Overview
Destination Markham Corporation (DMC) is a newly-incorporated entity whose mission is to
promote Markham as a remarkable destination, encourage tourism and stimulate the local
business economy.
                          The key tourism objectives are to research, develop, market, and
                          grow Markham’s tourism economy, collaborating and building
                          relationships with the hospitality industry, festivals and events,
                          meeting/conference and travel planners, attraction operators,
                          culture institutions, sports tourism, entertainment and recreation
                          providers, the City of Markham and beyond.

In response to the COVID-19 pandemic, DMC has adapted initiatives and created the
#MarkhamSafe campaign to help educate and support businesses as well as the public to eat,
shop, and play in Markham safely, adhering to regulations and following guidance from
government and public health officials at the federal, provincial, regional, and municipal levels.

As part of DMC’s commitment to support safe tourism in Markham and with the support of
TIAO/FedDev Ontario, the Destination Markham Tourism/Hospitality Business Recovery Plan
focuses on providing the following fundamental elements:

 2.    Consumer and business education ensuring health and safety
 3.    Marketing campaign to promote Markham tourism and #MarkhamSafe initiative

NEW: DMC Partnership Program Funding

Overview
DMC is launching its first partnership program to provide support to tourism organizations who
are working through the pandemic to keep their business open and facilitating projects for the
recovery and revitalization of the visitor economy in Markham.

The partnership program is offering the opportunity for a DMC contribution to the partnership up
to 20% of the project cost to a maximum of $10,000. The level of support will be determined
case-by-case, based on the strength and requirements of the project.

2021 Dates and Deadlines
DMC is providing multiple intake periods for organizations to be flexible and adapt quickly to
the fluid situation created by the pandemic. Applications are considered quarterly.
Application submissions must be submitted no later than:
         June 7, 2021 for projects beginning July 1 – September 30, 2021
         Sept 7, 2021 for projects beginning October 1 – December 31, 2021

       * Applicants will be notified within 10 days after the submission deadlines

Overview
The mission of the Tourism Industry Association of Ontario (TIAO) is to be a unified voice for
the diverse tourism industry in Ontario in order to effectuate growth and prosperity. Collectively,
they represent almost 200,000 businesses and 400,000 employees in their membership. They
engage in government relations on behalf of Ontario’s tourism industry, working with the
Ministries of Education, Labour, Finance, Infrastructure, Transportation, and Heritage, Sport,
Tourism and Culture Industries, among others. They advocate for further investment in Ontario’s
tourism industry and strive to influence government policies that have the potential to impact it.

Resources
TIAO is responsible for awarding the #SafeTravelsStamp to stakeholders in the hospitality and
tourism industries of Ontario. This stamp is an international symbol created by the World Travel
& Tourism Council (WTTC) to signal to both current and potential travellers that a business,
destination, or government follows globally standardized health and safety protocols, thus
increasing consumer confidence. TIAO also provides pertinent information and timely updates
on new and under review legislation through their website and newsletter, with exclusive
members-only access to resources and a collaborative network of businesses and partners.

Benefits
                                TIAO is recognized as the umbrella government advocacy
                                organization serving Ontario's diverse tourism industry. With $30
                                million from FedDev Ontario’s RRRF COVID-19 funding, TIAO
                                provided financial support to Destination Marketing
                                Organizations (DMOs) across southern Ontario, including
                                Destination Markham, that have experienced significant revenue
                                shortfalls since the start of the COVID-19 pandemic. DMOs are
                                essential to local tourism economies, contributing to the survival
                                and recovery of tourism-dependent SMEs.

                  Central Counties Tourism (CCT) is a not-for-profit organization that strives to build a

Overview

                  Experience York Region is a collaborative initiative between the York Region Arts
              Council (YRAC) and the Regional Municipality of York, Economic Strategy Branch.
              Together, they provide a central online resource to discover events, activities, and
              attractions in the Region’s nine municipalities, one of which is the City of
              Markham! The website includes information on everything from trails to
restaurants and a blog with curated content, making it a valuable trip planning tool.

