The how, why and when of house swapping If your property doesn’t match your family’s needs you might be able to swap with another council or housing association tenant. This is called a mutual exchange. To complete a mutual exchange you need written permission from landlords of both properties. Without that, the tenancy won’t be legal and the landlord can take action to repossess the property.
