WELCOME Welcome children, parents, teachers and principals to our 2021 Cumberland Zone Swimming Carnival. It is great to back after 12 months of suspended events. Congratulations to all our competitors today who have qualified from their own School to swim here today. You should be proud of winning the right to represent your school and I know you will do them proud. Successful swimmers today will gain selection into the Cumberland Zone Swimming Representative Team to compete at the Parramatta Diocesan Swimming Carnival to be held at Blacktown Aquatic Centre on Tuesday 9th March, 2021. Thank you to all the school sports coordinators who have prepared and successfully run their school carnivals, time trials and prepared teams for this Zone Carnival. Thank you to the Cumberland Zone Convener, Sacred Heart – Westmead. Special thanks to all the NSW Swimming officials, teachers and principals here today. Our teachers are no doubt a valuable support in our school sport as are the students from Marist, Parramatta. I thank you for generously giving up your time and assisting with the running of this event. Thanks to the staff here at Mt Druitt Swimming Centre for preparing the pool and grounds. Finally, an event like this requires much preparation. I congratulate Tracey Clogher for her tireless enthusiasm to coordinate this successful day and providing an opportunity for children in our diocese to display their talents. CUMBERLAND ZONE SWIMMING 2021 RULES AND CONDITIONS – COVID-19 SAFETY PROTOCOLS 1. COVID-19 WELL-BEING The following COVID-19 safety protocols are in place to ensure the safety and wellbeing of everyone involved: Competitors, staff and patrons are advised to stay away if unwell or presenting with any symptoms of COVID-19. Competitors are to arrive dressed and ready to swim. Change rooms will not be available for this purpose. Competitors will not be permitted to shake hands, high five, or hug other players, officials, team officials, or parents. Schools are encouraged to remind competitors to provide their own personal sanitiser OR the school should provide sanitiser for their own school’s competitors. All present are reminded to sanitise throughout the event. Competitors are not permitted to share drink bottles. All competitors must cover their mouth when coughing or sneezing & sanitise their hands after such episode. Competitors must not socialize or assemble in groups outside of their own school before, during, or after their race. ARRIVE, SWIM, LEAVE - Once the competitor has finished their events, competitors must depart the venue as soon as possible. Get tested for COVID-19 if you develop flu-like symptoms 2. COVID-19 VENUE REQUIREMENTS All involved in the Cumberland Zone are reminded to adhere to the COVID-19 protocols: All parent/carers, officials and staff are required to check-in on the Service NSW app provided at the entrance to the venue. Prior to entering the venue, the Pool attendants must sight the parent/carer/official and staff have completed the COVID Safe Check-in on their device. If they do not have a device the Swimming Centre will capture their contact details for contact tracing. From 7:50am – 8:20am, competitors will be required to enter via the rea entry gate of the venue. Competitors will be directed by the COVID-19 Marshall to their school area. Team Managers will maintain student attendance records, and to ensure competitors are signed in on arrival and departure. Adhere to Mt Druitt Swimming Centre (BCC) venue capacity guidelines. CEDP recommends only ONE parent/carer as spectator per competitor is to attend the Cumberland Zone Carnival. Designated Areas of the venue Parent/Carers as spectators are to maintain social distancing, the venue is split into 2 designated areas: • Parent/carers/Spectators ONLY – as per the venue map (North, East and South of the competition pool. • Participants/School Officials ONLY – Northern (grandstand) & Southern (grass area) sides of the competition pool.
Designated School Area (Competitors + School Staff) – Grandstand & Southern side (grass area) of pool • Schools in grandstand are to be seated as per the venue map of school’s location. • Schools on the grass area are to provide a shade shelter for the competitors. • All schools are to bring the school banner for identification purposes. • Competitors could be encouraged to provide 2 towels (1 for swimming and 1 for sitting) or a small chair to sit. • NO parent/carer is permitted to enter the Designated CEDP/School Area, unless they are an authorised team school official. • School Team Managers must wear a Hi-vis vest for the duration of the day. Parent/carers – South/Railway side (flat/grass area – near marshalling) • If a parent/carer is a spectator, they are not permitted in the designated area of the schools, that is the Hill on the Northern/Highway side. • Parent/carers are to remain in the public area which is the grass area – Southern/Railway side of the venue. • Schools will need to communicate with the parents regarding their procedure for the arrival and departure of competitors. • Parents/carers will be required to bring their own chair as there is NO seating. 3. ENTRIES Entries are on a school basis only. Each school may nominate two (2) competitors per event i.e. individual events and relays. Additional entries are at the discretion of the Carnival Convener. Age divisions are based on the age the child turns this calendar year (i.e. as at 31/12/2021) Age groupings where applicable are: Junior 11 years Senior 8, 9, 10 years 11 years 12, 13 years Relay events: Junior Senior 8, 9, 10 years 11, 12 & 13 years A competitor may not compete out of his/her own age group except for Open events. Events: Freestyle 100 metres Opens Relays 4 x 50 metres Junior & Senior Freestyle 50 metres 8, 9, 10, 11, 12, 13, Multiclass Backstroke 50 metres Junior, 11yrs, Senior, Multiclass Breaststroke 50 metres Junior, 11yrs, Senior, Multiclass Butterfly 50 metres Junior, 11yrs, Senior, Multiclass Individual Medley 200 metres Junior & Senior Competitors: 2 boys and 2 girls from each school for the individual events. 1 team per age & gender category for relay events.