    ●    #ReadyWhenYR is a tourism marketing campaign aimed at promoting economic recovery
         by encouraging support for the local arts and culture and tourism and hospitality sectors.
         The goal is to show residents and visitors that businesses have safely reopened and are
         ready to welcome them. Businesses, events, and organizations are invited to participate
         by completing a registration form and downloading the social media toolkit.

    Overview
    Canada's Regional Development Agencies (RDA) work closely with businesses and innovators
    to fuel economic growth that creates more well-paying, middle-class jobs for Canadians,
    diversifying regional economies and thus helping communities thrive. There are six RDAs across
    Canada, including FedDev Ontario which supports southern Ontario.

          economic stakeholders to promote entrepreneurial talent among underrepresented

    COVID-19 Funding: Regional Relief and Recovery Fund (RRRF)
● Over $2 billion of financial assistance nationally (with 25% reserved for the tourism sector) and
  $436.4 million available through FedDev Ontario to businesses that have (a) applied for other
  federal relief measures and have not been able to secure funds or have (b) accessed federal
  COVID-19 relief measures (and those available through other levels of government) and
  continue to experience hardship due to the COVID-19 pandemic
● Intended to support continued operations and successful recovery. Eligible costs include
  capital lease payments for existing equipment and machinery, monthly insurance payments,
  personal protective equipment and cleaning expenses, and portions of rent, wages, and
  property taxes not covered by other available federal COVID-19 relief measures

Overview
The POST (People Outside Safely Together) Promise is a bilingual, national, and private
sector-led initiative designed to help Canadians confidently and safely visit and work in local
businesses during the COVID-19 pandemic. It signifies a business’s commitment to implement
and practice the five key steps to workplace safety, thus helping to prevent the spread of
COVID-19. This program was founded by organizations including the Business Council of
Canada, the Retail Council of Canada, the Canadian Federation of Independent Business, and
Restaurants Canada, among others, and has partners such as CIBC, Ford, Cadillac Fairview,
McCarthy Tétrault, and the University of Toronto.

The five key steps to workplace safety:
       1. Maintain physical distancing
       2. Stay home if unwell
       3. Wear a face covering when required
       4. Clean and disinfect regularly
       5. Wash and sanitize hands

Benefits & Resources
               The POST Promise brings together all businesses across industries to
               implement a common approach which is then communicated by a consistent
               visual cue. The POST Promise is NOT a “certification” or “approval” from any
               regulatory body. All businesses are still required to follow the laws and
               recommended guidelines from their local public health office and government
               bodies. Once completed, a business is provided with the communication and
               implementation tools needed, such as PDFs to print and sample social media
               content, to educate employees and make customers aware of the commitment
that has been made. A promotional toolkit is also available for purchase ($10.00, optional).

Markham has the highest number of #SafeTravelsStamp businesses in Ontario!

Overview
The World Travel & Tourism Council (WTTC) strives to support the travel and tourism industry
around the world in its recovery efforts from COVID-19. In consultation with its members,
governments, and health experts, and in compliance with guidelines from the World Health
Organization (WHO) and the Centers for Disease Control and Prevention (CDC), the WTTC has
developed common standards called “Global Protocols for the New Normal” in order to ensure
the safety of workforces and travellers during and following the pandemic. These global
protocols vary by industry, and each guiding document can be found on the WTTC website.

                        Benefits & Resources
                        The SafeTravels Stamp was created for travellers to recognize
                        destinations and businesses which have adopted these global,
                        standardized health and hygiene protocols. This common approach is
                        then communicated by a consistent visual cue, encouraging visitors to
                        confidently return and feel safe.

●   Companies involved in travel and tourism in Ontario must apply for the #SafeTravels Stamp
    through the Tourism Industry Association of Ontario (TIAO), a member of the WTTC. Those

   2. Determine which “Global Protocols for the New Normal” your business or
       organization follows based on your industry by visiting

   3. Develop a plan to implement and ensure compliance with your industry’s protocols.

   4. Agree to the Terms & Conditions by visiting

Overview
The Markham Board of Trade (MBT) is Markham’s premier business association, serving the
community since 1982. MBT is a non-profit organization established to promote community,
commercial, and industrial growth, and to advocate on behalf of businesses with all levels of
government.

