Introduction Objectives of MESfIA The “Mastering Energy Supply focusing on Isolated Areas” (MESfIA) aims to provide high quality postgraduate education (Masters Program) on energy supply systems for engineers and graduates from science and engineering departments. Such a program will be ideal for graduates looking for employment in countries with needs for distributed-generation, off-grid energy supply and many isolated areas, such as islands and mountains. Similar solutions can apply for the improvement of Power Systems’ Resiliency. What has been done till now in MESfIA? Work Package 1: The first was to conduct multiple surveys to access the needs, the technical knowledge available, the lab infrastructure, other MSc Programs offered by Universities that are relevant for isolated areas and finally a roadmap for adaptation. This included the following: - Survey on the needs regarding systems, installation and society - Survey on the needs regarding technical training - Survey on Lab Infrastructures and distance learning - Survey on Similar MSc Programs in Europe and Asia - Roadmap for the Adaptation of MSc Programs Focusing on Isolated Areas Work Package 2: This is at the core of the development of new courses. It focusses on preparing updated syllabus outline to cover emerging and relevant topics, collects and prepares slides and other reading material for students, it works out lab exercises and distance learning material. - Outline of the Syllabus - Material for Studying - Lab Exercises and other Documentation - Distance Learning Material Work Package 3: This is work package, training of trainers are conducted. This work package is still in progress and so far, training of trainers has been conducted in Bandung. There are other training of trainers scheduled in Toulouse and if possible in Canary Islands, Spain. What is expected in this WP 4.1? The Work Package 4 deals with the operation of the New and Enhanced Masters Programs. This work package focuses on the procedural aspects of starting the New and Enhanced program as well as the smooth functioning of it. Specifically, Work Package 4.1 focuses on the administrative process for recognition of the new/enhanced MSc Programs. This process is to be carried out individually at each university given their internal process and will be documented in this report. 7
What is meant by legal recognition (general)? Legal recognition allows the department/program to operate the Masters program within the frame of the respective university. It ensures that students taking up the course have degrees that are recognized by the government of the specific country, authority in the department of higher education, ministry of education as well as by an international audience. All Asian Universities enhanced their existing programs based on the objectives of the MESfIA project and no university aims to develop a completely new program. The details of what type and of enhancements were followed by each university are described below. How is this report structured? This report is structured to describe and document the process how each university carried out their administrative process to be able to offer the Masters Programs. It is divided into eight sections: 1. Introduction This is the current section that highlights the objectives of W P4.1 and how this report fits into the MESFIA project. 2. Overall Process for Legal Recognition This chapter discusses the overall/broad steps that are required for any university to enhance their Program. 3. Processes at Universities This section describes the different type of approvals for changes in the program and courses at Asian and European universities. 4. Enhancement Details for All Asian Partners All Asian partners detail out the type of enhancements that they have carried out under the MESfIA project 5. Detailed Process at each University Each Asian university highlights the administrative and approval process that they needed for this “enhanced programs” to be carried out. 6. Conclusion This final chapter will summarize the overall process and the peculiarities, challenges and that was faced by universities while carrying out the processes for enhancing their Masters programs. 8
Overall Process for Legal Recognition Preparation Stage Preparation stage will include documentation preparation that will be sent for approval. It will include discussions with faculty members for finalization of the following: - Overall direction of the new/enhanced curriculum; - The justification, background and overall requirement for a new curriculum/course; - The outline of each new course which will include: Learning Outcome, Course Objective, Pre- requisites, Broad Title of the Modules and topics that will be covered in them, Lab Sessions, Learning Resources, Time Distribution and Study Load, Teaching and Learning Methods, Evaluation Scheme, if available Name of the Instructor/s. At the end of preparation stage, this documentation will be reviewed and made ready for submission of approval to the respective authorities. Approval Stage The approval stage follows the preparation stage, and this is where the all submitted documents will be reviewed by respective authorities, including Department Head, School Deans, Academic Affairs office, for some cases even the Ministry of Education or Department of Higher Education for approval and endorsement. If any clarification is requested from the approval authorities, the faculty who have prepared the curriculum need to provide additional details. All these documentations will be kept for future reference. At the end of approval stage, all documents submitted will be returned with endorsement from the respective authorities. In some cases an article in the Official Government Gazette may be even required. Implementation Stage The implementation stage follows the approval stage. Once approval is received, the necessary units need to be informed. The student office will need to be informed so that can make the changes/updates in the future. The media and communications team need to be informed so that all promotional and dissemination documents reflect the changes. Each university will have different units that will need to be informed of the change/enhancement. At the end of implementation stage, all persons in the university involved will be aware of the development and new changes can be implemented smoothly as scheduled. 9

