Connection Charging Boundary - Proposals • Demand Connections to move to shallow charging boundary • Generation connections to move to shallowish charging boundary • Reinforcement part-charged to connecting customers at connection voltage only • High Cost Cap rule retained • Transmission charges will continue to be passed to connecting customers where applicable • Intended implementation for connection requests made after 1 April 2023 • ECCR interaction acknowledged; Ofgem wish to avoid amending ECCR(2017) Notes: • Weakening of location signal, and therefore heightened risk of inefficient investment acknowledged • Advised to expect little or no change to possible subsequent DUoS reforms 15
Access Rights – Proposals • Ofgem will define certain access rights choices at distribution • Non-firm – users choose % of time (no. of hours) they can be curtailed. Once agreed, DNOs wanting additional curtailment must procure it • Time-profiled rights. Applies to a % of user’s import/export. During peak, users can have no, reduced or non-firm access. Time profile may vary seasonally • DNOs to develop common approach and guidance to monitoring and enforcement – may require additional control/monitoring equipment (expected for non-firm) at user cost/risk • Although existing users access rights not affected, they have option to change (expect most non-firm users to apply for firm access as zero cost) • Options not taken forward • Non-firm access defined by physical conditions, no. of curtailments, or energy curtailed. • ‘Financially firm’ access at distribution; ‘Connect and Manage’ arrangements at distribution • Defining access rights for small users (with no agreed capacity) • Changes to rights at transmission • Shared access (although further trialling via ENA encouraged) 16

UK Power Networks’ View • Positive towards Ofgem’s ‘minded-to’ position • Some improvements to drive efficient investment suggested in our response • Gaps in definition of access arrangements – keen to contribute to further definition • Implementation on 1 April 2023 likely to cause transition impacts on DNOs and customers • UK Power Networks suggested implementation immediately after decision, or at least phased introduction • Significant Impact on our ED2 business plan – additional DUoS cost • Directed to submit final business plan based on ‘minded-to’ position • Major Connections Strategy largely un-impacted • Commitment to re-classify some non-contestable scope requires further thought 18 • We expect intent of the ‘minded-to’ position to remain in Ofgem’s final decision

EPN DERMS Live 15th September • DERMS capability successfully implemented in EPN. • The nine “ANM 100” customers are migrated from the legacy system over to the new STRATA DERMS • This enables new connections starting next month in the Norwich area. • PowerOn has now been integrated and enhanced to model and integrate flexible connections with the Control Room. • This gives customers enhanced comms, better reporting and allows DERMs to be scaled to future demand. • Getting this live is a major step towards supporting our flexible customers, meeting UK Power Networks commitments and our ambition to be the leading DSO. 21

Scope of the example Network Headroom Report • For all substations in our Long Term Development Statement (LTDS) • But to 2050 instead of 2023, and over multiple scenarios • Demand Headroom = peak demand – capacity for demand • Generation Headroom = peak generation – capacity for generation • Consistent with our 4 Distribution Future Energy Scenarios (DFES) and our plan for the network • Shows where additional capacity required in those scenarios – from flexibility or reinforcement • Based on 2019/20 and 2020 data – supports consultation on the form of the future annual report 32

Network Development Plan Every DNO will publish a Network Development Plan (NDP) in May 2022 including headroom reporting. We are now developing our plans to deliver this. At the end of August, the ENA Open Networks project published ‘Proposals for the Form of Statement of the NDP’ 35

Management of Capacity • UK Power Networks went live on 1st July 2021 for applications where either: • the requested generation is 1MW or above and / or • the connection requires EHV work (including demand connections) • The revised milestone table will appear/has appeared in quotations issued where the application date is on or after the 1st July 2021 • For generation connections the new Energy Network Association (ENA) Queue Management Milestones will replace the existing QMEC (Quicker More Efficient Connections) Milestones, where the application date is on or after 1st July 2021. 38
Reminder / refresh - Queue Milestones •Industry Direction: • Energy Network Association (ENA) Open Networks Project: establish consistent and effective processes within Distribution and Transmission to lay foundations for the smart energy grid • Introduction of Distribution and Transmission Queue Management Milestones is one of many products to this end • Ofgem ED2 Business Plan: better usage and allocation of capacity, efficient investment, quicker access to the network • Objective is to minimise capacity lost to slow moving / stalled connections that could be utilised by ‘ready’ projects. 39
Milestone Table • Quotations will start appearing with the updated Milestone table – very similar to the QMEC (Quicker More Efficient Connections) Milestone Table in offers issued from c2017 • Includes a new Project Commitment Milestone (primarily for Transmission Offers) 40
Next Steps – Queue Milestones • UK Power Networks will continue to send quotes with the Milestones Q4 2021 included – opportunity for customers to discuss with their Project Managers where unclear Q1 / Q2 • Opportunity for UK Power Networks and Customers to discuss progress 2022 of milestone achievement, flagging issues early to allow us consider options • Quotations accepted late 2021 / early 2022 that have not made (or at Q3 / Q4 least evidenced) any progress may start moving to more formal 2022 escalation and ultimately cancellation. This is likely to be limited to early milestones (Planning Permission, Land Rights) 41
