A REVIEW AT GLANCE: MOTIVE &CHALLENGES OF “DIGITAL INDIA PROGRAMME (DIP)” IN INDIA Dr. Surender kumar1, Deepika2, Rahul3 1 Assistant Professor, JCD Memorial PG College, Sirsa Haryana 2 Assistant Professor, Ch. Devi Lal University, Sirsa Haryana 3 Assistant Professor, JCD Memorial PG College, Sirsa Haryana ABSTRACT Digital India is a campaign launched by the Government of India to ensure that Government services are made available to citizens electronically by improving online infrastructure and by increasing Internet connectivity or by making the country digitally empowered in the field of technology. It was launched on 2 July 2015 by Prime Minister Narendra Modi. The initiative includes plans to connect rural areas with high-speed internetnetworks. Digital India consists of two core components. These include: The creation of digital infrastructure, delivering services digitally.Digital India is a Programme to prepare India for a knowledge future. The focus is on being transformative – to realize IT(Indian Talent)) + IT(Information Technology) = IT(indiaTomorrow). The focus is on making technology central to enabling change. It is an Umbrella Programme – covering many departments. My gov.in , E signframework, digital locker, swatch bharat mission app, national scholarship portal, e hospital, digitize india platform, bharat net, WIFI hotspot, next generation network, electronic devlevepment fund, center on excellence on internet of thing It weaves together a large number of ideas and thoughts into a single, comprehensive vision so that. Each of them is seen as part of a larger goal. Each individual element stands on its own. But is also part of the larger picture. It is coordinated by DeitY, implemented by the entire government. The weaving together makes the Mission transformative in totality The Programme: Pulls together many existing schemes. These schemes will be restructured and re-focused. They will be implemented in a synchronized manner. Many elements are only process improvements with minimal cost. The common branding of programmes as Digital India highlights their transformative impact. Keyword: Digital, Information, Knowledge, Programme, Technology, Speed I. INTRODUCTION Today, the world has transformed from a knowledge savvy to techno knowledge savvy. Think of something and it is available in one click. So, Digital India is a step by the government to inspire and connect Indian Economy to such a knowledge savvy world. The program targets to make Government services available to people digitally and enjoy the benefit of the newest information and technological innovations. It brings out various schemes like E-Health Digital Locker, E-Sign,E-Education etc. and nationwide scholarship portal. Digital India is a great plan but its improper implementation due to inaccessibility & inflexibility to requisite can lead to its failure. The program strives to provide equal benefit to the user and service provider [1]. The consumers will be benefited by way of saving time, money, physical & cognitive energy spent in lengthy government processes. 850 | P a g e
For e.g. digital ticketing will lead to reduction in queue at ticket counter with online resources for booking, online tax-return filing etc. The aim of Digital India to give a Unique ID and e-Pramaan based on authentic and standard based interoperable and integrated government applications and data basis. This program will also lead to paperless work and reduction electronically.in cost to the government expenses. Government services will be available to every citizen II. MOTIVE OF DIGITAL INDIA MISSION 2.1 Education for All This initiative brings together to deliver high speed communication technologies and digital services that will reach to the remotest villages, round the clock. Public services like land records, certificates and many more will be made available online or public cloud. 2.2 Information for All Digital India is a campaign launched by the Government of India to ensure that Government services are made available to citizens electronically by improving online infrastructure and by increasing Internet connectivity or by making the country digitally empowered in the field of technology High speed internet as a core utility Cradle to grave digital identity -unique, lifelong, online, authenticable Mobile phone & Bank account enabling participation in digital & financial space Easy access to a Common Service Centre Shareable private space on a public cloud Safe and secure Cyber-space Infrastructure as Utility to Every Citizen High speed internet, as a core utility, shall be made available with Public cloud sharable on private space. Bank account and Mobile phone would enable participation in digital and financial space at individual level. Smooth access to a Common Service Centre within their surroundings. Websites and mobile apps will convey data and realistic participation and through social media. Everything is connected through virtual networks. 2.5 Digital marketing Digital marketing is an umbrella term for the marketing of products or services using digital technologies, mainly on the Internet, but also including mobile phones, display advertising, and any other digital medium.[ 2.6 E Commerce Digital India programme is electronic commerce, commonly written as e-commerce or ecommerce, is the trading or facilitation of trading in products or services using computer networks, such as the Internet or networks Electronic commerce draws on technologies such as mobile commerce, electronic funds transfer, supply chain management, Internet marketing, processing, electronic (EDI), inventory management systems, and automated data collection systems. Modern electronic commerce typically uses the World Wide Web for at least one part of the transaction's life cycle although it may also use other technologies such as e- mail.[3] E-commerce businesses may employ some or all of the following: Online shopping web sites for retail sales direct to consumers Providing or participating in online marketplaces, which process third-party business-to-consumer or consumer-to-consumer sales Business-to-business buying and selling Gathering and using demographic data through web contacts and social media Business-to-business electronic data interchange Marketing to prospective and established customers by e-mail or fax (for example, with newsletters) Engaging in pretail for launching new products and services Online financial exchanges for currency exchanges or trading purposes III. NATIONAL DIGITAL LITERACY MISSION (NDLM) The key to Digital India program is Digital Literacy. It ensures digital literacy to disadvantaged community by ―reaching out the unreached‖. The digital literacy program is in progress through NDLM DIGITAL INDIA: which makes rural citizens digitally literate by various training and building programs 3.1 National scholarships portal National scholarships portal (All Government scholarships under a single website): This is a one-stop solution for implementing the entire scholarship process. Here, in a single website, you can apply and register for different scholarships provided by different central and state ministries, governments and other agencies. You can receive application forms and process online. This helps in effective and faster processing of scholarships and delivery of funds to the beneficiaries‘ accounts. 3.2 Few Challenges Of The „Digital India‟ Programme We would like to highlight few challenges of the ‗Digital India‘ programme 852 | P a g e