Regulation for MSc studies, tackling with issues like duration of studies, ECTS per subject, required degrees for entry, the specializations (no more than 3), the teaching language and/or the teaching language, the number of postgraduate students and their entrance requirements, part or full time attendance and any other issue. 2. Agreement on the co-operation of the Department or Universities participating in the MSc program in case the members of the teaching staff participate in different Departments. This agreement should contain the permission for use of equipment from each department and the students. 3. Feasibility Assessment Report. In this report, the reasons that justify the operation of the Msc and how this is linked with the Generic Department and University strategy and how this is linked to the Undergraduate studies of the participating departments 4. Report on the viability of the new MSc in terms of how to attract students etc. This report should contain description of the typical annual budget in terms of salaries, equipment etc. Generally, Postgraduate Studies are free of charge in Greek Universities, unless via a justified report fees for students are introduced. In the latter case, the amount of requested fees per student should be justified and part of these fees are used to cover needs of the MSc of the same Universities that have not fees for their students. This report should take into account also the Description of the equipment that can be made available from the departments. 5. All these documents should be sent as a Notification from the host Department to the Postgraduate Committee of the University, which after a validation check will send the documents to a committee of the Ministry of Education. This Committee will approve the documentation unless the fees are either very low or very high, or if the budgeted cost for introducing the Msc is not well justified. All changes, apart from the modification of the content, should be included in the Official Gazette of the Hellenic Republic introducing a new section or modifying the existing section dedicated to the Msc program. The latest legislation describing the necessary procedure for Msc studies in Greece is in law 4485/2017 (Official Gazette) 114 / Α’ / 04.08.17), especially in Chapter 6. 15

Detailed Approval Process at each University Asian Institute of Technology (AIT) Figure 1 Detailed Approval Process at AIT Preparation Stage AIT Course submission Format The preparation stage starts with faculty discussions, first - Course Title broadly on the overall theme of the new curriculum, its - Course Objective need, resources, market, etc. Then clarity on the - Learning Outcome institute’s administrative framework is looked at. - Checking and elimination of overlaps between courses - Compiling all courses and the background for the new/enhanced curriculum and preparing final documentation. The documentation is ready at the end of the preparation stage. Approval Stage The curriculum is first discussed in the academic program. Then, it is submitted to the Head of Department and then to the School Dean for their endorsement. After the Dean has approved, the restricted/enhanced curriculum is to the Academic Senate for review and approval. Under the Academic Senate, the Academic Development Review Committee (ADRC) reviews the changes and makes its recommendation to the Academic Senate for approval. The President of the institute finally validates the Senate resolution. Implementation Stage For the practical implementation of the new curriculum, a separate note is sent to the Registry/ Student Affairs office for their information. For the new students who will take up energy supply in isolated areas, the registry will include a note in their transcript that says, “The courses and research focused on improving energy supply in isolated areas.” Naresuan University (NU) Preparation Stage The preparation stage starts with faculty discussions with preliminary demand survey which focus on its need, resources, job market and national development plan alignment. Proposal of new curriculum is then submitted for approval from faculty committee to put into the long-term faculty plan. This stage will take approximately 3-4 months. Approval Stage The curriculum is first drafted by curriculum drafting committee. Then, the curriculum will be reviewed and approved through 6 committees which are faculty academic committee, faculty committee, university academic committee, graduate school committee, university academic council and university council. Finally, the curriculum must be submitted to office of the higher education commission for recognition. This stage will take approximately 4-6 months. Implementation Stage As soon as the curriculum get the final approval from university council, division of academic affairs and graduate school will make announcement for program application. The student who enter into Master program of Electrical Engineering and follow the guideline of energy supply in isolated areas track will get the skill and competencies on energy supply in isolated areas. In addition, the thesis title relevant to energy supply in isolated areas will be stated in their transcripts. 22
