The hassle-free
           voting experience:
           A practical guide.
    For the September 2021 California Gubernatorial Recall Election, all voters will
    be mailed a ballot. This will help to reduce exposure to COVID-19 while
    allowing you to exercise your right to vote. We encourage you to vote your
    mail-in ballot from the comfort of your home.
    Here are a few strategies to help make the voting process a more convenient
    experience for all.

                   VERIFY YOUR VOTER REGISTRATION
    Have you moved or changed your name? Whether you are new to San Diego
    County or just moved down the street you need to re-register to vote.
    Make sure the Registrar of Voters mails your ballot to the correct address.
    Verify your residence address and, if different, your mailing address. You can
    verify your voter information, register or re-register to vote online at
    sdvote.com. Act now!
                         VOTE COMFORTABLY AT HOME
    Mail ballots start going out the week of August 16. If you have kept your voter
    information up to date you should expect to receive your ballot that same
    week.
    You can track your mail ballot through the U.S. Postal Service by signing up for
    “Where’s My Ballot?” at sdvote.com.
    Voting by mail is:
    SIMPLE. Your ballot along with your “I Voted” sticker arrives in your mailbox
    nearly a month before Election Day.
    SMART. Make voting decisions and complete your ballot comfortably at home.
    SECURE. Seal your completed ballot in your postage paid envelope, sign it,
    date it and return it by mail promptly so it is received well before Election Day.
    Your signature is required for your ballot to count!

You may also deposit your sealed ballot at any one of several convenient
    drop-off locations around the county. Or, you may drop it at the Registrar’s
    office or at any voting location.
    Tip: Mail ballot voters who decide to vote in-person at their voting location
    should BRING their mail ballot to be SURRENDERED, then a new ballot will be
    issued.

           WILL THERE BE IN-PERSON VOTING LOCATIONS?
    Yes. In fact, voting locations throughout the county will be open for four days,
    September 11 through September 14. Look on the back cover of this pamphlet
    to find a voting location near you.
    If you decide to vote in-person, don’t be surprised, lines may be long! Be Vote
    Ready. Mark your selections on your sample ballot in advance so when you go
    inside the voting booth, you can quickly fill in the official ballot.

    If you need to vote in person you should take advantage of early voting:
    • At the Registrar’s office beginning August 16, 8 a.m. to 5 p.m. Monday
    through Friday.
    • At a voting location near you or the Registrar’s office Saturday, September 11
    through Monday, September 13, 8 a.m. to 5 p.m.

    All will again be open on Election Day when the voting hours will change to
    7 a.m. to 8 p.m. but we urge you not to wait. Avoid delays by voting early!

    Waiting until Election Day can be a hectic time of last-minute decisions. Or
    with a little preparation, you can vote early, and the experience can be more
    convenient and easier for all. Either way, we will ensure every eligible vote is
    counted.

      Accessible Voting Locations
      We strive to ensure that in-person voting locations are accessible to every voter. Let us know
      how we are doing. Ask for a voter survey at your voting location.

      Look for a YES or NO below this symbol on the back cover of this pamphlet to tell
      whether your voting location is accessible. If it is not, call 858-565-5800 for alternative voting
      methods.

                      You may request to have a ballot brought to an accessible location as near as
                      possible outside the voting location. You may also select the assistance of not
                      more than two persons to help you complete your ballot.

     Disability Rights California will operate a statewide Election Day Hotline for voters having
     difficulty voting because of a disability: 1-888-569-7955.

     The Registrar of Voters Office has a TDD (Telecommunications Device for the Deaf). For

     A ballot marking device will be available at each voting location. Each ballot marking device is
     equipped with a headset and a handheld controller for audio-based voting and is available in the

CALIFORNIA GUBERNATORIAL RECALL ELECTION

The recall question contains two parts. You may vote on both parts
or on just one. Either way, your vote will be counted. The first part
will ask, "Shall GAVIN NEWSOM be recalled (removed) from the
office of Governor?"

The second part will list the names of candidates running to replace
the governor if he is recalled. If you choose to vote for a
replacement candidate, you may vote for only one of the many
candidates.

If more voters mark "yes" than "no" on the first part of the recall
question, the governor will be removed from office. If more voters
mark "no" than "yes", the governor will remain in office.

If the governor is recalled, the candidate who receives the most
votes will be elected as the new governor. That person can be
sworn in as the governor once the results of the election are
certified.

This pamphlet includes the "statement of reasons" submitted by the
proponents of the recall and the governor's answer to that
statement. The candidates' statements of qualifications are
included in a separate state pamphlet that will be mailed by the
Secretary of State.

Estimated Costs to Administer the California Gubernatorial Recall
Election

Pursuant to Elections Code section 11108(d), the Department of
Finance, in consultation with the Secretary of State and county
elections officials, has estimated the costs to administer the recall
election of Governor Gavin Newsom to be $276 million.

Proponents’ Statement of Reasons for the Recall
               and the Governor’s Answer
  The recall petition circulated throughout the state included a Statement of
   Reasons for a recall and the Governor’s Answer to the Statement, which
        are provided below pursuant to Elections Code section 11325.

                          Proponents’ Statement of Reasons
 TO THE HONORABLE GAVIN NEWSOM: Pursuant to section 11020, California Elections
 Code, the undersigned registered qualified voters of the State of California, hereby give notice,
 we are the proponents of a recall petition and we intend to seek your recall and removal from
 the office of Governor in the State of California and to demand election of a successor in that
 office.
 The grounds for this recall are as Follows: Governor Newsom has implemented laws which
 are detrimental to the citizens of this state and our way of life. Laws he endorsed favor foreign
 nationals, in our country illegally, over that of our own citizens. People in this state suffer the
 highest taxes in the nation, the highest homelessness rates, and the lowest quality of life as a
 result. He has imposed sanctuary state status and fails to enforce immigration laws. He
 unilaterally over-ruled the will of the people regarding the death penalty. He seeks to impose
 additional burdens on our state by the following; removing the protections of Proposition 13,
 rationing our water use, increasing taxes and restricting parental rights. Having no other

 In 2018 California voters elected Governor Gavin Newsom by historic margins.

 As Governor, Newsom is working to 1) increase funding for public education, 2) protect and
 secure Californians' health and health care, 3) improve water, roads, and bridges, 4) address
 the challenges of housing affordability and homelessness, and 5) prepare for the threats of
 wildfires.

 Our budget is balanced. Our fiscal reserves are unprecedented. Our economy and employment
 are historically strong.

 Yet a handful of partisan activists supporting President Trump and his dangerous agenda to

SAVE OUR CITRUS!
        A new plant disease called Huanglongbing that kills citrus trees has
        been found in Los Angeles, Orange, and Riverside counties in
        backyard citrus. While this disease has not yet been found in San
        Diego County, early detection is key to protect our citrus trees.

        WHAT IS HUANGLONGBING?
        Huanglongbing, also called citrus
        greening, is a fatal citrus disease
        vectored by a pest called the Asian
        Citrus Psyllid. The fruits of an
        infected tree remain small and green
                                with bitter juice and drop early. The leaves have
                                asymmetrical discoloration and the tree loses
                                leaves. An infected tree eventually becomes
                                unproductive and dies.

                                WHAT YOU CAN DO:
         -     Inspect your citrus trees monthly for disease symptoms and
               Asian Citrus Psyllid.
         -     Do not move citrus plants and fruit with stems and leaves out of
               quarantine areas or across state or international borders.
         -     Plant new trees that come from reputable, licensed nurseries.
         -     Cooperate with agricultural officials.