Benefits & Resources
                                     MBT offers its members exclusive programs and services to
                                     assist them in growing their businesses and networks while
                                     saving them money through preferred pricing programs and
                                     rewarding supplier relationships. The Board also advocates
                                     on behalf of its membership, meeting regularly with
representatives from all levels of government to ensure an environment in Markham that is
conducive to business development.

MBT also organizes many events such as the annual Trade Show & Networking Event and
biannual Women’s Networking Luncheon. They are responsible for Markham’s leading business

Overview
The Markham Public Library (MPL) has eight branches, serving about 250,000 residents, and is
currently operating with limited services due to COVID-19 (please visit their website for the
latest operation information). MPL also offers a wide range of resources to assist small
businesses and job seekers within the City of Markham through their workshops, newsletters
and librarian assistance.

                                       MPL offers a new business newsletter, online
                                       programming, online business resources, and business
                                       books for Markham residents. They also host virtual
                                       programs each month related to business, careers, and
                                       health and wellness, among others. MPL also has a large
                                       database of resources to refer you to based on your

                                       platform access and other support programs. During the
COVID-19 pandemic, MPL has featured many local businesses on their website and social
media channels. Library patrons will also find articles to help maintain healthy living during the
pandemic, such as on how to manage anxiety and stress.

Highly Affected Sectors Credit Availability Program (BDC HASCAP) Guarantee

The BDC HASCAP Guarantee provides guaranteed, low-interest loans of $25,000 to $1 million to
small- and medium-sized businesses whose revenues have decreased by 50% or more for at
least three months (not necessarily consecutive) as a result of COVID-19 to cover their operating
costs. To qualify, businesses must have received payments from CEWS and/or CERS; otherwise,
they must provide financial statements reflecting the qualifying revenue decrease.
  ✓ Repayment term of up to 10 years, principal payment deferral for up to 12 months, and
       4% interest rate
  ✓ Available through your primary financial institution until June 30, 2021
Business Credit Availability Program (EDC BCAP) Guarantee

The EDC BCAP Guarantee provides guaranteed loans of up to $6.25 million to businesses of all
sizes, sectors, and regions whose revenues have decreased as a result of COVID-19 to cover
their operating costs. Businesses do not need to export in order to qualify.
   ✓ Repayment term of 5 years and principal payment deferral for 6 months
   ✓ Available through your primary financial institution until June 2021

The RRRF is providing over $2 billion of assistance nationally (with 25% reserved for the tourism
sector) to businesses and organizations that have (a) unsuccessfully applied for other federal

hardship due to COVID-19. This funding is intended to support their continued operations and
recovery. $536.4 million is available through FedDev Ontario with priority consideration given to
those operating in the tourism sector and to underrepresented groups in the economy.
  ✓ Eligible costs include capital lease payments for existing equipment and machinery,
       monthly insurance payments, personal protective equipment, and portions of rent, wages,
       and property taxes not covered by other federal relief measures
  ✓ Option 1 - Funding of $60,000 or less: conditionally-repayable, interest-free loan
      ○ No repayments required until January 1, 2023, and full repayment by December 31, 2025
      ○ $20,000 is forgivable if remaining balance of $40,000 is repaid by December 31, 2022
      ○ Deadline to apply is June 30, 2021
  ✓ Option 2 - Funding of up to $1,000,000: unconditionally-repayable, interest-free loan

Canada Emergency Wage Subsidy (CEWS)

The CEWS helps eligible Canadian employers whose revenues have decreased as a result of
COVID-19 by covering up to 75% of their employees’ wages, enabling businesses to prevent
further job losses, re-hire workers, and ease back into normal operations.
  ✓ Last claim period ends on June 5, 2021 (proposed extension until September 25, 2021)
  ✓ Deadline to apply or modify is 180 days after the end of each 4-week claim period
  ✓ If you missed the deadline for a claim period, the CRA will now consider your request
      under certain circumstances within 30 days of that claim period’s deadline
Canada Emergency Rent Subsidy (CERS)