4. Competition Rules The Zone Swimming Carnival will be conducted in accordance with the Rules of Australian Swimming Association and as set down by the PDCPSSC & NSWCPSSC. Competitors shall be placed in their lanes and a one-half pace behind the starting position by the Check Starter. The start in races shall be with a dive from the diving platform or the wall or a competitor may start in the water. The procedure will then be: i.Whistle for competitors to position on back of blocks – in backstroke competitors enter the water. ii.Starter’s Command “TAKE YOUR MARKS”, competitors step forward and assume starting position and remain stationary until the gun blast – in backstroke competitors assume starting position immediately on the command. iii.Gun blast/start signal. PLEASE NOTE: The two (2) start rule will operate at this Zone Carnival. 5. Marshalling Marshalling is under the marquee at the Western end of the pool (starting blocks) on the Hill. Competitors MUST report to this area when their event is called and inform their School Team managers. Competitors are to leave any swimming jackets & towels in their own school area. 6. Relays The start in relay races shall be with a dive from the diving platform or the wall or a competitor may start in the water. For a swimmer starting in the water, the swimmer’s feet must be on the wall when the incoming swimmers hand touches the wall. The swimmer starting in the water must start on the left of the lane. If swimmer 2 starts in the water, swimmer 1 will not be able to gain an official time. Due to water depth at the shallow end of the venue no diving is permitted. All competitors are reminded to enter the water appropriately and only when instructed. 7. Order of events Events shall be held in the sequence indicated. Please note, due to COVID-19 that the 4 x 50m team relays are scheduled in the morning after the Open 100m. Carnival Convener reserves the right to vary the order of events if necessary. 8. Commencement time The carnival will commence at 8:30am with the official opening. The first event will be called at 8:20am. 9. Protests Due to COVID-19, any protests are to be directed by the School Team Manager verbally to the Carnival Convener with 15 minutes of the completion of the event. If required, a protest will be submitted in writing on the official protest sheet by the School Team Manager to the Carnival Convener. The Protest Committee shall consist of the Referee, the Convener and a designated PDCPSSC official.
10. Results & Qualifiers Event placegetters will be announced after results have been verified. 1st, 2nd, 3rd and 4th Placegetters will be announced from each event and will qualify for the Zone team. The Zone team will participate at the Parramatta Diocesan Swimming Carnival on Tuesday 9th March at Blacktown Aquatic Centre. Qualifiers will receive Diocesan Swimming information package from the Results team immediately upon receiving their ribbons. No results will be displayed within the venue. All results will be emailed to schools and available via your school sports coordinator. Presentations of Zone Age Champions will be awarded at the conclusion of the carnival if COVID-19 protocols permit. 11. SUN SMART Be SunSmart – Please regularly apply the following: Slip on sun protective clothing, Slop on SPF 30+ sunscreen, Slap on a hat, Seek shade, Slide on some sunglasses! 12. Coaching Parents, coaches, and other unauthorised persons are NOT permitted in the marshalling, the designated Official & Competitor area or any part of the pool deck at any time. Once participants are in the hand of officials controlling the event, they shall not receive any coaching or advice. PENALTY – Disqualification from ALL remaining events. ‘ 13. Photographs Parents are not permitted to take photos or video on the pool deck. Please, be aware that the media exposure at this event may result in your child’s name, school details and/or photograph appearing in a newspaper, CEDP newsletter or on the Primary Sport website www.primarysportparra.catholic.edu.au or the Primary Sport Facebook page Primary Sport Parramatta Diocese If you have concern with this occurring, please contact the Carnival Convener or Teaching Educator Primary Sport immediately.
