PART 1 OVERVIEW 1. INTRODUCTION With the financial support of the Canada Mortgage & Housing Corporation (CMHC), the Community Data Program (CDP) of the Canadian Community Economic Development Network (CCEDNet) has launched a Solutions Lab project called “Developing easy-to-use community decision-making tools to help achieve National Housing Strategy goals”. This project is helping organizations find the best way to measure and respond to local housing and housing-related issues through relevant data, visualization and reporting tools. These organizations include, but are not limited to, municipal governments and local authorities, community-based non-profit organizations, and private sector industry associations. More information on the CDP Solutions Lab is available from the Housing Solutions Lab Portal on the Community Data Program website: https://communitydata.ca/content/solutions-lab-community-decision-making-tools-housing-issues 2. SURVEY METHODOLOGY The CDP team has asked individuals working for organizations or departments of organizations with either a direct or indirect role in the housing field and offering their own professional perspective to participate in an online survey, launched in November 2020. The resulting survey data will be of substantial value as the Solutions Lab project progresses and will benefit organizations that are part of a housing system being delivered at a local level. The Solutions Lab survey was created using an online platform called Google Form. It comprised 14 housing related questions and 4 contact information questions (See Annex 1). The question types include: • Short answer • Paragraph (Long-answer text) • Multiple choices • Checkboxes • Drop-down • Tick box grid • Multiple-choice grid Checkboxes and Tick box grid types are applied for Check-All-That-Apply (CATA) questions. 3. WHO RESPONDED TO THE SURVEY? The survey was open from the end of November 2020 until the end of February 2021. It was shared with six different groups of respondents in English and French languages using separated survey links for better analysis. The groups of audiences are listed below: 1. Canadian Community Economic Development Network (CCEDN) members (English and French versions) 2. Community Data Program members (English and French versions) 3. Expert Community on Housing (ECOH) (English and French versions) 4. Solutions Lab (English and French versions) 5. Canadian Housing Policy Roundtable (CHPR), Canadian Housing Evidence Collaborative and the UBC-led Housing Research Collaborative (English version) 6. Québec members (French version) In total, 174 responses were received as of March 15, 2021. The Quebec members survey remains open until the end of March 2021. 4. PROCESSING OF SURVEY FINDINGS The responses were converted to tabular data in CSV format. Tableau Prep was used to combine the data of different groups using Join and Union functions. In addition, the data cleaning steps were completed in Tableau Prep. In the next step, data visualization, several survey charts were produced using imported data in Tableau Desktop. Survey results are represented in this report as a series of charts. Page 3
PART 2 SURVEY FINDINGS 1. HIGHLIGHTS OF FINDINGS While it will take some time to absorb and reflect in depth on the survey findings -- aided by completion of the Quebec responses and a presentation of results to interested CDP members on April 8 -- a number of highlights are evident: • Just under 90% of all CDP community data consortia (26 out of 29) sent in at least one response, and more than half sent in multiple responses (16). • The survey clearly achieved its objective of sparking interest in this Solutions Lab project and related processes among the activist core of the CDP. • Most participation in the survey occurred by municipal governments and municipal agencies (over 48%) and by non-profit organizations (over 42%). • Private sector companies and associations, Indigenous organizations, and neighbourhood organizations were not polled extensively in the survey and thus did not respond in substantial numbers. The CDP team along with its Solutions Lab consultant are discussing how best to address this opportunity in the future, and at a minimum to supplement the survey findings with additional research and with in-person interviews. • Neither federal nor provincial departments and agencies took much part in the survey, although an invitation to respond was issued to a network involving substantial numbers of both users and producers of housing data. This again, will be a matter for further strategic reflection by the CDP team and Solutions Lab consultant. • From a geographic representation perspective, Central Canada and the West had the greatest strength, with both urban and smaller and rural areas reasonably well represented. Atlantic Canada and the North had less extensive representation in responses, with none from Newfoundland and Labrador. This is a matter for specific remedial action recognized by the Solutions Lab management team and their consultant. • One of the highest response rates to this survey occurred from those organizations that had previously received CMHC Solutions Lab funding. As a result, the CDP team is reaching out to engage these organizations in contributing insights about their data use and gaps they are identifying. • Three quarters of survey respondents plan to engage more in housing issues but state that they are limited by capacity or resources, or lack of both. Only about 15% are comfortable with their current level of engagement. Page 4
• Eighty-eight respondents claimed to produce their own housing data, surveys, and information. The CDP team will be reaching out to these over the coming months to determine the extent to which these organizations are using widely available data to develop their own versions of specific local data products or are indeed are generating unique datasets. • Almost three quarters of respondents expressed an interest in staying engaged in the Solutions Lab project in the future, which is welcome but not very surprising given the survey sample of those already engaged in the data business in some way. A majority of the remainder left the door open to future contacts. Among these, the CDP team is likely to concentrate its efforts on federal and provincial producers and users of housing data. • In line with the above patterns of responses, answers to the question of whether the respondents have “the capacity and resources to engage in housing issues”, the overwhelming majority said that they had more than enough “passion and commitment” to engage, only a minority said they had enough dedicated staff time, budget, and data. Almost a third identified skills and training as matters to be addressed. • While Statistics Canada and CMHC ranked first and second as sources of housing data, 61% of respondents said their own surveys and administrative data were major sources of information for housing applications. The CDP has a special interest in seeing what administrative data could be mobilized more fully and effectively in the future and will pursue this topic over the remainder of this project. • Between 49 and 55% of respondents are engaged in housing policy, housing advocacy, or housing program service delivery. That appears to confirm that the survey is finding out the views on data of decision-making organizations, or at least decision-engaged organizations. More specialized housing-related engagement proportions of respondents, such as housing construction are also significant. • Looking at which presentation techniques “work best” from the standpoint of respondents, “hard facts” and “critical statements“ were currently in use and deemed to work best while “personal stories” and “visuals” were also favoured by a majority of respondents. • While there was widespread agreement about the level of interest in housing issues among respondents, there was also substantial support for the view that efforts are currently fragmented and hampered by lack of consensus on what is to be done. In brief, the degree of openness to change in housing matters is a matter of debate. • Finally, the single specific topic drawing the largest amount of interest in having more information is market analysis of supply and demand. Newcomers and homeless people all draw interest in more information from 90+ respondents as well. In the mid-range are those with mental health and addiction issues, seniors, racialized groups, people with disabilities, and Indigenous people. Attracting lower numbers seeking more information are young adults, victims of family violence and veterans. The survey also invited and received a rich array of substantive comments which will be mined over the coming weeks, with contacts to follow up on particularly interesting opportunities raised to help further innovation in this field. 3. COMPILATION OF COMMENTS The comments of questions 6 to 13 are extracted and displayed in the following tables for more in-depth analysis. Question 6. How is your organization involved in resolving Housing issues? Word clouds of question 6 comments are created using https://www.wordclouds.com/. A word cloud is a visual representation of the most common words. The size of words shows the frequency of the words. We develop and implement policy to encourage and secure a range of Housing in new development, City of Toronto especially rental and affordable Housing. City of Coquitlam Assisting with the creation of affordable Housing is part of our business plan Fundamental Inc is a social enterprise consultancy providing services around climate change action. We are part of a Solutions Lab that is looking to create a financially and environmentally sustainable business Fundamental Inc model which provides affordable Housing + social supports and benefits by leveraging the mechanisms of incorporation. LIke many healthcare delivery organizations, we are looking to enter the affordable Housing space, as a SE Health new line of work for our 112 year old organization.
