May 2021 Dear Community Members, Parents and Families, The 2021-2022 school budget vote is set for Tuesday, May 18th from 12:00 noon until 8:00 p.m. in the school auditorium lobby. This year’s vote will include the proposed 2021-2022 school budget, proposed establish- ment of a 2021 capital reserve fund, spending from the capital vehicle reserve fund, and election to fill one position on the School Board. Proposition #1: Annual School Budget in the amount of $10,942,533; Proposition #2: Establish the 2021 General Capital Reserve Fund for future projects in excess of $100,000; Proposition #3: Expend up to $112,000 from the District’s existing Bus and Vehicle Replacement Reserve Fund to purchase one 14 passenger school bus and one 8 passenger van; Vote on a 5-Year Term for one open seat on the School Board. Incumbent Michael Hare is running for the open seat. The proposed school budget for 2021-2022 is in the amount of $10,942,533 which is an increase of approximately 6.56% over last year’s budget. This includes a significant increase in our debt service expenses from our recent building preservation project, which is offset by an equal amount in our NYS Building Aid Revenue. Our local levy will increase by $61,292 (1.95% over last year’s levy). The increase is under our tax cap of 2.04%. Our Payments In Lieu Of Taxes (PILOTs) will generate approximately $24,198 in revenue. Budget increases are due, in part, to contractual obligations, instructional programs and BOCES services, (including occupational and special education services). The proposed budget also includes a $100,000 Capital Outlay Project designated to repoint and repair the brick on the exterior of the building. Our second proposition is the establishment of a new Capital Reserve Fund. In an effort to continue our long- term financial planning, creating a reserve allows us to address any future capital projects with a goal of having no additional tax impact on the community. We recognize there are portions of our facility and campus that need continued repair and renovation. This fund would allow us to develop a project of appropriate scope to address the concerns with minimal to no financial impact on our community. Lastly, we would like to wish Mr. Dale the best of luck in his new role. We will provide more information in the coming weeks about the process to find our next Superintendent. PROPOSITION No. 2 – AUTHORIZATION TO ESTABLISH THE 2021 GENERAL CAPITAL RESERVE FUND: Proposition #2 Shall the Board of Education of the Elba Central School District be authorized and directed to establish a reserve fund pursuant to Education Law Section 3651 to be known Would authorize the as the “2021 General Capital Reserve Fund,” for the purpose of [financing, in whole or creation of a reserve in part, additions alterations, renovations, or other improvements to said District’s account to be used to buildings and facilities, including playgrounds, athletic fields, recreation areas, offset local costs for a parking areas, roadways, and other site improvements, and the acquisition and installation of machinery, equipment, apparatus or furnishings;] with the ultimate capital project in excess amount of such reserve fund not exceeding two million dollars ($2,000,000), plus any of $100,000 and will be accrued earnings on amounts deposited in such reserve fund, the probable existence of funded through transfers said reserve fund being [fifteen (15) years,] but with said reserve fund continuing in of monies from existing existence for its stated purpose until liquidated in accordance with the Education Law or reserve accounts and until the funds are exhausted, and the sources from which funds shall be obtained for end of the year fund said reserve fund being: (a) current and future unappropriated fund balances from the balance. General Fund of the School District, as directed by the Board of Education, (b) State aid related to expenditures from said reserve fund, and (c) any other appropriations authorized by the voters from time to time; and Shall the Board of Education of the Elba Central School District further be authorized to take any and all action necessary to effectuate the creation and funding of the 2021 General Capital Reserve Fund? The position is for a five-year term commencing on July 1, 2021 and expiring on June 30, 2026. Candidate seeking office is: Michael T. Hare I am seeking election to the Board of Education because of my love of Elba and desire to give back to the community. Our family has been an active part of the Elba community for the past 20 years, and after serving the past 5 years on the Board of Education I would like to continue to do my part to give back. I believe that my various experiences bring a positive value to the Board of Education. My goals as a Board member are to keep open communication between the community and the school, as well as finding a balance of containing costs while providing great programs for our children.

