be allowed without prior written approval of the race committee. Substitution of helmsmen is not permitted. 17.2 Substitution of damaged or lost equipment will not be allowed unless authorized in writing by the technical committee. Requests for substitution shall be made in writing to the committee at the first reasonable opportunity, which may be after the race. 18. [DP] EQUIPMENT AND MEASUREMENT CHECKS 18.1 A boat or equipment may be inspected at any time for compliance with the class rules, Notice of Race and Sailing Instructions. 18.2 When instructed by a race official on the water, a boat shall proceed to a designated area for inspection. 19. [DP] [NP] IDENTIFICATION AND EVENT ADVERTISING Advertising and bow numbers shall be displayed as described and posted on the official notice board. 20. Baltische Segler-Vereinigung e.V. Brief history of the Baltische Segler-Vereinigung e.V. 1878/1940 The Baltische Segler-Vereinigung (BSV) dates back to the foundation of the Riga Yacht Club in 1878. Following the example, a number of other sailing clubs was soon founded in the bay area of Riga up to Reval (Tallinn) at the Gulf of Finland. For more than 50 years yachtsmen of these clubs competed against each other in local Baltic regattas. Not only sailing but also ice sailing in the winter time was very popular. It all came to a sudden stop when many Baltic sailors were forced to relocate to the west as result of the Hitler-Stalin pact at the beginning of World War II. In 1940 members from 5 different Baltic sailing clubs got together in Gdynia (Gdingen) in the bay of Gdansk and formally founded the BSV. On account of the war however sailing here was short-lived and by the end of the war many members of the BSV had fled as war refugees and were spread all over Northern Germany. Still the sailors managed to stay in contact and to revive the BSV five years after the war. However, for the next 15 years the sailors did not have their own club home until they seized the opportunity to purchase 13000 m² of wet meadow overgrown with reed at the lake Steinhude. They started to drain and silt-up the ground and to build the harbour. In 1985 the buildings were finally finished in the shape of today. In parallel to the development in Steinhude two other regional groups of the BSV developed in Hamburg and Berlin. Today all three groups have about 750 members in total with Steinhude representing the biggest branch. A seagoing IMX 40 yacht is also part of the club's inventory. The Statute of the BSV explicitly emphasises the importance of promoting youth. About 25% of the members are young people. And in addition to our own summer camp, we also provide the basis for annual sailing projects of two schools. Therefore, the International German Championship of the Contender class is an excellent opportunity to practice this youth development in conjunction with regatta sport. We believe that our young sailors are also well received in foreign regattas and we want to make our contribution here and cultivate good sportsmanship. Ultimately, these are events that motivate regatta sailing. 15
