DIVISION BULLETIN 2020-ALL-044 Effective Date: 7/20/2020 Expiration Date: 8/22/2020 Julie Kirschbaum Director of Transit Fall 2020 Divisional Signup Posting Friday, July 24, 2020 Signup Starts Saturday, August 1, 2020 - Flynn, Islais Creek and Woods Saturday, August 8, 2020 - Kirkland, Potrero and Presidio Effective Saturday, August 22, 2020 As a result of COVID-19, SFMTA reduced the transit system to 17 core routes in March 2020. Over the past several months the Agency has been gradually restoring routes and increasing frequency to meet the needs of customers making essential trips. We have been able to restore service because operator and maintenance staffing levels have improved and we are continuing to hire more car cleaners to meet the enhanced cleaning requirements of COVID-19. Given the frequent pace of schedule changes beginning in March, we have been detailing staff to work daily, rather than conducting a sign up. Additionally, when Operator staffing levels exceeded scheduled service, staff were provided paid furloughs. For the August schedule changes, paid furloughs will be phased out and service will be increased. We will be conducting a sign up for rubber tire Operators only. We will continue to follow all of our new COVID-19 protocols, including ensuring that the operator cab is thoroughly cleaned between operators. Light Rail Operators Light rail service is also expected to resume on August 22. However, because we anticipate a need for more frequent schedule modifications, it will not be part of the fall sign up. Light rail operators will continue to be detailed daily. Light rail Operators will retain the same days off as they received in the General Sign Up (GSU) and receive the pay of the run signed on or the work performed (whichever is higher). Historic / Cable Car Operators Historic Operators who are dual qualified and have driven a light rail vehicle within the last 12 months, will be assigned to light-rail service. Cable car Operators and historic Operators (who are not LRV qualified) will select a temporary assignment based on availability and seniority. Work assignments will include Woods extraboard, Kirkland extraboard, car cleaning, in-service ambassador or Burke warehouse. Operators may also request a 60ft or trolley division if they meet the modal training requirements. Operators assigned to Islais Creek, Flynn or Potrero, must be fully qualified to drive 60’ coaches before being assigned to operate them. Cable car and historic Operators will retain the same days off as they received in the General Sign Up (GSU) and receive the pay of the run signed on or the work performed (whichever is higher). A separate bulletin will be issued that outlines the Cable car and Historic process in more detail.
Overview of Service Changes The Fall sign up will include more frequent service on crowded routes and the restoration of additional routes to continue to close gaps in the network. These changes are consistent with the SFMTA’s Transit Recovery Plan and the City’s COVID-19 strategy. The changes were based on availability of anticipated resources and were developed using criteria including: • Providing connections for essential workers and equity strategy neighborhoods • Operating a transit system and schedule that is intuitive and predictable • Supporting the City’s broader plan to resume economic activity • Incorporating recent feedback from Operators and Muni customers Increasing Frequency and Capacity • The following lines will have more frequency to reduce crowding and to prepare for school opening: o Weekdays: 8, 9, 9R, 12,14, 19, 24, 25, 28, 29, 30, 43, 49 o Weekends: 8, 12, 22, 28, 44 • The 28 19th Ave and 54 Felton are currently weekday-only service but weekend service will be added as part of the Fall sign up. Construction: Since last year, the Taraval Improvement Project construction has been underway. Beginning this fall, an L Bus construction shuttle from Sunset to Wawona & 46th Ave will be implemented as crews work on rails and infrastructure on Taraval. Customers west of Sunset Blvd will transfer to/from the L Bus to the light rail service on Taraval & 32nd Ave. The L bus construction shuttle will be scheduled work for Woods division. Figure 2: L Bus construction shuttle route between Wawona & 46th Ave and Taraval & 32nd Ave. Signup Eligibility All operators who are on the platform on their signup date and who will continue to work as of August 22, 2020 may participate in the signup. Operators who have been on leave will only be permitted to sign if they have returned to work and completed all necessary refresher training on the day they are scheduled to sign. Operators who have been gone more than 90 days should start the return to work process with sufficient time in advance of their bid date to allow time for training to ensure they are eligible to sign up. The Training Department will assess how much refresher training each Operator needs based on time away from the platform and the individual needs of