REVWGCoordinationUpdate01:Nov2016 TheWellingtonRegionElectricVehicleWorkingGroup(REVWG)iscomprisedofofficersfromcouncilsacrossthe regionandisconvenedbytheGreaterWellingtonRegionalCouncil.1 The group operates as a coordinating mechanism for the promotion of electric vehicles (EV) generally, and in relationtothedevelopmentofcharginginfrastructure. REVWGproducesacoordinationupdateeverysixmonthswhichsummarisesthecurrentstateofplayandshort termoutlookforEVsintheregionenablingfurtherplanningtoevolvefromacoordinatedbase. Capacityatchargingsitesisstartingtobeanissue,giventherelativelyfewnumberofchargerstoday.Capacitywill becomeaproblematicbottleneckatpopularcharginglocationsasvehiclenumbersrise.Queueshavebeennotedat theVivianSt(Wellingtoncity)andDowse(Huttcity)chargers. Knowledgeaboutelectricvehiclesandinstallinginfrastructureislimitedtoafewexperts,andeventhen,ahigh paceoftechnologicalchangemeansnoonehasalltheanswers. 3 Simplemodelof2tonnesCO2epercarperyearusingthemostrecentvehiclecountfromMoT.
Transportemissionscontribute39%oftheregionstotalgreenhousegasemissions,withpetroluseforroad transportcontributing29%.4 1.2. Localgovernmentpolicyandfleets Currently,abouthalfoftheninecouncilsintheregionhaveatleastoneelectricvehicle.Nocouncilhasmorethantwo electricvehiclesatpresent.Theninecouncilsintheareaoperatebetween500and600vehicles.Ownershiparrangements aremixedacrossthecouncils,withsomeowningtheirentirefleetandothersleasing.ThetwoDistrictHealthBoardshave approximatelythesamenumberofvehiclesasthecouncilscombined. GreaterWellingtonRegionalCouncilrecentlyadoptedan‘electricvehiclefirst’policy,andWellingtonCityCouncilhas publiclystatedgoalstogrowitsnumberofelectricvehicles.GWRChaveproducedaninformationpaperforvehiclefleet managerswithpracticalinformationaboutfleettransition,charginginfrastructure,thechangestoCouncil’svehiclepolicy andelectricvehiclesingeneral.ThepaperalsosummarisestheresultsofaNZwidecouncilsurveyaboutelectricvehicle uptake. 1. ChargeNetNZ(privatecompany)isinstallinganationwidenetworkof100fastchargersnationwide(50kWDC). TheirchargersarenowoperationalinWellington,LowerHutt,andFeatherston,OtakiandPorirua.Installationsin Paraparaumu,UpperHuttandMastertonareplannedfor2017.Seehttps://charge.net.nz/chargingmap/formore info.Thesitescurrentlyinstalledhavethecapacitytochargejustonevehicleatonce,itisacknowledgedthat expansionwillbenecessaryovertime. 2. WellingtonElectricityareactivelysupportingthedevelopmentofachargingnetworkacrosstheregion,coveringthe costoftheelectricitynetworkworkrequiredforinstallationofonefastchargerineachTAarea(VivianStand Petonehavingbeencompleted),andparticipatinginrelevantworkinggroupsandstakeholderforums.WEwereone ofthefirstorganisationsintheregiontobringEVsintotheircorporatefleetandnowhave5electriccars. 3. Sparkisworkingwithanumberofthecouncilstoinstallstandardchargersattachedtoroadsidephoneboxes(10 22kWAC).Thesearepositionedatsitesofinterest(townorsuburbanshoppingdistricts,etc)wheredrivershave accesstoarangeofactivitieswhiletheircarscharge.Thisinitiativehasthepotentialtoaddseveraldozensitesto theregion. 4. StaglandsWildlifeReserveandZealandiahaveinstalledchargingfacilitiessupportedbyWellingtonElectricityand WellingtonCityCouncil 5. TeslaMotorsareopeningaNZoperationandindoingsomaywelldeployveryfast(120kW+DC)“SuperCharger” infrastructurefortheirvehiclesintheregion,and/orofferslower(22kWAC)DestinationChargingforhospitality andotherappropriatesites.LinktomapseeAsiaPacific. Theaboveinitiativeswilllargelyoffer‘coverage’fortheregion.Thisleavesremainingareasofinterestwheretherearelarge volumesofdriversorpedestrians,whichprovidethedualbenefitofpromotiontopublicandelectricityforcars.Sitessuchas mallsandtheairportfallintothiscategory.Recreational/outdoorattractionsalsooffersignificantpotentialforawareness raising. 1.5 CentralGovernmentElectricVehicleProgramme InMay2016,theGovernmentannounceditsElectricVehicleProgramme,withapackageofmeasurestostimulatethe adoptionofelectricvehiclesinNewZealand.Informationonthiscanbeaccessedatwww.electricvehicles.govt.nz.Thelead agenciesandtheirrolesintheelectricvehicleprogrammeare:
