PREFACE PREFACE TO THE 2020 The importance of cooperation and communication with other training institutions continued to grow. Aiming at merging police, military and civilian expertise, the National Training Partner Platform (TPP) was founded in 2008, composed of the aforementioned Police Training Institutes, the German Armed Forces with its UN Training Centre (VNAusbZBw) and the Command and Staff College (FüAkBW), the Center for International Peace Operations (ZIF) and the German Society for International Cooperation ANNUAL PROGRAM (GIZ). [ 1. GENERIC BASIC PEACEKEEPING TRAINING (UN AND EU-ENTRI CERTIFIED) The Police College of Baden-Wuerttemberg State provides generic pre-deployment trainings ] for peacekeeping operations along the standards set by the United Nations (UN) and by the European Union (EU). The facilitators have a wide range of international mission and training experience. The courses last two weeks and give an overview on all relevant aspects required by an assignment to any international police missions. Beside the provision of the theoretical background about UN/EU guidelines and standards, the main emphasis is to improve different abilities which are necessary for a successful mission service. This includes the use of radio communication, map reading, safety and security and others, like project management, mediation, negotiation and stress management. “Women, Peace and Security”, „Child Protection“ and related topics like “Sexual and Gender Based Vio- lence”, are also parts of the generic training as well as „Conduct and Discipline incl. Sexual Ex- ploitation and Abuse (SEA)”. The Police College carries out the trainings in small groups which give an extensive opportunity for practice and feedback. The methods used during the training are diverse and include presentations, syndicate work, discussions and situational training ac- tions. On the evenings several kinds of sports and social events are provided. As a civilian crisis management mission with a ca- pacity-building mandate, EUBAM assists Libyan authorities at strategic and operational level. The work is carried out through advising, training and mentoring Libyan counterparts in strengt- hening the border services in accordance with international standards and best practices, and by advising the Libyan authorities on the development of a national Integrated Border Manage- ment (IBM) strategy. [ 4. PRE-DEPLOYMENT MISSION-SPECIFIC TRAINING EUPOL COPPS / EUBAM RAFAH PALESTINE The EU has been at the forefront of efforts for peace in the Middle East. Its priorities include ] further strengthening law and order, and in this context, EUPOL COPPS is an important ele- ment in the improvement of security in the occupied Palestinian territories. The aim of the Mis- sion is to contribute to the establishment of sustainable and effective policing arrangements and to advise Palestinian counterparts on criminal justice and rule of law related aspects under Palestinian ownership, in accordance with the best international standards and in co-operation with the EU institution-building programmes conducted by the European Commission and with other international efforts in the wider context of the security sector, including criminal justice reform. PRE-DEPLOYMENT MISSION-SPECIFIC TRAINING UNSOM SOMALIA The United Nations Assistance Mission in Somalia (UNSOM) was established on 3rd of June ] 2013 by UN Security Council Resolution 2102, following a comprehensive assessment of the United Nations in support of the establishment of the Federal Government of Somalia. Among its other mandated functions, UNSOM is helping build the Federal Government’s capacity to promote respect for human rights and women’s empowerment, promote child protection, prevent conflict-related sexual and gender-based violence, and strengthen justice institutions. Further, it is monitoring, helping investigate and reporting to the Council on any abuses or viola- tions of human rights or of international humanitarian law committed in Somalia, or any abuses committed against children or women. POST-MISSION DEBRIEFING COURSE (SHORT VERSION) Serving in an international peacekeeping operation is combined with many challenges and ] threats which may cause stress, trauma or in some cases even post traumatic stress disor- ders. Therefore it is an important part of the duty of care to offer structured and professional debriefings after the return from the mission. Our debriefing seminars last from three to five days, depending on the duration of the individual stay in the mission. In a pleasant atmosphere the participants can reflect their mission experiences together with others, guided by well trained and experienced facilitators. The short version of the seminar will take place in Boeblin- gen, while the long version will be organized outside the College. [ 11.INCLUSIVE MEDIATION IN POST-CONVLICT ENVIRONMENTS Conflicts are a given component of humanity and the social life. All too often minor