Tender Care Clinic

Health and Wellness Centre
 10 HWCs have been made functional last year and rest 30 are under
  process and strengthened with a MBBS Doctor, a Dental Surgeon,
  Medical Officer- AYUSH, Pharmacist & other paramedical staff.
 The HWCs are providing 12 comprehensive services as per GOI
  mandate. Various services are available of Neonatal and Infant Health
  care services, Immunization of children, Childhood & Adolescent
  Health Care Services, Family Planning, RCH services etc.
 Chandigarh is only State/UT in the country to provide Yoga services at
  all HWCs on daily basis
 Free Diagnostics services are available through ‘Pivot & Draining’
  Model. Free Drug/medicines and drug list at available on all HWCs.
 Under Digital India all ANMs at the HWCs have been provided with
  Tablets with GSM SIM-based internet connectivity to monitor real time
  data ensuring interconnectivity.
 Two CB-NAAT (Cartridge based nucleic acid amplification test)
  available for testing TB Bacteria & presence of resistance.
 One mobile van     is operational with CB-NAAT testing facility under
  RNTCP.

Health and Wellness Centre                                  (Benefits)

• Successfully converted all Sub Centres into Health & Wellness
  Centres as per mandate of GOI.

• Pride in providing AYUSH and Dental services at these Health &
  Wellness Centres

• Benefits to residents are in terms of provision of a basket of health
  delivery services i.e Allopathy, Dental, AYUSH and Yoga under one
  roof.

• 103.07% full immunization & 100% provision of YOGA services at all
  HWCs

• Total TB Notification achieved 109% during calendar year 2018 by
  treating patient 5323 against target of 4875 (3 quarter).

Eat Right India Movement
 ‘Eat Right Movement’ launched in collaboration with FSSAI (Food
  Safety and Standard Authority of India).

 There is a MOBILE FOOD SAMPLING VAN equipped with the
  gadgets which can ascertain the adulteration of food articles. This
  van moves in the city as per the roster and the areas to be visited
  by it are informed prior so that the beneficiaries can avail the
  facilities provided in the van.

 Food Safety Cell comprises of adequately trained staff to generate
  awareness amongst residents pertaining to food adulteration &
  impact of this on general health.

 The activity is being simultaneously carried out at all the health
  facilities also as this is beneficiary related initiative wherein the
  focus is to inculcate a habit of healthy eating food habits and
  healthy lifestyle by undertaking Food Sampling

Eat Right India Movement                                 (Benefits)
 The number of samples received for testing of food items in the
   Mobile Testing Van increased after the collaboration of Food Safety
   Administration and Health & Wellness Centers.

 Generally 10-20 food samples were being tested in the van and after
   the collaboration with HWCs, the number of samples have risen to
   110-120.

 The participation of the community has largely generated awareness
   and also increased the number of queries being received in the
   department pertaining to food adulteration.

 No cost involved in the activity as Chandigarh has a well established
   Food Safety Cell which is carrying out activities pertaining to
   awareness regarding adulteration of food and healthy eating
   practices

TAARE ZAMEEN PAR – A Night Vigil
•Coverage of 100% immunisation at door step of mobilising and migratory population like Nomads, Rag Pickers, Beggars.
•Appreciated by WHO and Awarded by SKOCH-order of Merit Award

      •    An out of box idea, given the name as “TAARE ZAMEEN PAR”- A NIGHT VIGIL which is
           first of its kind of activity only implemented in U.T, Chandigarh.

      •    6 teams are constituted comprising Medical Officer, Health functionary, Police
           Personnel equipped with vaccine carrier, marker and torches.

      •    Teams visit the area in night hours for vaccination of children

   The effectiveness of the campaign vs cost effectiveness is evident from the fact that the moto of Pulse Polio Campaign - " Ek Bhi Bachha Choota Toh Surksha
  Chakar Toota" is being implemented in letter and spirit.
   No additional finance/stock was acquired for this activity. The teams utilized for the activity were the same being used in the day time activity.
  WHO team has monitored the activity during the campaign and their observations for the PPI activity is as follows “Very enthusiastic and motivating
  environment in the field after a long time with good quality of training and supervision at all levels. Keep it up team Chandigarh.”