Elba Central School 2021 Voting Procedures Voting will take place in person in the auditorium lobby from 12 noon to 8:00 p.m. or by absentee ballot. In-Person Voting In-person voting will be designed to allow for social distancing and masks must be worn at all times. The voting area and pens will be cleaned in between each voter. Absentee Ballots Qualified voters may request an absentee ballot application/ballot by contacting the District Clerk at 585-757- 9967 x1033 or by email at dharris@elbacsd.org or in-person by stopping in the District Office between 8 a.m. and 4 p.m., Monday through Friday. Reasons qualifying voters may receive an absentee ballot application/ ballot can include: illness or physical disability of the voter or immediate household member in their care; occupation, business or vacation outside the county on the day of the budget vote; imprisoned on a non-felony conviction or awaiting trial; military duty. If you are on the Genesee County Disabled Voters list, a ballot will automatically be sent to you. Voting by absentee ballot requires an absentee ballot application to be submitted. For municipal and school elections this year, the potential for contracting COVID-19 is an allowable reason to request an absentee ballot. Applications and ballots will be available beginning Wednesday, April 21, 2021. Requests for an application must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be picked up personally by the voter. Absentee ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on Tuesday, May 18, 2021. Voter Qualifications A citizen of the United States. Must be at least 18 years of age. May be asked to show proof of age such a birth certificate or driver’s license. A resident within the District for a period of at least 30 days The Component Budget, or more prior to the voting date. You do not need to be registered to vote. 2021 Spring/Budget Newsletter SUPERINTENDENT—Ned Dale April 2021 What a year it has been! As many of you know, I will be stepping down at the end of the year. It has been an honor and pleasure to serve as your Superintendent. I am proud of the hard work by our staff to return gradually to five days of in-person learning. This could not have been accomplished without the support of the community. Each day was a new day and the never ending changes have made it difficult to navigate as a parent and as a staff. Throughout the year, our primary goal was to keep students and staff safe. We accomplished this goal together! The Board of Education and I set a goal with two action steps to improve our communication this year. I hope the emails, updated website and other communication met your needs. I would like to commend Mrs. Rosales and Ms. Bush for their efforts to keep families and students up to date with the various instructional models, calendar changes and many other issues we have faced throughout this year. Our website is being continuous- ly updated as well with resources and other information about what is happening around the district. If you are not receiving the phone calls or emails, please contact the Elementary or Jr./Sr. High School offices to make sure that they have your information correctly. We really need to know when phone numbers or email addresses change so that we can make sure you stay informed. As we continue to improve the academic programs for our students, I must commend the faculty and staff. Departments and grade levels in both schools have had a difficult time finding the time to refine their curriculum with every obstacle that we faced. In addition, this pandemic challenged them to integrate technology to deliver curriculum like never before. There is critical research about how this can improve student achievement. I am confident that we will continue to improve our instruction and engagement. The Board of Education has also taken on several challenges to ensure that Elba maintains the high standards that everyone has come to expect. You will be able to read more information about the budget and how we are anticipating a 1.95% tax increase that would impact an average homeowner’s taxes by approximately $5 a month. Our building renovations are almost complete for the capital project. Being good stewards of these funds, our budget project also allowed us to finish renovating the Transportation Department, Agriculture classroom and the air handling units in the Sherwood gym. To continue our long-term financial planning, we will propose creating a capital account for future projects. For example, there is a need to renovate the alumi- num garage and lean to shed to properly house our maintenance equipment. Please feel free to call, stop by or email! Elba Central School JSHS PRINCIPAL—Gretchen Rosales Dear Parents and Guardians, As I write this letter to our Lancer families, I am still in a bit of disbelief that we have started the last ten weeks of school already. This school year, in spite of the challenges, has gone by incredibly quick - even more so for the families of our Seniors! In celebration of our performing and visual arts, we will be hosting an art show and some small-group musical presentations during the Elba Central School budget vote on May 18th. We will have student artwork displayed, along with performances by the students in our musical program. Please mark your calendars! More information will be coming home soon. In the spring, we also prepare for New York State assessments for our 7th and 