conflicts are not solved and they smoulder slowly and bear the potential to erupt suddenly as verbal defence/assault ] or even worse, and they may end in violence and cruelty. Therefore it is an ultimate aim – not to avoid conflicts but to prevent them from climbing the Cycle of Conflicts. One of the most powerful tools to solve conflicts peacefully is mediation with its wide range of tools/methods – useful in many social settings and at all levels. Being inclusive is one of the principles of mediation. This training aims to provide answers on: What does mediation and in particular inclusive Mediation mean in concrete terms? What are successful tools of mediation? How can a gender perspective be integrated in mediation? Why is it important in conflict resolution and peacebuilding processes – inside and outside the mission? [ 12. COMMUNITY POLICING International Peacekeeping Operations are frequently mandated to assist in reforming, restruc- turing and rebuilding of host country police service. Based on the principle that police can only be successful if it operates in close cooperation with the community, the Community Policing ] concept is regarded as a key to effective policing. Due to the conflict, the population generally has little or no confidence in the capacity of the State to provide for their individual safety and security. Effective law enforcement not only restores public law and order but also assists in re-establishing the confidence of the population in the capacity of the State to govern. In order to re-establish confidence in the rule of law, the international Police have a great respon- sibility to ensure that law enforcement is exercised lawfully and effectively. This often inclu- des mentoring, advising, training, the implementation of the principles of Community Policing and establishes a focus on service delivery and communication with the community at large. [ 13. WOMEN, PEACE & SECURITY (WPS) All modern armed conflicts have a common characteristic: civilians are the ones who suffer the most. Among civilians, it is women and children who are the most affected by the violence. Often used as bounty of war or abused as part of tactical warfare, they are requently victims/ ] survivors, with long-lasting or permanent psychological and/or physical consequences. The trauma that women and children suffer inhibits the reconstruction process of the country and of society, since they play a pivotal role in building confidence with the international commu- nity, in rule of law and in democracy. Lasting peace and reconstruction is not possible without the full integration of women and girls into the activities and approaches of peace support ope- rations. The United Nations have adapted their peace missions strategically and operationally to include a Gender Perspective. All Member States are encouraged to contribute to this process and to prepare the personnel they send to the missions properly in this topic. [ 14. TRAIN THE TRAINER ON INVESTIGATING AND PREVENTING SEXUAL AND GENDER BASED VIOLENCE IN CONFLICT ENVIRON- MENTS (SGBV) All modern armed conflicts have a common characteristic: civilians are the ones who suffer the most from war inflicted violence. Most affected are civilians, women and children- in ] particular by Sexual and Gender Based Violence (SGBV). Often used as a bounty of war or abused as part of tactical warfare, they are frequently survivors/witnesses with long lasting or permanent psychological and/or physical harm. SGBV exists before, during and in the aftermath of armed conflicts but, the vulnerability, the scale, the modus operandi of atrocities and the perpetrators themselves do change. Even after the signing of a peace agreement there might still not be peace for women and girls. Rape, sexual abuse, human trafficking and other forms of violence continue or increase, including domestic violence. Commonly within a setting of poor protection, poor accountability and poor justice. A situation hardly conducive to reconciliation which is a fundamental precondition for lasting peace to be achieved. Police play a crucial role in regaining people´s trust in a post conflict environment as they are the most visible indication of public security at hand. The professional conduct of the Police will have a positive impact on the welfare of all community members, even more though when it comes to dealing with cases of SGBV. This course is designed for police personnel assigned or willing to be assigned to UN, EU or AU peacekeeping operations. It is also open for police personnel from host countries, if they are supported by their government or by international organizations. It is based on the UN DPKO/ITS curriculum on SGBV. It is a Train-the-Trainer course and intends to qualify multip- liers for SGBV trainings along current standards of adult education. This course is offered and supported by the AG IPM (Task Force for International Assignments) of the German Ministry of the Interior in Berlin.