A Digital India Year would make sure that each and every aspect of the programme is pushed to show results on the ground and not go into hibernation after one week of enthusiasm. Considering that most of the nine pillars of the Digital India programme face serious challenges in implementation since the question of continuity is always at stake, thus it is crucial that focused and persistent attention would be given to each of its pillars so that it does not make uncomfortable at the end of the day.[4] Implementation: The entire programme is designed as a top level model on the technological front. There is hardly any guidance on how to implement the same on the ground level to make it successful. To be precise, most of the nine pillars of the programme are directly related to high-end consumers and not for 70% (almost, according to 2013 – 2014 survey) of the rural population in India.Deploy W-Fi Centers & Hotspot: BSNL‘s (Bharat Sanchar Nigam Ltd) mass deployment of Wi-Fi hotspots across the country. If the government pushes BSNL to ensure at least one hotspot per village, it can do wonders and experience the positive outcome. However, if the selection of the hotspot locations were those populated by mostly tribals, backward castes, minorities and geographically difficult areas, then the impact can bring a new era in our country. Improve IT Literacy: Improving IT literacy is very important because the entire mass who is using internet should know how to secure his/her online data. Providing proper usability guidance of Anti-Virus software and its role in securing the records should happen simultaneously. Data Vulnerability: Each and every citizen of India would have all the personal details online including bank details, Income tax details, PAN details which might be vulnerable if not secured properly. In case this is breached, then any individual would lose the privacy of the data and would be compromised Excessive server Hits: If majority of the population start using online, then definitely the Government portal sever will start getting more number of hits day by day. This is limitless and the IT team needs to be prepared enough to tackle the situation where the possibility of crash would minimize. Man-In-The-Middle Attack: It is a type of cyber-attack where a malicious actor intrudes him/ herself into a conversation between two parties, imitates both parties and gains access to information that the two parties were trying to send to each other. A man-in-the-middle attack allows such intercepts of the data meant for someone else, without knowledge of either of the party until it is too late.[5] Security: It is necessary to overcome all the challenges mentioned above with the help of a proper IT security solution like eScan. With so many people connected to such numerous networks, data security will definitely become one of the priorities of the Government. Since all the departments like Income Tax, LIC, Election Commission, Passport Dept – will have ample sensitive data of citizens, thus there is a high possibility of data breaches once majority of the population become digitally literate. This project was first approved in 2006, but moved slowly in its initial years. One of the big boosts from Digital India could be the dramatic ramp-up the mega-project is setting as a target. Citizen services will be one driver of adoption.[7] Coordination Issues- Program covers many other departments, Need commitment and effort, Leadership and support critical for success Financial Resource Issues - Mostly structured around ongoing programs : Better focus, need some restructuring, Some others are process improvements or better utilization of resources, A few new programs may be needed – particularly in Electronics manufacturing and Skill Development The Digital India program (DIP) emphasizes on our digital inclusion and empowerment by improving online infrastructure, delivering services electronically with a special attention on our digital literacy. However, it is mar, with certain challenges, such as1) Infrastructure deficit such as lack of towers, especially in the country side. Beneficiaries may not have adequate knowledge of DIP Solution - Run campaigns for them, on regular intervals at village, block, and district levels. Auxiliary Services such as health, education, banking, governance etc may not be well developed. Solution - The aforesaid should be improvised in concomitance with implementing the provisions of DIP and make services like Digital locker, e-kranti, e-sewa grand success. Digital financial services such as online banking, aadhar linked benefit transfers, cloud services would be prone to more Cyber threats, thereby encroaching into our Rights to be Secured as well as Privacy. Solution - Have robust cyber financial security task forces at the state level with the help of entities like CERT and much akin to the cyberdrome like in Kerela. Require more spectrums per population to cater to the requirements of DIP Solution - Scaling up our spectrum capacities. Reluctance of the startups to be a part of DIP due to legal and IPR issues. Solution - Connect initiatives like Start up India with DIP more extensively and form a more investment, IPR friendly ecosystem. No separate entity for Consumer readdress under the program. Solution - Have a National entity to take care of the grievances pertaining to DIP IV. CONCLUSION Digital India progarmme is that can be delivered to citizens using Information and Communication Technology (ICT) by joining all the areas of India including the Gram Panchayats at high speed internet through broadband connectivity, in order to focus on the e-governance till 2019 The outcome of Digital India is to produce Wi-Fi locations for people, creating job, universal phone connection, High speed internet , Digital Inclusion, e- Services, e-Governance, Digitallymotivated people, National Scholarships Portal , Digital Lockers System, e- education and e-health making India to be pioneer in IT use solution. under various stages of implementation which may require some transformational process reengineering, refinements and improvement of scoping and implementation strategy to achieve the desired service level objectives by the concerned line Ministries/Departments at the Central, State and Local Government levels.