8th grade students. The ELA assessment will be on April 22 and the math assessment will be on May 5 for 7th and 8th graders. There are some Regents exams scheduled, although most have been cancelled by the NYS Education Department. At this time, we are required to administer Regents exams in Algebra I, Living Environment, Earth Science, and the ELA exam. Additionally, AP exams will be administered in May. Over the past year, our students have confronted a variety of instructional challenges. Assessments help us to determine how well our students have learned throughout the year, as well as how our teachers can improve their instruction. However, the most important information that we can gather from the assessments will help us determine the extent to which learning loss has occurred during the pandemic. Encouraging your child to do their very best will help us to plan an appropriate instructional plan for next year. Please stay tuned throughout the next few weeks as we share further information about assessments and any potential schedule changes. We will be hosting a prom this year for our juniors and seniors and their guests; more information will be forthcoming. Mark your calendars for Friday, June 25 at 7:00 for our Class of 2021 graduation. Finally, please remind your children about the importance of working hard during the last quarter and coming to school ready to learn every day. The junior & senior high school teachers are a dedicated group of educators and they look forward to helping all of our students to be successful. 2021 Spring/Budget Newsletter ELEMENTARY PRINCIPAL—Carol Bush April 2021 Dear Parents and Guardians, Can you believe that spring has arrived and that we are already into the fourth quarter? It’s hard to imagine that in a few short months, we’ll be graduating another class and heading into the summer. Where does the time go? Over the past couple of months, we’ve had some really exciting events at Elba Elementary. First, the Elementary Student Council organized our “in-school snow day”!! In February, students were allowed to bring their sleds to school and go sledding down the back hill. It was a blast! Students enjoyed having the time to be outside in the fresh air, and they had a ton of fun with their friends. For some of our students, it was their very first time sledding! Everyone loved it! In addition to this, students participated in a variety of other snow/ice/winter-themed activities. Whether it was the marshmallow snowflake or snowman in a bag, the ice excavation or the snow day bingo, students had a super snowy spectacular day! A huge thank you goes out to Mrs. Pietrzykowski and the Elementary Student Council for coordinating it. Another recent event coordinated by the Elementary Student Council was our annual Celebrate Reading Week. This year’s theme was “Get Your Paws on a Good Book” and revolved around animals. Students enjoyed many different activities, from spirit days and door decorating, to guest readers and DEAR days. Students were even treated to a free book at the end of the week and had the opportunity to participate in a silent auction. It was awesome to see our students so excited about reading. Overall, the week was a huge success. Agriculture Literacy Week was another highlight over the past couple of months. The book for the week was called Tales of the Dairy Godmother: Chuck’s Ice Cream Wish. Our students in FFA and 4-H worked with our agriculture teacher, Mrs. Dahlhaus, to develop a plan for educating the elementary students on ice cream. They even got the chance to make their own ice cream! Thank you to FFA and 4-H! Our Little Lancers loved it! Unfortunately, we will not be able to hold our annual Loved Ones Luncheon this year. This beloved event was scheduled for Thursday, May 27th, but has been canceled due to the global pandemic. We hope to bring it back in May 2022! Though we are unable to hold our annual Loved Ones Luncheon, we still have a lot in store for our elementary students this spring. Not only are we planning to hold a COVID-friendly field day event, but we are also hoping to sneak in a few field trips to outdoor locations. We even hope to hold our annual graduation ceremonies in person this year! Fingers crossed we can pull it off! The next few months are sure to be one of the busiest times of the year! So please be on the lookout for newsletters and flyers highlighting these special events! Last but not least, I would like to recognize the commitment and dedication of our students, parents, and teachers. This year has been a challenge, to say the least, but everyone has handled it extremely well. From navigating the world of hybrid instruction and remote learning to returning to in-person learning with face-masks and barriers. Everyone has gone above and beyond to make this school year a success. Our Little Lancers are so fortunate to have such a supportive school community! Thank you! Happy Spring! Elba Central School Music Class and Ensembles Music at Elba has been flourishing this Spring! With warmer weather allowing us to go outside and restrictions loosening up, students have had more performance opportunities during music. Kindergarten and first grade have begun exploring their singing voices and learned their first solfege syllables, sol and mi. Second grade has been working on their rhythm skills and they already learned four different note values. Third grade started learning recorder in general music