Shire Profile About Bulloo Shire Council The Bulloo Shire is located in the far south west corner of Outback Queensland, and covers an area of 73,600 square kilometres (4.26%), making it the third largest Shire in the State. Lake Bindegolly National Park, and a large proportion of Currawinya National Park, together with its Ranger Headquarters, are located within the Shire. A diversity of industries, including beef, wool, opal, bee-keeping, tourism, service, oil and gas, all contribute to create the vibrant economy of the region. Thargomindah, with a population of approximately two hundred and thirteen (213) people, is situated on the Bulloo River, 1000 kilometres due west from Brisbane along the Adventure Way. It is the Shire’s major town, and serves as the administration centre for the Bulloo Shire Council. The Council is the largest single employer in the region and operates from a very modern and well-appointed Administration Centre and Council Depot. The Council also operates/administers the Thargomindah Visitor Information Centre, Library, Kullilli Room, Swimming Pool, Community Centre, Sports Oval, Rodeo Grounds, Cemetery, Bore and Cooling Ponds, Water and Sewerage, Golf Course and Club House, Council Yards, and the Town Common. Council is also a member of the Advisory Board which has been established to oversee the management of the Burke & Wills Dig Tree site, located at Nappa Merrie Station. Thargomindah is serviced by the Royal Flying Doctor Service on a weekly basis, and a commercial passenger air service twice weekly. The town is the service centre for the whole region and boasts excellent education, health, law and order, and community facilities, as well as tourist accommodation facilities and services. The township of Hungerford, which has a population of eleven (11), is located 164 kilometres south of Thargomindah along the Dowling Track, and lies near the Paroo River on the Queensland/New South Wales Border. The town has a Police Station, Post Office facility, Hotel, accommodation, meals and fuel. Council operates a small Depot and Caravan Park, and administers a modern Medical Facility, Community Hall, Tennis Courts, Rodeo Ground, and a sealed Airstrip. The town is serviced by the Royal Flying Doctor Service once a month. The Currawinya National Park, with its Ranger Station, lies adjacent to Hungerford, and is renowned as a wetland of international importance under the Ramsar Convention. The tiny town of Noccundra with a population of four (4) is situated adjacent to the Noccundra Waterhole on the Wilson River, 122 kilometres west of Thargomindah. The Waterhole and Hotel are both a popular stop-over for tourists on their way to visit the iconic Dig Tree or Innamincka. Although small, the town has an unsealed airstrip, Hotel, accommodation, meals, fuel, with camping grounds, Community Hall, Tennis Courts, Public Toilet facilities and Rodeo Ground, which are administered by the Council. Cameron Corner is where the States of Queensland, New South Wales and South Australia meet. It is situated 402 kilometres from Thargomindah and has a population of four (4). The Cameron Corner Store offers accommodation, meals, groceries, fuel, and camping.
The Bulloo Shire has a long and colourful history of explorers and pastoralists, from the ill- fated Burke and Wills Expedition through to current expeditions searching for oil and gas reserves. It covers vast distances, and offers landscapes of immense diversity and beauty; expansive river and lake systems; sites of historical significance; abundant bird and wildlife; and is subject to extreme seasonal weather conditions. Each town in the region has its own mix of community, sport and recreation facilities with swimming, tennis, squash, fresh water fishing, bird watching, camping, golf, opal fossicking, and other popular activities on offer. Although faced with the daily challenges of living in a remote and arid region of Outback Queensland, the Shire’s communities and residents are nevertheless very resilient, resourceful, and hospitable. For more information about the Shire go to www.bulloo.qld.gov.au About Coffee on Dowling During the consultation phase of the Bulloo Shire Community Plan 2011 – 2021, it was identified by the residents of the Bulloo Shire, under Economic Development, that the vision would be:- “A wider range of affordable goods and services are available locally” . One item identified by a large number of the people surveyed was to have a Coffee Shop / Gift Shop with local art and craft. As a result of this, when the new Visitor Information Centre / Library / Conference Room – Gallery was in design stage, it was decided to include a Coffee Shop as part of the complex. The intent was for a coffee shop to be a lease operated venue that offered an alternative café- style menu for the community. The vision was for the Coffee Shop to be Gourmet style – great coffee and food in a modern, relaxing venue to meet the needs of locals, tourists and visitors to our area. Echidna Place opened in July 2013. Council registered the business name “Coffee on Dowling”, and the shop opened for business 31 July 2013, and has since developed an excellent reputation with both locals and visitors to the area.
Equipment Coffee on Dowling is equipped with a range of cooking equipment, display counter fridge, drink fridges as well as crockery and cutlery, tables & chairs including lounge chairs. (see attached list) ➢ Any wilful damage to equipment and/or property is the responsibility of the lessee. ➢ Any electrical or mechanical breakdown of Council equipment will be covered as wear and tear maintenance. ➢ Any electrical damage will need to be reported as a potential insurance claim. ➢ Any maintenance items identified through EHO inspection or identified as wear and tear will be repaired by Council on completion of a Facility Maintenance Request form. Trading Hours Hours of Operation to be negotiated with Council. Licences ➢ The Lessee must hold a current Food Premises Licence ➢ Staff are to hold a Food Safety Supervisor Certificate Compliance with laws Coffee on Dowling is to be operated under all applicable Commonwealth, State & Local Government laws, regulations and by laws. Insurances The Lessee must have the appropriate Public Liability Insurance and a copy of the Certificate of Insurance will be required to be provided to Council. Hospitality businesses can be hive of activity, but exactly what sort of cover should you consider? The right insurance can help to keep your business afloat if things go wrong. There are a variety of insurances available that may help protect your revenue if something goes wrong. Public Liability cover is compulsory but there are also “good to have” type insurances. Listed below are some of the types of insurance that insurance companies offer for hospitality businesses. General liability: This is an important 'umbrella' policy that covers you if a customer is injured or otherwise harmed in your place of business. Theft: There are three main types of theft insurance.
(A) Theft – covers the loss of your contents and stock from theft, attempted theft, armed hold- up or an actual or threatened assault. (B) Money – covers the loss of or damage to your business’ money from a wide variety of sources, including theft, armed hold-up and fire, either on your premises or in transit. (C) Employee dishonesty – covers the theft of your property or money by any one of your employees either acting alone or in collusion with others. Product liability: Insurance to protect against claims made by customers who used (most likely ate or drunk) your products – one of the most important policies you can have. Workers compensation: This insurance is mandatory throughout Australia and protects you if your staff are injured while at work. Property contents: Fire, storms and other disasters are all too common and can put you out of business in mere minutes. This policy covers the financial cost of loss of property from such events. Equipment breakdown: Without functioning equipment, your restaurant or takeaway store can't trade and your business will suffer. This type of insurance covers the financial cost of repairing or replacing fixed equipment that has broken down, such as a fridge or cool room compressor. Deterioration of stock: Going hand in hand with equipment breakdown insurance, this type of cover insures you against food spoilage that may occur as a result of equipment breakdown. Business interruption: Incidents beyond your control may shut down your business. This policy covers operating expenses, such as your lease and franchise fees, and may also cover food spoilage. Period of Lease Lease to be for a period of 2 years with the option to renew. Lease Rental $130.00 per week + Service Charges (Water and Refuse currently $27.50/week) Miscellaneous Coffee on Dowling has: ➢ A separate meter for all electricity requirements for the Coffee Shop. ➢ An independent telephone connection.

Hours of operation will be determined by the operator in conjunction with Council, with maximum use of facility envisaged during tourism season.
