Introduction from the Chief Executive The journey so far…. For over 150 years Battersea Dogs & Cats Home has cared for over 3 million unwanted, abandoned and neglected animals. Known and loved by millions, this internationally renowned charity has become probably the most famous animal refuge in the world. We have secured a very special place in the hearts of the nation, becoming something of a national treasure. About us Battersea Dogs & Cats Home is one of the oldest and best-known animal welfare organisations in the world. Since it was founded in 1860 by Mary Tealby, the charity has helped 3.1 million animals. It currently operates from three centres - in south-west London, Old Windsor in Berkshire and Brands Hatch in Kent. In 2012 the Home‟s 331 staff and 616 volunteers cared for nearly 9,000 dogs and cats. Without Battersea, many of these animals would have had nowhere else to go. Each day an average of 14 dogs and eight cats arrive across Battersea‟s three centres. Half of these are strays who have either genuinely been lost, or have been dumped or abandoned. Many are brought in by Local Authority animal wardens, and others are found by members of the public. All of these animals are kept for seven days before being put up for rehoming, giving our teams an opportunity to try to reunite them with their owner. Last year our Lost Dogs & Cats Line received over 13,000 calls from Londoners who had lost or found a pet, and nearly one third of the lost pets we cared for were reunited with their owners. Dogs and cats are also brought to Battersea by owners who can no longer care for them. Many experience financial difficulties, are evicted from their home, or find their circumstances have changed. Sadly, others simply no longer want their pet. Battersea‟s open intake policy means we aim never to turn away an animal in need of our help, regardless of its temperament or medical condition. We ensure these unwanted dogs and cats get a second chance in life. It is vital that we know each animal‟s needs, so every dog and cat arriving at Battersea receives a full temperament and behaviour assessment. This enables us to determine the best outcome for them and tailor our care to their needs. It also ensures we know exactly what type of home they will need. Whilst at Battersea, dogs and cats are cared for by our expert team of Rehoming and Welfare Assistants, who are assisted by our many dedicated volunteers. All animals are provided with medical care and treatment by our Veterinary team of 6 vets and 24 nurses, who performed nearly 3,500 operations in 2012. They also ensure all animals are neutered before they go to their new Home. Last year we rehomed almost 3,000 dogs and 3,000 cats and reunited almost 1,500 lost pets with their owners. We also rehome animals into non-domestic, „working‟ homes such as the police and armed forces, as „assistance‟ dogs for the disabled and traditional working dogs such as sheep and gun dogs. Our aim is to find the best possible new home for every animal and there is no time limit on how long a dog or cat can remain in our care before we find a permanent new home for them. specialist canine trainers who not only ensure all our staff are fully trained but provide advice and support at our corporate events and to some external organisations. We also have busy support teams working in the areas of fundraising, communications, community engagement, events, facilities, finance, human resources, IT and legacies. None of our work for animals would be possible without our supporters, as Battersea is a charity that relies almost entirely on their generosity, through donations and gifts in Wills. We are currently investing in an ambitious fundraising strategy to ensure we secure sustainable income streams for the future. Following the milestone achievement of our 150th anniversary in 2010, Battersea is embracing the next 150 years with great relish, energy and an undiminished passion for the animals in its care. Battersea today and tomorrow Battersea is one of the top twenty best known charities in the UK. This impressively high profile can be credited to the Home‟s incredible heritage, passion, drive and ambition. In 2010 the Home celebrated its 150th anniversary, and to mark this momentous occasion we hosted a wide variety of special events throughout the course of the year, including our star studded „Collar and Coats‟ Ball – now an annual event. We published several books including „A Home of Their Own‟ which charts Battersea‟s place in the nation‟s hearts and social history, and HRH The Duchess of Cornwall opened a brand new state of the art Cattery. Battersea continues to make remarkable progress in getting its respected voice heard amongst national and local Government and a wide group of influencers and decision makers. We also cemented our place as an active and important member of the animal welfare sector, making significant contributions to collaborative initiatives such as the widely held desire to improve existing dog control legislation. We advise the Department for Environment, Food and Rural Affairs (DEFRA) on a wide range of issues, and Battersea‟s knowledge and experience has proved invaluable. Recently Battersea‟s Chief Executive was invited to give evidence before an EFRA Select Committee on dog control and we were pleased to have been chosen as the site to launch the Inquiry from. Our growing Community Engagement programme, aims to engage with young people, and their parents, through targeted workshops in schools and community groups across London boroughs. The Home also undertakes responsible pet ownership sessions on the street with the wider public. The Home is determined to raise awareness of the plight of Staffordshire Bull Terriers, which account for 37% of all dogs at its centres. This much maligned breed can be trained by a minority of irresponsible dog owners to be Director of Human Resources Page 5 of 16 Battersea Dogs & Cats Home
