Seeking Expression of Interest / EOI for Consultants’ Expertise in Gender Equality Work for the Pacific with the UN Women Fiji Multi Country Office. The UN Women Fiji Multi Country Office in the Pacific invites interested Pacific Island and International Consultants to apply for the following: Advertised on behalf of : Objective: The aim of this call is to establish a qualified pool of international and Pacific Island consultants who can deliver professional services on a short-term basis across the Pacific. Location: Home-based and / or in one or more Pacific Island Countries & Territories / PICTs. 1. Background UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women is the global champion for gender equality, working to develop and uphold standards and create an environment in which every woman and girl can exercise her human rights and live up to her full potential. The UN Women Multi-Country Office (MCO) based in Fiji covers 14 Pacific Island Countries and Territories (PICTs): Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of the Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. Currentl y, UN Women’s programmatic countries are: Fiji, Kiribati, Samoa, Solomon Islands, Samoa, Tonga and Vanuatu with programming to commence in 2020 in the Republic of the Marshall Islands. The UN Women Fiji MCO works to progress gender equality and women’s empowerment in the Pacific through five key programmatic areas: 1. Women’s Economic Empowerment: UN Women’s Markets for Change (M4C) Project is a multi-year initiative promoting gender equality and women’s empowerment that focuses on marketplaces in rural and urban areas in Fiji, Solomon Islands and Vanuatu. The project’s goal is to ensure that marketplaces in rural and urban areas are safe, inclusive and non-discriminatory, promoting the gender, social and economic empowerment of market vendors, with specific attention to the needs and aspirations of women market vendors. 2. Women’s Political Empowerment and Leadership: To address the chronic under-representation of women in politics in the Pacific and to strengthen the voice of women leaders in governance issues, the Fiji MCO ensures transformative programming in the areas of women’s political empowerment and leadership through two projects, Consolidating Peace, Stability and Social Cohesion in Solomon Islands and Women in Leadership Samoa (WILS). 3. Ending Violence Against Women and Girls: To address the high levels of violence against women and girls in the Pacific, the Fiji MCO has modelled its EVAW programme on the best global evidence on prevention of VAW to transform the social norms that perpetuate gender inequality and violence against women and girls, leading to a reduction in violence in intervention sites, and strengthening services for survivors of violence. The Pacific Partnership to End Violence Against Women and Girls Programme is a partnership with the Pacific Community and the Pacific Islands Forum Secretariat and brings together governments, civil society organizations (CSOs), and communities, among other partners, to promote gender equality, prevent violence against women and girls (VA WG) and to increase access to quality VAWG response services for survivors. 4. Gender and Protection in Humanitarian Action, climate change and disaster risk reduction: UN Women’s Humanitarian and resilience programme focuses on two streams of work: ensuring that humanitarian planning, response frameworks and programming are gender and protection inclusive; and supporting Pacific women and women’s CSOs to lead preparedness for and response to natural disasters including increasing women’s role in leading resilience work across the Pacific. 5. Normative – Advancing Gender Equality – UN Women supports PICTS to engage regionally and globally in reporting and monitoring gender equality and women’s empowerment including through CEDAW and the Commission on the Status of Women, with the support of the UN, the Pacific Community (SPC) and the Pacific Islands Forum Secretariat (PIFS). 3
In order to connect UN Women Fiji MCO with a diverse range of knowledgeable and experienced gender experts and trainers in the Region and around the world who possess expertise in the areas of work covered by UN Women’s mandate, UN Women Fiji MCO is establishing a Pacific-wide roster of experts and trainers. This roster will facilitate the recruitment, hiring and evaluation of consultants from several thematic areas. 2. Call for consultants In order to connect UN Women with a diverse range of knowledgeable and experienced gender experts who possess expertise in the areas of work covered by UN Women´s mandate, UN Women Fiji MCO is establishing a regional consultant pool/ roster of expertise in gender equality work. This roster will facilitate the recruitment, hiring processes and evaluation of consultants across all UN Women’s key thematic areas in order to support and/or assist the Fiji MCO based in Suva, Fiji and its five field offices (Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu) to support programming across 14 Pacific Island Countries and Territories. 