a few weeks ago and they are already making great progress! Fourth grade is musically thriving with three different music classes every week- chorus, band, and general music. Elba’s fifth and sixth grade groups have enjoyed getting back to performing with singing in chorus, playing instruments in band, and bucket drumming in general music. Our high school ensembles have also started performing again and they are paving the way for our future music students. Elba music students have overcome many challenges this year, and we are so proud of them for committing to their learning and taking on any obstacle that came their way. Arts Festival: May 18th The music and art departments are collaborating on an Arts Festival for the community! This event will take place on Tuesday, May 18th at 6:00pm. Due to COVID-19 restrictions, each ensemble will perform one song for our audience instead of a typical full length concert program. You will hear performances by the 4th Grade Chorus, 5th and 6th Grade Chorus, High School Chorus, and High School Band. In addition to a song from each of these ensembles, some students will perform solos, duets, trios, and quartets. This event will be outdoors, however if there is rain then performances will be moved into the auditorium. We are ecstatic that our students will finally have the opportunity to share some of their hard work with you! Drama Club & Summer Theatre Details We are also pleased to share that our Drama Club is back! At our meetings, students are working on two songs from our upcoming summer musical, Seussical. Students will be performing these songs on June 14th for their peers as a sneak peak to the summer program. Our summer theatre camp will run July 12th-23rd, Monday-Friday from 8:00am-1:30pm. Performances of the show will be on Friday, July 23rd at 6:00pm and Saturday, July 24th at 2:00pm. The summer theatre camp is open to all students in 3rd-12th grade. Even if you did not participate in Drama Club during the school year, you can join our summer program! The cost of the summer program will be ~$200 per student, and there will be a reduced fee for families with more than one child participating (First child ~$200, ~$50 per child). These costs could be lowered depending on the number of students who show interest for the program. If your child would like to participate in the summer theatre camp, please find the interest form that was sent home and have your child return it to Ms. Boedner or Ms. Maass by Friday, April 30th. 2021 Spring/Budget Newsletter Elba Athletics The girls basketball team was held in limbo for much of their normal Winter season not knowing if they would ever have a season, but when they got the word from Coach Redband that the season was on, they were ready to rock and leave no doubt who was #1 in the State. Both the JV and Varsity girls teams went undefeated this year, going a combined 26-0. The Varsity had an average margin of victory of 27 points, winning their three sectional games by 55, 26, and then a decisive 39 point victory in the finals to seal their dream season. The girls won the Genesee Region Division 2 Title, secured the #1 seed for the fifth year in a row, won the Class D2 Sectional Title for the fifth year in a row on their own home floor, and finished the season the NYSPHYSAA Class D #1 in the state two years in a row. Last year the team was the first Genesee Region girls team to ever win four straight Sectional Titles, and broke their own record this year with the fifth. The team had several individual milestones as well this year, with Brynn Walczak, Maddie Muehlig, and Leah Bezon all joining the 1000 point club; and they all did this within a four game span. We will never forget the celebrations with the fire trucks, signs, and the love the community gave for these girls for their 1000 point milestones. Brynn Walczak, Maddie Muehlig, Taylor Augello, and Leah Bezon all received Genesee Region All Stars, while Brynn Walczak secured GR Player of the Year and was chosen as a Ronald McDonald all-star. Coach Redband was named GR Coach of the Year. The Batavia Daily News also chose Brynn Walczak as their “Fab Five” player of the year, with Taylor Augello also earning first team. Leah Bezon and Maddie Muehlig earned second team “Fab Five” as well. It was an amazing year that will never be forgotten with endless preparation and uncertainty with a season that almost did not happen. While many of the faithful community members could not be physically in the gym to cheer their #1 state ranked Lady Lancers, the support in the bus circle and after games and milestones once again demonstrated that Elba is “Basketball Heaven”. PBIS’ Tuesday’s Terrific Shoutouts Greetings from the PBIS Team! Students have been looking forward to Tuesday’s morning announcements as they are excited to hear who will be recognized by The PBIS Team. Every Tuesday the PBIS team announces a few students who displayed outstanding Lancer Leader qualities. They are then called to the office to get a prize rewarding them for their outstanding behavior. Staff are also recognized each week for their positive contributions to our school community. Staff receive a certificate and a treat thanking them for their positive contributions. We are hoping that by recognizing positive behaviors in students and staff, we will help to continue to build a positive school community. The Elementary Art Department is ge ng ready for the annual art show!

