               Members of the public may address the Board of Directors on any issue not related to agenda items during
Public Comments/Communications. Members of the public wishing to speak to the Board on an item on the agenda will be called on at the
                 end of that session. Please complete a speaker’s slip and present the slip to a SANDAG staff member.
Annual Board of Directors Retreat - Forward Together - SANDAG
Members of the public may address the SANDAG Board of Directors on any issue not related to Retreat agenda items during
Public Comments/Communications. Members of the public wishing to speak to the Board on an agenda item will be called on
at the end of that session. Please complete a speaker’s slip and present the slip to a SANDAG staff member. Public speakers
are limited to three minutes or less per person. Public comments regarding the Retreat agenda can be sent to SANDAG via
comment@sandag.org. Please include the agenda item, your name, and your organization. Email comments should be
received no later than noon, two working days prior to the start of the Board of Directors Retreat if you would like them to be
shared with the Board at the Retreat.

Any handouts, presentations, or other materials from the public intended for distribution to the Board of Directors at the
Retreat should be received by the Clerk of the Board no later than noon, two working days prior to the start of the Board of
Directors Retreat by email at ClerkoftheBoard@sandag.org or in person at the SANDAG offices at 401 B Street, Suite 800,
San Diego California. In order to keep the public informed in an efficient manner and facilitate public participation, SANDAG
also provides access to agenda and meeting materials online at sandag.org/meetings. Additionally, interested persons can sign
up for agenda posting e-notifications by visiting sandag.org or sending a request to webmaster@sandag.org.

In compliance with Government Code §54952.3, the compensation for legislative body members attending the following
simultaneous or serial meetings is: SANDAG Executive Committee $100 and SANDAG Board of Directors $150. Compensation
rates for these meetings are set pursuant to the SANDAG Bylaws, which can be viewed at sandag.org/legal.

SANDAG operates its programs without regard to race, color, and national origin in compliance with Title VI of the Civil Rights
Act. SANDAG has developed procedures for investigating and tracking Title VI complaints and the procedures for filing a
complaint are available to the public upon request. Questions concerning SANDAG nondiscrimination obligations or complaint
procedures should be directed to SANDAG General Counsel John Kirk at (619) 699-1997 or john.kirk@sandag.org. Any
person who believes himself or herself or any specific class of persons to be subjected to discrimination prohibited by Title VI

                        John Robert Smith, Chairman, Transportation for America
                        John Robert Smith, a former mayor of Meridian, Mississippi, and current chairman of Transportation
                        for America, will share his thought-provoking ideas about how transportation creates a sense of place,
                        which in turn, shapes the quality of our lives. He will discuss the impact of generational attitudes,
                        changing demographics, and economic development shifts on mobility, and challenge us to answer
                        three core questions critical to building and growing a livable community across generations:
                        Who were we in the past? Who are we now? Who do we aspire to be?

                        Iris Engstrand PhD, Professor Emeritus, University of San Diego
                        Merrie Monteagudo, Research Director for The San Diego Union-Tribune
                        Dr. Iris Engstrand and Merrie Monteagudo will present a brief history of the growth and development
                        of the San Diego region and the City of San Diego as it evolved from a Spanish outpost to the eighth
                        largest city in America. We will go back in time to examine local milestones and key decisions in the
                        sectors of hospitality, defense, and education to better understand the region today.

                          Mary will introduce herself to the Board, explain her role and work at SANDAG thus far, and invite
                          Board members to engage with her on any questions, areas of interest, or areas of concern.

8:30 to 10 a.m.           How Regional Leaders Create Thriving Communities

                          Quint Studer, Founder, Studer Community Institute
                          A winner of the Malcolm Baldrige Quality Award, Studer will talk about the ability of regional
                          leaders to change the conversation for the common good and achieve long-term community
                          vitality.

10:15 to 11:45 a.m.       Optimizing Organization Effectiveness
                          (Sycamore Room)
                          Loree Goffigon, Managing Partner, Performance Works
                          The SANDAG Organizational Effectiveness Plan contains recommendations designed to optimize
                          the agency’s capacity and performance, several of which have already been implemented.
                          Ms. Goffigon will request Board input on two important components of the Plan: communicating
                          our vision, mission, and purpose as a regional agency, and identifying effective work practices that
                          support Board members in carrying out their SANDAG responsibilities. Please join this session to
                          share your ideas and input.

                          How can we productively negotiate with one another in the face of competing agendas? How can
                          we bargain in a principled but effective way for the support of ideas, the implementation of
                          projects, and the allocation of resources? Dr. Carpiano will share the valuable tools and tricks of
                          the trade to “get to yes.”