          Target of this Mission, 6 x 6 x 6 strategy i.e. 6 beneficiaries, 6 interventions and 6 institutional services adopted with special drives of Anemia T3
           Campaign i.e. Test, Treat and Talk by using Digital Hemoglobin meters across the city

 CBE-Community Based Events:
       •   Annaprashan Diwas: To create awareness among the family and the community about the initiation of complementary food
           for all the infants who have completed 6 months of age .
       •   Godh Bharai: To advise the pregnant women and key members of her family on Nutrition and Health Care practices for a safe
           pregnancy.
       •   Supposhan Diwas: To create awareness and educate husbands about the relevance of Maternal and Child Nutrition.
       •   Celebrating coming of age – Celebration at Anganwadi Centres for children who have completed 3 years of age

 Flip Books - Flip Books having pictorial presentation on the Themes of Anemia and Breastfeeding are provided to all the 450
    Anganwadi Workers to facilitate Inter Personal Communication Sessions during Home Visits.

 Implementation of ICDS – Common Application Software (CAS) - Chandigarh is the first UT in India to have rolled out (100%)
    ICDS-Common Application Software (CAS), in all the 450 Anganwadi Centres, by procuring and distributing Smart Phones and all the
    04 Growth Monitoring Devices i.e. Infantometer, Stadiometer, Weighing Scale Infant, Adult Weighing Scale. With the introduction of
    ICDS-CAS, all the Physical Registers have been discontinued w.e.f. 01.04.2019.

Eight Excellence Awards and Status of “Best U.T. in the Country” for Celebration of POSHAN Maah-2018
 Chandigarh was conferred the status of “Best U.T. in the Country” and was awarded eight awards by the Ministry
  of Women & Child Development at POSHAN Maah Award Ceremony, organized as part of the Rashtriya POSHAN
  Maah under POSHAN Abhiyaan, in New Delhi on 10th October, 2018.
 Chandigarh received two State level awards, under the category “Best Social Media Campaign” and “Maximum
  Reach Across All Themes”. Besides this six awards were given under Block level and Individual Excellence
  category to the field staff.

Initiative under ICDS
 Additional Food Groups-“Eggs, Bananas, Milk” to the beneficiaries of Anganwadi
  Centres – Children in the age group of 6 month-6 year, Pregnant Women, Nursing
  Mothers, Adolescent Girls of all 450 Anganwadi Centres will be provided.
 Mobile Anganwadi Van to uncovered          population at construction Sites -
  Chandigarh Administration introduced Mobile Anganwadi Van to cover the
  construction site workers who generally remain uncovered in the ICDS
  programme due to migrant nature of their work. Mobile Anganwadi Van
  commissioned to provide Anganwadi Services e.g. Supplementary Nutrition, Pre-
  School Education and Health Education, Immunization, Health Check-ups and
  Referral Services to Children, Pregnant Women, Nursing Mother and Adolescent
  Girls at construction sites in Chandigarh.
 SNP through Model Jail - Department of Prison explored the feasibility/possibility
  for preparation and distribution of Nutritious Food to the beneficiaries of
  Anganwadi Centres. Model Jail, Burail established a centralized kitchen and
  started supplying SNP (Hot Cooked Meal) to 100 Anganwadi Centres.
  Department of Prison has started expanding kitchen to supply Hot Cooked Meal
  under Supplementary Nutrition Programme for the remaining 350 Anganwadi
  Centres.