Elba Central School Thank you to the Richter Family Foundation and Dolly Parton’s Imagination Library for providing free books to kids in the Elba Community for over 10 years! The Richter Family Foundation RED Express is an affiliate of Dolly Parton's Imagination Library. They provide one book per month to children from birth to age 5 in Alexander, Oakfield-Alabama, Byron, Elba and Pavilion School Districts. To register your child, go to www.imaginationlibrary.com. Thank You to all who were able to donate to the Elba Imagination Library this year! A total of $580 was collected and will help to provide books for 73 children in the school district through December! ECS Transportation Department Andy Reeb, Transportation Coordinator Welcome Spring! Spring is finally here and it's time to go outside, but even with the nice weather; please remember to keep up with your Coronavirus safety protocols. Here are some health/safety reminders for students riding the bus to and from school: Wear your mask so that it covers your mouth and nose. Sit and stay in your assigned seat each day and do not stand or walk in the aisle until the bus comes to a complete stop. Sit forward in your seat and keep hands and feet out of the aisle. Listen to your bus driver and be courteous to your fellow riders. There has been no transmission of Coronavirus to/from students on their bus ride and we want to keep it that way with everyone safe and coming to school. Drivers continue to disinfect their buses daily and enforce social distancing rules to stop the spread of the virus. Thank you to everyone for doing their part. As a department we still have one emergency bus drill left. We are working on how this can be done and follow safety and social distancing guidelines. I hope everyone has a great end to the school year. We will be working over the summer break to ensure we have a safe start to school next year. NOTICE to all Parents: New York State Educational Law NYS requires that all students entering a new school and/or grades Pre-K or K, 1, 3, 5, 7, 9, and 11 will need an updated physical. A physical can be completed by your own health car e pr ovider , or our school physician, Dr. Alan Barcomb. If we do not hear from you, the required physical exam will be completed at school in the fall. Please keep in mind that a physical is also r equir ed if your child plans to play a spor t anytime during the school year. Also there are new immunizations guidelines effective for the 2021-2022 school year. You will be contacted by mail if your child is missing an immunization. If you have questions regarding the new immunization requirements please contact the health office at jmanley@elbacsd.org. Medications at School: A doctor’s order with instructions for use and parental signature is required for ALL medication(s) given during school hours. This includes over the counter and prescription medications. An adult MUST deliver medication(s) to the nurse’s office in their original container. Students are not allowed to carry any medication to or from school. This is a requirement for each new school year per New York State Education Law. Health Changes: The school nurse should be notified regarding any change in medical condition such as allergies to medications, insects, or any other existing condition. This information is kept confidential and is available only to staff and special teachers on an as needed basis. The health office should also be contacted for any add or change in medication. Elba Central School Elba Central School Hall of Fame Foundation Beef on Weck Dinner The ECS Hall of Fame Foundation is hosting a Beef on Weck Drive-Through/Pick Up Dinner on Tuesday, May 18th (School Budget Vote Day) from 4:30—6:30 p.m. in the North Loop of the school. Dinner includes a sandwich, macaroni salad, baked beans, coleslaw, cookie and water. Tickets are $10 and are Pre-Sale ONLY. Hall of Fame Nominations The Elba CSD Hall of Fame recognizes outstanding achievements by any alumni or resident, who have greatly contributed to the well-being of our society through their hard work, talents and leadership. There are three categories for nominees: 1. An alumni of Elba High School 2. Community member 3. An honorary selection (non-alum). Nomination applications are continually accepted. From the Village of Elba Reminder for Yard Waste Pickup *Pickup for yard waste is on Mondays and should be out before 8am. *All yard debris such as grass clippings, weeds, small sticks etc. have to be in containers no larger than 35 gallons and weigh no more than 40 pounds. *Sticks must be bundled with string in lengths no longer than six feet, weighing no more than 40 pounds. *No loose debris will be picked up. *No whole trees. *Branches need to be small and light enough for one man to lift. *No plastic bags, 55-gallon drums, or wheelbarrows will be picked up.