each Operator. The Training Department will train people based on return to work date, but will give some preference to Operators who only need a short amount of refresher training. Operators who have been gone more than 90 days should start the return to work process with sufficient time in advance of their bid date to allow time for training to ensure they are eligible to sign up. Operators on leave, industrial leave or on light duty assignment who return to the platform between signups, will be assigned to the extraboard and receive days off in accordance with their seniority. Operators who clear and sign on a run or block, but do not return to work on the effective date of the signup (August 22, 2020) will lose their run or block. Upon their return, they will be assigned to the division extraboard with days off based on service needs. Bidding Process Paper choice slips or in-person bidding will not be offered during the COVID-19 crisis. Operators should complete their bids remotely by computer/laptop, tablet, or smartphone using the Trapeze Online Bidding tool. Operators who are unable to bid online may call their division signup team to submit their choice at their designated bid time, by calling the following: Flynn (415) 554-9377 Potrero (415) 254-3373 Islais Creek (415) 530-3570 Kirkland (415) 530-3760 Presidio (415) 440-0633 Woods (415) 695-7258 Assistance to Operators prior to their bid date – Operators may contact the Online Bidding Hotline at 510- 858-4550 or emailing sfmtaschedule@gmail.com prior to their bid date. Training - To learn how to bid online, Operators may watch the 5-minute training tutorial video or review the step-by-step written instructions available on the Operator’s website (operator.sfmta.com). Operators may request a 1-on-1 virtual training session by calling or texting the Online Bidding Hotline at 510-858-4550 or emailing sfmtaschedule@gmail.com prior to their bid date. The 1-on-1 virtual training is optional and encouraged for first time users, but not required. Trapeze PIN - All operators will use their regular Trapeze PIN to log in to Trapeze Ops-Web during the signup. Operators must check their access to Trapeze as soon as possible, and call the Online Bidding Hotline at 510-858- 4550, if assistance is needed. Choices - Operators may start working on their online bidding requests on the posting day July 24,2020. Operators who are new to online bidding are encouraged to start early, practice and call the hotline with questions in advance of their bid date. Operators may call the Online Bidding Hotline at 510-858-4550, if assistance is needed. If you see a “Missing Skill” warning icon in Online Bidding, Trapeze believes you do not possess the “Skill Requirements” or criteria for the work assignment. See the section below titled Extra Signable Work for a list of criteria. Should any errors be noted, please notify the division manager or chairperson for correction. Corrections must be requested at least 48 hours in advance of the Operator’s bid date. Rosters - The platform seniority roster will be posted in the division break room and on the operator website https://operator.sfmta.com. The roster lists operators by divisional seniority order and it provides the signup date and time for each operator. Should an operator’s name be omitted from the platform seniority roster or should any errors be noted, please notify the division manager or chairperson for correction. Please be aware of the following: • Online bidding is not to be completed while in revenue service. • It is the Operator’s responsibility to ensure they complete the online bid in advance of their bid time. • Operators should always confirm the details of run pay, work assignments and special run details such as subject to daily reassignment (SDR); by reviewing the ranges and paddles that are posted on the Operator’s website (operator.sfmta.com). • If operators encounter any issues with online bidding during their bid time, they must immediately contact their division chairperson for work assignment selection. • Operators will not be detailed to work during their scheduled sign up time. If you are inadvertently detailed to work during your bid time, please contact your dispatcher for reassignment. • For all signup options, no changes will be made once a final assignment is provided to an operator and it is past their scheduled bid time. • Operators that are eligible to sign and do not complete their signup via online bidding or by phone, will be signed to a work assignment by the division chairperson or SFMTA authorized representative. On Loan Status Operators who signed into a rail division, but have not had an opportunity to complete their training, will be placed on the extraboard at their previous division and assigned to work based on seniority. On loan Operators are not eligible for hold downs. Operators will retain the same days off as they received in the General Sign Up (GSU) and receive the pay of the run signed on or the work performed (whichever is higher). All rail Operators who signed out or were bumped out of rail during the GSU will return to their bus division. Working on Regular Day Off (RDO) Minimal RDO is anticipated in the upcoming months. However, the following will apply when RDO is available: On loan Operators will be eligible for RDO on the same rotation as any other Operator at the division, until they finish training and are officially transferred to their new division. Kirkland Operators will be included in the weekend RDO at Woods and Islais Creek Operators will be included in weekend RDO at Flynn, based on seniority and rotation. Extraboard and Floating Extraboard A certain number of regular extraboard slots are assigned to each division according to the size of the division. Additionally, there is a floating extraboard at all divisions. Extraboard Operators primary role is to cover the work assignment of staff at their division who are out due to illness, vacation and other forms of leave. During COVID- 19, Extraboard Operators may also be utilized for other service-related needs (DSW work), such as ambassador duty or car cleaning. The extraboard list on all categories is not a preference list; operators on all extraboard categories must accept all assigned work at their division. Cable car and historic Operators assigned to rubber tire divisions will be eligible for divisional hold downs. Operators who signed out of the division at the GSU but have not received rail training, will not be eligible to participate in Division hold-downs. Rubber Tire Floating Extraboard (FEB) Rubber Tire FEB assignments apply to motor coach and trolley coach divisions. One FEB list will be established for all rubber tire divisions (Flynn, Kirkland, Potrero, Presidio, Islais Creek and Woods). The number of FEB slots varies by division and ranges from 8 to 12. Each division will act as the administrative division for their FEB positions, and will be responsible for handling the sick list, vacations, disciplinary matters, etc. The assignment of the FEB will be conducted by the Lead Dispatcher based on service needs. Operators signing onto the FEB are expected to qualify on all types of rubber tire coaches (30’, 40’ and 60’ motor coach and trolley coach). Training will be provided to those signing onto the FEB at the division signup. Pending training on all equipment, you will be expected to operate a 40’ motor coach on any rubber tire line. FEB operator may be assigned to pull out and pull in at any division. FEB will cover work from all rubber tire divisions (Flynn, Kirkland, Potrero, Presidio, Islais Creek and Woods) based on service needs seven days a week. No FEB shall be scheduled to work a range greater than 12 hours and the FEB assignments will end no later than 8:00 pm, unless an Operator agrees to work an assignment that ends at a later time. Extra Signable Work Extra signable work consists of runs or blocks that contain non-revenue work described below as part of their work assignment. A non-revenue run can be either straight thru or split between a piece that is non-revenue and a piece that is revenue service. Any run or block that contains a piece that is considered non-revenue will be treated as extra signable work. Operators that sign onto these positions are subject to orders including revenue work, must maintain a California Class B-P Driver’s License and take refresher training on motor coaches, if not otherwise required to operate such equipment. The following is a list of extra signable work essential functions and criteria: Motor Coach and Trolley Coach Divisions – Yard Starters and Parkers The essential functions of the assignment include, but are not limited to: • Ensure that all runs are assigned a coach • Record the pull-out time for each coach • Troubleshoot and/or trade defective coaches • Reposition coaches as needed • Inform Dispatcher, Yardmaster and other appropriate personnel of changes • Maintain coach assignment records and enter coach assignment records into computer system Criteria for rubber tire Starters and Parkers • Worked on the platform at least 1600 hours in the qualifying year • Been involved in no major collision and no more than one (1) preventable collisions within the last year • Served no disciplinary suspension within the last year • Computer skills (entering data into system) • Self-starter • Good communication skills and ability to maintain good working relationship with staff from TMC, Dispatch, Transit Services, Maintenance Shop, Operators and Division Managers. * The above criteria are applicable to division hold downs and division mini signups. SFMTA encourages all operators to exercise their right to choose work assignments, work hours and days off by participating in their divisional signup on the dates indicated above. If an operator chooses not to make a selection, SFMTA will follow the current Memorandum of Understanding and sign each operator by seniority to a work assignment. Thank you for your cooperation.