1.5.1Electricvehiclechargingsafetyguidelines: Worksafehavereleasedelectricvehiclechargingsafetyguidelines. 1.5.2LowEmissionVehiclesContestableFund: TheGovernmenthasestablishedacontestablefundtoencourageinnovationandinvestmentthatwill accelerateuptakeofelectricandotherlowemissionvehiclesinNewZealandthatmightnototherwise occur. Thefundwillprovideupto$6millionperyear(upto$4millionin2016/17)tocofund,upto50%, projectswithprivateandpublicsectorpartnersinareaswherecommercialreturnsaren’tstrongenough yettojustifyfullprivateinvestment. RegionalEVWorkingGroup:Currentobjectives&actions TheRegionalEVWorkinggroup(REVWG)operatesasacoordinatingmechanismforthepromotionofelectric vehicles(EV)generally,andinrelationtothedevelopmentofcharginginfrastructure. Electricvehiclesareconsideredakeyplatformforsustainabletransportwithinthetransporthierarchy,which prioritisesactiveandpublictransportmodesandplacesemphasisontheimportanceofairquality,reducednoise andurbanformforenhancingqualityoflife. REVWGsintentionistoensurethatbothelectricvehiclechargingcapacityandcoverageismaintainedata sufficientscaletoenableelectricvehicleownerstotravelfreelythroughouttheregion,andthatcharging infrastructureisutilisedasapromotionaltoolthatencouragesfurtheruptakeofEVs. REVWG2016/17Objectivesandrelevantactions 5 TerritorialAuthoritiesarecityanddistrictcouncils.I.e.Wellington,Hutt,UpperHuttandPoriruaCityCouncils; KapitiCoast,SouthWairarapa,CartertonandMastertonDistrictCouncils. 6 Socalled‘flatspots’(areasthatlackcoverage)areidentifiedusingaconservativeestimateofanEVdriversrangerequirements.TheGeneration1Nissan Leaf(themostpopularEVonNZroadscurrently)whichhasarangeof117kilometresonafullchargeisusedasabenchmark.Anassumptionisappliedthat mostdriversconsidering‘regionaltravel’woulddesireapubliclyavailablechargertobelocatedwithin30kilometresofanyTAcentre.Thiswouldenablea driverstartingoutonapproximately75%batterytoconductareturntripfromoneTAcentretoanother.Inpractice,thedriverisunlikelytoliveintheTA centre,andsoadditionalkilometreswillberequiredfortravelwithintheTAarea,hencetheconservativefiguresapplied.ItisacknowledgedthatmostEV ownerswillbeabletochargetheirvehicleathome(ifpurchasedforpersonal/familyuse);orattheirbusiness(ifpurchasedbyabusiness).
Table3belowsetsoutabroadrangeofobjectivesdesignedtoacceleratetheadoptionofelectricvehiclesinthe region. Optionsforinitiativesthatwillprogresstheobjectivesarealsoidentified,howeveritshouldbenotedthatthe capacityforimplementationoftheoptionsdiffersfromcounciltocouncil.Electricvehiclesarearelativelynew technologyandincorporatingthewidearrayofinitiativesrequiredtofacilitatetheiruptakeintocouncilplanning, budgetsandstrategyisaniterativeprocessthatwilltaketime. Initiativesthathaveprovensuccessfuloverseasandthatarecurrentlybeinginvestigatedby someindividualcouncilsforlocalrelevanceandfeasibility(includingwhereplanning,review andbudgetcyclesalignappropriately)include: x Acouncilprovidedloanforchargerinstallationinhomes.Ratepayerscouldrepaythe loanatx%viaratespayments(asimilarschemeWarmUpWellingtonexistsforhome insulation,therateis7%). AworkplacechargingchallengesimilartotheonerunintheUS(TheUSchallenge currentlyhasover500workplacesofferingchargingforemployeevehicles,andhas demonstratedthatworkplacechargingforstaffincreasesprivateownershipof electricvehiclesby20x). Creationofzeroandlowemissionzones(streetswhereonlyelectricvehiclescan parkand/ordrivethrough,unlesstheypayanexemptioncharge),anideabasedon theirprevalenceandeffectivenessinmanymajorEuropeancitiesincludingParis, London,andOslo. Amendingbuildingcodes,consentsandbylawsapplicabletohouses,apartments, retailpremisesandcarparkingbuildingsrequiringnewbuildsandsignificant upgradestoproviderechargingfacilities.Thisiscommoninforeignlocations(e.g. Vancouverscheme). Investigateoptionsforonstreetcharginginareaswhereoffstreetmarkingisrare (notetheUKschemeforlocalauthorities)andworkwithrelevantstakeholders whereappropriate. 4.7GreaterWellingtonRegionalCouncil GreaterWellingtonRegionalCouncil(GWRC)hasadifferentstatutoryfunctiontothatofTerritorialAuthorities,and thereforeitisnotrelevanttoprovideatablelikethosesetoutabove.HoweveritshouldbenotedthatGWRChasadopteda ClimateChangeStrategyandistakingactiontoreduceGHGemissionsacrossallitsareasofinfluence,includingitsown operations. GWRCiselectrifyingitsvehiclefleetandhasadoptedanelectricvehiclefirstpolicy,whichprioritisesthepurchaseofelectric vehicles.Thecouncilcurrentlyowns3electricvehiclesanditlikelythatseveralmorewillbepurchasedthisfinancialyear.