2021 Spring/Budget Newsletter Summer Safety from the Elba Joint Fire District Stay Cool Stay in air-conditioned locations as much as possible. If your home is not air conditioned find places in your community that are air conditioned. Find out if your community has a cooling center available during hot months. Don’t stay in a hot car (and don’t leave pets in a hot car). If you are outdoors, take breaks from the heat, especially during the hottest part of the day. Stay Hydrated Drink plenty of fluids, even if you don’t feel thirsty. Watch for Signs of Heat Stress On hot days, watch for signs of heat illness in yourself and others. Heat cramps, heat exhaustion and heat stroke are possible on hot days. Signs of heat-related illness include: Muscle pains, cramps, or spasms Heavy sweating, paleness, weakness, dizziness, headache nausea or vomiting Confusion, fainting or unconsciousness High body temperature (over 103 degrees) with dry skin (not sweating) Rapid pulse GRILLING SAFETY Summer is a popular time for grilling family meals at home. Yet grilling fires spark more than 10,000 home fires on average each year. To avoid this: Always supervise a barbecue grill when in use. Don’t add charcoal starter fluid when coals have already been ignited. Never grill indoors—not in the house, camper, tent or any enclosed area. Make sure everyone, including children and pets, stay away from the grill. Keep the grill away from the house or anything that could catch fire. POOL SAFETY Have swimming skills and know how to help other s. Achieve the skills of water competency: be able to enter the water, get a breath, stay afloat, change position, swim a distance and then get out of the water safely. Constantly supervise children around water and avoid distractions. If you have a pool, secure it with appropriate barriers. In group situations, designate a water watcher whose sole responsibility it is to oversee the activity in the water. If a child is missing, check the water first. Elba Central School Elba Betterment Committee We’re baaaack….! The Elba Betterment Committee is back to work, and planning to bring back some activities we were unable to provide during the shut down . First up, Memorial Day in the Park. We are proud to be able to partner with the Town of Elba and the Historical Society to bring this wonderful community activity back. The service will return to the Maple Avenue Cemetery on Monday, May 31 at 10:00 am. As a precaution we will not be serving hotdogs and hamburgers this year, and it is unlikely that the Historical Society buildings will be open, but you will still hear the essays from our students and other tributes to our fallen military. Please check our Facebook page for any updates. And yes, there will be music in the Park again this summer!! While the exact dates are not hammered out yet, you can expect 3 mini festivals – with music, food and fun – coming to the Park on Sunday afternoons in July, August and September. We have several new musicians on board – the phone is ringing off the hook with people requesting to play in our beautiful park! Favorites from last year will also be returning. And food, of course there will be food! Stay tuned for details to come. But first, while we will be receiving support from GO Art again this year we will also be doing some fundraising to make sure we are able to have more bands involved. On that note, (get it? Note??) we will be having a Chicken Barbeque on Sunday, June 13 at the Village Park. Tickets will be on sale starting in mid April and can be purchased at Chap’s, the Village Office, the Town Office, Sweet Life Country Store (Oliver’s), The ECS District Office or from any Betterment Committee Member. There will be a limited number of dinners available the day of the sale, but we highly suggest that you get your tickets ahead of time, by June 1 – both to assist us in ordering and to ensure you won’t be disappointed. As always, we are looking for more members, as well as people willing to help out with our activities. Feel free to contact any member to sign up to join or to help. For new dog licenses, a current rabies certificate and a spay/neuter certificate (if applicable) is required. For a renewal, a rabies certificate (if required) must be presented. Fees for unaltered dogs are $15.00 and for spayed/neutered dogs is $5.00. A license is a lost dog's ticket home! TOWN HIGHWAY – Work zones play a key role in maintaining and upgrading our town’s highway system. Drivers can make roads safe by simply SLOWING down and obeying work zones - it is the LAW! We have had several close calls in Elba. If these instances continue we will need to completely shut the road down while performing the necessary work. Our Highway employees and contractors would like to go home to their families every night – so please, SLOW DOWN!