Nong Lam University (NLU) Preparation Stage Faculty create a survey to investigate the requirements of human resource and the market demand on planned field of development. Depending on the survey results, the framework of curriculum is prepared. Then clarity on the administration of university framework is looked at. After this step, the faculty plan and develop the curriculum based on main key points as below: - What is overall objective? - What are expected Program Learning outcomes of the curriculum (PLOs)? - The overall framework of the curriculum - Development the courses outline for each new course This stage normally takes about three to five months. The documentation of the curriculum is ready at the end of the preparation stage. Approval Stage The curriculum is first discussed widely in the faculties of department. Then, it is submitted to the Head of Department and then to the Faculty Dean for their endorsement. The Dean will organize a meeting of scientific committee member of Faculty to discuss and look at the curriculum. If all member agrees to pass and send curriculum to University, the Dean has approved, and the curriculum has sent to the Academic Senate of University for review and approval. The University President finally validates the Senate resolution and give the approval decision. Implementation Stage The decision and curriculum will be sent to the Registry/ post graduated office for their information. The office of recruitment of new student will inform in detail the program and will focus some special factors to the student in isolated areas. University of Da Nang (UD) The head of the faculty must prepare a survey on social demand of knowledge available in the added courses. If the demand exists, the name and curriculum of the courses must be identified. Two colleagues who have expertise in the field must evaluate the curriculum and write reviews. The head of the faculty is responsible for setting up the departmental scientific council to re-evaluate and submit proposals to the Academic Affair. The Academic Affair recommends the Rector to establish The Council for Science Training. This Council is the final evaluation unit. The Rector based on the decision of the Council for decision-making. Name of added courses will be available in the current curriculum right after. 23
Figure 2: Detailed Approval Process at UD Institut Teknologi Bandung (ITB) Preparation Stage The preparation stage starts with the exposition of responsible faculty in the faculty group discussions on the program, its curriculum, prospective, resources and administrative framework. All discussion notes are compiled in a program proposal as final documentation. Approval Stage The proposal is submitted to Chair of EPE Specialisation Program and Head of EE Master Program Study to get reviewed. If the program is only a new specialization track, that put available courses in a packet. Then once the head approves the program, it can be announced and runs in the next semester. Otherwise, after complying with the administrative rule, then it is to the School Dean for their endorsement. After having endorsed, the Dean exposes the program to the Academic Senate of the Faculty for review and approval, which sometime takes sometimes. After considering the circumstances, it is decided to make MESfIA Program as a specialization track under Electrical Power Engineering Master Program. Figure 3 Detailed Approval Process at ITB Implementation Stage For the practical implementation of the new specialization track, the Head of EE Master Program curriculum will sent a note Student Affairs office for their information. For the new students who will 24
take up energy supply in isolated areas, the registry will be the same with the other regular procedure without any special notes in their transcript. Universitas Gadjah Mada (UGM) Preparation Stage Preparation stage of curriculum revision starts with discussion of faculty group who the member of related track. The items of discussion: - identify the reason of curriculum enhancement - identify the need of learning outcome from the curriculum enhancement - analysis the gap between existing curriculum and expected modified curriculum - identify the need of new courses and its credit - Identify the whether these additional new courses are classified as required course or elective course. - The additional courses are then evaluated by head of department and then informed to the dean Approval Stage - The process of curriculum modification is based on the characteristic of the course modification. For minor modification with additional elective courses, the process of approval is very simple i.e. inform and get approval from the dean. For addition of required courses, the modification should be approved by Senate. But for the addition of elective courses, the modification just needs to be informed to and evaluated by the dean for getting the approval. Implementation Stage If the modification has been approved by the dean (or its representative dean office), the courses then offered to the students by listing the courses in the academic portal during course registration. 25
Conclusion All Asian partners to the MESfIA consortium have “enhanced” their Masters program at their respective universities. There have been broadly three types of enhancements that have been carried out: 1) Addition of New Area of Specialization and New Courses developed under MESfIA: NU and NLU have added areas of specialization. 2) Addition of new track under existing specialization and new courses developed under MESfIA: AIT, UGM and ITB have chosen this method of enhancement. 3) Addition of New Courses developed under MESfIA: UD has added new courses relevant to MESfIA project objectives. The approval process at each university has been carried out in three stages: - Preparation Stage: This has been the longest stage and included faculty discussion, market survey and tracking human resource demand for such a Program. At the end of this stage the documentation for approval have been prepared. - Approval Stage: At this stage the documentation has been checked, reviewed and approved by the various faculty and university committees and in some cases the Ministry of Higher Education/ Department of Higher Education. - Implementation Stage: For smooth implementation, all universities send a separate note to the students office/registry so that the Program can be accessible to the students from the next semester/academic year. This Work Package 4.1 is crucial as it ensures that all universities receive approval to operate the “enhanced” Masters programs developed under the MESfIA project.
