VOTING OPTIONS In an effort to accommodate all voters, the San Joaquin County Registrar of Voters has prepared the following voting options. VOTE-BY-MAIL FROM HOME: All voters can vote from the safety of their home, using the enclosed Vote-by-Mail ballot. Ballots can be returned to our office in one of four ways: --Via US Mail: Just mail the ballot. Postage is pre-paid so returning by mail is free. All ballots must be postmarked by Election Day. --Ballot Drop Boxes: Secure ballot drop boxes will be at selected locations in the County starting 29 days before Election Day. Hours of operation and locations are included with the Vote-by-Mail ballot. --Drive-up Democracy (1 Day): Curbside ballot drop off is available on Election Day at the County Administration Building at 44 N. San Joaquin Street in Stockton from 7am to 8pm. --Election Day Drop Off (1 Day): Ballots can be dropped off at any polling place from 7am to 8pm. No need to check in or stand in line, just inform the staff you wish to drop off a Vote-by-Mail ballot. ALL VOTE-BY-MAIL BALLOTS MUST BE POSTMARKED OR RETURNED BY ELECTION DAY. IN-PERSON VOTING: Voters can vote in person at a polling place if they prefer to do so. Traditional polling places will be open on Election Day from 7am to 8pm. Your nearest polling places will be listed on the cover sheet of your official ballot. VOTER SERVICE CENTERS WILL NOT BE USED FOR THIS ELECTION. EARLY VOTING: Beginning 29 days before Election Day, early voting will be available at the Registrar of Voters office in Stockton during normal business hours with extended hours on selected days. THIS ELECTION: THE BALLOT & THE COST THE BALLOT This is a special election to recall the Governor of California. All voters will receive the same ballot no matter which political party they are registered with or if they have no party preference. There are two contests on the ballot. The first contest asks if the California Governor should be recalled. The second contest lists replacement candidates should the recall pass. If more than 50% of the voters statewide vote "yes" to recall the Governor, then the replacement candidate receiving the majority of the votes statewide will be elected as governor. You can write in a candidate for this office. The candidate’s party preference (or none) is listed with their name. More than one candidate may have the same party preference. For more information: --Call us at (209) 468-8683 or visit our website at www.sjcrov.org --Visit the California Secretary of State’s website at www.sos.ca.gov THE COST Estimated Costs to Administer the California Gubernatorial Recall Election Pursuant to Elections Code section 11108(d), the Department of Finance, in consultation with the Secretary of State and county elections officials, has estimated the costs to administer the recall election of Governor Gavin Newsom to be $276 million. The cost for San Joaquin County is estimated to be $6.58 million. LANGUAGES, TRACKING & RAVBM SPANISH You have the right to get your ballot and other election materials in Spanish. Please call (209) 953-1052 or email vbm@sjgov.org to request election materials in Spanish. OTHER LANGUAGES You have the right to get a sample copy of your ballot in one of the following languages: --Cantonese --Ilocano --Punjabi --Chinese --Khmer --Tagalog --Hindi --Laotian --Urdu --Hmong --Vietnamese To receive the language-specific sample ballot by mail, contact the Registrar of Voters at vbm@sjgov.org or call (209) 468-2890. Copies of facsimile ballots are available at every polling place. POLLING PLACE LANGUAGE ASSISTANCE A list of all polling places, including bilingual pollworkers and their spoken languages, will be available on our website, www.sjcrov.gov, at least 14 days before the election. VOTE-BY-MAIL BALLOT TRACKING Voters can track their Vote-by-Mail ballot and find out if it has been received. You can learn more and sign up for this free service at the Secretary of State's website: https://california.ballottrax.net/voter/ REMOTE ACCESSIBLE VOTE-BY-MAIL (RAVBM) All voters can use a Remote Accessible Vote-by-Mail Ballot to safely vote at home. Ballots are compatible with screen-reader technology for voters with disabilities. Once the ballot is marked, it needs to be printed out and returned to the Office of the Registrar of Voters. Please read the instructions carefully. Ballots cannot be submitted online or by email. Ballots can be mailed (postmarked by Election Day) or returned in person (by 8pm on Election Day). Proponents' Statement of Reasons for the Recall and the Governor's Answer The recall petition circulated throughout the state included a Statement of Reasons for a recall and the Governor’s Answer to the Statement, which are provided below pursuant to Elections Code 11325 Proponents’ Statement of Reasons TO THE HONORABLE GAVIN NEWSOM: Pursuant to section 11020, California Elections Code, the undersigned registered qualified voters of the State of California, hereby give notice, we are the proponents of a recall petition and we intend to seek your recall and removal from the office of Governor in the State of California and to demand election of a successor in that office. The grounds for this recall are as Follows: Governor Newsom has implemented laws which are detrimental to the citizens of this state and our way of life. Laws he endorsed favor foreign nationals, in our country illegally, over that of our own citizens. People in this state suffer the highest taxes in the nation, the highest homelessness rates, and the lowest quality of life as a result. He has imposed sanctuary state status and fails to enforce immigration laws. He unilaterally over-ruled the will of the people regarding the death penalty. He seeks to impose additional burdens on our state by the following; removing the protections of Proposition 13, rationing our water use, increasing taxes and restricting parental rights. Having no other recourse, we the people have come together to take this action, remedy these misdeeds and prevent further injustices. IT IS BEING PUSHED BY POLITICAL EXTREMISTS SUPPORTING PRESIDENT TRUMP’S HATEFUL ATTACKS ON CALIFORNIA. In 2018 California voters elected Governor Gavin Newsom by historic margins. As Governor, Newsom is working to 1) increase funding for public education, 2) protect and secure Californians’ health and health care, 3) improve water, roads, and bridges, 4) address the challenges of housing affordability and homelessness, and 5) prepare for the threats of wildfires. Our budget is balanced. Our fiscal reserves are unprecedented. Our economy and employment are historically strong. Yet a handful of partisan activists supporting President Trump and his dangerous agenda to divide America are trying to overturn the definitive will of California voters and bring Washington’s broken government to California with this recall effort. The last thing California needs is another wasteful special election, supported by those who demonize California’s people and attack California’s values. Do not be fooled - California’s police officers, firefighters, first responders, public school teachers, health providers, and business leaders all STRONGLY OPPOSE this costly recall. DO NOT HAND OVER YOUR SIGNATURE, YOUR SUPPORT OR YOUR PERSONAL, PRIVATE INFORMATION TO THIS DESTRUCTIVE RECALL SCHEME. VOTING INSTRUCTIONS How to Mark Your Vote-by-Mail Ballot To vote, completely fill in the box next to your choice. Vote for no more than one choice per contest. USE a BLACK ink pen to mark your ballot. DO NOT use red ink or pencil. DO NOT use correction fluid or white-out on your ballot. DO NOT sign or initial your official ballot even if you make a mistake. DO NOT make any extra marks, notations or drawings on your ballot. To vote for a qualified write-in candidate, completely fill in the box next to the write-in line and write the person's name on the write-in line. Do not write in a name that is already printed on the ballot. If you mark the wrong box, clearly cross out your mistake and mark the box you intended.