 Supplementary Nutrition - "Fortified Hot Cooked Food" is being provided to all the
  450 Anganwadi Centres by the Model Jail, Chandigarh and 04 Non Profit
  Organizations. Main food ingredient viz rice oil and Salt are fortified.
Achievement of Samagra Shiksha Abhiyaan (SSA)
School Education
•   Project “Phoenix” was launched on 5th October 2018 by
    Secretary Education to track the achievement of learning
    outcomes of all the students and performance of teachers of
    elementary level.
•   Mobile   application   for    online   monitoring   has   been
    operationalized with the help of SPIC, UT, Chandigarh.
•   This mobile app is being used actively by the teachers and is
    accessible to the Principals, Officers at Directorate Level and
    Secretary Education for tracking the performance and taking
    remedial measures.
School Education - Initiatives
Infrastructure Development:
• Science & Knowledge Parks have been developed in 36 Govt. Schools at a total cost of Rs. 1.03
    Crores and 20 more are being developed.
•   20 Kids Adventure Parks have been established in 20 Govt. Schools and another 20 are being
    developed in this financial year with a budget of Rs. 40 lakhs.
•   Rooftop Solar plants have been installed in 81 Govt. Schools with overall capacity of 3005 kW in
    collaboration with Chandigarh Renewable Energy and Science & Technology (CREST). These
    schools are generating 3.9 MU (Lakh Units (kW) per year which has reduced the electricity bills of the
    schools significantly.
•   Video Wall has been set up in GGMSSS-18 at a total cost of Rs. 16.00 Lacs and setting up of video
    walls in two more govt. schools (GMSSS-16 and GMSSS-28) are also in pipeline.
Qualitative Initiatives:
• Under Zero Investment Innovation for Education Initiative (ZIIEI), Sri Aurobindo Society had imparted
  Orientation/Training to 3500 Govt. School teachers during 2018-19 and approximately 1300 teachers
  have been covered under this programs during 2019-20.
•   project launched in nine Govt. Schools in collaboration with Khan Academy for learning of
    Mathematics and to make it easier for students of upper primary classes. Under this project teachers
    & students of these selected schools are being used.
School Education - Initiatives
Vocational Education Initiatives:
• State Level Job Fair for students of various skill/vocational courses of class
  12th was organized in collaboration with CII, Chandigarh in which 124
  students got the placements in various companies.
• Artificial Intelligence Skill/Vocational course has been introduced in two
  Govt. Schools (GGMSSS-18 and GMSSS-32) at secondary level.
Inclusive Education Initiatives:
• With the aim of improving the motor skills (fine motor & gross motor skills)
  and to identify the hidden talent and aptitude of CWSN, training of 60
  hours duration on various skills is being imparted to these students by
  special educators.
• Sanitary napkin vending & incinerator machines have been installed in the
  girls toilet in all Govt. Secondary & Sr. Secondary schools which has lead to
  reduction in the dropout rates of the adolescent girl students on reaching
  puberty.
School Education - Initiatives
Other Initiatives:
• Children with intellectual disabilities enrolled in Govt Schools who have
  completed primary education and are interested in pursuing higher
  classes but cannot cope up with CBSE curriculum have been provided
  opportunity by the unique initiatives of UT to help them enroll under
  National Open School. The department is also assisting them in
  completion of their secondary grades.
• 182 children identified as dropouts due to their family circumstances in
  the age group of 15-18 years during the household survey have been
  persuaded and enrolled under National Institute of Open School (NIOS)
  by utilizing funds of Rs. 6.05 Lacs. The performances of these students
  have been very encouraging.
School Education - Achievements
• Top position in Country in School Education Quality Index (SEQI):
• Chandigarh has secured first position amongst all States/ UTs with overall score of 82.9%
  in the School Education Quality Index-2019 rankings released by NITI Aayog on 30th
    September 2019.
• Chandigarh scored 841 marks out of 1000 based on 70 performance indicators to
  assess the quality of school education (declared by MHRD in February 2019).
• Selection for participation in PISA – 2021: Chandigarh is the only administrative territory
  (amongst all States/ UTs) selected by MHRD, GOI for participation in Programme for
  International Student Assessment (PISA) conducted by OECD.
• Improvement in CBSE Board Results of Chandigarh Govt. Schools 2018-19:
    • Class X board result improved from 48.51% (2017-18) to 75.27% (2018-19).
    • Class XII board result improved from 73.63% (2017-18) to 81.76 % (2018-19).

• National Swachh Vidyalaya Puruskar (for year 2017-18): Chandigarh was awarded
  National Swachh Vidyalaya Puruskar for District and for two of its Govt. Schools
  GGMSSS-18 (Urban Category) and GMSSS-Dhanas (Rural Category) by MHRD.

     and Urban Transformation (AMRUT)
AMRUT
12 projects worth Rs. 57 crores were taken up by Municipal
 Corporation, Chandigarh in the sectors of Water Supply,
 Sewerage and Green Parks. Out of these 9 projects have been
 completed and 3 are in progress which are likely to be
 completed by December’2019.
A World Class Water testing laboratory is being established at
 Water Works, Sector 39, in which the quality of water can be
 checked using the latest equipments. A mobile van and online
 facility will be provided to the public for water testing. The work
 is under progress and likely to be completed by October’ 2019.
100% Central Assistance of Rs. 54.09 crores out of which Rs. 36
 crores has been released and Rs. 26.72 crores spent till date.