The CERS provides rent or mortgage support of up to 65% of eligible expenses directly to
qualifying businesses and organizations. Those whose operations have been significantly
restricted by a mandatory public health order can receive an additional 25% for the claim period.
There is no minimum revenue drop required to qualify.
  ✓ Subsidizes up to 90% of eligible expenses for up to $75,000 per business location and
       $300,000 for all locations (combined)
  ✓ Last claim period ends on June 5, 2021 (proposed extension until September 25, 2021)

Canada Emergency Business Account (CEBA)

The CEBA provides interest-free, partially-forgivable loans of up to $60,000 to small businesses
and not-for-profits whose revenues have decreased as a result of COVID-19 but have
non-deferrable costs such as rent, utilities, insurance, and property taxes.
  ✓ No repayments required until January 1, 2023, after which interest is 5% per annum, and
     full repayment by December 31, 2025
  ✓ $20,000 is forgivable if remaining balance of $40,000 is repaid by December 31, 2022
  ✓ Deadline to apply for the $60,000 loan or the $20,000 expansion (as of December 4, 2020)
     is June 30, 2021 through primary financial institutions

Black Entrepreneurship Loan Fund
Black Entrepreneurship Program (BEP)

The BEP is a partnership between the federal government, Black-led business organizations, and
financial institutions, with an investment of up to $221 million over four years. As part of the
program, the Black Entrepreneurship Loan Fund will provide loans of up to $250,000 to Black
business owners and entrepreneurs across Canada. The Fund will be managed by the
Federation of African-Canadian Economics (F.A.C.E.), a coalition of Black-led organizations
dedicated to stimulating economic growth for Canadians of African descent.

Indigenous Businesses Initiative

The federal government is providing up to $306.8 million in interest-free loans of up to $60,000
with non-repayable contributions to small- and medium-sized First Nations, Inuit, and Métis
businesses. This support is administered by the National Aboriginal Capital Corporations
Association (NACCA) and Indigenous Services Canada (ISC), and is available through Aboriginal
Financial Institutions (AFIs) and Métis capital corporations.
  ✓ This initiative mirrors the Canada Emergency Business Account (CEBA).
  ✓ Of $40,000 received, $10,000 is a non-repayable contribution and $30,000 is an
      interest-free loan. Of $60,000 received, $20,000 is a non-repayable contribution and
      $40,000 is an interest-free loan.
Indigenous Community Business Fund

This Fund is providing $117 million in non-repayable contributions to support First Nations, Inuit,
and Métis community- or collectively-owned businesses whose revenues have decreased as a
result of COVID-19 but do not qualify for other federal relief measures. It is intended to support
their continued operations and recovery and is accepting applications on an ongoing basis.
  ✓ Under Stream 1, no applications are required. Funding is transferred directly to
       communities and collectives.
  ✓ Under Stream 2, funding is proposal-based. For qualifying First Nations and Inuit
       businesses, it will be administered by Indigenous Services Canada (ISC), and for qualifying
       Métis businesses, it will be administered by selected Métis organizations.

Ontario Tourism and Hospitality Small Business Support Grant

This one-time grant provides eligible small businesses in the tourism and hospitality sector with
funding between $10,000 and $20,000 that did not receive the Ontario Small Business Support
Grant. Examples of eligible businesses include hotels, motels, travel agencies, and recreational
and overnight camps.
    ✓ Businesses cannot have received previous Ontario Small Business Support Grant
    ✓ If business was acquired or began operation before July 2, 2019: The business must have
        experienced a revenue decline of at least 20%
    ✓ If business was acquired or began operation after July 2, 2019 and before January 1,
        2021: The business will receive the $10,000 minimum if all other criteria is met
    ✓ Had 99 or fewer employees on April 30, 2021
    ✓ Deadline to apply is June 25, 2021

Property Tax & Energy Cost Rebate Grants

These grants provide businesses required to shut down or significantly restrict services due to
provincial public health measures (modified Stage 2, Control, Lockdown, or provincewide
shutdown) with rebates for both the municipal and education portions of property taxes as well
as energy costs from electricity and natural gas.
    ✓ Businesses that were eligible for the Ontario Small Business Support Grant qualify
    ✓ Funding is available for the entire duration of the public health measures
    ✓ Must submit proof of costs like property tax bill and the first energy bill received on or
       after the day that the public health measures were implemented