aggressive, resulting in their unpopularity and as a consequence the breed is harder to rehome. Battersea is running a three year campaign called “Staffies. They‟re softer than you think,” which has attracted considerable support and attention and encouraged more people who are interested in rehoming a Battersea dog to look at the breed as potential pets. This campaign has so far reached a quarter of the UK‟s population. This year Battersea has made an even greater impact, with a prime time ITV1 television series presented by Paul O‟Grady which offers a fascinating insight into the unique and very special work of the Home, and has enhanced the support for the charity as a whole. Showing UK-wide with over 5 million viewers per episode the programme has done much for improving the rehoming opportunities of rescue animals, not just at Battersea but in other centres around the country. Some of Battersea‟s dogs and cats are rehomed to famous or unusual homes and one of the most notable examples in 2011 was the rehoming of Larry the cat to Downing Street. Larry made the British public realise that Battersea rehomes cats as well as dogs, resulting in a surge in enquiries, and the Larry phenomenon continues to attract attention to the Home from all over the world. We are fortunate to enjoy the continuing support of a vast array of A-list celebrities and high profile friends. In 2012 we welcomed the World‟s top male supermodel, David Gandy as our first formal Ambassador, followed by Dame Jacqueline Wilson DBE, best-selling childrens author and our great friend Paul O‟Grady MBE. We are delighted we have such supportive and high profile ambassadors to champion our Home. However there are challenges ahead for the Home and a strategic priority to improve the kennelling facilities at our iconic London site. Battersea still needs to use some Victorian kennels located under railway arches that are no longer fit for purpose and these urgently need upgrading and replacing. We are now appealing to supporters to help its Mary‟s Promise Appeal, which aims to raise £7million to enable a major redevelopment of the kennels. This will be the most ambitious capital appeal in the 152 year history of the Home. As demand for our services increases and with thousands of animals arriving each year, there is a lot to do. We are about to enter the final year of our current Strategic Plan and 2013, will see us develop our vision for Battersea‟s future from 2014 and beyond. Role profile Title: Director of Human Resources Salary: Circa.£70,000, plus benefits package Location: Battersea London, with travel to Old Windsor and Brands Hatch Reporting to: Chief Executive Role purpose: As a member of the Executive Director Team, to contribute to the development and implementation of the long term strategy for the organisation. To ensure that the Home is appropriately and fully resourced and its people sufficiently skilled and supported, to deliver the forecast growth and development. Communication and key working relationships Key internal relationships: Chief Executive, Directors, Trustees, Senior and Department Managers and staff from across the Home‟s three sites Direct reports: HR Manager, HR Coordinator, HR Administrator, Two x L&D Advisors Key external relationships: Other animal welfare/voluntary sector organisations; Charity Director Finance Forums; Pension Administrators; legal advisors and others as necessary. Description of the role: Objectives of the Post Work effectively with the executive director team and the Council of Trustees to create an HR function that has added value and contributes widely to business success Work in partnership with the senior management teams to optimise the performance and impact of their teams - through effective leadership, organisational design, change management, workforce strategy and people management To ensure the proper conduct of the HR affairs of the Home through the provision of efficient and effective advice, systems and reporting. Scope of Responsibility The Director will be responsible for overseeing the direction and management of the Human Resource and Organisational Development functions of the Home. The Director will be required to act on his/her own authority or on the authority delegated from the Home and/or Chief Executive and must, as required, be able to justify decisions taken. The Director will undertake direct management of staff reporting directly to him/her, delegating responsibility where appropriate. The Director is required to „insert‟ him/herself into the activities and initiatives of other departments across the Home to ensure that support, advice and guidance is provided on all things people and workforce related. Contribute to the annual business planning and budgeting round of the Home ensuring that all departments‟ HR needs are fully recognised and accounted. Represent the Home as appropriate in external forums such as the Charity HR Directors Group and to make insights from the organisation‟s experience available to wider charitable and professional circles. Keep abreast of significant developments in the external policy, practice and regulatory environment in particular in relation to changing employment legislation, as they relate to both the role, the overall wellbeing of the charity and the voluntary sector as a whole. Ensure compliance with legal, regulatory, and ethical requirements. Attends Council and other Committee meetings as required to present reports, recommendations and participate in debate. Provide advice and support to the CEO and the Home and/or its sub committees on matters relating to any issue within the remit of HR, OD and employment Undertake such duties, in addition to the main duties listed, as may be delegated by the Chief Executive; Liaises with the Home‟s lawyers, consultants and Insurance companies regarding claims, dealing with all correspondence and communications, as appropriate. Develop an HR strategy which is aligned with the business priorities Develop the organisation structure to ensure the business strategy is effectively delivered Lead on the development and early roll out of talent management ensuring plans for resourcing; development and retention are aligned with business needs. Work with the directors and the Council of Trustees to develop an approach to reward that supports the achievement of business priorities and promotes a culture where continuous improvement through partnership working and innovative thinking is recognised and rewarded Develop and implement measures to monitor and evaluate HR effectiveness Information and Communications Technology In the short term, along with other directors working with the Home’s interim Director of IT; Supporting him in ensuring teams across the Home engage in the successful delivery of a Home-wide total IT infrastructure replacement project (currently underway) Ensuring the Home‟s new HR reporting system is fully and appropriately synced to ensure HR data reports are meaningful and corroborated. Person specification Essential criteria Qualifications and experience Qualified CIPD preferably FCIPD and work place based experience. A proven track record of executive leadership and an ability to work as part of a director team at the highest level. Considerable experience of supporting, developing and delivering organisational growth and people strategies. Previous experience as strategic business partner in a dynamic changing business Building a strong organisational culture and a proven track record of initiating, leading and delivering successful change programmes in an environment where change is not always easily implemented Experience of delivering innovative HR approaches to drive engagement and performance.