3. Scope A consultant pool/gender roster will be created to provide support and ensure that UN Women delivers on its normative, programmatic and coordination mandates in a timely, effective and efficient manner to promote gender equality and women’s empowerment in the Pacific Region. The consultants will be responsible for providing programmatic, technical and/or operational support to programmes, projects, initiatives, events and activities (including those of relevant UN Women and UN Trust Funds) at country or regional level as assigned by the Country Representative or Deputy Country Representative. 4. Duties and responsibilities The Consultants, under the supervision of an assigned UN Women advisor or specialist, analyzes and stays abreast of trends related to UN Women focus areas, as well as others relevant to the organization’s programming and mission of promoting gender equality and women’s empowerment. In addition, he/she provides technical and substantive assistance to UN Women in the field for Programme/project design and implementation. Consultants will provide a range of services to clients (UN Women Regional Office, Country Offices, Program Presence Offices and/or RC and/or UNCT Projects). Specific reporting and working relationships will be specified at the time of contracting for a specific assignment when demand arises, pre-selected consultants will be called upon to provide demand-driven services. The range of tasks for the consultant may include: • Advisory services in a particular thematic or specialist area, • Technical assistance and/ or support in any of the areas of UNW mandates (coordination, programmatic, normative), • Applied research and diagnostic missions, • Provision of strategic and operational advice, • Training, facilitation and capacity development activities, • Strategic development of policy and positioning papers, plans, projects and programme documents, • On-site support to programmes and/or projects, • Programme evaluation, • Liaison with country offices, partner institutions and UN Agencies, • Structuring of country portfolio, • Knowledge products, • Management of programmatic and/or operational activities, • Strategic planning 5. Eligibility Criteria Competencies • Demonstrates commitment to UN Women´s mission and vision. • Strong technical capabilities in the area of application. • Ability to work in a team, develop synergies and establish effective working relations with government counterparts, donors, NGOs and other development and humanitarian partners. • Excellent communication and writing skills with demonstrated abi lity to carry out research in order to contribute with the formulation of project designs, policies and/or reports. • Proficiency in IT. • Sensitivity and adaptability to culture, gender, religion, nationality and age. 5
• Openness to change and ability to receive/ integrate feedback. • Ability to accommodate additional demands on short notice. • Familiarity with result-based management and rights-based programming. Education • Advanced university degree (Master's degree or equivalent (*) in International Affairs, Law, Social Sciences, Economic and Political Development, and/or a closely related discipline. • (*) A first-level university degree in combination with 7 years of qualifying experience may be accepted in lieu of the advanced university degree. • Gender studies are an asset. Experience • Minimum of 5 years of progressively responsible experience in international development work preferably focused on, or strongly involving gender equality and/or the empowerment of women at national, regional and international levels. • Experience in design, formulation, coordination, implementation and/or evaluation of projects and/or programmes is an asset. • Experience with UN financial and programmatic systems and other related procedures is an asset. • Experience working in the Pacific region is an asset. Language • Written and spoken English is required • Working ability in Pacific languages is an asset. Evaluation of Applicants • All applicants will be reviewed and go through a selection and assessment process to demonstrate their technical and organizational capabilities. • Successful applicants will be considered for individual engagements with UN Women in diverse areas of work. • Please specify the area of expertise you are applying for. • Consultants should identify the thematic / specialist area(s) that best fits his / her range of experience and expertise. • If applicable, it is strongly recommended to apply for more than one thematic / specialist area. • Applicants will be assessed against the eligibility criteria outlined in section five. 7. Contracting Arrangements • Successful candidates will be included in the relevant thematic area of the UN Women Roster of Experts; • Entry into the roster system does not necessarily mean a guaranteed contract with UN Women. This will depend on forthcoming needs; • When a request for services arises, pertinent UN Women Fiji MCO HR personnel will contact the most appropriate consultant from the roster. • While a formal direct selection process will not be conducted, there may be some selection procedures that would be considered (i.e. verification interview). 6
• A specific Terms of Reference / TOR outlining the outputs for each assignment will be provided and a Special Service Agreement (SSA) Contract will be issued to the Consultant, detailing the timeframe and deadlines for the position. • Conditions of an assignment may be negotiable. • Only applicants who pass all screening procedures will be included in the ros ter. 8.
